asic Education Minister Angie Motshekga has launched the Matric Second Chance Support Programme to afford learners who failed to pass last year's exams another chance to obtain matric.The programme was launched on Wednesday.

“The Programme is intended to provide support to learners who have not been able to meet the requirements of the National Senior Certificate (NSC) and thereby meeting the goals of the National Development Plan (NDP) by increasing learner retention.

She said the NSC Learner Retention Programme (Second Chance Programme) provides support for candidates writing the supplementary examinations and the Modularised NSC Writing Option in February/March and June 2016 respectively.

South Africans will be integrated back into the education system to ensure they receive a second chance at being adequately qualified before entering the job market.“Thus the higher your qualification the less likely you are to be unemployed,” said the Minister.

Minister Motshekga said the project will focus on support for three phases.Firstly, it supports learners who qualify to write the supplementary examinations to be piloted in 2016 in seven subjects with a high failure rate, and in districts with large numbers of prospective learners from examinations written in February/March.Secondly, it supports progressed learners sitting for the Modularised Writing option for NSC which will be implemented annually from 2016

for examinations written in June and lastly, it supports learners who failed to meet the NSC requirements .

The Minister said the targeted learners will not be in school and their profile should be considered in providing a support package.“The package will therefore be a blended approach which will cater for the various learners’ needs,” said the Minister.

The profile of the second chance learner should either be adult learner, employed, unemployed and no funds to travel, time constraints, not available during schooling hours, access to internet, low self-esteem, little or no parental support, and/or requires advice on career pathing.

sselen Clinic in Hillbrow is undergoing a major upgrade to meet the needs of inner city Joburg's growing population - and to be prepared for growth in demand once the City's Corridors of Freedom initiative starts kicking in.

The revamp of the building, which is over 70 years old and was originally designed as a maternity hospital, will see two entire floors being upgraded to provide easier access and better facilities for patients and staff.

During a recent interview, Johannesburg Development Agency (JDA) Development Manager Jocelyn Davids, who is overseeing the project, said the aim is to raise the standard of health care services for residents in Hillbrow and surrounding areas.

(Image: Ntsika Architects)It will also have four spacious waiting areas spread around the clinic, and - in case these become fully occupied at any time - a new courtyard area where patients will be able to sit while they wait for treatment. "The waiting areas will accommodate 250 patients, and the courtyard will be used to accommodate any overflow," Davids said.

"The clinic is going to be user user-friendly and will accommodate everyone," she stressed. "No one will have to stand, and the waiting period for patients will be shorter than before."

The clinic had become "a bit dirty and over-crowded, with a distinctive smell of gas from the pipes, and waiting areas right in the path way of walkways," Mareme said. The upgraded facility would make Hillbrow home to "one the best, most stateof-the-art clinics in Johannesburg."

Along with the Noordgesig, Orchards and Westbury clinics, Esselen is one of four clinics that the JDA is busy upgrading or rebuilding along the City's emerging Corridors of Freedom.

The new clinics will cater not only for communities currently resident in their vicinity, but for the growth in population density expected along the Corridors once the programme starts to gain traction.

The Corridors initiative seeks to bring the racially divided suburbs of the apartheid era closer to each other - and to places of work, study and leisure - through the establishment of strategic transport arteries that link up targeted areas characterised by mixed-use development and affordable, high-density housing.

The new clinics form part of the infrastructure that the City will be rolling out along the Corridors over the coming years, with the aim of cutting down on the valuable hours that commuters currently have to spend getting to and from their workplace, school, university - or nearest doctor.

he eastern Johannesburg suburb of Bruma, along with its neighbouring suburbs, will enter a cleaner, greener era in the first quarter of 2016, with the transformation of Bruma Lake almost complete.

What was, less than two years ago, a heavily polluted artificial lake whose stench permeated the entire neighbourhood, is now a naturally flowing watercourse surrounded on both sides by newly established floodplains and recreational parkland.

All that remains to done is for the pedestrian bridge that now passes over the reconstituted section of the Jukskei River to be rehabilitated - work which is currently under way.

