I, RAFAEL Z. RAGOS, Filipino, of legal age, with postal address

National Bureau of lnvestigation, Taft Ave., Manila, after having been sworn to in accordance with law, do hereby state and depose: 'l

Presently, I am an employee of the National Bureau of lnvestigation with the position Direclor lll.

2. Sometime in September 2012, I was partially detailed at the Bureau of Conections (BuCor) in Muntinlupa by the then DOJ Sec. Leila M. De Lima with specific order to investigate and conduct studies on the criminality inside the BuCor.

3. One of my assignments in September 2012 was to investigate the escâ‚Źlpe of Mr. Rommel Laciste, an inmate from the Maximum Security Compound. For this assignment, requested the NB|-Counter Tenorism Division (CTD) to assist in conducting the investigation, to which they obliged.

Sometime in November 2012, a blast incident happened in the Maximum Security Compound of the BuCor. Again, I requested the NBI-CTD to assist in the investigation. This time, to conduct a post blast investigation.

On both invest igations, Mr. Jovencio P. Ablen, Jr., an NBI intelligence who ! have known for a long time, was part of the investigating sent by the NBI-CTD.

designated as Officer-in-Charge of the Bureau of Conections (BuCor) by the then DOJ Sec. Leila M, De Lima.

Even after the investigation, I requested Mr. Ablen to stay at the BuCor and assist me in performing my functions, to which he obliged.

8. One morning on the latter part of November 2012, I saw a black handbag containing a huge sum of money on my bed inside the Directods Quarters of the BuCor. I looked inside the black handbag and saw that it contains bundles of one thousand peso bills.

I then received a call asking me to deliver the black handbag to Mr. Ronnie Dayan. The caller said the black handbag came from Peter Co and it contains "Limang Manok" which means Five Million Pesos (Php 5,000,000.00) as a "manof refers to One Million Pesos (Php 1,000,000.00) in the vemacular inside the New Bilibid Prison.

As I personally know Mr. Dayan and knows that he stays in the house of the then DOJ Sec. Leila M. De Lima located at Laguna Bay

corner Subic Bay Drive, South Bay Village, Paranaque City, I knew had to deliver the black handbag to Sen. De Lima at the said address.

Before proceeding to the house of Sen. De Lima at the above mentioned address, I called Mr. Ablen to accompany me in delivering the money. I told him we were going to do an important task.

Mr. Ablen agreed to accompany me so I fetched him from his house and we proceeded to the house of Sen. De Lima at the above mentioned address.

While we were in the car, I told Mr. Ablen that the important task we will do is deliver Five Million Pesos (Php 5,000,000.00) "Quota" to Sen. De Lima. I also told him that the money was in the black handbag that was on the floor of the passenger seat (in front of him) and he could check it, to wtrich Mr. Ablen complied.

Before noon, we anived at the house of Sen. De Lima located at Laguna Bay corner Subic Bay Drive, South Bay Village, Paranaque

parked my vehicle in front of the house. Both Mr. Ablen and I hted from the vehicle but I went to the gate alone carrying the black ha bag containing the Five Million Pesos (Php 5,000,000.00).

At the gate, Mr. Ronnie Dayan greeted me and opened the gate for me. I then handed the black handbag containing the money to Mr. Dayan.

We then proceeded to the main door of the house where Sen. De Lima was waiting for us. At the main door, Mr. Dayan handed the black handbag to Sen. De Lima, who received the same. We then entered the

house.

About thirty minutes after, I went out of the house and proceeded to my quarters at the BuCor, Muntinlupa City.

One morning in the middle part of December 2012, I received a call to again deliver a plastic bag containing money from Peter Co to Mr. Page 2 of 3

Ronnie Dayan. This time the money was packed in a plastic bag left on my bed inside my quarters at the BuCor, Muntinlupa City. From the outside of the bag, I could easily perceive that it contains money because the bag is translucent.

I

Just like before, fetched Mr. Ablen from his house before proceeding to the house of Sen. De Lima located at Laguna Bay corner Subic Bay Drive, South Bay Village, Paranaque City, where I know I could find Mr. Dayan.

ln the car, Mr. Ablen asked me if we are going to deliver "quota". answered yes.

We anived at the house of Sen. De Lima at the above mentioned address before noontime. I again parked in front of the house.

I canied the plastic bag containing money to the house. At the gate,

I was greeted by Mr. Ronnie

Dayan. At that point, I handed the bag to

Mr. Dayan. He received the bag and we proceeded inside the house.

I stayed for several minutes inside the house. Aftenrards, I left and proceeded to my quarters at the Bucor, Muntinlupa City.

25.

I am executing this affidavit to attest to the truth and veracity of the foregoing facts and circumstances, and for whatever legal purpose it may serve-
