A

biased and weak legislative structure has reinforced barriers for people with disabilities, guests were told this week during a workshop involving visually impaired community members in Newtown.

The meeting, held at Sci-Bono Discovery Centre, was organised

by Gauteng Department of Community Safety with the aim to form

a relationship with the visually impaired community, and to address their safety needs.

Already the centre has an ongoing non-visual exhibition called Dialogue in the Dark which started in August last year. The exhibition, a first of its kind in Africa, takes visitors to the world of visually impaired people. Visitors are led by visually impaired guides through a series of totally darkened galleries.

Bulbulia said social attitudes have perpetuated stereotypes that disabled people cannot do things for themselves.

“A majority of people with disabilities have been excluded from the mainstream of society and have thus been prevented from accessing fundamental social, political and economic rights. The key forms of exclusion responsible for the cumulative disadvantage of people with disabilities are poverty, unemployment and social isolation,” he said.

High levels of unemployment among people with disabilities can be attributed to a low level of skills due to inadequate education, past discriminatory and ineffective labour legislation as well as lack of mechanisms to promote employment opportunities, said Bulbulia.

“The success of mainstreaming disability relies on how well roles and responsibilities of the focal person and all stakeholders are defined, integrated and implemented.

This includes the directors general

and departments,” he added.

Jace Nair, CEO of SA National Council for the Blind highlighted some of the challenges that his organisation faces.

“Families and friends exploit people with disabilities – they are raped and abused emotionally. The government must increase access to basic services for people with disabilities. We want to be part of the economic system. Departments of community safety and education must work together in ensuring safety in our schools,” he said.

MEC Faith Mazibuko challenged other departments and businesses to attend to people with disabilities.

“This dialogue will assist the department in developing an action plan. It is a bold step aimed at steering us in the right direction when developing information, education and communication messages and tools,” she added.

Two men were murdered in Malvern this week, police spokesperson Cst Mpho Mashakane says.

She says police were alerted by the community about the incident, at the scene in 26th Street, they found two men stabbed to death.

“There was a fight at a shebeen and a man stabbed one of the two people in the head. Later the two men went to the suspect’s house to confront him. The suspect then stabbed both those men. One man was found dead in the pavement and the other was found in the suspect’s yard,” Cst Mashakane says.

The man was arrested and faces murder charges, and is remanded in custody, Cst Mashakane says.

Woman ‘pushed’ off balcony Crime Reporter crime@gazettelive.co.za A 58 year-old woman was arrested this week in connection with an incident in which another woman was pushed off the second floor balcony of a building in Bok Street, Joubert Park.

Police spokesperson Sgt Jenny Pillay says an argument ensued between two women over an allegation that one of them beat up the other’s child.

“The women fought and one of them was pushed and fell off the second floor balcony of the building, fracturing her leg. Police were called and the suspect was arrested.

The injured woman was taken to hospital in a stable condition and the suspect has been charged with attempted murder,” Sgt Pillay says.

Meanwhile police are investigating a case in which a foetus was dumped in a dustbin in O’reilly Street, Berea, Sgt Pillay says.

She explains that a man reported to a police patrol that he had seen a woman dropping a red bag into a dustbin. “The man wanted to collect bottles for sale from the dustbin.

When he opened it he saw the foetus. An investigation into the matter has been started,” she adds.

uring the recent annual review of municipal rates and taxes, community members suggested changes to the current Rates Policy to help prepare the 2012/2013 Policy Document.

In a public meeting held at Hillbrow Recreation Centre, one resident proposed for an introduction of lower students rent rates.

“Let there be a rate for students because their charges are very high.

This puts a huge burden to those without access to financial aid,” said the resident.

Another resident questioned why

churches are not charged rates because they ‘generate a lot of money’. “Many churches in the city are run as corporate companies. They must pay rates like other companies,” said a Hillbrow resident.

However, city’s rates and taxes director Sihle More said due to churches’ role in community empowerment it’s difficult to charge them. “The church is a place of worship, it’s not owned by any individual but belongs to communities.

We cannot charge churches for tidings. However, churches must be legally registered,” she added.

