Chicago - a great venue for ARMA Outstanding setting for some interesting developments in the ever-evolving RM field

Chicago is the town where in 1871 Mrs. O'Leary's cow kicked over the lantern that started the Great Chicago Fire which raged for more than 24 hours, destroyed 17,450 buildings over an area of 3.5 square miles, killed hundreds and left 90,000 homeless.

Chicago was also the birthplace of the world's first Ferris Wheel, debuted in 1893 at the World's Columbia Exposition.

Additionally, today the city is the home of the world's longest street (Western Avenue) and the world's largest public library (Harold Washington building).

But it also does more than just supply answers to trivia questions. From September 18-21 Chicago was the perfect site for the medium-sized exhibition at ARM A International's 50th annual conference and exposition, held at the city's N avy Pier Festival Hall.

With 21 9 exhibitors in slightly more than 200 booths, occupying 150,000 square feet of space, ARAAA made the big time at the N avy Pier facility that juts out onto Lake Michigan. A respectable but not overwhelming show in comparison to those in other industries (though it set attendance and exhibit records for ARAAA), its location allowed attendees to enjoy the benefits of being in America's second largest city with its multitude of after-hours entertainment, cultural and shopping attractions.

By contrast, a show Like ARAAA, occupying 150,000 square feet of exhibit space and drawing an estimated 4,200 conference attendees and expo visitors, would have been lost and rattled around in a giant facility like Chicago's McCormick Place. It would also have probably been financially unsustainable in such a cavernous locale.

Industry trends, changes So, in terms of trends and products, what was there for attendees to see at the Navy Pier ARAAA expo, relevant to the film-based and related records management industries?

Continuing the trend line of recent years, the most popular offerings - in terms of

conference sessions and expo product categories - were issues and products related to managing electronic records, text and information. Pre-conference seminars, the four days of actual conference sessions and related broad technology sessions all homed in on electronic information and records management. There were no sessions directly related to film-based systems, although the technology entered indirectly, usually as minor elements of total systems.

The downward trend of numbers of companies participating in the film-related aspects of records management, primarily through consolidations, continued but at a somewhat lesser pace than in prior years.

The major exit was that of the national service company, ImageMax, announced on the eve of the show. It was acquired by DataBank, an information services provider.

Meetings were being held during show week to determine which ImageMax locations and staff would stay and which would go.

Another change that occurred just before the show began was the pick up of distri­ bution rights to Agfa-Gevaert microfilm products in the US by Crowley Micrographics. Crowley replaced and might be a better fit than SourceCorp, the broader giant international information outsourcing services provider.

Technology developments As far as technology goes, the liveliest film-related developments were in production level film writers. This year that was the area generating the most "buzz" as well as new products. In fact, this time around film writers drew the interest that film scanners have pulled in recent years. Most interest centred on the premiere of a new film writer from Fuji that, when introduced, would compete with Kodak's Archive Writer.

Also of interest were developments in Zeutschel's O P 500 Archive Writer (distributed by Crowley). Two other new film writers from Germany were not on display at ARAAA. However, film/archive writing was not the only area among the roughly two dozen microfilm-oriented exhibitors where new products were shown, as well as improvements on older ones. And, since ARAAA is so much smaller than AIIM, its

principal rival, it gives exhibitors a chance to spend more time with interested users, potential users and dealers. Though most exhibitors would still have liked larger raw numbers.

Now, on to the show. Alphabetically by company (except as noted), here's what was on view.

ALOS Micrographics showed its complete line of microfilm equipment. This included the Z-46 desktop film scanner, as well as its line of reader-printers, planetary cameras, and roll film and universal carriers that can be used with most other manufacturers' RPs. A LO S also discussed the Connecticut Micrographics duplicating products it acquired in late 2004 and has integrated into its product line.

Anacomp in addition to discussing its outsourcing services, also showed its latest desktop scan-on-demand digital film scanners (from ST-lmaging). All units delivered in 2005 now feature a mirror image viewing function so there is no need to place the roll of film on the spindle in any particular way since reversed images will be aligned properly for viewing, a doubled zoom lens range, ST Snapshot software for grabbing an image on the viewing screen, and improved ScanWrite 3.0 software.

Anacomp also described its multi-vendor maintenance support and docHarbor Web Presentment Services.

Canon USA devoted most of its booth space to its document scanners and copiers, for which it holds a major market share in the US. Also on display was the latest version of the DR 5060F, a desktop digital scanner system with a built-in 16mm microfilm backup system. Canon still markets, though it apparently does not push, its digital microfilm scanner-readers. The most recent of these is the M S800 series.

Crowley Micrographics, beyond announcing its role as US distributor of Agfa microfilms, showed the newest of its Mekel roll film scanners, the M ACH IV model. The unit scans 300 images per minute at 200 dpi and can do 600 ipm with dual output.

The unit takes 16/35mm film on 1000' standard rolls, uses an 80 megapixel/second camera, and boasts direct path imaging - camera, film and light source all in line, The company also displayed the Zeutschel Archive Writer O P 500, for which it is the US and Canadian distributor, as well as its own newest HP LabMaster processing unit, the M C I 500, a hybrid that can do colour and B&W film. The MCL 500 is designed for use with the OP 500. B&W processing is conventional negative type while colour is PS process for llfochrome.

