Microfilm QC breakthrough They say "a farmer gets lucky towards evening" - and a litany of other arcane cliches like: "till then swill", "as you sow, so shall you reap", etc. My 'sowing' began 12 years ago. We were fighting with the establishm ent over the simple word 'Certified'. I sowed words like 'what you're mandating is restraint of trade and thus doubtfully legal'. The US Government Printing Office (GPO) was the only entity that listened and made changes back then! They replaced Certified with: 'Contractor is responsible for providing microfilm resolution test targets that contain five of the ISO test charts. The microcopy resolution test charts must comply with ANSI/ISO 3334-1989 American National Standard.' Not a spell binder, but significant to a fledgling company that manufacturers resolution charts! And so GPO contract specs were 'loosened'. Larger fish were in the old farm pond so I tried trolling there. Besides it was more sporting than plowing. I tried to net John W. Carlin, Archivist of the United States, prize catch of the whale-like National Archives and Records Administration (NARA). Well, I got a nibble. They promised to review my wormy request, but it would take a few years with no promise they'd bite. 'Tempus fugit'. So I cast after AIIM and the US Department of Defense (DOD) and the National Institute of Standards and Technology (NIST), the old National Bureau of Standards (NBS). NO ONE would bite. Recently the American Records Management Association (A R M A ) notified members that N A R A was soliciting comments before anchoring re-publication of Rules for Micrographic Records Management. I was hooked to again cast my bait. Viola! A huge nibble followed by a BIG bite. This time NARA made changes to allow manufacturers and buying public some slack in providing and purchasing microfilm resolution charts! 'Perform resolution tests using ISO 3334-1991 Resolution Test Charts OR A COMMERCIALLY AVAILABLE CERTIFIABLE target manufactured to comply with this standard...' This wording is now part of NARA's newly published update of the Micrographic Records Management Rule (36 CFR Part 1230.14 (d) Quality Standards (1) Resolution). We've been fishing for change since 1990 as mentioned. Thanks to AR M A for recently suggesting NARA include this simple revision into law, new wording should now appear globally in governments' bid specs. It benefits manufacturers of resolution charts AND, more significantly, allows users a choice over buying more expensive charts as certified by NIST.

As a member of AIIM 'S C10 quality control committee, our goal now is to see this change effected across all applicable standards published by AIIM and the International Standards Organisation (ISO). Although it's 'getting towards evening', we are thrilled about the wording change. Simple yet significant. Microfilm QC will always remain primary. Controlling microform quality is like a good day fishing. And Preserving that catch is like mounting it for posterity! Soon, I hope, we'll be invited 'across the pond' to again fish in Green waters and try our new spinning reel; casting about Scanner Resolution Charts. Further Acquisition Announced by Micro-image Business Solutions Limited On the 14th June 2002 Micro-Image Business Solutions Ltd (M BS) acquired the entire share capital of Caledonian Microforms Limited (Caledonian). Caledonian M icroform s Ltd, w ho are based in Cheadle Hulme, Cheshire, have a turnover of around ÂŁ400k per annum and have been trading in excess of 25 years under the directorship of Roger Bloomfield. Caledonian has a long history of Microfilm production and in recent years has also been providing Alchemy scanning services and systems. Roger is retiring, but his three children Simon, Claire and James continue to work for the company.
