firmed on Wednesday.

Mashaba said, the duo worked for Setheo Engineering‚ which was awarded a contract by City Power in 2015 to build a R126 million substation in Eldorado Park. They will appear in the Johannesburg Commercial Crimes Court on Wednesday next week.

Mashaba said the city had a problematic history with Setheo Engineering.

“It (Setheo) was the same company that colluded with the two City Power officials‚ who were in June suspended‚ for a forward payment of almost R66 million‚ without evidence of any physical work done at the substation”, Mashaba said in a statement.

“The case was brought to my attention earlier this year‚ when employees of sub-contractors connected to the construction project protested against City Power’s main contractor‚ Setheo‚ and threatened to burn the substation down.

“Community leaders of Eldorado Park and surrounding areas prevented the attempted destruction of the substation‚ which is used to supply electricity to Eldorado Park and surrounding areas.”

Mashaba said the arrests followed an oversight visit with all stakeholders‚ including representatives from Setheo Engineering‚ to the substation in late June.

“During this visit, I instructed City Power Officials to request Absa Bank to verify the authenticity of the bank guarantee Setheo Engineering had submitted to Council, which totaled just over R14 million.” Mashaba Said An investigation by Absa then revealed that the bank guarantee was indeed fraudulent. It further revealed, amongst other things, that Setheo Engineering holds no accounts with Absa; that the account number mentioned in the guarantee does not exist and that the Absa logo was copied and pasted from an unknown source.

“Setheo Engineering is yet another example of the previous administration’s failure to observe proper financial management in the City.

The African National Congress in Johannesburg welcomed the arrests, “we have learnt with shock the arrest of two City Power contractors on allegations that they have forged the

bank guarantees submitted to City Power. We hope that the law will take its course and all involved brought to book,” Jolidee Matongo, Spokesperson of ANC Greater Joburg Region said.

“The DA is happy that the commitment to fight corruption is showing positive results, this will ensure that people get quality services as where corruption happens it denies residents access to basic quality services. Opportunities are channeled to few people.

“The DA wants to professionalise the local government to be efficient, clean governance is priority. All those who steal public money belong to prison,” said Khume Ramulifho, Democratic Alliance Joburg Chairperson.

These findings have given the City of Johannesburg, through the City’s Anti-Corruption Unit led by General Shadrack Sibiya, fresh zeal to pursue investigations into corrupt companies who collude with selfish and fraudulent City officials to rob residents of the money intended to ensure they have access to quality services.

“We will continue working together with all institutions within the criminal justice system, such as the Hawks and SAPS, to ensure that corrupt individuals and companies have nowhere to hide in the City,” added Mashaba.

“I remain committed to ensuring that legal action is taken against the contractor for the recovery of monies owed to the residents of this City,” Mashaba Said.

Meet councillor Leah Knott - MMC for Econommic Development

ouncillor Leah Knott, MMC for the City’s Department of Economic Development, brings with her years of wardbased community-based activism, serving the citizens of Johannesburg with focus and dedication.

She is the Ward Councillor for Ward 97, an area which includes Ruimsig, Poortview, Wilgeheuwel, Honeydew and Radiokop. Over the past year she also served on the Section 79 Development Planning Committee.

MMC Knott holds a legal qualification and prior to becoming a councillor, worked in the property development planning industry. In her leisure time she enjoys her role as a Rand Central Football Coach (under SAFA Johannesburg) and at the ETS Football Club in Ruimsig.

Under MMC Knott’s leadership, the Department of Economic Development will be driving the implementation of the City’s growth and employment strategy – with the achievement of investment and job creation as key deliverables.

This year’s edition marks the festival’s jubilee year after a quarter of a century on the City’s annual entertainment calendar – bringing out the best in everything artistic, from music, dance and visual arts to outstanding theatrical productions and thought-provoking conversations by leading scholars from

City of Johannesburg - Economic hub of South Africa

A

s the economic hub of South Africa, the City of Johannesburg is in a prime position to address our country’s crippling unemployment crisis. The starting point is to position Johannesburg as a business-friendly city that is open for investment.

In this light, the Mayor’s focus is on making it easier for people to invest in the city through the establishment of one-stop-shops, as well as the investment facilitation desk located in the Mayor’s office.

The City has developed 20 critical “Service Delivery Standards” which relate to planning approvals and service related benchmarks as part of the ‘doing business index’ in South Africa. These are applied across the board to ensure that those who are investing and creating access to jobs in Johannesburg are attracted by the highest of standards. The City now also offers substantial incentives on rates and taxes along transit oriented development corridors.

Infrastructure development is central to cityled economic growth. Johannesburg has thus already allocated close on R10 billion to upgrading existing infrastructure, with a further R3.3 billion allocated for the development of new infrastructure. This development will foster conditions which are conducive for sustainable economic growth and development, creating many more jobs.

In terms of creating an ever-expanding hub of entrepreneurs, the City is expanding the Small, Micro, and Medium Enterprise (SMME) hub network with revised service offering. These will become Opportunity Centres that assist SMMEs to access tenders and provide overall business support, training and mentoring.

The City plans to double the number of SMME hubs from 7 to 14, bringing the total expenditure on SMME hubs to R16 million in the coming financial year. The goal is to have two hubs in each of Johannesburg’s seven regions, where young prospective entrepreneurs can receive support, training and mentoring. The total number of SMMEs supported by these hubs is ex-

Moreover, with a total budget of R55.9 billion, the City plans to leverage its supply chain to decentralize the economy by empowering SMMEs by giving them a significantly larger share of city tenders. The City has also allocated R5.2 billion specifically to the economic growth cluster in the next financial year.

Johannesburg has a major issue with spatial inequality as a result of Apartheid. The City has responded by prioritising infrastructure investment in poor communities as well as building a public transport system that makes job opportunities more accessible.

Metrobus operates just under 400 buses carrying over 50 000 passengers daily, some of whom are amongst the poorest residents of our city. The City increased Metrobus’s capacity by 50%, adding 200 new buses to

attract private developers to the inner city to alleviate the housing crisis, create access to jobs, and develop skills. The City of Johannesburg is well on its way to achieving its target of 5% economic growth, which will create much needs jobs for the millions of South Africans left out of the economy.