Crowley said it has made sales of the O P 500 and MCL 500 to major government agencies and is doing an active service bureau business with the units.

Eastman Kodak noted it was celebrating its 75th, fifteenth and one year birthdays 75 years in the document imaging business since introduction of its Recordak cheque film scanner, 15 years since the introduction of its first digital document scanner, and its number one position in the mid- and highvolume production scanner segments worldwide.

Featured in its booth was a new feeder attachment for the Kodak i40 scanner introduced a year ago. The new document feeder is designed to scan and capture information on documents, thick cards, credit cards, drivers' licenses and other documents of varying sizes in a straight paper path. Images are delivered in bitonal, grayscale and colour in simplex or duplex scanning with 600 dpi resolution.

Other scanners featured were the Kodak i660, Kodak i60, and Kodak i65 models.

Kodak also stressed new offerings to the cheque processing field to capitalise on the recent Cheque Clearing for the 21 st Century Act (Check 21). The company will soon begin shipping hardware and software and make available professional services to help financial institutions quickly convert paper cheques to digital images at the point of cheque presentation.

Not slighting its film origins, Kodak also discussed its 9600 line of Archive Writers for which it has written new software, its i7300 scanner for converting film images into digital ones, and its Reference Archive Services Network. Introduced at AIIM earlier this year, RASN is a service that utilises a group of outsourcing partners to provide digital-to-film writing services to end user clients.

EDCO-The Document People, originally a microfilm service company that evolved into a service provider specialising in hospitals and healthcare, was present to describe its complete range of document management services and products. These include high volume document microfilming and scanning, document storage, and on-line retrieval. The company was also present to show the applicability of its capabilities to other industries.

EyeCom was present to show its products and services used to integrate paper, microfilm and digital imaging. In the microfilm area these include the Portable Microfilm Retrieval System (PMRS) for field use; it is based on the ImageMouse tablet scanning system. Also in the microfilm area are Scan & View, a paper and film scanning and retrieval system.

e-image Data showed it has added image enhancement to all models of its desktop ScanPro microfilm scanner line. The units with built-in computers were the easiest; others are easily linked to PCs. Image enhancement allows viewing of full image maps while the addition of 7X lens capability allows viewing and scanning of aperture cards. The present line, which may be enlarged later this year, consists of the ScanPro 200, which can be connected to a laser printer as a replacement for a reader-

Fuji Photo Film, displaying through the Fujitsu booth, showed its new A R -1000 document archive system that records a variety of digital documents onto "Archive Media AM -66", a new Fuji microfilm with an expected life of 500 years. The A R-1000, introduced in Japan at the end of 2004, is expected to be released in the US later this year. It would compete with the Kodak Archive Writer for service bureau business.

Input is in TIFF format at 110 pages per minute and goes onto two 16mm rolls (one negative, one positive) and output is 200 dpi. Index frames are generated automat­ ically from the film name assigned from the text file. The A R -1000 stands 52cm wide x 75.5cm deep.

Resolution is up to 300 dpi. The image is stored digitally in grayscale and can be output in TIFF, JPEG, multipage, and customised formats. Reduction ratios are 15X - 48X. An automatic feeder system loads and unloads up to 200 fiche and can be set for up to eight hours of unattended operation.

The production digitiser is fully automated and can be set for 24 hour operation. US price is about $1 20,000. The company has around two dozen European installations and two in the US. North American distri­ bution is through Ristech Company of Canada, elsewhere by DRS digital solutions of Germany.

InoTec, a German firm, exhibited at the Crowley booth and displayed a new hybrid system, the InoTec 515. It scans and films simultaneously using 16mm roll film with available reduction ratios of 24X and 48X with triple blip. Built for high speed production use, it has a scan speed of up to 230 sheets (460 pages in duplex mode) and is capable of processing documents of widely varying sizes and thicknesses.

Resolution ranges from 75-400 dpi. The scanner automatically senses double feeds via a special sensor and double feeds are stopped automatically.

Current US distribution is through The Woodward Group.

"Almost" micrographics exhibitors In addition to the above-mentioned 14 exhibitors who stressed their micrographicsrelated activities, there were almost as many service providers who noted they, too, on request could offer micrographics-related services. Many of these, in addition to booth signs, had also asked to be included in the "micrographics" category of the ARM A show programme. Generally this means they stand ready to offer paper-tofilm, film-to-digital or digital-to-film conversions for clients who need such services, usually on a project basis. And even more usually these jobs are farmed out to companies especially in microfilm services.

Other specialised services offered include long-term retention of records, film and disaster recovery services, and records management solutions in which microfilm may be a part-time player, Such "almost" micrographics exhibitors included: Continental Datagraphics (conversion services, www.cdg.com); GRM Information Management Services (solutions provider, www.grmims.com;

Joyce Records (storage, e-mail skehoe@joycerecords.com); Iron Mountain (storage and disaster recovery,

nextScan, the only exclusively production film scanner firm displaying at ARM A, announced its new NextStar software for its fiche and film scanners, is now in the beta stage and expected to be in production shipments by the end of the year. Formerly dubbed "Project Apex", NextStar promotes enhanced workflow by capturing, in grayscale, an entire roll of film, jacket or fiche as one image. As a result, image enhancements are performed at the index/Q C level, enabling optimum scan time and feed. This also eliminates rescans and reloads and is said to minimise operator training time. nextScan also discussed and showed models of its Eclipse 500 roll film scanner which is claimed to scan at 500 ipm, doing both bitonal and grayscale from 16mm and/or 35 film, its Eclipse 300 model, which preceded-the 500, and its Mercury scanner, a lower cost and lower output level unit. Mercury is said to have been the first roll film scanner to use USB connectivity. All units come with nextScan's Fusion software.

