Thelastfewyearshavebeen challengingfortheISVandother professionalassociations,andweare veryappreciativeoftheongoing supportofourmembers.Wecannow lookforwardwithconfidencetoplan eventsandmemberservicesthatwill benefitandcreatevalueforour members.
Aspartofthisrenewal,youreceived theISVMemberSurvey.Wereceiveda remarkablenumberofresponsesfrom members,andawealthoffeedback regardingwhatyouwouldliketosee onofferfromtheISV.Wewillnowuse thatfeedbacktoinformourupcoming strategicplanning,sothatyouwillall haveastakeinthefuturedirection, goals,andactivitiesoftheISV.
Weapproachthedeliveryofthe2023 ISVStrategicPlanwitharenewedsense ofindependenceandprideintheISV, largelybroughtaboutbyourimpending 150thanniversary.Thismilestoneisa wonderfulopportunitytoreflectonour longandsuccessfulhistoryasthepeak professionalbodyrepresenting surveyorsinVictoriaandoneofthe oldestprofessionalassociationsin Australia.
TheISVisaprofessionalassociation thathasrepresentedindividuals workinginthesurveyingprofession since1874.Ourongoingroleisto supportyourprofessional development,promotetheinterestsof thesurveyingprofession,andtouphold theprofessionalismandethicsofour members.Thisimportantwork providesbetteroutcomesforyouand thecommunity
Membershipofaprofessional associationprovidesyouwithadirect voiceforhowyouwishtohaveyour interestsrepresented.Thisisadefining aspectofprofessionalassociations,and whyISVwillalwaysseektobean independentprofessionalassociation. Weareaccountabletoandrepresent theinterestsofourindividual professionalmembers.
Thereisongoinginterestin consolidatingprofessionalandindustry associationsthatrepresentthe surveyingprofession.
Inaddition,effortstocentraliseand nationalise associationfunding, governanceandrepresentationofthe professionhavebeenongoingfor decades.Clearlythereisefficiencytobe gainedinconsolidationofresourcesand thegoodwillofvolunteers. However,thenationalisingand combiningofprofessionalandindustry association,canruntheriskofmisrepresentationoftheprofession,and therebydilutingdiverseandimportant viewsthatgovernmentandother stakeholdersneedtohearandconsider. Ifnotconsideredcarefully,thiscould servetoprovidepooroutcomesforthe surveyingprofessionandthe community.Weneedtolookbackon theseeffortsandexperiencesand questionwhetherthesehavebeenthe rightapproach.
TheISVasahighlyrespected professionalassociation,andCSVasa proudindustryassociation,havea sharedvisionforthesurveying professiontothrive,butwehave fundamentallydifferentpurposesand objectives.
Theneedsandinterestsofindividual professionalsandbusinessesarevery different,butthedifferencesclearly complementeachotherandalongwith theirrespectivestrengthsandongoing collaboration,willservetoprovidethe necessarydiversityofviewsand independentrepresentationtoachieve thebestpossibleoutcomesforthe surveyingprofessionandtheVictorian communityintothefuture.

