Joburg tables a R59 billion budget

he City of Johannesburg has tabled a R59 billion budget for the 2018/2019 financial year, saying it will be paying particular attention to service delivery and infrastructure issues.

MMC for Finance Funzela Ngobeni tabled the budget in the Johannesburg council on Thursday morning.

Ngobeni says government agrees there needs to be more urgency in addressing backlogs in infrastructure, including electricity, water, sanitation and refuse removal.

The city relies on raising revenue, so for this financial year, while residents will see an electricity tariff hike of about 7%, City Power has been allocated R1 billion to deal with maintenance issues and to ensure more areas have access to electricity.

Joburg Water is receiving R10.6 billion in operating expenditure and the budget for Metrobus increases by 6.8% to R717 million, in line with the increase in revenue. Ngobeni says while the billing crisis has been complex, he’s happy to announce that data management has improved with a 99% match between the deeds office and its general valuation roll.

Ngobeni highlighted that the City seeks to improve

the lives of the poor. He hailed the multi-party coalition government which has succeeded in delivering 5 145 title deeds to the residents of Johannesburg, giving over 5 200 of the poorest residents the dignity of home ownership.

R50 million has also been set aside for the upgrading of Inner City emergency housing and rental stock.

R45 million has been set aside for the installation of new public lighting city-wide, including informal settlements, as well as an additional R20 million for the repairs and maintenance of existing public lighting within the City.

R10 million is made available for the construction of a new Early Childhood Development training centre within the inner city, whilst a further R2 million is also set aside for providing skills development opportunities within shelters for displaced persons.

In his closing remarks Cllr Ngobeni says, “It was indeed the vision of our Executive Mayor that has established the focus on the priorities of our people, and reprioritised this budget towards achieving the delivery of Diphetogo in our City.”

Political parties were not immediately available to comment on the presented budget.

Higher education – the primary antidote to unemployment In South Africa acquiring a higher education has helped many people start their own businesses and grow these into successful companies.

ith Boston City Campus & Business College now open for mid-year registrations for diplomas and degrees, Boston’s Marketing Manager, Natalie Rabson, uses the opportunity to reflect on how attaining a higher education can help address the issue of unemployment, as well as the goal of achieving better salaries.

“According to labour market reports, the retrenchment rate is now at a 10-year high – while the unemployment rate increased from 22.5 percent in 2008 to the current 26.7 percent in the first quarter of 2018.

Then there’s the recent news that youth unemployment had soared from 32.7 percent to 36.1 percent in the six years from 2008 to 2014,” says Rabson.

For Rabson, the importance of attaining a higher education has a twofold significance that can both directly and indirectly address these issues of unemployment and retrenchment.

“Firstly, the relevance of a vibrant higher education sector is recognised internationally and investment therein, whether through individuals who take up further studies or through government funding, promotes economic prosperity and greater employment.

Secondly, we need to remind ourselves just how important a relevant qualification is when looking for work or merely trying to stay secure in one’s current job.

Unemployment and retrenchment statistics are showing us a rather desperate reality, and especially for the unemployed, it’s time to step up,”

adds Rabson.

“You should waste no time in assessing your situation. Start by asking: Am I on the right career path?

Are there areas in my specific skills set where I need to improve? Do I have the proper qualifications and tools to apply for a job with confidence? Is a matric certificate, diploma or degree enough in our highly competitive market? And, where do I want to be in a few years from now? Only after addressing these questions should one make the decision on what to do next and how to do it best,” says Rabson.

Gaining a competitive edge and acquiring the necessary skills form the foundation of employability. Career longevity in industries such as IT are based on life-long learning, but we need to keep up to date in all industries and not just IT. “It’s about staying relevant and upto-date so that we can offer tunr-key solutions to our clients as well as our employers’, says Rabson.

And to those who are fortunate enough to have secure jobs, Rabson advises, “ Considering the current volatile nature of our economy, many companies, big and small, have moved into ‘survival mode’.

Retrenchment is a natural result thereof, always have a plan B whether it be starting your own business or making a lateral move into a new area,” says Rabson.

Rabson further reminds us that in South Africa acquiring a higher education has helped many people start their own businesses and grow these into successful companies. Statistics from the Department of Trade &

Industry show that these small and medium enterprises contribute between 52 to 57% to our Gross Domestic Product and account for approximately 61% of employment.

“So yes, entrepreneurship definitely does seem to be one possible cure for the unemployment rate.

“The other reality is that these businesses operate in a highly competitive market, so you need to be up to date in your tech knowledge, social media marketing and general business skills ,” adds Rabson.

