I. PURPOSE

ThefacultyandDirectoroftheInstituteofAppliedAgriculture(IAA)haveestablishedthisPlan ofGovernancetoenabletheIAAfacultytoworktogetherproductivelyandprofessionally.The PlanofGovernanceprovidesastructureofresponsibilitiessotheIAAmaymeetitsobligations

II. MISSION

ThemissionoftheInstituteofAppliedAgricultureistoprovideaqualityeducationforfuture leadersandentrepreneursinagriculture,turfgrass,horticulture,andnaturalresourceenterprises.

III. ADMINISTRATION

A.Responsibilities of Director

TheDirectorisresponsibletotheDeanoftheCollegeofAgricultureandNatural Resourcesandisresponsiblefortheoverallperformanceandadministrationofthe InstituteofAppliedAgriculture.

TheDirectoraggressivelydevelops,coordinates,andpromotesrelevantacademicand outreachprogramsandexpandsIAAstudentenrollment.TheDirectorbuildsandfosters communicationlinkswithindustry,theCollegeandtheUniversity.Eachyearthe DirectorshouldteachonecoursefortheIAAintheirareaofexpertise.

TheDirectorprovidesleadershipforfacultyandstaffandconductsalladministrative duties,includingbudgeting,strategicplanning,hiring,dismissals(withappropriate approvals),coordinatingprograms,managingphysicalresources,encouraging professionalgrowthoffaculty,andevaluatingfacultyandstaff.

TheDirectoralsohastheultimateresponsibilityregardingstudentaffairs,including discipline,academics,dismissalsandreinstatements.

TheDirectorshallpresentanannualreporttothefaculty ThereportreviewstheIAAin thefollowingareas:enrollment,retentionandgraduationrates;improvementsand achievements;recruitmentactivities;budget;andareasofimprovement.Thereportalso

setsforthexpectationsfortheupcomingacademicyearandoutlinesshortandlongterm goalsfortheIAA.

B. Evaluation of Director

TheDeanoftheCollegeofAgricultureandNaturalResourcesevaluatestheDirector annuallybasedonperformanceinmeetingtherequirementsasoutlinedabove.TheDean conductstheperformanceaccordingtotheUMCPadministrativePerformanceReview andDevelopment(PRD)policiesandprocedures.Theresultsofthereviewwillbe sharedwiththeDirectorinatimelymanner.Approximatelyeveryfiveyears,theDirector willbereviewedusingproceduresoutlinedinthecampusPolicyontheReviewof DepartmentChairsandDirectorsofAcademicUnits.

C.Term of Director

TheDirectoroftheIAAservesafive-yearcontractualterm(oratermasnegotiatedwith the Dean of the College of Agriculture and Natural Resources) which may be renewed at the discretion of the Dean of the College. The appointment of Director carries no tenure.

D.Administrative Support

BusinessServicesSpecialist:TheBusinessServicesSpecialisthasadministrative, student-relatedandbudgetresponsibilities.Theiradministrativeresponsibilitiesinclude handlinginquiriesandcorrespondence,maintainingfinancialdatabases,supervising studentemployees,monitoringdepartmentmaintenance,processingtextbookorders, handlingpersonnelpaperwork,providingadministrativesupportfortheDirector,and servingasliaisontocollegeandcampusoffices.TheBusinessServicesSpecialist overseesIAAbillingandaccounts,andworkswithfacultytoscheduleIAAcourses.The BusinessServicesSpecialistisresponsibletotheIAADirector.

AdministrativeAssistant(s):TheAdministrativeAssistantshandledailyclericalduties, studentrecordsandcourseevaluations.TheyworkwiththefacultyandDirectorin fundraising,marketing,alumnirelations,specialevents,andothertasksasassigned.The AdministrativeAssistantisresponsibletotheIAADirector

StudentServicesCoordinator:TheStudentServicesCoordinatorrecruitsstudentsinto theIAAprogramandservesasanadmissionscounselor,processingtransfercreditsand workingwithnewstudentsduringOrientation.TheStudentServicesCoordinatorassists studentswithregistrationandfinancialaid,maintainsstudentrecordsandstudentand alumnidatabases,andassistswithgraduationclearances.TheyworkwithAcademic Advisorstoupdateandensureaccuracyincurriculumguides,studenthandbook,and promotionalmaterials.TheStudentServicesCoordinatorisresponsiblefor

communicatingwithIAAstudentsthroughvariouschannels,includingInstituteItems, INAGNews,IAAStudentHandbook,IAACatalogandIAAbrochures.Theymaintain webpages,displays,andsocialmediaandserveontheMORECommittee.TheStudent ServicesCoordinatorisresponsibletotheIAADirector.