Real GNSS challenges in the field: a technical support perspective - Dr Jane Cooke
Nointernetrequired.PrecisePointPositioning(PPP)inremoteareas.
Wherewehavecomefrom IhavebeenworkingwithGNSSfor30 yearsandoverthattimethechallenges facedinthefieldbysurveyorshave changedduetoadvancementsin hardware,softwareand communications.Butassomeaspects havebecomeseasier,newchallenges haveemerged.InowworkinTechnical SupportforCRKennedylookingafterthe configurationandoperationofallLeica surveyequipment. Intheearly1990s, GNSSwasjustGPS,theAmericanGlobal PositioningSystem.Surveyorshadto consulttheconstellationalmanacand plantheirdatacollectionfortimeswhen themostsatelliteswerevisibleathigher elevationsenablingtheloggingofgood, un-noisystaticdata.
TherewasnoRTKoranycommunication betweenthereferenceandroverinthe field.
Bythelate1990sandearly2000s,we wereusingRTKwithUHFandVHFradios. RTKbecameviableduetothe developmentofreliablereal-time processingalgorithms.
The challenge then was to haul the required batteries and radios into the fieldandsetupinaclearlocationwitha tall, high dB gain antenna for the RTK radio signal to propagate over the longestdistancepossible.Thetechnical support line consisted of calls about maximising the RTK range over tricky terrain and the new MGA coordinate systemforAustralia.TheRTKtechnique using a single base and rover is limited due to distance dependant errors caused by ionospheric differences betweenthebaseandrover.The10mm plus5ppmerrortypicalofthistimehad minimal impact on survey data as the radio range rarely exceeded 5km. Later, radio was joined by point-to-point mobilephoneRTKastheroverʻphonedʼ the base for an RTK solution, and then finallywecoulduseinternetcorrections using Network RTK. Network RTK uses internet-based corrections distributed viaanNTRIPcaster.Thecorrectionsare eithersinglebaseoranetworksolution. The network solution eliminates the distancedependanterrorsbymodelling
theionosphericerrors,utilisinga networkofgroundbased continuouslyoperatingreference stations(CORS). Aselectionof modelsismadeavailableviadifferent mountpointstobeappliedtotheRTK solutioninthefield.Surveyorsalso workedwithasoftwareplatform commonbetweentheGPSandthe Totalstationaddressingscalefactors, geoidsandcombineddatasets. Technicalsupportatthistime progressedfromeducatingpeople whohadneverusedGPSbeforeto teachingcombinedTPS/GPSdatasets andincreasinglysophisticatedcoding anddataflow.Surveyauthorities startedtoaddressverifyingand validatingGPSresultsfromthefield. Theequipmentcouldachieveagood result,butthefieldmethodologyand awarenessofthedatacapture environmentbythesurveyorwas critical.
Gamechangers
Lookingatthetypicalfieldsurvey equipmenttoday,manyofthe historicalissuesarenolongera problem.Therearenowaroundforty satellitesavailableusingGPS, Glonass,Galileo,Beidou,QZSSand NavIC. Thesurveyornolongerneeds toconsultthealmanactofind sufficientsatelliteswithinsky-view, theyalsohaveantennaswithsuperior trackingandmultipathmitigationfor theirroverandreal-timeinterference mitigationfortheCORSbasestations. Theroveralgorithmscantrack satellitesandresolvetoanRTK solutionfasterandmoreaccurately thaninthepast.
Theintroductionoftiltpoleforboth theGNSSandTotalStation,means thatcollectingdataclosetophysical structuresisnowpossible.This reducestheissueofmultipathfurther andcombinedwithimproved processingalgorithms,GPSworks effectivelyinmoreplacesthanever before.

GPStechnologyalsonowincludes imagecollection;TheGNSSunittakes aseriesofgeoreferencedphotographs whichareorientatedtogetherto enablepointstobemeasured accuratelyinthefieldoroffice software.PostProcessinginLeica GeosystemʼsInfinitysoftwarealso generatespointclouds,creating3D renditionsofthesurveyed objects.Callstotechnicalsupportare aboutbespokeconfiguration,advice onmethodologiesanddeliverables. TheindustryacceptsGPSandnow understandstheproceduresrequired tocollectreliabledata.
Currentchallenges
Theincreasednumberofsatellites beingtrackedbytheGNSSreceivers arecausingsomeinterestingnew challenges. Extrasatellitescreate additionalRTKinformation transferredbetweenbaseandrovers. Thisincreasedbandwidthimpacts systemsworkingwithUHFradios. From2015ACMAintroducedstrict UHFlicensingregulationstocombat thecrowdedUHFradiofrequency band.Userspayfortheirallocated license.Urbanusersgeta12.5MHz bandwidthandremoteusersare alloweda25MHzbandwidth.Tousea 12.5MHzbandwidth,compatible radiosarerequired.Thesmaller bandwidthcompoundstheproblem oflargerdatapackets. Sendingan RTKmessageeverysecondwith30-40 satellitesoveraradiolinkis problematic.Themessagebandwidth requiredforthecurrentsizeof message,inforinstanceRTCMv3,is fartoobigfortheoldradio modulationtechniquessuchasGMSK or4-fsk.Usersnowneedtousea modulationtechniquesuchas8-fskor droptheRTKtosendevery2seconds.
IfyouarestillusingTrimtalk450s whichhastouseabaudrateof9600, andyouarelicensedforafrequency with12.5khzchannelspacing,the baudratewouldbereducedto4800. Thissolutionisnotviablewithhigher numbersofsatellites. Itistherefore necessarytoincreasetheRTKradio bandwidth-
GNSSworkinginchallenginglocations. andwithoutviolatinglocalradio communicationregulations. Solutions areresearched,testedandreadily availablebutdorequiresurveyorstobe awareoftheresolutionsavailable.Inthe technicalsupportteam,weare educatingouruserstomodifysettings theymayhaveusedforyearstobemore applicablewiththecurrent circumstances.
Analternativesolutiontoradiosin remoteareaswithnointernetaccessis PrecisePointPositioning(PPP).Leica introducedSmartLinkPPPafewyears agotoprovidecmpositioninginremote areas.Thissolutionprovidedan augmentedRTKsolutionfroma geostationarysatelliteanywherethe GNSSreceivercouldseethesatellite overhead,withnorequirementfor internetaccessoralocalCORSnetwork. ImprovementsinPPPalgorithmsand softwarehavenowmadethesolution veryfastandeasytouseonwhatever coordinatesystemyouneed.Usersnow combinePPPwithNetworkRTKsothe shiftfrominternetcoveragetonointernetcoverageisseamless. Thereishoweveranotherproblemfor GNSSusersloomingonthehorizon. NetworkRTKinternetusersneedtobe awarethatTelstra,andotherproviders areswitchingoffoftheir3Gnetworksby June2024.Assurveyinghardwareis designedwithalonglifespan,many modemsusedbyGPSuserstoconnect toNetworkRTKarequiteoldnowand support3Gonly.
Thesewillnotbeabletoconnect tothe4Gor5Gnetworks.Mostof thesecontrollerscanhowever connectviamobileWi-Fidevices.
Whatiscomingnext?
Thefutureoftechnicalsupportfor GNSSisensuringdeliverablesare ofareliablerepeatablequality. LowcostGNSSequipmentand NetworkRTKprovidersoften promisegreatresults,but surveyorsmustensurethatdatais verifiableandofasuitable accuracy.Thesurveyauthorities ineachstateneedtocontinueto ensuresurveyorswhetherland,