The City is also holding off the opening of the new park alongside the river in order to allow the newly landscaped grass to become properly established.

The R65-million upgrade and renewal project, overseen by the Johannesburg Development Agency (JDA), commenced in June 2014.

The first step was to drain the lake and allow the silt bed to dry, after which the Jukskei River was diverted from the centre of the lake to allow for construction of a new channel.

Once the new channel was complete, the bypass channel was closed, the Jukskei was redirected through the new channel, and landscaping work on the reclaimed land got under way.

The project has fully restored the river’s flow, while increasing its natural aeration and filtra-

tion by plants along the vegetated banks. Access for cleaning of debris has been improved, and ecological linkages between the upstream and downstream areas re-established.

Complete transformation of Bruma

The naturally flowing, self-sustaining new watercourse means an end to the filth and stink of the old artificial lake. Speaking to the media last week, Nthatisi Modingoane, deputy director of communications for the City of Joburg, said the opening of the new park, originally scheduled for November-December, had been postponed in part because of the heat wave and lack of rains the city was currently experiencing.

“At this stage, the grass is vulnerable to damage should the park be opened to the public,” Modingoane said.

In addition, the rehabilitation of the pedestrian bridge still has to be completed, he told Bedfordview & Edenvale News.

“The bridge is important because it is an iconic feature of the area. It has sentimental value for most of the residents.

It has been standing since the 1980s, so the originality of the bridge will be retained,” he added.

“Residents can look forward to a new, stateof-the-art park within the Bruma Lake

business precinct that blends in with the surrounding business community and the public at large.”

Bruma’s new recreational park on the reconstituted banks of the Jukskei is in close proximity to Joburg’s new “Chinatown” in neighbouring Cyrildene, as well as to Eastgate Mall, one of the city’s largest shopping centres with more than two-million visitors a month.

Bruma Lake was a once-vibrant business environment with a flea market and restaurant strip along the lake.

However, it lost its shine over the years because of water contamination caused by washing powder, motor oil, sewage, litter and other debris that flowed in from the Jukskei River.

– Gauteng Education MEC Panyaza Lesufi says qualified educators are available to replace at least four principals he's planning to fire over low matric pass rates at their schools.

Yesterday, Lesufi said he'll be sacking the principals at schools that achieved less than 20 percent pass rates.

The South African Democratic Teachers Union (Sadtu) says the department needs to look at all the factors that contributed to the latest drop in performance and cannot only blame principals.

Lesufi says department officials will also come under fire and he believes decisive action needs to be taken.

“Should we just say that it’s okay, it’s something that we need to leave? I am not going to do that.

The principal must take responsibility, as well as the officials. I am not going to tolerate failure. If you don’t change the environment it means you’re sending the next learners into the same fate.”

Babies adrift on beaches

Thirteen people drowned between December 1 and January 4, the City of Cape Town said yesterday, compared with three in 2014-15.

Mayoral committee member for safety and security JP Smith said the drownings had little to do with alcohol, and many children drowned.

"Part of the problem is certainly parents not being conscious of what their kids are doing.

There is a degree of negligence," said Smith.

Almost 17 000 bottles of liquor, up by about 6 000 from last year, were impounded by Cape Town law enforcement officials.

In one drowning incident the male victim was "so severely drunk" that he could not be resuscitated despite a quick response from the National Sea Rescue Institute, Smith said.

The number of visitors to Cape Town beaches was "consistently high" this festive season due to "hot weather and also the extended holiday weekends", said safety and security director Richard Bosman.

Smith said: "We had many more festive season days and many more days on the beach than last year.

"We were very chuffed with ourselves over last year's low drowning stats. We wanted to prove that it wasn't just a fluke, but it would not be so this year."

A five-month-old was the youngest of the 1152 children separated from their parents on Durban beaches this festive season.

The infant was found crawling on the beach while her mother swam.

Childline SA social worker Nomfundo Majola said the mother left the child in the care of friends.

"According to the mother, they were taking turns looking after the child so that the mother could swim. While she was in the water, her friends began drinking and left the child alone ," she said.

Childline and the eThekwini municipality reunited 1151 lost children with their parents.

