Integrated Product Support (IPS)

About IPS

At its core, IPS is about readiness ensuring the systems our Warfighters depend on are completely supported with the right infrastructure, personnel, equipment and data necessary to successfully perform their assigned missions.

IPS goes far beyond logistics; it is a comprehensive approach to lifecycle sustainment that is integrated into every phase of defense acquisition and planning.

IPS provides information and products so that the Resource Sponsors can grant funds and sequence project execution to meet the requirements of the requirements of the Navy’s Capability Evolution Plan within the financial constraints and restraints the Defense budget imposes.

COLUMBIA Class Submarine (CLB SSBN)

These planning products are critical to bridging operational requirements with shore capabilities and supporting informed programming in the Navy’s Planning, Programming, Budgeting, and Execution (PPBE) process.

Basic Facilities Requirements (BFR)

Establishes detailed facility needs based on platform-specific operational and support criteria.

identifying infrastructure gaps and evaluating site suitability.

Facility Management Plan (FMP)

Synthesizes findings into a comprehensive planning document that supports project development, programming, and execution.

What IPS Delivers IPS Success In Action

IPS helps the Navy get ready for new ships, planes, and weapons systems—before they arrive. It makes sure the bases and infrastructure are ready on time, not after the fact.

What Makes IPS Valuable

• Helps the Navy plan for buildings, power, equipment, and space years before a platform arrives.

• Makes sure the right people are working together early—so nothing important is missed.

• Reduces last-minute changes that cost more and delay missions.

• Turns complicated ideas into clear plans that can be funded and built.

When IPS Happens:

IPS starts early—before any construction or platform delivery begins. It fits into each phase of a new platform’s development:

• When the platform is just an idea: IPS helps define what support will be needed.

• During design and testing: IPS helps pick the right bases and see what upgrades are needed

• Before delivery: IPS turns planning into actual projects the Navy can fund and build.

The earlier IPS starts, the more value it brings.

CVN-78/79 Shorepower Development NASNI Coronado

‣ IPS Team Initiated Site Survey and NASI Power Study

‣ Developed P-1073 as a replacement for P-1079

‣ Results include design/construction of new facilities at reduced costs

‣ Increased electrical capacity at Lima Pier.

E-130J Advanced Planning Effort MCAS Cherry Point & NAS Point Magu

‣ IPS Team transitioned E-130J planning effort to NAVFAC MIDLANT & NAVFAC

‣ Enabled successful Charrettes at MCAS Cherry Point & Point Magu

‣ IPS successfully demonstrated a collaborative joint IPS and FEC Stakeholder enterprise

LCU-1700 Site Survey & Evaluation Reports

‣ Conducted coordinated site visits and stakeholder engagements to assess homeport requirements.

‣ Delivered updated planning documentation (FMP Rev 0 underway) to inform facilities and mission support.

‣ IPS supported advanced planning to align shore infrastructure with hull production and delivery timelines.