Konica Minolta had a combined single booth exhibit. In imaging it accented the former Minolta book scanner, the PS5000C, and the publication scanner, the PS7000.

The availability of Minolta's established line of microfilm scanner-printers was also noted.

Distribution is through the Minolta microfilm dealer network which still exists, though in smaller size than it once was. The network, however, is being added to on a selective basis.

How did exhibitors like the show?

This report was written immediately after the ARM A expo and there was no time to officially survey exhibitors as to how they rated this show compared with prior ones or expos offered by other groups. However, informal comments and responses to questions found that most exhibitors felt the show was "pretty much like the last several".

Exhibitors felt it was probably worthwhile and they would return again. Responses ranged from "I got to see some clients and some more potential ones, although the numbers are small" to "Where else can we go these days?"

Opening day (Sunday) attendance seemed very light, undoubtedly reflecting beautiful weather outside and lots of attractions for visitors. To counter such

disadvantages, ARM A offered free box lunches to expo visitors. It didn't work.

Second day attendance clearly picked up but some exhibitors seemed sceptical of the 3,000-4,000 ARM A "guestimate".

AIIM and FblA. Que Pase?

AIIM was not present at the show, a surprise since AIIM and ARM A traditionally exchange complementary booth space so the cost of exhibiting is minimised. It reflects only shipping of any booth materials, setup and dismantling time, and costs associated with having AIIM booth personnel.

AIIM's absence was also surprising because one of the merger conditions, under which FblA was folded back into AIIM, related to fulfilment of existing obligations.

One of these was an FblA "presence" at the ARM A show. Perhaps AIIM felt there was

no need for such a "presence" since there is now officially no AIIM. However, since AIIM is combining what had been FblA with the former Service Company Executives Forum to create the Document Management Service Providers Council (DMSPC) and will hold the first DMSPC executive forum and expo Nov. 1012 in San Antonio, Texas, the ARM A show appeared to be a good and low cost way to promote that forum.

ARMA 2006 The 2006 ARM A conference and expo will be held in San Antonio Oct. 22-25.

Imperial W ar Museum turns to Capix Faced with the challenge of providing digital prints to online customers, the Imperial War Museum determined not to compromise on quality. Into the frame stepped Capix.

History Creator With the help of a Big Lottery grant, the Imperial W ar Museum (IWM) has scanning well under way to make a core collection of some 30,000 Second World W ar images available on-line. Supporting this activity, the Museum's newly installed high resolution Colenta Creator Digilab from C apix will meet the demand for hard copy prints.

"For several decades we have provided handmade silver gelatin prints to our many customers who range from private researchers to major publishers," says Jeremy Richards, manager of the Photo Unit at the IWM. "The Photograph Archive provides public access to a growing collection of almost 10 million images which reflect the Imperial W ar Museum's brief to cover all aspects of British and Commonwealth conflict since the First World War. "We are now moving from the analogue to the digital world with the Colenta system.

It is the first time we have invested in a machine with such diverse imaging facilities, including the ability to print up to 14 x 18ins A R M A R E V IE W

which covers a substantial part of our existing business."

In addition to this service, the Big Lottery grant, awarded to mark the 60th Anniversary of the end of World W ar II, is enabling the Museum to put an important part of its Second World W ar collections on­ line. The Photo Unit is scanning selected areas of the collection to provide an on-line website which visitors can easily access and browse to make their print selection: http:// www. iwmcollections. org. uk/ "We recognised that following our investment in the creation of a substantial digital resource of over 30,000 images, we would need to be able to output the images quickly and efficiently," says Richards. "The Colenta Creator Digilab enables us to do this through the use of network hot folders."

Installed for just over a month, the Colenta system is not yet running at optimum capacity, but with over 30,000 images soon to be available, full-on mode cannot be far away.

ACS to provide electronic benefits transfer services New Jersey Human Services agency lets $US 24 million contract.

A C S (Affiliated Computer Services), which is in the top 20 list of business process and information technology outsourcing providers to the US federal government and listed number one as a state and local agency supplier, has been selected to provide electronic benefits transfer (EBT) services to the New Jersey Department of Human Services. In June it began fulfiling a five year contract, with two extensions, that can be worth about $US 24

million, It basically covers electronic benefits transfer (EBT) services for food stamp and cash assistance programs.

The contract provides EBT transaction processing, a call centre, account management, web-based transaction inquiry, online reporting, retailer management for merchants, and ATM access.

The A C S business segment involved is the company's Family and Community Services

Texans pride themselves on thinking "big" but at the University of Texas in Austin, Texas they literally are thinking very small. The University's undergraduate library is planning to disperse almost all its 90,000 books to other university collections to make room for a 24-hour electronic information commons.