Inanymemberorganisationitisvital thatmembersareregularlysurveyed, sothatthoseresponsiblecanremain instepwiththeneedsofmembership. Thisincludesdeliveryofservices, eventsandthedevelopmentof policiesandprocedures.Most importantlyitcangaugesentiment andprovideanopportunityfor memberstocontributethoughtsand ideasandtherecanbeenormous varianceinresponses.
Forsomemembersitʼsallblackand white,whileforotherstheirreasonfor membershipismuchmorenuanced.It maysurprisereaderstoknowthat therecanbepolarisingviewsand needs,theoppositeofwhatonemight think.Beingeverythingtoeverybody isaloftyaim,butmeetingkey objectivesformanyiswise.
Soletʼslookatwhatwehavelearned fromthosewhocompletedtheISV BenchmarkingSurvey. One interestingaspectofplanningevents comingoutofCovidisthatof providingonlineaccessanditmust besaidthatthejuryisstillout.The ISVBoardistakingtheapproachof encouragingsurveyorsbackintothe eventspaceforin-person networking,playingtooneofthekey strengthsofISV.Ahandfulof memberswouldpreferthingstobe online,particularlyiftheyare locatedregionallybutbecausethat numberissmall,thisyeartheISV Boardisfocussingonstrongerand moreattractivein-personevents withtheaimofofferingmore definedandbetterpromoted regionalevents,andsomeseparate onlineofferings.
Addingwhatappearstobeasimple additionalonlineservicetoeachevent actuallyrepresentsmanythousandsof dollarsinproductionand administrativecostsacrosstheyear. Wewereveryinterestedtoplumbthe depthsofourvolunteercultureand weredelightedtofindthat60%would liketocontributeinsomeway;tosubcommittees,theISVBoardandthe organisingcommitteeforour150th celebrations.Havingtheoptionto providerespondentsʼnameshas provenparticularlyvaluable.
TheISVBoardhasbeenverykeento reviewthecostofmembershipforfully retiredsurveyors,consideringthevalue thatsuchmemberscontinuetobring ourcommunitythroughknowledge, experienceandcollegiality.Over90% ofrespondentsagreesotheBoardis nowworkingonthisnewgradeof membership.Likewise,theBoardʼs conceptofcreatingafurthergradeof LifetimeMembership,recognisingthe loyaltyofalifetimecommitmenttoISV wasreadilysupportedbynearly100% ofrespondents.
TheISVBoardisdefiniteinitsaimto educateyoungstudents,theirfamilies andthecommunityaboutthebenefits ofacareerinsurveyingandwere upliftedby50%ofyoubeinginterested inactivelytakingpartinalocalised schoolsprogramandtofurther supportthis,50% interestedin mentoring,verymuchinlinewithour proudhistory.

Thingsonwhichwehavetaken immediateactionincludemore technicalcadastrallearningsfor presentationsatseminarsand conferences,reinstatingTraverse magazine,buildinganewwebsite thatreflectsbetterevent information,technicalcontentand recognitionofourhistoryandpast leaders(aworkinprogress),offering opportunitiesformemberstojoin oureffortstoencourageagreater interestinsurveyingatschoollevel andstrengtheningourstandingasa vitalindependentorganisation whichpromotes,caresforand respectstheworldoftheindividual surveyorhereinVictoria.
Thankfullyforthismagazine,almost70%ofmemberswouldliketoprovide articlesandphotosandhopefully,ifyouhavereadthisfar,youarepartofpartof thatimportantsustainabilitystatistic!