We deserve better - tenants COMMENT In this edition we carry two sad stories, one in which a man allegedly stabbed two other men to death in Malvern, and another in which a woman is said to have pushed another off the second floor balcony of an apartment building in Joubert Park.

In the first incident a police report indicates that the three men were involved in a fight at a shebeen. This may not rule out that they may not have been sober. Arguments are common and often happen in such places, and people just have to solve them without resorting to deadly violence.

The amount of violence that was reportedly used on that day could not be justified, under whatever circumstances. Unfortunately, according to the report, the two men who were stabbed to death had apparently chose to confront their adversary instead of reporting the matter to the police.

Reality is that if the men had reported the matter to the cops they would very likely still be alive today, and the other man would probably not be facing a double murder charge today.

At the same time the incident involving the two women in Joubert Park is shocking, especially because it involves an elderly woman who should have behaved much better than she allegedly did. According to the police there was an argument about a child who had been abused, or assaulted.

Common sense would dictate that the women solve the matter amicably, or involve the police if it was necessary.

If it turns out true that the elderly woman did what she is alleged to have done, this society is heading for a social crisis in terms of community discipline and general behaviour.

fter reading the Inner City Gazette edition of 2 to 9 February 2012, where the newspaper carried an article headlined pg 3 ‘Housing contracts explained’.

The residents of Houghton Park, corner Lilly and Louis Botha Ave, would like to draw attention to the management of Posterity Management Services about the following matters: - The kitchen sinks are too old,

they are rusted and broken.

- The kitchen scheme is in shambles, and falling apart. This causes a health hazard to kids as it may cause injury when kids try to open any furniture in the kitchen.

-The drainage system is not working.

-Wardrobe doors in the bedrooms are also falling apart; it is very difficult to close the doors.

- Electricity wires are not covered, they are hanging dangerously in ceiling boards and light bulb holders are broken. Such exposure of live electricity puts our lives in danger.

We appeal to the management to address these matters immediately. We have tried in numerous occasions to address these matters with the man by the name of Blessing, but his phone number

ow long should we continue accepting that when observation of the Safety and Security Month is all over, criminals should continue being victors?

Should women, children, the elderly, workers, the business and police themselves continue being victims as though the police day, Safety Month, 16 Days of Activism of No Violence against Women and Children are mere empty rituals that have no practical consequences? Recently the country was celebrating and observing the police day in honour of the men and women in blue men, and also in honour of men and women who perished trying to help keep criminals at bay. The answers to these questions largely are in our hands.

The question is what is your own responsibility in the fight against crime?

The yearly commemoration of Safety and Security Month in February is aimed at reaching out to communities to raise awareness on matters of crime prevention and the promotion of safety in the country. This is the reiteration of what the constitution outlines that safety is a constitutional right, that needs to be enjoyed by everyone who lives in a democratic state like South Africa, not to al-

low brigands to violate and force civilians to be prisoners in their communities and homes. This has to stop and no one can bring an end to crime but us.

Crime has been linked to certain socio- economic issues and therefore justified and in that process safety and security is jeopardised.

To scale the scourge of the problem, I will zoom in on one incident that happened at Noord Street Taxi Rank towards the end of December 2011. Sowetan had a CCTV footage that showed a shocking and disturbing incident where two young women were taunted by a group of men, all because these men felt that these young women were dressed inappropriately. This is reminiscent of the incident four years ago at the same taxi rank, where a young lady was also harassed for wearing a mini skirt.

This raises a question of safety in and around taxi ranks, particularly the Noord Street Taxi Rank which is rather notorious for such incidents. The Gauteng Department of Community Safety while conducting a law enforcement operation around this rank learned that this animal-like behaviour happens almost everyday and is not reported. The operation was an eye opening exercise, which focused mainly on traffic law enforcement but it became apparent that a place like Noord Street Taxi Rank, need multi agency intensified law enforcement approach.

Rebels in fierce offensive Bamako - Thousands of people have fled their homes while ethnic Tuareg rebels have launched a fierce offensive against government forces in a bid to seize the northern town of Kidal.

The attack is further evidence that Tuareg rebels have significantly increased their attacks against government control. Kidal is the latest and most significant town targeted by the fighters, who have gained ground in other northern areas following weeks of clashes.