He said the books involved are being moved within the university's library system, one of the United States largest with 8 million volumes. Basic reference works such as dictionaries and encyclopedias will remain. Removing the rest will open 6,000 square feet of space, The new, almost "bookless" undergraduate library will feature "software suites" — modules with computers where students can work 24 hours a day.

Such digital libraries —with books being moved elsewhere, or to storage, or eliminated— have been spreading in the US since the first appeared in 1994. "There's a real transition going on," said Sarah Thomas, past president of the Association of Research Libraries and the librarian at Cornell University in Ithaca, NY. "More and more we're delivering material to the user as opposed to the user coming to the library to get it."

ILFORD up to speed

It's a case of all systems go at ILFORD Photo the successor to the legendary Ilford brand as the new company puts all aspects into place and brings together the world's leading proponent of true black-and-white photography.

After some four months of highly geared activity following the dramatic, and globally welcomed, announcements in February this year that one of the world's best-known, and best-loved, black-and-white photographic manufacturing companies, ILFORD, had been saved from total annihilation.

The newly emerged organisation is now able to draw breath and assess its current situation.

It was due to the swift and timely action of six of ILFORD Imaging's management team at some considerable personal financial risk to themselves - that the UK-based company which headed the international group avoided being split up, asset stripped, or otherwise totally lost. Via a cleverly constructed operation, the liquidators were able to sell off the considerable areas of land at the company's plant in Mobberly, Cheshire, to an investment company on the basis that the plant would remain, thereby enabling the rest of the business to fall within the capabilities of the team.

What amounted to something of a coup, in the face of determined interest expressed by 21 potential suitors which pursued the company through its most vulnerable stages, saw the team able to provide a more attractive solution to the liquidator. This included not only satisfying the demands of the liquidation, but also ensuring the contin­ uation of a business which, over its 125-year history, had established itself as the leading monochrome specialist.

Having had the deal and the buyout accepted to much acclaim, the team then had to get the company fully on track: manufac­ turing processes operating, stocks up to appropriate levels, sales, marketing and distribution fully functioning, staffing organised and relations with both the company's overseas distributors and its worldwide customers being re-established on a progressive basis. "It has been a pretty hectic four months," states chairman and managing director Phil Harris, "but we now have the

company on a strong basis and ready to take on the world in our endeavours to revitalise the ILFORD name."

ILFORD Photo is the trading name of HARMAN technology Ltd, the company under which the new enterprise trades, and is the brand which will be used for all monochrome products - film, paper and photochemistry.

The HARAAAN brand (drawn from the name of ILFORD's founder in 1879, Alfred Harman) will be applied to other aspects of the company's business, such as thin-layer film and paper coating for the medical sector, as it becomes further organised.

The distributors in USA, France, Benelux, Switzerland and Australia are no longer subsidiaries of ILFORD UK, but since their former parent company's crash, they have re­ organised themselves, mostly as independent companies, and will continue handling the supply of ILFORD Photo products to their respective markets, as do the many other companies which make up the global network of suppliers. The ILFORD digital products manufacturing base in Switzerland is still involved in discussions concerning its future.

HARAAAN technology/ILFORD Photo now stands totally independent of any corporate ties to the erstwhile group, and is concen­ trating on what it knows best, and to which it is totally committed - black-and-white photography.

"Black-and-white analogue photography is the platform to which we are all dedicated," explains Howard Hopwood, HARAAAN/ILFORD Photo's marketing and business development director. "Quite frankly, the rebirth of ILFORD as a brand concen­ trating on this genre could not have been better timed.

"The world imaging market has been jumping through all kinds of hoops over the last few years as it has come to terms with digital processes, just as much as it has with the progress of colour photography. Having done that, and turned full circle back to its

I roots, those who really care about expressive photography, and about preserving images in | all their beauty, still acknowledge that blackand-white is the one true medium.

"Whereas colour images provide a record of a scene, an event, a memory, black-andwhite photography is an artistic expression with which no other form can compete. One only has to look at the tonal quality which can be achieved, the integration of light, shade and mood, to recognise that this is the j metier of true artistry."

Remploy Offiscope acquires scanning business Remploy Offiscope, the outsourced office services division of Remploy - the UK's largest employer of people with disabilities - has acquired the scanning business of leading document management company MSR for an undisclosed sum.

The acquisition of MSR's loyal and impressive customer base, which includes blue chip companies such as Unilever, Hoover, Honda, Honeywell and Matthew Clark, makes Offiscope a significant player in the document management sector.

Established in 2003, Remploy Offiscope provides companies and organisations with key outsourced services on an ethical basis that include contact centres, direct mail, fulfilment and document management. E-mail deluge spreads concern about accuracy of stored electronic records Industry association AIIM Europe, has found that 40% of UK companies are worried that their electronic records may not be accurate, accessible and trustworthy. The survey, taken in advance of the AIIM Conference and Expo on October 25th and 26th, reflects increasing concern. In last year's survey 27% of respondents were not confident in their record management procedures.

The flood of e-mails and a number of high profile court cases in the US have spread concern about compliance and corporate risk. Less than 45% of companies

have policies on the length of time e-mails are retained and how or by whom they are stored - despite the fact that over 70% use e-mails for contract negotiations, HR letters and financial transactions.

The theme of the AIIM Conference and Expo is compliance and efficiency through information and document management.

