Group renovates more buildings

The Johannesburg Housing Company (JHC) is currently working on two development projects that will bring more than 350 newly refurbished residential apartments to the Johannesburg inner city. This will take the total number of residential units provided in JHC buildings close to 4 000. uKhamba Mansions uKhamba Mansions in Abel Road in Berea is a former hotel which JHC is converting to provide residential accommodation. It is close to JHC’s Ronde-

bosch, Cresthill, Lake Success and other buildings in the established eKhaya neighbourhood in Hillbrow. JHC purchased the building in May last year and, after a period of assessment and planning, conversion work began in September 2012. uKhamba is a high-rise 22-storey building. As a hotel it originally had 209 rooms and with the conversion work under way, JHC is creating 13 additional units, so there will be 222 units in total. The building will provide a mix of mainly one-bed-

room flats, as well as bachelor units and some two-bedroom apartments. Within the overall conversion and refurbishment programme, all the units will be fitted with new bathrooms, new floor finishes and kitchens.

The 14th and 15th floors of the building are cantilevered out from the main frame and will provide usable outdoor spaces. uKhamba also has its own parking area and will provide a community space and outdoor play areas.

Saving electricity costs JHC’s New Developments Manager, Manie Meyer, says that with the aim of optimising ongoing operational costs in the building and to limit the impact of continuing electricity price hikes for tenants, JHC is installing an energy-efficient central heat pump system at uKhamba. This will save tenants about 60% in water heating costs, compared to using conventional electrical resistance geysers.

Challenges Manie also highlights that because of the poor state the building was in when JHC bought it, the lifts were not operating. “This meant that for the first three months of the project we had to tackle the conversion of this 22-storey building without lifts!” The conversion work is now progressing well and uKhamba is due to open to new tenants in July this year.

Lethabong Mansions Lethabong Mansions is a seven-storey building on the corner of Mooi and Pritchard Streets in Joburg’s central business district. It is across the road from JHC’s Taylors Mansions, which opened last year, and the longestablished Landrost and Elangeni buildings are nearby.

Lethabong was formerly a residential building. When JHC acquired it in April last year it was in a poor state of repair and the top four floors were a warren of decayed rooms with communal ablution facilities. JHC is refurbishing and upgrading the whole building extensively and the old rooms on the top floors are being transformed into selfcontained flats with their own bathrooms and kitchens. There will be a 132 flats in the building and all the units will have new bathrooms, kitchens, cupboards and new floor finishes.

a play area and community space and there are shops on the street level.

Saving electricity costs At this building too JHC will install an energy-efficient central heat pump system that will enable tenants to save on electricity costs for hot water.

The heat pump system gives tenants the benefit of about a 60% saving on electricity costs for water heating.

The refurbishment and upgrading of the building started in September last year and is due for completion also by July this year when Lethabong will be opened to new tenants.

oburg has embarked on an extensive process of consultation, during which residents and stakeholders will be able to influence the city’s budget and development priorities for the coming year.

Speaker of the City Connie Bapela, says this will culminate in the State of the City Address to be delivered by Mayor Parks Tau in early May, which will determine the direction of the city for the 2013/2014 financial year.

“The consultation precedes the State of the City Address which will be followed by the City’s Budget Day. The City’s leadership will listen to all the voices in the City, consider input from communities and stakeholders to incorporate into a future vision.”

Bapela adds that a similar approach worked in 2011 during the drafting of the City’s long-term strategy, the 2040

Growth and Development Strategy.

“Many who attended said they had a real sense of ownership about the content, and this provided them with a greater understanding about what the City intended to achieve. While the 2040 GDS sets out the long-term for Joburg over a 30 year period, the Integrated Development Plan (IDP) maps out immediate priorities and required actions for the next five years.”

She adds that in April the Mayor, the Speaker of Council, senior city leadership and councillors will hold a series of engagements in all seven regions to discuss the content of the IDP with residents and stakeholders.

“This is an opportunity for the people of Johannesburg to have a direct say in determining priorities within their own wards and living areas. Through this process we strengthen citizen-participation in the decision-making process.

It is out of such discussions the City

has been able to provide up to 10kilo litres of free water and up to 150kilo watt/hour of free electricity, as well as provide meaningful concessions to pensioners through property rebates and give relieve community benefits to the poor, the infirm and unemployed who register for such service.”

Mayor Tau is to deliver the State of the City Address and debate of his address takes place the next day in May, within the first two weeks of the month.

This will be followed by the tabling of the 2013/14 Budget Speech by Finance MMC Councillor Geoff Makhubo.

The DA’s Mmusi Maimane said his party has identified key problem areas the Mayor must address.

“Our five key concerns are youth employment opportunities; safety and security; financial stability for the City; eliminating fraud and corruption and maintenance of the City’s infrastructure to facilitate economic growth,” he said.

He was addressing community members at the launch of the 2013/16 Integrated Development Plan and budget outreach process in Kliptown on Tuesday, where he said the IDP maps out immediate priorities and required actions for the next five years.

Tau said R30.6 billion has been set aside to enable the realisation of this vision. “This will come to pass if the capital expenditure spend is in line with prudent ratios. The city’s budgeting process is moving away from consumption to investment.