Mid-year registrations for diplomas and degrees at Boston City Campus & Business College are now officially open for everyone and run until end July.

Prospective students don’t have to wait until next year to start their studies.

Cell C take a girl child to work

60 grade 9 girls from Aurora High school for girls take part in the annual Cell C take a girl child to work initiative.

his year was the 15th edition of the Cell C take a girl child to work. This initiative serves as a platform for organizations to empower and motivate young girls by exposing them to careers, as well as information that will

enable them to make informed academic and career decisions.

On Thursday, the City hosted 60 grade 9 girls from Aurora High school for girls.

The program started at 9am at the Joburg Theater.

The girls were welcomed by Ningi Tshabane from HR and a speech was

given by Gugu Msibi. They were given breakfast after which they were dispatched to different departments and MEs. This year was yet another edition of the Cell C take a girl child to work.

They assembled again at the theater at 3PM and from there drove back to their school.

he Operation Buya Mthetho team, has collected R1-million from a customer who tried to claim a R2.2-million fraudulent refund from the City.

According to an official statement, at the beginning of March 2018 the account was owing the City a total amount of R5.1-million, but at the end of the same month the account reflected a credit of R2.2-million.

Allegedly, the client who owns an industrial site in Cleveland, east of Johannesburg then came forward to claim the fraudulent refund.

“I am informed that staff members working at the Revenue Department realised that something was wrong with the account and immediately intercepted the refund request,” said City of Johannesburg’s Executive Mayor, Cllr Herman Mashaba.

An investigation was then conducted by the City’s Group Forensic and Investigation Service department. While the investigation was underway, the previous adjustment which credited the account reducing the balance to R2.2 million credit was suddenly reversed and that account went back to a R5.1 million debit balance which is due and payable to the City.

“The client was called in and made a payment of R1-million while a query on the account is being addressed before full settlement can be made. Investigations into the account also revealed that the account was

not correctly billed since August last year.

City officials are currently working out the correct amount owed by the customer,” added Mashaba.

The customer will then be given the correct bill which he is expected to settle.

The Operation Buya Mthetho team also visited the premises and found that the electricity meter has been bypassed.

“The corner is being turned and staff in revenue department are staying on high alert to deal with the rampant lawlessness that has existed for years,” he warned.

“The City would have potentially lost over R7million if the refund request was honoured and I would like to thank all staff who worked hard to stop this corruption.

“Over 18 people linked to the fraudulent refunds scam have been arrested in the Revenue Department,” he concluded.

Safer Conception Services at 9 Region F Clinics

its Reproductive Health Institute (WRHI) is a research organisation that specializes in conducting research in the field of HIV and Sexual Reproductive Health.

It is implementing one of its many innovative and exciting programmes called Safer Conception, which aims to ensure that people who are of child bearing age can be supported to have safe and healthy pregnancies, particularly those who are living with, or affected by HIV, so that we can help them to make sure that partners and babies are not infected with HIV. The safer conception project community team, working with facility linked community healthcare workers, will access people via home visits (door to door) and community based dialogues and outreach activities.

During these visits and activities, Safer Conception Services will be introduced to the people along with information about the facilities where the services will now be available if they are interested to access the new service.

The Clinic staff will be oriented about the service and nurses and Councillors will be trained on how to render the service in their facility Considering that SCS is only rendered at Ward 21 Hillbrow Clinic for now, a need for decentralising and expanding the service is evident, hence the 9 CoJ facilities were chosen.

“Also, we are working hard to encourage male clients to come for safer conception services so that they can be capacitated regarding sexual and reproduction health, doing away with the stigma that sexual health and reproduction is only a feminine concern.

“We are excited to be offering a service that supports individuals and couples to achieve their pregnancy goals and build healthy families together,” said WRHI. Engagements were proposed, and will take place until the end of September 2018 as a test implementation for Safer Conception.

The relevant clinic staff already went on training till the end of January 2018 to be able to provide the service to the community.

he third anniversary of the Arnold Classic Africa was held recently in Johannesburg, and in over the past 2 years it has reached more than 22 000 athletes.

It is recognised in more than 6 countries including South Africa and attracted more than 100 exhibitors including the City of Johannesburg, Johannesburg City Parks and Zoo and Gauteng Tourism Authority amongst others.

Many sporting codes amalgamated into one epic event as Johannesburg was inspired, thrilled and energised by the Arnold Classic Africa 2018 at the Sandton Convention Centre from 18 – 20 May 2018.