According to AIIM, the business case for new systems includes both a measurable Return on Investment (Rol) as well as a potential Cost of Failure (CoF).

The AIIM Europe Conference and Expo takes place at the Hammersmith Novotel in

NARA Awards Electronic Records Archive Contract Lockheed Martin Corp. was chosen by the US National Archives and Records Administration (NARA) to build the proposed Electronic Records Archives (ERA) for NARA. Lockheed Martin, which won a year-long design competition with Harris Corp., will receive a US $308 million contract for work through fiscal year 2012. ERA is expected to have initial operating capability by FY 2007.

In announcing the award, Allen Weinstein, US Archivist, stressed, "The need for ERA is

urgent. An unprecedented number of electronic records are now being created by government departments and agencies. The most important of them will be preserved and will be accessible indefinitely..... As far as N ARA is concerned ERA's failure is not an option. The stakes for our country are simply too high..... " "Outside the Federal realm, archives in state and local governments...face challenges similar to NARA's and ERA will help them find

solutions.....(however) ERA is not a panacea.

It is a good start, a major first step...."

NARA also announced an Advisory Committee on the Electronic Records Archives to advise and make recommendations of the development, implementation and use of ERA. The committee includes experts in computer science, information technology, records management, archival science, and certain specialized areas. In addition, N ARA said it would seek ERA input from the 50 states.

Fibrenetix opens for business in Silicon Valley Fibrenetix, a leading European storage systems manufacturer has announced the launch of Fibrenetix USA Inc in San Jose, California.

The USA move follows recent subsidiary launches in Germany and The Republic of Ireland - and adds to operations in Spain and France.

Announcing the opening of the U.S operation Fibrenetix CEO Jes Nagel said: "We are seeing solid growth, above the storage industry norm, and we expect that pattern to continue. ImageMax passes on, succeeded by DataBank IMX ImageMax, the nationwide US service company that at one time had facilities in more than 20 US locations, is no more. Its remaining assets were bought by DataBank, a multimedia information services company, and merged to create a new entity, DataBank IMX. Major operations in Boston and Syracuse were retained. The former ImageMax locations in New York, Philadelphia, Minneapolis and Phoenix were closed. What remained of New York and Pennsylvania clients were combined into a new production facility in Fort Washington, Pennsylvania. DataBank IMX's new corporate offices will now be in Baltimore.

The owners of the new DataBank IMX, Dick Aschman and Chuck Bauer, are veterans of the US microfilm field, Aschman was with Eastman Kodak for 28 years. Bauer goes back to the noted Baltimore service firm, B&B Microfilm, which was sold and absorbed into FYI (now SourceCorp) during the height of the service company acquisition splurge, Bauer later worked with Mobile Microfilm, another service firm, that also was acquired by FYI. His most recent affiliations were DataBank, which he acquired from US microfilm industry veteran Theresa Maultby, and Document Imaging Group, acquired from

another veteran, Skip Strovel. All are now part of DataBank IMX. During the week of the ARMA conference and subsequent week, a series of nationwide meetings were held by DataBank IMX to ~ introduce Aschman and Bauer to the sales personnel and regional executives who will run the new service organization.

Assisting national security Necessity has truly been the mother of invention for key US agency.

The US Department of Homeland Security found, soon after it came into existence, that its Immigration and Naturalisation Service (INS) had limited and cumbersome access to many vital historical records, stored mostly in Washington DC. In addition, aging paper-based files and neglected deterio­ rating microfilm were threatening the data integrity of what was irreplaceable information that could have a direct bearing on national security.

Looking at the situation, INS saw its requirements were for vital records preser­ vation, information integrity, and the need

for streamlined, simplified and secure information access. It also decided it should go outside for an information services provider that could offer and coordinate a multitude of services. These included microfilm conversion to digital images; data entry; specialised multi-tier indexing for simplified inclusion of related documents; data storage and repository posting; quality assurance; conversion accuracy verification; and the maintenance of data security. INS turned to SourceCorp.

The results, which only now are being seen, have been impressive. They include:

Canadians leery of information outsourcing They fear loss of privacy to US agencies.

When the British Columbia (BC) government recently decided to outsource the processing of Canadians' medical claims, previously processed by British Columbian government employees, the employees' union objected to the loss of jobs but also to potential privacy risks. One main argument was that the data might fall into the hands of the US government, , because the proposed information outsourcing contractor was a US-based multinational company.

The union feared that the lack of broad US privacy laws, together with expanded government authority to obtain personal information under the controversial USA Patriot Act, would put employees' personal information at risk. Canadian legal experts also said that records might be released to satisfy US grand jury subpoenas, National Security requests and other procedures that could require the protection of records.

Canada has its own privacy law - the Personal Information Protection and

Electronic Documents Act - but it is unclear whether disclosure of a record in response to a US demand would violate the Canadian law.

In the end the BC Supreme Court dismissed the union's challenge to the outsourcing. It upheld the importance of privacy protection but noted "it is clear that the parties to this arrangement have taken all reasonable steps to ensure that Privacy is not absolute."

Tourism Ireland awards website contract Dynamic tourist websites to combine global reach with a local 'touch' Tourism Ireland has awarded a 2.6 million web development contract to LB Icon Limited. This UK based agency made a joint bid with sister company Wheel, providing a powerful combination of systems integration and creative marketing experience to meet Tourism Ireland's requirements.