"There is one child still in our care. He is a 13-year-old boy who came to the beach with his friends. We are busy arranging transport for him," Majola said.

Majola said that in some instances the lost children were at the beach without their

parents but most often their parents were drunk.

"Parents bring a number of children with them and then, when they start to use alcohol, they canno t keep track of them," she said.

Majola said that often parents saw no urgency in finding their lost children.

"Some parents come to us the next day for their children. This is very worrying. It is very traumatic to see young children crying for their parents - and it is also very traumatic for the child. " Majola said several parents had been charged with negligence during the festive season for losing their children, and others were charged with unruly behaviour.

"The woman was in a critical condition. She was treated, stabilised and handed over to ER24 paramedics.”

Chitra Bodasing said residents need to monitor heatwave symptoms closely. The symptoms include severe headaches, disorientation and muscle cramps.

“Severe heat exhaustion could lead to heatstroke and that may in turn result in a person losing consciousness, experiencing seizures or going into cardiac arrest,” said Bodasing.

“Symptoms may also include the absence of sweating due to dehydration and confusion.

If these symptoms persist, medical assistance should be sought as soon as possible.”

Palesa Madiba’s funeral will be held at UJ Johannesburg – The funeral of missing student Palesa Madiba whose bones were found three years after she went missing will take place at the University of Johannesburg’s Soweto Campus on Saturday morning.

Johannesburg Mayor Parks Tau said the funeral will start at 09:00 and finish at noon. The family will then have a private burial.

Palesa’s cousin, Thabiso Tsoledi said they still hadn’t received her remains but police had promised they would release it later this week.

Tau along with the ANC Women’s League visited Madiba’s home in Diepkloof to pay their respects to the family.

Zimbabwe’s first lady makes waves

Ivory Coast government resigns ahead of reshuffle Ivory Coast’s government resigned on Wednesday in a move President Alassane Ouattara said would bring more "efficiency" to the West African state just two months after he was re-elected.

Reelected for a second-five year term on October 25, Mr Ouattara has said he wants to deepen national reconciliation and draw up a new constitution which he plans to put to a referendum.

Other aims include redistributing uneven wealth and tackling high youth unemployment.

Following the vote, which observers hailed

as generally smooth and peaceful, Mr Ouattara himself indicated he wanted to see fresh faces in government, including more women in cabinet posts.

But he praised Mr Kablan Duncan’s team, expressing gratitude for "your competence, your leadership and your action at the head of the government", and hailing the cabinet for its "good conduct" in state affairs.

Kouadio Ahoussou served as premier for eight months in 2012, replacing Guillaume Soro who served in the post for five years.

Before becoming premier, Soro headed the Patriotic Movement rebel force which led a 2002 rebellion against former president Laurent Gbagbo, which triggered the first civil war. Mr Soro is now head of the National Assembly.

Last year’s poll took place without incident in Ivory Coast, a key West African economy and the world’s prime cocoa producer, enabling the country to turn the page on a wave of bloodshed and violence which claimed some 3,000 lives in the wake of Mr Ouattara’s initial election triumph over Mr Gbagbo in 2010.

In the past year, she has spent much of her time crisscrossing the country, addressing supporters in the blazing sun in remote areas. Kaizer Chiefs Steve Komphela revealed that he has no plans to recruit any new faces in the January transfer window.

The former Maritzburg United mentor says that he feels content with the current crop of players after all the players have not had enough game time to prove themselves.

"I think I regret that I haven't explored all that has been availed, in the sense that there are players who haven't played. We need more time so that everybody goes through the mill," Komphela said.

"You have your Ndululas who haven't featured prominently, guys like Zulu, there are a lot. One wishes to see everybody so that I can make an assessment going forward.

"We are monitoring the processes that our policy dictates, but we acknowledge that not everybody at Naturena has been used, so you don't just need to be drastic and make changes. If there is anything worth looking into, the policy dictates."

Amakhosi are at present on 21 points (from 12 matches). “That’s three points from where we would have loved to be,” continuous Komphela. “All these statistics give an indication of where we are.