TechnologyServicesCoordinator:assistsstudents,facultyandstaffwithtechnologyrelatedissues.TheTechnologyServicesCoordinatoralsomakesrecommendations relativetothepurchaseandstandardizationofsoftware,hardwareandlaboratory equipment.Theyimplementonlinetechnologies,manageinformationsystems,and coordinatewithUniversityteachingandlearningtechnologystaff.

E. Staff Performance and Development

The IAA Director will adhere to the University policy governing the Performance Review and Development Process (PRD)ofnon-facultyemployees to provide an effective and fair system to monitor, evaluate, and improve performance.

IV. FACULTY ORGANIZATION

A.Faculty

TheFacultyshallbethedeliberativebodyformatterswhichprecedent,orUniversity rulesandguidelines,deemwithinthepurviewoftheFaculty.Thesemattersinclude,but arenotlimitedto,recommendationsfortheestablishmentandmodificationofcertificate requirements,programs,andcoursedescriptions;electionofrepresentatives;and recommendationsofpolicyandactiontoappropriateUniversityauthorities.Allfaculty willhaveaccesstotheDirectortodiscussissuesinvolvingpolicy,implementingpolicy, administrativeservices,andissuesrelatedtotheIAAprograms.

TheFacultyiscomposedoftwogroups:

1.ProfessionalTrackFaculty

ProfessionalTrackFacultymembersarethosewho(a)havesalariedappointmentsof 50%FullTimeEquivalent(FTE)orgreaterintheInstituteofAppliedAgriculture, and(b)areneithertenurednoreligiblefortenure.Fulltimemeansteaching16.5 creditsoftechnicalagriculturecoursesor30creditsofINAG110Oral Communicationeachacademicyear.AllProfessionalTrackFacultyhavefullvoting privilegesinallfacultymeetings.TheDirectorvotesonlyintheeventofatie.

2.AdjunctFaculty

AdjunctFacultyarethosewho(a)arehiredcontractuallytoteachoneormore coursesonasemesterbysemesterbasisorhavesalariedinstructionalappointments

oflessthan50%FTEintheInstituteofAppliedAgriculture,and(b)areneither tenurednoreligiblefortenure.Thesefacultymembershavenovotingprivileges.

B. Professional Track Faculty Ranks and Appointment/Promotion

TheIAAusesthreeinstructionalranksforProfessionalTrackFacultyaslistedbelow SeeAppendixGforThePolicyonAppointment,Evaluation,andPromotionof ProfessionalTrackFaculty.

1. Lecturer

TherankofLecturerisusedtodesignatetheappointmentsoffacultymembers:(a) whentheyfirstjointheIAA,or(b)whentheyhavesalariedappointmentsgreater thanorequalto50%FTE,butlessthan100%FTE.Thetypicalqualificationisa Master’sdegreeinthefieldofinstruction(orarelatedfield),orequivalent professionalexperienceinthefieldofinstruction.Appointmentstothisrankare typicallymadeforonetothreeyearsandarerenewable.

2. SeniorLecturer

InadditiontohavingthequalificationsrequiredofaLecturer,appointmentor promotiontotherankofSeniorLecturerrequiresanexemplaryteachingrecordover thecourseofatleastfive(5)yearsoffull-timeinstruction(oritsequivalent)asa Lecturer(orasimilarinstructionalrank),includingatleastone(1)yearatthe IAAoranotherunitintheUniversityofMaryland,CollegePark,aswellas promiseindevelopingadditionalskillsintheareasofmentoring/advising, scholarship/creativeexcellence,andservice/outreach.Appointmentstothisrankare typicallymadeforonetofiveyearsandarerenewable.