The rebels have been bolstered by an influx of fighters from Libya who joined their movement after the late Gaddafi was toppled last year.

Rebel spokesman Hama Sidahmed said their ambition is to take control of Kidal. Sporadic firing of heavy weapons has been heard across the town as government forces fought to fend off the fighters.

About 4 000 civilians have crossed west into Mauritania. The Red Cross said on Friday nearly 10 000 people had fled into Niger after fighting between the army and armed groups in the area around Menaka and Anderamboucane. Other aid officials say over 5 000 others have fled to Mauritania.

The Tuareg rebels say they are fighting to secure the independence of Azawad, an area that takes in the country’s three northern regions.

Tripoli - Former ambassador to France under Gaddafi, Omar Brebesh has died after being detained by the Ashura Martyrs armed group.

Brebesh served in the Paris embassy as cultural attaché from 2004 to 2008, and then as acting ambassador. A preliminary autopsy report obtained by the organisation, and photographs provided by Brebesh’s family, showed that the cause of death was ‘multiple bodily injuries and fractured ribs’ and that his body was marked by welts, cuts and the apparent removal of toenails.

Brebesh surrendered to Ashura Martyrs, after the militia’s commander, Khalid al-Blehzi called him for questioning, Brebesh’s son Ziad said.

Next day, the family was told Brebesh’s body could be found in a morgue in Zintan, 100km southwest of Tripoli.

Judicial police in the capital said Brebesh had died from torture, and that a suspect had confessed to killing him. A prosecutor in Zintan has opened an investigation into the alleged murder.

Interpol wants Banda’s son Lusaka – Interpol has issued an arrest warrant for the son of ex-president Rupiah Banda, Henry.

Banda is said to have fled to Kenya following corruption charges allegedly committed when his father was in power.

He has been named in connection with a multi-billion dollar deal for the sale of assets of Zambia Telecommunications Company dur-

ing the sale to Libya’s LAP Green Networks. Police allege that he fled to Nairobi via South Africa.

Kenyan police said they could not state whether he was in that country.

Banda and former Communications Minister Dora Siliya are linked to a Cayman Islands company that was paid US$12.6 million to evaluate the repossessed Zamtel assets. The value of

the assets is alleged to have been reduced to less than $20 million when the real market value was much higher.

Kenyan police have however said they cannot state that he is in the country.

Ex-Gaddafi envoy killed

Troops raid mining village Monrovia - Ivorian soldiers recently raided a Liberian village about 12 km west of the Toe Town village, and kidnapped one person and stole several items.

The incident is said to have happened at one of the illicit mining camps in the forested area, barely a week after Liberian security arrested over 75 Ivorian mercenaries in the area.

The suspects have denied being mercenaries but said they were engaged in gold mining. The soldiers said their action was based on that the illicit miners were also carrying out illicit mining on Ivorian soil.

In 2010, hundreds of thousands of Ivorian refugees crossed into Liberia, following the annulment of results of the elections between ex-President Laurent Gbagbo and Allassane Ouattara.

President Ellen Johnson-Sirleaf and Ouattara have reassured that they will not allow their borders to be used for subversive activities against the other.

Juba - At least 37 people were killed during a shootout at a meeting to resolve cattle disputes.

A spokesman for the UN Kouider Zerrouk mission said one UN officer was wounded during the shooting at Unity state.

Seven UN staff members and three local officials went to Mayendit County to investigate violence from cattle raiding in Unity and Warrap states.

During the meeting the county commissioner from Lake state interrupted the meeting, yelling angry remarks at his Mayendit county counterpart.

“Four trucks carrying armed men appeared and they started shooting at the Mayendit county commissioner’s compound,” Zerrouk said.

Officials said it was unclear why the Lake official had an armed convoy.

The clashes killed at least 16 people from Unity and 21 from Lake state, including six civilians from both states, the Minister of Information said.

The meeting was initiated after a violent cattle raid four days earlier in Warrap state.

The attackers, believed to be from Unity state, stole thousands of cattle and killed 74 people, mostly women and children.

illbrow police Sector Commander for Joubert Park, Captain Redgard recently lead a cleaning campaign in the vicinity of corner Twist and Koch streets in Joubert Park, says police spokesperson Sgt Jenny Pillay.

