City bolsters road safety

...with 171 new traffic wardens

he City of Johannesburg, this past week, welcomed 171 new traffic wardens to the Johannesburg Metro Police Department. The Traffic Wardens are former Extended Public Works Program (EPWP) employees who were previously trained to perform traffic pointsmen duties.

The Department of Public Safety identified the need to capacitate traffic wardens with addition-

al powers in order to allow them to perform at optimum level.

These officers are equipped to enforce by-laws, or issue infringements notices if necessary, and they can also be on point duty. These Traffic Wardens will also, in the future, be able to render their services to the private sector as well.

Motorists in the City of Joburg will certainly have a better driving experience following the

graduation of new 171 traffic wardens who are attached to the Johannesburg Metro Police Department (JMPD).

Executive Mayor Cllr Herman Mashaba urged them to help restore law and order in the City.

“This is not merely a job but a calling to serve, which will prove along the way to be a thankless one. When you caution an errant motorist or issue a stiff fine to another, you’re likely to be repri-

manded as though you are the offending party,” said Mayor Mashaba.

Following discussions with the Gauteng Provincial Government, the new wardens will have additional powers, which include: • When in uniform, require a driver of any vehicle to stop; • Regulate and control traffic upon any public road and give such directions as may be necessary;

• Require any person to give their name, address, and other particulars or any process which are required for identification purposes if the traffic warden suspects the person of having committed an offence; and • In respect of any motor vehicle, demand the owner, operator or driver to produce any documents as may be prescribed in terms of the National Road Traffic Act of 1996.

Limited train services available at Park Station

he majority of Johannesburg Park Station platforms will be completely closed with limited train services between 16 November and 16 December.

“A signalling occupation will be taken during this period and trains will be authorised for safe movement,” Gauteng Metrorail said.

The work that will be done is part of Passenger Rail Agency of South Africa (Prasa)’s modernisation programme aimed at rolling out new modernised railway infrastructure for a safer, faster, smoother and world class train service with improved travelling times.

“The essential work will involve the final testing and commissioning of the newly installed electronic signalling system in the Park Station complex.

“Re-signalling of Johannesburg station will require a period of transition from the old system to the new electronic interlocking system operated by Siemens Computer Aided Signalling system (Sicas),” Gauteng Metrorail said.

The entity has been allocated R3.7 billion to roll out the implementation of the signalling programme in phases.

The programme is expected to be concluded in 2020, with 92 stations in total controlled over the system.

“This occupation will have a major impact on the provision of a normal

train service. Out of the 16 operational platforms currently in use, only five platforms will be operational,” Gauteng Metrorail said.

All commuters have been advised to adhere to service announcements made at stations during this period to be familiar with the revised train timetable.

The platforms will be operation as follows: • Trains will turn at stations other than Johannesburg Park Station, • Trains Germiston / George Gogh to Johannesburg (from eastern side) will turn at Braamfontein and Mayfair, • Trains Langlaagte to Johannesburg (from western side) will turn at George Goch and Benrose platform, depending on the traffic of trains at the time, • All Metro trains will be allowed into platform three, five, seven and nine.

• Platforms 3 and 5 will be occupied by “Germiston / George Gogh to Johannesburg” trains, • Platforms 7 and 9 will be occupied by “Langlaagte to Johannesburg” trains, • Platform 16 will be occupied by Main Line Passenger trains which will arrive and depart through Braamfontein north yard.

Eight CIT suspects nabbed CIT robberies and other violent crimes seek to instil fear in our communities

he National Commissioner of the South African Police Service, General Khehla John Sitole has commended the multi-disciplinary team responsible for the arrest of eight suspects linked to cash-in-transit robberies before they could commit any crime.

On the, 14th of November 2018; the multi-disciplinary task team comprising of Crime Intelligence, Tracking Teams, SAPS Airwing and Magma Investigations conducted a crime intelligence led tactical operation in Kroondal near Rustenburg, North West. The suspects were traced to a safe house and on realising that they were cornered by the team, they fled in four vehicles. The team gave chase and swiftly arrested eight suspects aged between 33 and 42. During the arrest, the police seized four vehicles, two sedans, a SUV and a minibus and an assault rifle with rounds of ammunition. The team is tracing the suspects that managed to evade arrest.