The new global online presence will promote Ireland as a tourist destination for overseas travellers. The site will deliver information through 24 websites in 14 languages, to provide a more dynamic user experience for over five million visitors a year, with content tailored to local country requirements.

Tourism Ireland awarded the three-year contract following an extensive six-month tendering process. LB Icon Limited and Wheel, both part of the international LB Icon Group, are partnering, with Tourism Ireland, to provide user experience, design, development and technical services for the

websites. The sites will be implemented with the Tridion R5 Content Management System.

"O ur objective is to create a Web presence that is 'best in class' in the tourism sector," said Kieran O 'H ea, Internet Manager at Tourism Ireland. "We selected LB Icon as a partner because of its experience of multinational website rollouts, its global presence and its superb track record in developing high-quality websites for high-reputation consumer clients."

"The Internet has become a vital medium in the battle to stay competitive in the international tourism sector," explained Joe Byrne, Director of Markets and Customer Relations with Tourism Ireland. "Our customers are becoming increasingly knowledgeable and sophisticated in their use of the web and in the range of information they require. The new websites will provide a much more dynamic user experience and facilitate greater levels of

interaction between our customers and our industry partners, who received over one million referrals from our websites this year."

O f the six short-listed bids for the project, LB Icon scored highest in the key evaluation criteria of web design and development, project and client management, delivery and support capabilities and content management. "The content management system is the heart of the website," added O 'H ea, "LB Icon's implementation of Tridion R5 will provide us with a scalable solution for our global web presence which will also allow our offices worldwide to easily tailor web content to local requirements."

The new Tourism Ireland websites will be phased in from January 2006, starting with the Great Britain site, followed by the rollout of the remainder of the local market sites from February until the end of April 2006.

Formerly dubbed Project Apex , NextStar promotes enhanced workflow by capturing in grayscale an entire roll of film, jacket or fiche as one image. Applying Machine Aided Indexing for Document Categorisation Linking a thesaurus to Microsoft's SharePoint for Content Management Many businesses and organisations are coming to understand their need for a business thesaurus to help categorise documents and aid in information retrieval. Typically, these businesses are all faced with a similar challenge: how to implement the thesaurus in day-to-day usage and in a way which will find smooth acceptance within the culture of users.

Even the best-designed thesaurus may be limited in application if users face excessive new steps for implementation or are unclear about the advantages of using a thesaurus in aiding document storage and retrieval. To support daily document handling, the application of thesaurus terms needs to be as automatic as possible.

The American Society of Radiologic Technologists (ASRT), in its pursuit of enterprise -wide content management and information sharing, contracted Access Innovations Inc. to construct a thesaurus encompassing not only the structure of the organisation, but the field of medical imaging as well. The ultimate intent in pursuing the thesaurus was two-fold: first, to use the terms in the thesaurus as keywords for indexing existing documents and second, that

the terms be applicable in a tool which would suggest indexing keywords at the time of document creation.

ASRT is a membership organisation of over 100,000 members; the organisation's documents encompass not only internal documents but also articles for publication. The tool to suggest indexing keywords needed to function within ASRT's requirements: ★ MicroSoft word processing software would be used for document creation ★ Microsoft's SharePoint software would be used for document version control and sharing ★ The documents may be in a variety of formats ★ The documents would need to be saved as XML ★ The tool must recognise existing meta data associated with documents Microsoft's SharePoint software provides collaboration and version control for document creation, and search capability in a form familiar to users of MicroSoft products.

However, while SharePoint supports the use of taxonomies, it does not provide a taxonomical structure to the user. The focus of this project was to mesh the familiarity and functions of SharePoint with the categorisation and indexing facilitated by a thesaurus, to form a strong synergistic structure. The goal was to make indexing of documents an integral part of document creation, in a way easy for creators to encompass and use, thereby producing documents with associated meta data which would facilitate search & retrieval of documents and information organisation­ wide.

Access Innovation's Machine Aided Indexer (M.A.I.) was selected as the tool to apply thesaurus terms as indexing keywords.

The Interlink company of Englewood Co was brought in by ASRT as consultants on the SharePoint side of the project.

To facilitate implementation of the thesaurus terms and ease user transition, the decision was made within ASRT that the keyword suggestions be generated and accepted automatically at the time the document is saved to SharePoint. The option exists to increase the j visibility of the keyword suggestion process, up to and including editorial input of keywords; these options may be exercised after users are more familiar with the presence of the thesaurus. Increasing the visibility of the indexing process could also be pursued as a means for further educating the users on the thesaurus terms, the terms constituting approved forms of subject categories used daily.

(The presence o f Preferred/NonPreferred forms in the thesaurus ensures indexing even when non-standard term forms are used.

Making the indexing process more visible may be viewed as a way o f educating users as to the nature of the Preferred relationships.!

Code was written by Access Innovations programmer Tao Liu to mesh M.A.I. with SharePoint. This code handles documents in Word document format (.doc), Excel spreadsheet format (.xls), and PowerPoint presentation format (.ppt). Collaborative work is ongoing to serve .pdf documents.