“Roleplayers involved were the local Community Policing Forum,

reservists, community members and the Bad Boyz security company. The area was cleaned not only for hygienic reasons, but also to relocate street kids living on the sidewalks to shelters,” she said.

Capt Redgard urged businesses to get involved in keeping the area safe and clean.

“Together we can maintain this project and continue similar projects throughout the year,” he said.

STREET PATROLLERS NEEDED Applications have re-opened for street patrollers in the Cleveland SAPS precinct. The Department of Community Safety and the Department of Education recently initiated the street patroller project at certain schools. Battle of the best artists Naledi Awards set to feature top performers in a glittering ceremony

t will be a battle of the best in each category when the 9th Annual Naledi Theatre Awards grace the magnificent Lyric Theatre at Gold Reef City on 5 March.

The spectacular staging of Dreamgirls leads the pack in the musical categories with no less than 10 nominations, followed by the brilliant Mandela Trilogy and the whacky Pirates of Penzance with eight enthusiastic nods each.

Nataniel’s dynamic Combat, Pieter Toerien’s bonzai musical JC Superstar and Deon Opperman’s original work Tree Aan, received six nominations each.

The best production of a play includes Aubrey Sekhabi’s production of The Rivonia Trial with nine nominations, and Alan Swerdlow’s immaculately directed The History Boys with six nominations.

The best performance by an actor in a lead role includes Brian Webber in a sensitive portrayal of a gay prisoner in Kiss of a Spiderwoman; the masterly Graham Hopkins as the controversial teacher in

The History Boys; Sello Maake ka Ncube’s performance as Mandela in The Rivonia Trial; and Isidingo star, Stephen van Niekerk in The Crucible, a lucid production at the Joburg Promusica Theatre directed

by Alby Michaels.

Best performance by an actress in a lead role includes diva Annabel Linder as the matriarch in The Table, Noxolo Tshabangu’s unforgettable performance in Loving Lulu, and Robyn Scott who was endearing in London Road. Best Director of a Play or Musical includes some of the country’s best: Aubrey Sekhabi for The Rivonia Trial, Alan Swerdlow for The History Boys, Christopher Weare for Decadence, Greg Homann for Pirates of Penzance, and Cape Town’s Lara Bye for London Road.

A complex category is that of the creators and curators of Musical Excellence, and this year sees several contributors nominated together for composing scores, arrangements and musical direction, all of which are amalgamated to create the world class music. Original scores were created for the Mande-

la Trilogy, Tree Aan, The Table and Nataniel’s Combat. Other scores include The Pirates of Penzance and Dreamgirls.

The judges will have a gruelling task, with Alan Committie as MC and entertainment by Gloria Bosman, singing a medley from Mandela Trilogy accompanied

by Bryan Schimmel, both nominees.

Other performances will include pop singer Nádine, nominated for her debut performance in JC Superstar, performing I don’t know how to love Him; Listen from Dreamgirls, performed

by Lindiwe Bungane and TraceyLee Oliver - again accompanied

by Bryan Schimmel; and Ek Staan Wag Oor Jou Hart from Tree Aan, performed by Nadia Beukes and Vaughn Gardiner.

Suitably, Cinderella and her Prince Charming will appear.

T

he Gauteng Organisation of Community Art Centres (Gomacc) has shown how adept it is at identifying and training those from the poorer communities. In addition to the jobs created by this training, Gomacc has re-ignited a passion for the arts in the community.

The organisation’s manager, Jerry Mabuza says through the National Lottery Board funds they have man trained 30 directors. “We look forward to see our directors working in the community and sharing what they’ve learned,” Mabuza adds.

Gomacc boasts 30 directors who completed the NQF Level 4 course, and members who underwent arts administration and event management courses. Their graduation will be at Museum Africa in February.

This year the emphasis will be on development and training and there will be the key focus areas for members during the year.

pect in the Directors’ Festival this year. This will create competition, and so a higher quality of work, while prizes will be handed out on final day.