AmygraudatedlastyearfromRMITwitha BachelorofAppliedScience(Surveying) (Honours).Forhermajorproject,she investigatednewandeffectivemethodsto recruitstudentsintosurveyingprograms,an areasheisparticularlypassionateabout.
AmyworksatPrimeSurveyasasurveyor,and atRMITasaWiSTEMAmbassador,wheresheis responsiblefordesigninganddelivering SurveyingandGeospatialworkshopstohigh schoolstudents.Sheisalsopartofthe marketingcommitteefortheSurveying Taskforce.

AFIGCongressisheldevery4years wheretheFIGCouncilandCommission Chairsareelected.TheCongressisa week-longeventwhichincludesan extensivetechnicalprogramattracting presentersfromallovertheworld.
Itrepresentstheculminationofwork undertakenbyeachoftheCommissions overtheprevious4years.TheCongress typicallyattractsthousandsof participants.RecentCongresseshave beenheldinTurkey,Malaysia,Australia, Germanyandmostrecentlylastyearin WarsawPoland,whereIhadthe privilegeofattendingFIGCongress 2022.
Theopeningceremonyincludedvarious Polishdignitariesandaninspiring KeynotespeechfromFIGPresident RudolfStaiger.ThethemeforFIG Congress2022wasannounced: VolunteeringForTheFutureGeospatialexcellenceforabetterliving.
Themaintechnicalprogrammewent overthreedayswitheachday consistingof4sessionsbetween8am –6pm.Eachsessiontypically consistedofseveralpresentations eachthemedundertheumbrellaof oneortwoCommissions.Itook particularinterestinthepresentation SurveyingLicensestoPerform Surveying(Geodetic)WorksinPoland.

Iwasalsointriguedtohearabout DigitalCadastralModernisationin Norwayandtheparallelswiththe currentprograminVictoria.Similar levelsofinaccuracyareapparent acrossEuropeancountries.The misuseofdigitalmapbasewitha monumentbasedcadastralboundary systemwasalsopassionately discussed.ItwasalmostlikeIhadnʼt lefthome!
Therewereinterestinghistorylessons includingsomeonfamiliarfamous PolishexplorerssuchasPaweł StrzeleckiandTadeuszKościuszko. Interestingfact:Australianstypically pronounceKościuszkophonetically asKaw-zee-oskowherePolish pronounceitmorelikeKosh-oosh-ko.
A particular takeaway from the Congress was the international perspective. A large focus within FIG is within the developing world. In many parts of the world there is little or no formal boundaries, no cadastre and no register of ownership or Title. With no developed cadastre the ability for land development is significantly limited as it can be difficult to obtain investment, funding, insurance etc.

ThisyeartheISVwasproudtobeable toplayhosttotheSurveyingtaskForce (STF)firstplanningmeetingfor2023. AlongwithsupportingtheActingChair ofSTF,ISVBoardDirectorEvan Webster,itispartofalargerpictureto becomemoreproactiveinthespaceof attractingstudentsofallagestothe surveyingprofession.

ISV's Diversity in Surveying committee has worked for many monthsoncreatinga documentthat informs many aspects of the ISV Board's work into the future, framingitsaimsforawelcomingand inclusivefuture that is representative of the community in which we live and work.

Itʼsnosurprisethatmembersofthe communityreachouttotheISVoffice dailywithabroadrangeofenquiries regardingsurveying,butwearealso regularlyremindedofthesignificant roletheInstitutionhasperformedin guardingVictoriaʼshistoryandthe workofpastmembersandsurveyors.
RecentlywewerecontactedbyAlex WadeofQueensland,thegreatgreat grandsonofearlysurveyor,Henry Wade,significantformanyaspectsof Victoriaʼshistoryincludinghis involvementintheborderbetween VictoriaandSouthAustralia.
HenryWadewasalsooneofourmost travelledpioneersurveyors,whose workincludedthecitiesofBrisbane andIpswich,MoretonBay,Portland andtheSunbury/Gisbornearea. Manymemberswillrecallthatinthe 1990stheISVBoardsupportedthe creationofamonumentinhishonour, closetowhereWadewasburiedwest ofMelbourne,havingdiedwhileinthe field.
TheunveilingwasattendedbyISV PresidentPhillipOʼBrienandwasa greatexampleofmembersofthe communityworkingtogether, includingHenryWadeʼsdescendants, theOfficeoftheSurveyor-General,the CalderFreeway–DiggersRestto GisborneConsultativeCommittee, SunburyanddistrictHeritage AssociationandVicRoads. ItwassadtolearnfromWadeʼs descendentthatthemonumentʼs plaquehadbeenstolen,alongwith anotherhonouringpioneerCaroline Chisholme.
Wesharedthestorywithcurrent Surveyor-GeneralCraigSandywhohas sincevisitedthesightandhavebeen buoyedbybothhisinterestand knowledgeofVictoriaʼshistory,asthis isnottheonlysitethathasthe attentionofhisoffice.
DeputySurveyor-General,Eddie Cichocki,alsohasakeeninterestin restoringthesemonumentsand memorialsandtheirworkonthese sitesiscollaborativeand consultativewithcommunityand stakeholders.Inrelationtoour stolenplaquetheremayalsobe benefitsoftheirOffficebeingunder thenewumbrellaofthe DepartmentofTransportand Planningasthe

