Park Design Revisions Address Residents’ Concerns By Amanda Niemerg aniemerg@anthemnews.com

A

nthem Community Council displayed the third revision of Opportunity Way Park plans for about 15 residents at an open house at the civic building Nov. 19. The updated plans incorporated resident requests to move playground equipment further from homes at the north end of the park. Moving the play equipment toward the middle of the property leaves an open grassy area with a ramada at the north end. The new design also relocated the restrooms from the northeast corner to the south end of the park near Cottontail pocket park. The change requires laying sewer lines at an additional cost yet to be determined. Still, at least one resident expressed apprehension at its new location. “I can smell what the kids do in the existing park right now. What’s going to happen exactly, now that the restrooms are by my house?” The resident suggested the restrooms be moved closer to the parking lot. Community Operations Officer Neal Shearer agreed to consider the change, but after consulting with the architect, Shearer told In&Out the move would necessitate relocating the basketball court closer to homes. 12

EPCOR Rate Compromise Proposed Anthem’s rate decrease would be less than originally planned. By Nadine Shaalan nshaalan@anthemnews.com

I

n the latest chapter of what seems like a never-ending saga, the Residential Utilities Consumer Office (RUCO) proposed a compromise for wastewater rates for the Agua Fria Wastewater District and Anthem (formerly part of the Agua Fria district). The proposal comes after Agua Fria residents complained to the Commission about its soaring wastewater rates—exacerbated when Anthem won its bid to deconsolidate from the district in 2012. As a result, the commission ordered EPCOR to consider three possible scenarios: 1. Consolidation Combining the five wastewater districts into one.

2. Full Deconsolidation Separating the Agua Fria district into several smaller districts. 3. Re-consolidation Bringing Anthem and Agua Fria back together as one district, reversing the 2012 decision. The proposed compromise would act as an interim settlement while the commission continues to review the three rate design options. The interim rates would result in a slight decrease for EPCOR’s Anthem customers in 2015, but not as much as originally planned by the 2012 deconsolidation agreement. Phase 3 of that agreement was scheduled to kick in Jan. 1, 2015. [See chart.] All parties involved agreed to the proposal and the judge hearing the

is still hoping to consolidate rates across all districts. “We support the proposed settlement agreement, and agree that it is an appropriate first step while the [Commission] continues to review wastewater rate design options. EPCOR continues to support full consolidation of our wastewater districts—a long-term solution that we believe is in the best interests of our customers,” said EPCOR spokesperson Rebecca Stenholm.

EPCOR plans to file a new wastewater rate case with the Commission by September 2015. “That case would be based on more current costs from 2014, whereas the current rates… are based on costs from 2008,” Stenholm said. As many of those costs have risen significantly, expect EPCOR to seek a revenue increase. “As part of that case, we expect the [Commission] to have the information it needs to decide whether to adopt full consolidation as the next step in the process,” Stenholm said. Full consolidation would spread the burden of any increase among all ratepayers much like the City of Phoenix. The 2015 rate case is expected to take several months with any rate changes expected to go into effect in 2016.

PHOENIX: Why Now is the Time to Watch Your Usage

M

eanwhile, Phoenix water rates remain the same. But, what customers might not know is their wastewater bill could spike come summer if winter use is high. December through March is when water rates are lowest for the City of Phoenix. However, wastewater rates are based on the customer’s average water use in January, February and March. This makes December the best time to refill a pool. Customers who do refill a pool or discover a leak during the first three months of the year can apply to have their bill recalculated so rates are not affected going forward. Anthem vs. Phoenix: How Much Higher? The rate design for City of

Phoenix differs significantly from the rate design used by EPCOR for water and wastewater, making an apples to apples comparison complicated. But, according to the City of Phoenix, the average resident pays a total $58.46 per month for water and wastewater service. That number corresponds to roughly $116.66* for an EPCOR customer in Anthem. io

unny thing about Phoenix. A whole lot of people come here during winter. I’ve heard it has to do with the weather, which I don’t quite understand. As I type, it’s a frigid 63 degrees and I’m thinking of throwing on a pair of pants. I guess some things are best not understood.