The festival takes place in Johannesburg, West Rand, Ekhuruleni, Sedibeng and Tshwane. To enter the competition applicants must be South African ID holders, have between 2 - 3 years experience directing plays, and must belong to an organisation; and completed a directors’ course.

The play has to have a script; if the script is not published a copy of script must be submitted along with the application form. The play needs to be a South African story written and directed by South Africans.

Focus on flyhalves ‘Players tend to ferget about a heads-up type of rugby’ Gavin Rich

S

tormers coach Allister Coetzee is lamenting the injuries that prevented some of the key up-and-coming flyhalves in his region from developing like they should have in 2011.

With the 2012 Super Rugby season now just three weeks away, Coetzee is giving Gary van Aswegen, Demetri Catrakilis, newcomer Burton Francis and Kurt Coleman every opportunity to get as much game time as possible.

Van Aswegen, Catrakilis and Francis have all started a preseason game, while Coleman has been used quite a bit later on in some of the matches.

At this stage Van Aswegen is a favourite to start at No 10 in the opening match against the Hurricanes at Newlands on 25 February. Since then he has

been out with an ankle and then a knee injury, and did not have a rousing reintroduction to top rugby when he played against the Lions 10 days ago.

“You have to take into account that he had not played for a while,” Coetzee said.

The coach said he was looking forward to having Peter Grant back in the mix not because of the Kobe Steelers pivot’s ability to front the Stormers’ challenge from flyhalf, but also for what he can bring as a mentor in the squad.

“I would love to have taken Gary’s career forward last year but injuries that kept him off the field. His development can progress quicker if he has someone like Peter Grant to help him come through,” said Coetzee.

Grant could well still be back in time to play against the Hur-

ricanes, even though Coetzee and the rest of the management aren’t banking on it.

The Steelers, Grant’s Japanese club, have only a wildcard chance of entry into the knockout phase of the competition in Japan and if they don’t make it, Grant will be back in time for the start of Super Rugby.

But he might take time to readjust to Super Rugby level and last year was reintroduced from the bench in his first game back, so there is a good chance that Van Aswegen will be starting against the Hurricanes regardless of whether the first choice is back or not.

The area that Coetzee wants his flyhalves to be working on is their tactical play, something Catrakilis was particularly poor at in the last game against the Cheetahs. “The tactical play of the flyhalves is not where it

Less PSL exodus a good omen - Khoza ‘The local league has struggled to export talent to Europe over the last three seasons with the stringent qualification laws for African and South American players’ Soccer Correspondent PSL and Orlando Pirates chairman Dr Irvin Khoza says it may be a good omen for the local Premiership that fewer players are venturing overseas.

“I’m happy that fewer of our players are going overseas because it means that the Premiership gets to keep its best players. Of course, it’s always good when a player goes and tests himself abroad because they get exposed to new training.

Our football is getting stronger now and ever developing. We are stronger and better than some of the European leagues,” he said.

The local league has struggled to export talent to Europe over the last three seasons with the stringent qualification laws for African and South American players, especially in the United Kingdom.

Mamelodi Sundowns’ striker Katlego Mphela and Kaizer Chiefs’ winger Siphiwe Tshabalala have struggled to win overseas

contracts after undergoing trials by potential British employers.

Mphela failed his last trial at Scotland’s Glasgow Celtic in 2011, while Tshabalala also spent two weeks with English Championship side, Crystal Palace in January.

Defender Bongani Khumalo, who was successful in moving to English Premiership side Tottenham Hotspur last January, has since struggled to fit in at the club.

Khumalo was sent to Reading on loan at the start of the season, but

last week was deemed a surplus by the side.

Khoza cited the latest trend where Brazilian players had opted to remain in their own league, as long as the clubs were prepared to meet their financial needs.

He said the PSL was starting to attract some European players, including Pirates’ recent signing of veteran former Portugal international, Luis Boa Morte.

“Look at what is happening in Brazil where it will be difficult to

get players from there. There are less transfers abroad, meaning the Brazilian Championships will get stronger.”

The PSL brand has been prospering in the last three years and renewed a multi-billion rand television-rights deal in 2011, Khoza added.

“With sponsors pumping millions into the game, clubs are able to meet the rising demands of players’ salaries; some of which now compare with European leagues.”