3. PrincipalLecturer

InadditiontothequalificationsrequiredofaSeniorLecturer,appointmentor promotiontotherankofPrincipalLecturerrequiresanexemplaryteachingrecord overthecourseofatleastfive(5)yearsoffull-timeinstruction(oritsequivalent) asaSeniorLecturer(orasimilarinstructionalrank),includingatleastthree(3) yearsattheIAAoranotherunitintheUniversityofMaryland,CollegePark, aswellasevidenceofexcellenceinmentoring/advising,scholarship/creative excellence,andservice/outreach.Appointmentstothisrankaretypicallymadefor five-yearcontracts.Renewalappointmentsforadditionalfive-yearcontractscanbe madeasearlyasthethirdyearofthecurrentfive-yearcontract.

E. Faculty Responsibilities

Inadditiontoteaching,IAAfacultymembersareexpectedtotakeonadditional responsibilitieswithintheirareaofexpertisethatmayincludeadvising,recruitment,and programdevelopment.Facultymemberswillreporttheiractivitiestothefacultyat facultymeetingsandwillprovidetheDirectorwithasummaryoftheirannualactivities attheendoftheacademicyear.Facultyensurethatcoursedescriptions,curriculum

guides,andpromotionalmaterialsfortheirmajorareaccurateandcurrent.Theyengage inpersonalprofessionaldevelopmentandsupportstudentactivities.SeeFaculty ExpectationsinAppendixF

F. Academic Advisors

AcademicAdvisorsassumeresponsibilityfortheprogram.(SeeAppendixDfor AcademicAdvisingGuidelines.)Theyrecruitstudents,advisestudentsinthemajor, networkwithintheindustryandoverseetheinstructionalprogram.Advisorsoversee studentinternships,clearstudentsforgraduation,trackemploymentandlocationof graduates,andreviewandreportonadmissions,retentionandgraduationratesfortheir majors.

G. Faculty Evaluation

TheDirectorwillconductanannualreviewofProfessionalTrackandAdjunctfaculty TheDirectorwillmeetindividuallywitheachmemberandreviewthefacultymember’s progressandaccomplishmentsfortheyear,andsetexpectationsfortheupcomingyear.

H. Faculty Mentoring

IAAProfessionalTrackFacultyattheSeniorLecturerandPrincipalLecturerranksshall mentorthoseattheLecturerrank.Mentorsshallencourage,support,andassistthese facultymembersandbeavailableforconsultationonmattersofprofessional development.

I. Faculty Meetings

FacultymeetingsarechairedbytheDirectorandheldeachmonthduringthefalland springsemestersandatothertimesascalledbytheDirector Notestakenatthefaculty meetingswillsummarizetheactivitiesatthemeeting,recordanyvotestakenandother pertinentitems.Thesenoteswillbetypedanddistributedtoallfacultymembers.Acopy ofthesenoteswillbekeptforfuturereferencebytheAdministrativeAssistant.Items maybeplacedontheagendabyanyfacultymemberintheInstitutebysubmittingthe agendaitemtotheDirectorthreedayspriortothemeeting.

Adjunctfacultyandstaffmaybeinvitedtoattendfacultymeetings.Facultymeetingswill normallyoperatebyconsensus,andwilladheretoRobertsRulesofOrderwhere necessary

J. Voting Procedures

Forthepurposesoftransactingbusinessatfacultymeetings,aquorumwillbeasimple majorityoftheregularfacultyincludingproxies.Absentfacultymembersmayvoteby

proxyonwell-definedissuesbyclearlyindicatingpreferencesinawrittenstatementthat isdatedandsigned.Onlyregularfacultymembersmaycastproxyvotes.

V. COMMITTEES AND REPRESENTATION

A. IAA PCC Committee

TheIAAPrograms,CurriculaandCourses(PCC)Committeewillbecomprisedofa facultyrepresentativefromeachIAAconcentrationarea.TheIAADirectorwillappoint oneofthefacultyPCCmemberstoserveastheChairforathree-yeartermthatmaybe renewed.TheIAAPCCcommitteereviewsproposalsonnewormodifiedprograms, coursesandcurriculaandmakesrecommendationstotheDirector.Oncetheproposal receivestheDirector’sapproval,theproposalisforwardedtotheAGNRPCCcommittee forreviewandcontinuesthroughtheuniversity’sapprovalprocessknownasthe “VPAC”process.

