AN ACT PROHIBITING DISCRIMINATION, MARGINALIZATION, AND VIOLENCE COMMITTED ON THE BASIS OF SEXUAL ORIENTATION, GENDER IDENTITY, GENDER EXPRESSION AND SEX CHARACTERISTICS AND PROVIDING SANCTIONS THEREFOR Be It enacted by the Senate and the House of Representatives of the Philippines in Congress assembled: 1 2 3

SECTION 1. Short Title. - This Act shall be known and cited as the "SOGIESCbased Anti-Discrimination Act." SEC. 2.

Declaration of Policy. - The State values the dignity of every

individual, and guarantees full respect for human rights. It promotes human dignity

as enshrined in the United Nations Universal Declaration on Human Rights, the

Convention on the Elimination of

Convention on the Rights of the Child, International Covenant on Civil and Political

Rights, International Covenant on Economic, Social and Cultural Rights and all other

relevant and

of religious services which exclusively cater to the members of their religious order