The National Commissioner has commended the continuous thwarting of planned CIT robberies and the arrest of suspects before they could carry out their brazen attacks. “The com-

munities have now acknowledged the 72-Hour Activation Plan that is without fail continuing to coordinate multi-disciplinary teams across the country to respond to violent crimes”, said General Sitole who went on to say that CIT robberies and other violent crimes seek to instil fear in our communities. That, taking away the citizens’ right to be and feel safe as stipulated in the National Development Plan.

The suspects will possibly face charges including conspiracy to commit armed robbery, possession of prohibited firearm and ammunition and possession of suspected stolen motor vehicles. The case has been transferred to the Directorate for Priority Crime Investigation for further investigation.

City of Joburg makes efforts to alleviate poverty

he City of Johannesburg’s Expanded Social Package (ESP) pragramme, a social benefits package provided to vulnerable individuals to ensure they have access to basic services, has increased its reach.

In a press statement the MMC for Health and Social Development, Dr Mpho Phalatse, said the ESP poverty index income bands increased by 4.9 % based on figures made available by Statistics South Africa for August 2018. The said revision was effected from 01 November 2018.

As of this date, individuals that qualify to register must have an income not exceeding R5 852.28 per

month.

To qualify for the ESP, applicants must be a South African Citizen and reside within the City’s boundaries.

APPLICATION AND REGISTRATION PROCESS ; • Individuals must provide proof of income, SASSA Card and three (3) months latest bank statements of all bank accounts. In the absence of these, a sworn affidavit must be produced, confirming no bank account or any other source of income; • Identity document; • City of Joburg Rates & Taxes Account; • City Power Pre-Paid Meter Account Number; • Eskom Pre-Paid Electricity Account Number, Conventional

Account Number; and • Johannesburg Water Account/ Pre-Paid Account Number (ITU number on the receipt).

The benefits include water, electricity and other rebates such as rates, sewer and refuse for property owners who as a pensioner, the property value does not exceed R2 5 000 000 and as a working-age adult, the property value does not exceed R500 000. Phalatse said individuals will further qualify for referral for programmes and services offered by City departments like Skills Development, Social Service

The ESP rebate is applied for a period not exceeding six months and thereafter requires renewal for continued benefits. Fourteen new ESP centres were opened, expanding the ESP footprint into clinics, as well as multi-purpose and skills centres. An additional 20 centres have been identified across the city to open by end November 2018. Phalatse said that she is extremely concerned about the lack of interest in the city’s ESP offering in

some parts of the city.

“This in spite of the massive investment in outreach initiatives by the city to ensure that the poorest of the poor are not excluded from benefitting,” she said.

“I would like to urge all residents who believe they qualify to come through with the relevant documentation and register. This could be your first step out of your current financial situation. As a caring city, we will continue to strengthen our commitment towards uplifting the lives of those who have been marginalized,” she said.

he annual Telkom 947 Cycle Challenge showcased pure heart as 24 000 riders took to the streets to tackle the 95km route which has been ‘flipped’ for the first time.

The roads were filled with riders and some of them decided to kick it up a notch by dressing in colourful kits, and costumes that showcased causes they were passionate about.

With 130 charities registered at this year’s cycling event, the theme was about riding for a purpose. In last years race, an astonishing R15 million was raised for charity as people went out of their way to ride for a cause they believed in.

Calrla Oberholzer was the winner of the ladies category and she says that the event was a blank canvas for everyone.

The women’s race ended in a sprint finish with Jo Van De Winkel placing third and Theresa Ralph placing fourth.

Dylan Girdlestone from team Office Guru was third and BCX’s Nolan Hoffman raced to fourth.

While the winners crossed the finish line, many riders were cheered on by spectators who fuelled the cycle challenge with charism and support.

Robyn de Groot and Wessel Botha showed imperious form to blow away their rivals and win the Telkom 947 Mountain Bike Challenge at the Riversands complex.

The men’s 25km event was again a tightly contested affair, with Jaedon Terlouw pipping Kyle Swanepoel in a sprint finish,

Jane van Eeden won the women’s 25km class in 56:34, with Natasha Roets (59:03) second and Natalie Long (1:00;03).