B. IAA Scholarship Committee

TheDirectorwillappointthreeregularfacultyorstaffmemberstoserveontheIAA ScholarshipCommittee.OnememberwillbeappointedtoserveasChair.TheChairand memberswillbeappointedforthree-year,renewableterms.Thecommitteemeetsas neededtoevaluatescholarshipapplicationsandawardavailablescholarships appropriately.

Thethreefacultymembersservingonthiscommitteeshouldrepresentdifferentmajorsat theIAAandshouldhave12-monthappointmentssincemostoftheapplicationsare evaluatedduringthesummer.SeeAppendixB.

C. M.O.R.E. Committee

TheDirectorwillappointthreefaculty,theStudentServicesCoordinator,andtwoIAA studentstoserveontheIAAMarketingOutreachRecruitmentandEngagement(MORE) Committee.OnefacultyorstaffmemberwillbeappointedtoserveasChair.Thefaculty willbeappointedforathree-yeartermandmaybereappointed.TheIAAMORE CommitteewillworktopromoteIAAwithintheUniversityandbeyond.SeeAppendix C.

D.Appointment, Evaluation, and Promotion Committee

TheIAAAppointment,Evaluation,andPromotion(AEP)Committeeisthebodythat evaluatesappointmentandpromotionapplications.Itisgovernedbythefollowing principles:

1) Term:AnIAAAEPCommitteeisconvenedasanAdHocCommitteeandservesonly forthedurationofevaluationandconsiderationoffacultywhoseekappointmentor promotion.Dependingonthelevelofappointmentorpromotion,theremaybemore thanoneAEPCommittee.

2) Membership: EachAEPCommitteeiscomprisedofthreeIAAProfessionalTrackFaculty (PTK)membersatthesameorhigherinstructionalrankthantheranktowhichthe candidateseeksappointmentorpromotion TheIAADirectorwillappointanAEP committeetoconveneasdescribedintheIAA’sPlanofGovernance.Iftheappropriate numberofIAAfacultyataspecificrankareunavailable,theIAADirectorinconsultation withtheIAA’ssenior-mostfacultywillsolicitPTKfacultyfromotherunits Prioritywill begiventoPTKfacultywithteachingappointmentswithinAGNR’sacademicunits

3) Eligibility:AllIAAProfessionalTrackFacultymembersmayadvancetheircandidacyto serveontheAEPCommittee.IAAfacultymemberswhomightapplyforpromotion duringtheacademicyearshouldnotadvancetheircandidacytoserveontheAEP Committee,asthatwouldconstituteaconflictofinterest.

4) Chair:OneofthethreemembersoftheAEPCommitteeisappointedbythecommitteeas Chair,andisresponsibleforallcommunicationbetweenthecommitteeandtheIAA Director.

E. Faculty Senate Representative

TheIAAfacultywillnominateandelectaProfessionalTrackFaculty(PTK)memberto serveathree-yeartermasitsFacultySenateRepresentative.Self-nominationswillbe accepted.Onlyregularfacultymemberswithvotingprivilegeswillbeallowedtovote. Electionswillbeheldbyanonymousballot.Thepersonreceivingthemajorityofvotes willbethesenaterepresentative.AnewelectionwillbeheldeverythirdyearinMarchor asneededshouldtherepresentativeleaveorwishtorelinquishservice.

F. Awards Committee

TheDirectorwillappointthreetofivefacultytoserveontheIAAAwardsCommittee. Onememberwillbevotedbythecommitteetoserveaschair.TheAwardsCommittee promotestheIAAandadvancesthecareersofIAAfacultyandstaffbynominating facultyandstaffforappropriateawardsbothoncampusandoffcampus.SeeAppendix H.

G.The Diversity, Equity, Inclusion, and Respect (DEIR) Committee

TheDirectorwillappointthreetosixfacultyandstafftoserveathree-yeartermontheDEIR Committee.TheDirectorwillalsosolicit1-2studentstoserveeachyearontheIAADEIR Committee.OnefacultymemberorstaffmemberwillbevotedbythecommitteetoserveasChair forathree-yearterm. Thefaculty/staffwillbeappointedforathree-yeartermandmaybe

reappointed.TheDEIRCommitteeworkstoenhancetheunderstandingandcompetencyofthe IAAfaculty,staff,andstudentsincultivatingadiverse,equitable,inclusive,andrespectfulculture withintheIAA,itscontingencies,andcommunities.