As the project is now realised, ASRT j personnel create documents as they are J accustomed to doing. At the time the J document is saved to the SharePoint server, j M.A.I. automatically activates and provides j indexing keywords (terms from ASRT's business j thesaurus) and associates these keywords with the document in the form of meta data. In this i way, each document is indexed and retrievable i by terms from the thesaurus, while still bearing j the meta data information and text-search j capability inherent in SharePoint. j The code developed in meshing M.A.I. with SharePoint may be applied to other SharePoint installations and may be customised to interact with other software.

The SharePoint server is a popular content management tool. The merging of SharePoint with a custom thesaurus greatly bolsters | SharePoint's strengths, while presenting users I with an easy introduction to thesaurusenhanced categorisation and information discovery.

Software coming for scanning Arabic documents CNN.com reports computer scientists are developing software for scanning Arabic documents, including handwritten ones, which would allow Arabic writings to be digitised and posted on the Internet.

Scientists at the University of Buffalo (New York) where the software is being developed say the project is far from easy. Handwritten

Arabic poses special challenges, as some Arabic words can be written in more than one way, and characters may take on different forms depending on where within a word they appear.

COST EFFECTIVE MOBILE SHELVING FROM LINK 51 The New 'Universal' has wide appeal The benefits of electric-powered mobile shelving are now available to a far wider range of users with the introduction of the new 'Universal' system from a leading UK manufacturer, Link 51. Simple to operate and install, Universal provides a highly attractive and economical alternative to manually-operated mobile systems and requires power from no more than a 13 amp socket.

Each back-to-back shelving run with the new Universal system is mounted onto a chassis which runs on parallel guide rails that are located within a false floor system.

Because this sits directly on the existing floor, disruption during installation is minimised.

Each run can then be moved along the rails to create a single access aisle where needed, allowing the maximum area of floor space to be dedicated to storage. In many cases, the moveable runs are flanked by further static shelving.

The design only requires power from a safe, low voltage supply thus connection is simply via a small transformer to a standard wall socket. This also keeps the in-built

rechargeable batteries, fitted to each chassis base, fully charged to allow up to 100 open or closing operations in the event of power failure. Movement of the individual shelving runs is achieved by no more than a push­ button located at waist height on each end panel. This is enhanced by a digital control system that provides a 'soft-start' to minimise the risk of component wear and protect stored items from sudden jolts.

CASE STUDIES Scottish Courage toasts success of new processing solution Graphic Data Online helps UK's leading brewer automate processing of 180,000 invoices p.a. and maximise benefits of SAP system Scottish Courage, the UK's leading brewer, has selected Graphic Data Online (GDO ), a leading provider of document and data management solutions, to automate the processing of over 180,000 invoices per annum.

Scottish Courage, the UK division of Scottish & Newcastle, produces well-known brands including John Smith's, Foster's, Kronenbourg and Strongbow. One of the company's key business drivers is the pursuit of cost reduction and efficiency gains, not least of all in its purchase invoice processes.

The company receives around 180,000 purchase invoices a year from a wide range of UK and overseas suppliers, valued at around ÂŁ1 bn. Historically, the management of those invoices has involved accounts payable staff manually sorting and matching them to relevant purchase orders and goods received notes and keying in data to the company's SAP enterprise resource planning (ERP) system. It decided to move towards an outsourced purchase invoice processing service to maximise efficiency and reduce costs, and selected G D O as its services partner.

Graham Cameron, Purchase Ledger Manager at Scottish Courage, explained: "G D O filters and deals with all our purchase invoices according to specific business rules. Invoices are scanned and images are loaded onto a C D , ready to be processed by us utilising software developed

by G D O . Any invoices that have information missing, such as purchase order numbers, are automatically returned by G D O to suppliers."

Recently, Scottish Courage decided to take advantage of G D O 's more extensive invoice processing services. Now, invoices are scanned as before, and in addition data is extracted from each invoice and verified for accuracy from vendor information supplied by Scottish Courage. The invoice images and associated data are then loaded onto G D O 's Web-based electronic document management (EDM) and workflow system, where checks are made and simple workflow is invoked.

"Our invoice processing staff can view invoice images by selecting from these queues via a Web browser and take the appropriate action," added Cameron.

"Images are viewed alongside our SAP registration and matching screens, with the header data extracted by G D O made available for input into SAP." "After the initial start-up learning curve, the service is consistently providing increased transaction throughput," said Cameron. "Not only does this latest upgrade to G D O 's service speed up the processing of purchase invoices, but the expansion of the service provides staff at our company's locations UK-wide with equivalent access to the system via a Web browser. This has been particularly beneficial where credit notes need to be matched and approved at our depots."

He concluded: "Today we're putting things in place to provide even better workflow management and reporting tools.

Hallmark Cards aims to improve efficiency and reduce costs Founded in 1910, Hallmark Cards, Inc is the Goliath of greeting card companies. They are the personal expression industry leader and are widely known as the consumer brand of choice. The company's cards are sold under brand names such as Hallmark, Shoebox and Ambassador, and can be found in more than 42,000 United States retail stores. Currently the company employs over 18,000 people.

Given the company's size, it takes a great deal of effort and innovation to keep Hallmark running smoothly and profitably. As a result, the company pays close attention to its operational efficiencies. Hallmark has to make sure that its content management, business process automation, and simplification of both critical and daily decision-making interconnect flawlessly to ensure that their business runs as it should.