InDecemberlastyearthesurvey professionlostamemberwhomade significantcontributiontoboththe professionandthecommunity throughouthislife.Brucewasbornin Footscrayon30November1927and waseducatedatFootscrayHighSchool wherehewasduxin1941before movingtoMelbourneHighSchool.He startedworkasanarticledpupilwith theStateRiversandWaterSupply Commissionandstudiedsurveyingpart timeatRMIT.
IntheSR&WSCheworkedonRocklands andEildondamsandthenwentonto becometheseniorsurveyorinvolvedin theremodellingoftheGoulburnMurray IrrigationSystem. Hethenmovedto RochesterasSuperintendingSurveyor forthreeyearsandthentoMelbourne inasimilarrole. Thatalsoinvolved monitoringthestateʼswaterresources, whichledtoBrucecompletingapostgraduatecourseinEngineering HydrologyatUNSWin1971. In1974 BrucewasappointedAssistantChief Surveyor. Later,Brucemovedtothe StateElectricityCommissionwherehe wasinchargeofsurveysforthenew transmissionlinetoPortlandwhichwas builttosupporttheAlcoaaluminium smelter.
Helaterhadmanyotherrolesinthe SEC.BruceretiredfromtheSEConhis 65thbirthdayinNovember1992,he joinedtheVictorianInstituteof Surveyorsasastudentmemberon18 April1947andprogressedtocorporate membershipon28November1955. He becameaFellowin1983andwas awardedacertificatemarking60years ofmembershipinNovember2007. Duringthatperiod,heservedon DivisionalCommitteeinmanyroles, includinghonorarytreasurer,convenor ofthesocial,finance,surveyintegration andprofessionalofficersʼcommittees beforebecomingPresidentin1982.He becameaFellowofISAin1983.
The foregoing is a brief overview of a long and varied surveying career, but therewasmuchmoretoBruce.
TherewereothersidestoBruce, includingofcoursehispersonallife. He marriedBettyin1953andtheyhadfour sons. Overtheyears,BruceandBetty hadseveraldifferentholidayhouses wheretheywereabletoenjoymany familyholidaysandtoimbueinthe othermembersofthefamilyBruceʼs loveoftheoutdoors.Throughouthislife Brucewasanavidbushwalkerwith scouts,YHAandothergroups. He continuedthatpursuitintohiseighties.

Hejoinedthe CitizenMilitaryForcesandon21May 1958hewascommissionedasa lieutenantin105Construction Squadronwhichwascomprisedof membersofthepublicservicewithskills intheengineeringarea. Brucewenton tobecomeaMajorandOfficer Commandingthesquadronwhichwas veryactive. Thatincludedforinstance anannualcampinPNGwhere,under Bruceʼsleadership,theunitimpressed regulararmyofficerswiththeamountof workthereservistswereabletoachieve inbuildingamuch-neededbridge. Bruceʼsmilitaryservicewasrecognised bytheawardingoftheReserveForces MedalandtheEfficiencyDecoration.
AnoutstandingattributeofBrucewas hisenergy.
Whenevertherewasaneed,Bruce tookactiontofillthatneed.
Around1959,Bruceestablishedhis firstholidayhouse:transportinga weatherboardhousefromEildonto Torquay,Hewasinstrumentalin buildingagolfcourseatEildon. He wasactiveintheScoutingmovement, hewasafoundingmemberofthe RochesterRotaryClub,wasinvolvedin churchandscoutingmanagement,the Liberalpartyandmanyotheractivities. Brucewasatruegentlemanandleaves alegacyofserviceinmanyareas. Membersofourinstitutionshouldbe proudthathewasoneofus.