VI. MERIT PAY

ThispolicywasrevisedandapprovedbyamajorityofthefacultyoftheInstituteofApplied Agriculture(IAA)onApril8,2022.TheIAAhasnotenuredortenuretrackfaculty.MeritPayis awardedtorecognizeandretainhigh-performingfacultywhomakesignificantcontributionstothe missionandgoalsoftheIAAintheareasofteaching,advising,serviceandprofessionalduties.

A. Eligibility

PTKfacultywhoarecurrentlyemployedandhavebeenemployedforaminimumofonefull semesterareeligibletobeconsideredformeritunlesstheuniversitydeemsotherwise. These facultymemberswillbereviewedandconsideredformeritpayregardlessoftheirfacultytitle, andregardlessofwhethertheyarefull-timeorpart-timestatus. Adjunctfacultyarenot consideredinthemeritpool.

B. Timetable

Facultymemberswillbereviewedandconsideredformeritpaybasedontheirperformanceover thepastyear Ifnomeritpaywasavailablethepreviousyear(s),thenperformanceevaluations fromtheimmediatepastyearoryears(uptothreeyears)shouldbeconsideredwiththecurrent year’sperformance.AnnualsummaryformsaredueMarch1ofeachyear.TheIAADirectorwill conductfacultyreviewsbetweenMarchandMay.

C.Merit Pay Procedures

Facultymembers’meritoriousperformanceeachyearwillbebasedonteachingexcellence, contributionstotheIAAprogram,andservicetotheIAA,universityandcommunity.

Allfacultymemberswillparticipateinthereviewprocessbycompletingevaluationsoftheir colleagues.AllpeerevaluationswillbesubmittedtotheIAADirector

Whenmeritpayisavailable,theDirectorandtheAppointment,EvaluationandPromotion(AEP) Committeewillrankthefacultybasedonthefollowingweightsandevaluationareas:

60%-AnnualFacultySummaryreviewconductedbyAEPCommittee

40% -AnnualPerformanceReview,StudentCourseExperienceSurvey,andPeerEvaluations assessedbyDirector

Thisrankingwillbeusedfordistributionofmeritmoneyinthefollowingmanner:

Thenumberoffacultyrankedineachofthetopthreetierswillbecalculatedbymultiplyingthe totalnumberoffacultymembersby0.25. Iftheresultisnotawholenumber,thatresultshallbe roundeduptothenearestwholenumber (Forexample,13facultyx0.25=3.25faculty 3.25 roundsupto4faculty.)

TheIAADirectorwillassumethedutiesofadepartmentchair.Facultymemberswillreceivea letterfromtheIAADirectorcontainingtheirnewsalaryandsalaryincrease.Theletterwill includeasummaryoftheCommittee’sevaluationandhowtheevaluationwasusedtoassignthe meritincrease. Theletterwillinformthefacultymemberthatshe/he/theymayrequestameeting withthechairtoreceiveanexplanationofmeritpaydecisions.

TheIAADirectormayalsoevaluatethesalarystructureofthedepartmentandconsultwiththe appropriateadministratorstoaddresssalaryinequities.

AllnewPTKhireswillreceiveacopyoftheIAAMeritPaypolicyduringIAAorientationandall IAAfacultywillhaveaccesstothePlanofGovernancewhichincludesthemeritpaypolicy.

D.Committee Membership

TheAEPCommitteenecessarilyincludesmemberswithaminimumrankofSeniorLecturerdue torequirementsforevaluatingpromotionapplications. Toensurerank-inclusiverepresentation, theAEPCommitteeshallincludeatleastonememberwiththerankofLecturer. Membersofthis rankwillparticipateonlyinmeritpayconsiderations–notpromotions.

E. Criteria for Review

Eachfacultymember’sreviewwillbebasedonthefollowing.

1.PeerEvaluation:Facultymemberswillbereviewedbytheircolleaguesinareassuchas initiative,leadership,communication,management,andprofessionalism.Reviewcanbe basedonobservations(includingclassroomobservations),personalexperience,and vitae.Eachfacultymemberwitha50%orhigherappointmentintheIAAwillcomplete apeerevaluationforallotherfacultywith50%orhigherIAAappointment.See AppendixEforthepeerevaluationform.