In its ongoing mission to improve efficiency, Hallmark found that the capture, processing and storage of its reorder tickets - recurring customer requests for a standard order - were problematic and inefficient. In 1989, Hallmark implemented a solution to scan its re-order tickets using a basic content management system. The original cost of the scanners and the supporting software cost well over $250,000 with substantial support requirements, including seven personal computers and considerable staff involvement.

In addition to being expensive and cumbersome, the old system would only allow for the re-order tickets to be scanned face up and orientated the correct way.

When an error occurred, a Hallmark employee would have to retrieve the re-order ticket, review the information and manually process the request. These additional steps hurt Hallmark's productivity because employees were pulled away from their other duties.

Recognising the need to update the system, Hallmark set out to revamp their content management process. The first step in making that happen was selecting a system integrator that could create an effective solution. They were looking for three primary characteristics: price, experience and reputation. Logicalis Computing Solutions began working with Robert Wiseman Dairies in 2004 to help improve business processes with a distributed capture system using

Kofax's Ascent Capture. Ascent automat­ ically captures the information on documents and forms, and delivers reliable, retrievable information into business applications and databases.

The documents are scanned using a range of Kodak scanners, captured using Kofax Ascent, and delivered to an IBM content management system that is running on IBM i-series (A S/400) servers. This system integrates with the company's core ERP software, Movex, which enables users to process documents from their desktop using all the software solutions in a simple environment.

A recent development has been the integration of an internally developed Lotus Notes HR solution, which allows personnel to view documents held in IBM Content Manager from a Lotus Notes database. The IBM Content Manager OnDemand software also provides archival and retrieval of Movex generated reports such as statements, credit notes and invoices, etc.

"Kofax Ascent provides an environment where any of the remote dairies or depots can process documents in a secure manner," said Robert Wiseman Dairies' Senior Analyst Programmer, Simon Wood. "They are now indexed properly and shared with the home office."

A lread y back in 1981, the com pany stored its accounting data on microfiche, which w as progressively updated to film rolls. In this same process, they began scanning and filming incoming invoices/accounts payable documents.

Project Director Hennecke remembers: "Problems arose when a customer had a question about an accounts receivable invoice, and our staff had to come up with a solution on the telephone without having access to the necessary record for fact checking or the complete documentation that w as needed to clear up the question."

Even though they were using an external C D service provider, the com pany still found itself "collecting far too much paper" before introducing a document management system. "Customer documents and consolidation statements that need to be retained for ten years, were all ending up in binders anyway.

W e also found that in various departments, employees were keeping their own 'shadow files', more binders stuffed with copied records that pertained to their particular areas." To be able to access filed documents meant travelling a long w ay for some employees. "They needed to go all the w a y to the Accounting Department to look through certain folders or spend valuable time searching for something on microfilm," according to Hennecke.

We Need O ne Central Filing System!

In September 2001, FALKE decided to introduce a document management system - "we were looking for a w ay to save costs," as their Project Director/Accounting explains. Together with their trusted system integrator, they

The accounting data is collected as physical files which are automatically read in twice a week by DocuW are. In the DM S, they are linked to a blank accounting form, which means they are archived in a completely paperless manner. This form w as only scanned once beforehand with DocuW are. If changes are made to the form - say a new type style is used - a new blank template is simply scanned in.

If the order in which the fields containing the accounting records is altered, the index words must simply be updated. If coordinates for the index fields are changed, they are simply defined in an FRM file.

Since m id-2004, FALKE started using the DocuW are module A C T IV E IMPORT to integrate accounts receivable invoices of a production facility in a PDF format. The indexing of these accounting documents is completely automatic. To help handle difficult non-coded records (N C I), FALKE invested in the im age enhancement Virtual ReScan (VRS) from Kofax. This electronic "Check Point" provides quality control of scanned im ages, automatically correcting the brightness, clarity and contrast of a document. Hennecke: "With paper records, for exam ple those were printed with grey ink on pink paper, this program m e really helps us read the

correct information and make it even easier to index automatically."

DocuW are is being mostly used in the Accounting, Controlling, Sales, Purchasing, Logistics and IT/O rganisation departments. It's quite a case load.

Hennecke lists the documents currently being electronically archived: "Aside from the 1100 pages of accounts receivable invoices and 50 customer records stored every day, the com pany files 2 0 0 0 journal pages every month and 7 0 ,0 0 0 pages in consolidation statements, 5 0 ,0 0 0 accounts payable invoices, 2 0 ,0 0 0 internal records as well as 1 5 ,0 0 0 payment records such as transfers or checks every year."

rather indexed automatically within the system and directly archived," explains Hennecke. "With paper documents, a barcode is applied containing some basic indexing data, such as a record or customer number, then it is scanned and electronically stored."

The time needed for this process is very m anageable, according to the Project Director: "Users with writing rights are actually part-time workers at FALKE, who just come in for about three hours d a ily to scan in paper documents." The Project Director also estimates that the other employees using the DM S to locate documents and information program are using the program m e about a half hour per day.

Getronics UK appoints new Managing Director Appointment of Senior ICT Executive Mark Kenealy to drive growth in the UK Getronics UK has announced the appointment of one of Europe's top information communication and technology (ICT) executives as its Managing Director for the UK and Ireland.