2.TeachingPerformance:Teachingperformancewillbeevaluated,inpart,bystudents.At theendofeachcourse,studentswillbeaskedtocompleteUMD’sStudentFeedbackon CourseExperiencessurvey.Thesurveywillaskstudentstoscoreinstructorson organization,preparation,knowledge,etc.intheInstructorRelatedItemssection. Data fromthissectioninsurveysfromallclassestaughtduringspringandfallsemesterswill beused.

3.Committee’sEvaluation: TheAEPCommitteewillrevieweachfacultymember’s AnnualEvaluationForm. Committeemembersmayuseassupplementalinformationa faculty’scurriculumvitathat’sonfilewiththeIAA.

EachcommitteememberwillusethisdatatofillouttheMeritPayAnnualEvaluation Rubric. Therubricconsistsofthreeevaluationcategories:teaching,program development/service,andadvising. Generally,committeememberswillconsider

meritoriousperformanceasgoingbeyondtheexpectationsoutlinedinAppendixF.

Topreventaconflictofinterest,anygivencommitteememberisprohibitedfrom reviewingherself/himself/themselvesformeritpay.

F. Appeals

AnyappealmustbeinwritingtotheIAADirectornolaterthanonemonthafternotificationof salaryadjustmentandwillbefactoredintotheMeritPayprocessinthenextevaluationperiod.

G.Extenuating Circumstances

Intheeventofextenuatingcircumstances,theIAADirectormayforegotheAEPCommittee’s formalevaluationprocessandinsteadreceiveageneralrecommendationfromtheCommittee. ThiswillgivetheDirectortheflexibilitytodistributemeritpayinawaytheDirectordeems equitableduringyearsaffectedbyextenuatingcircumstances(e.g.,apandemic). Insuch circumstancestheDirectorwoulddecidehowmanyfacultyreceivemeritpayaswellasthe distributionofmeritpayamongthosefaculty. TheDirectoralsomayrequestadditionalmeritpay fundsfromtheDean.

Aneedforfacultyretentionmayalsoconstituteanextenuatingcircumstance,pertheDirector’s discretion. If,forexample,afacultymemberwereofferedhigherpayatanotherinstitution,the Directormaymakeavailabletothatfacultymembermeritpaybeyondthenormaldistribution.

H.Policy Review

IAAfacultymembersandtheDirectorshallreviewthisMeritPayPolicyandreviseitasthey deemappropriateduringtheacademicyearthatimmediatelyfollowsthenextmeritpaycyclethat followsthispolicy’sadoption.

VII. STRATEGIC PLANNING

TheInstituteofAppliedAgriculture(IAA)advisesfullandpart-timestudentsenrolledin itsmajors.IAAadvisorsguideindividualsseekingadmissiontotheIAAandIAAstudents seekingtransferadmissionintoUMCPthroughAgForward.

Advising Structure

AcademicAdvisorsareassignedtostudentsbymajor.AllincomingIAAstudentsarerequiredto attendtheIAA’sorientation,wheretheymeettheiradvisorsandselectclasses.Studentsalso receiveanIAAHandbook,whichdetailsdepartmentanduniversitypolicies,procedures, academicexpectations,andrequirementsoftheirmajors.

TheIAAhasmandatoryadvising,sostudentsmustmeetwiththeiradvisorstoreceivean electronicstampthatpermitsthemtoregister.TheIAA’sStudentServicesCoordinatoror Directoradvisesintheabsenceofastudent’sassignedadvisor.

Advisorsevaluatethestudents’academicprogressandreviewgraduationrequirements.The advisorsendseachgraduationapplicantaletteroutliningthefindingsoftheirreview,alongwith recommendationstoresolveanydeficiencies.Attheendofthesemesterinwhichthestudent graduates,theIAADirectorreviewsthestudents’filestoclearstudentsforgraduation.

Advising Procedures

Student Services Coordinator processes transcripts for new transfer students and sends them

a letter detailing what courses are transferable and to whichIAAcoursestheyareequivalent to. The IAA maintains this, and all other correspondence sent to students, in afilesetupfor eachstudent.Theadvisorisalsosentacopyofthisletter

StudentsaresentemailreminderstopromptthemtochecktheIAAwebsiteandTestudofor courseschedules.

Priortoregistration,studentsareremindedtomakeadvisingappointmentsearlytodiscusstheir courseselectionwiththeiradvisors.

Students meet with theiradvisorstodiscussacademicprogress,problems,andotherconcerns with the students. Once advisor and student determine which courses the students should take, the advisor gives electronic advising stamps to the student, in SIS, which allows the studenttoregisterviaTestudo.

2.Qualification Requirements for Instructional Ranks

TheIAAusesthreeinstructionalranksforProfessionalTrackFaculty,asdefinedintheFaculty OrganizationsectionoftheIAAPlanofGovernance.Thequalificationrequirementsfor appointmentorpromotiontoeachrankare:

1) Lecturer

TherankofLecturerisusedtodesignatetheappointmentsoffacultymembers:(a)when theyfirstjointheIAA,or(b)whoareservinginapart-timeteachingcapacitywhenthey havesalariedappointmentsgreaterthanorequalto50%FTE,butlessthan100%FTE.The typicalqualificationisaMaster’sdegreeinthefieldofinstruction(orarelatedfield)or equivalentprofessionalexperienceinthefieldofinstruction.Appointmentstothisrankare typicallymadeforonetothreeyearsandarerenewable.

2) SeniorLecturer

3.Appointment, Evaluation, and Promotion Committee

TheIAAAppointment,Evaluation,andPromotion(AEP)Committeeisthebodythatevaluates appointmentandpromotionapplications.Itisgovernedbytheprinciplesincludedinthe CommitteesandRepresentationsectionoftheIAAPlanofGovernance.

EachAEPCommitteeiscomprisedofatleastthreeIAAProfessionalTrackFaculty(PTK)membersat thesameorhigherinstructionalrankthantheranktowhichthecandidateseeksappointmentor promotion.TheIAADirectorwillappointanAEPcommitteetoconveneasdescribedintheIAA’sPlan ofGovernance IftheappropriatenumberofIAAfacultyataspecificrankareunavailable,theIAA DirectorinconsultationwiththeIAA’ssenior-mostfacultywillsolicitPTKfacultyfromotherunits PrioritywillbegiventoPTKfacultywithteachingappointmentswithinAGNR’sacademicunits

4.Appointment Process

InitialappointmentstotherankofLecturerorSeniorLectureroriginatewiththeIAADirector andaresubsequentlyreviewedandapprovedbytheDean’sOfficeintheCollegeofAgriculture andNaturalResources(AGNR).

InitialappointmentstotherankofPrincipalLectureroriginatewiththeIAADirector,then proceedthroughafacultycommitteeinAGNR,whichissuesarecommendationtotheDean.The initialappointmentdossier(withtheDean’srecommendation)issubsequentlyforwardedtothe campuscommitteeandisultimatelyreviewedandapprovedbytheProvost.

Priortothebeginningoftheirassignments,allIAAProfessionalTrackFacultyshallbeprovided withwrittenappointmentcontractscreatedusingtheonlinecontractmanagementsystemofthe OfficeofFacultyAffairs.TheIAADirectorensuresthatcontractscontainnecessaryelements, includingacleardescriptionofassignmentsandexpectationsassociatedwiththeappointment,as wellasinformationonhowtoaccessIAApoliciesandprofessionalresources.

5.Evaluation and Promotion Process

PromotionapplicationsoriginatewiththeIAAfacultymember.Thefacultymembermustbe ProfessionalTrackFacultyforconsideration.Thefacultymembermayinitiatepromotionreview asearlyastheacademicyearbeforebecomingeligibleforpromotion.Tobeconsideredfor promotion,theIAAfacultymembermust:

8.Grievance Procedure

Thecandidatecanappealanegativedecisionbasedonallegedviolationsofproceduralprocess thatwouldhavehadamaterialeffectonthedecision.Allappealsshallbehandledaccordingto theproceduresestablishedbytheProvost’sOfficeofFacultyAffairsandshallbeinitiatedwithin theperioddefinedinthoseprocedures.ForProfessionalTrackFacultyappointmentsthatdonot havemaximumterms,anegativedecisionregardinganapplicationforpromotiondoesnot automaticallyprecluderenewaloftheexistingappointment.