The time has come for the city to start implementing the outcomes of the Joburg 2040 strategy,” he said.

Mayor Tau said the city is committed to excellent proactive delivery of services to all residents and creating an environment that is resilient, sustainable and liveable.

“Service delivery must be executed in a customer-centric, transformative, sustainable and resilient manner, ensuring an improvement in the

quality of life of all the residents of the City,” he added.

Tau outlined the service delivery elements as infrastructure development and management; ICT infrastructure development and management, human capital development and management; financial resources; result oriented management; integrated, coordinated and outcome based operational planning and management; sustainable human settlement and urban management.

He added that in pursuit of getting the basics right the city has put in place a number of structures that allow for efficient and effective service delivery. “These include the steering and oversight structure, the Joint Operations Committee, customer service charter and service level agreements, integrated ward based service delivery structure and a service delivery monitoring programme. The city is in the process of finalising a Service Delivery Charter which will detail specific service standards and turn-around times for all municipal services.”

tudents of the Dominican Convent School in Belgravia have set up projects to represent their school at the annual Eskom Expo for Young Scientists, the institution’s communications manager Renata de Kock Lucas says.

She explains that the school’s Grade 9 science students participated in the internal science exhibition.

“Learners were expected to think of a science project, and by following the steps of the scientific method they had to conduct their experiments, in-

vestigations and research,” she says.

Lucas explains that the projects had to be done repetitively to ensure fair and accurate results in accordance with scientific testing.

“The scientific method involved learners observing a problem, formulating an aim and hypothesis, writing up a step by step method which included an independent, dependent and constant variables,” she says.

Lucas adds that the students then then went out into the field to conduct their experiments. “Once this was achieved, the results were tabulated and graphed. Conclusions were drawn, hypothesis were accepted or

rejected and learners then had to reflect on what could be done differently in order to better their project.”

She adds that all that culminated in an expo which showcased all the projects that were viewed by other learners, teachers and parents.

“The groups with the top projects were then awarded certificates and the following projects will represent Dominican Convent School at the annual Eskom Expo for Young Scientists: “Gross! It’s too oily” by Nadine Draper, Santa Pinheiro and Cassandra Modise; and “The Bouba-Kiki Effect”

The attackers stole nearly all his belongings, including his trousers and shoes. They also assaulted him, leaving him with severe injuries to the head and body. The assault and robbery incident was captured by Legae la Rona neighbourhood CCTV security cameras, but when police and Bad Boyz reaction officers arrived at the scene the thugs had fled.

Many schoolboys these days get involved in pornography and rape these days. Many of the boys say they get so involved in this because they are forced into it by their fellow youths, or peer pressure.

This is obviously a lame excuse for the youths to be involved in this appalling behaviour. Parents are not completely out of the blame for this kind of behaviour by their children. The boys have told us that they rape their sisters because of their exposure to internet pornography, and the need to prove their manhood to their peers.

To prove that they have had sex, they record the moment using their cellphones, and post the images onto the internet for the whole world to see. This makes us realise that the cellphones are an accessory to this kind of bad behaviour by our boys.

As a parent I suggest that we control access to the internet by blocking pornographic sites. At the same time I am aware that a majority of the parents do not have the knowledge on getting to do this, and do not have the money to hire others to do it for them. In this case I think the fong-kong phones come in handy. Just buy them the fongkongs that will not access the internet, but will allow telephone connection with parents at all times.

Cops offer reward Polokwane - Police have offered a R250 000 reward to anyone who will help with information about the brutal murder of a nine year old girl at Tshiulungoma village in Thohoyandou.

Nine year old Mutshidzi Ramanyimi’s mutilated body was found inside a stream a week after she had gone missing. Police and the community believe it to be a ritual killing, because her parts had been removed and flesh on her arms and thighs sliced off.

The family says they are disappointed that no arrests have been made even though the suspects are allegedly known.

The deceased’s father Ndifelani Ramanyimi says, “We are not free because the suspects walk among us. They are known and I’m scared that I will also be killed.”

Provincial Police Commissioner, Simon Mpembe, says they are confident they will soon make arrests for Mutshidzi’s murder.

‘Scary’ billing scam Cape Town - Public Protector Thuli Madonsela has warned that increasing cases of overbilling and false billing by service providers will cripple the state.

Addressing the Institute of Municipal Finance Officers (IMFO) in Somerset West, Madonsela said her office has realised a shocking number of cases in which service providers were overpaid.

“The amounts are getting scarier, and the billing problem is compounded by that municipal officials collude with service providers involved,” she said.

The Public Protector cited instances where municipal officials stayed one night in a hotel, but travel agents claimed for a five-night stay. “The official would then ask the agents to have the extra money claimed transferred into their bank account. Other instances included municipalities putting in a R2 million order for services, and then receive a R6m invoice afterwards.

Madonsela urged finance and risk officials and audit committees to work towards preventing the maladministration.

E-tolling set to start Pretoria -Transport Minister Ben Martins has said government remains committed to etolling, which would be implemented as soon as the National Council of Provinces passed the enabling legislation.

He dismissed speculation that the government could reconsider implementation of its e-toll programme to charge for the use of freeways. “Motorists should rather concern themselves with acquiring e-tags in order to qualify for discounted tariffs,” he said.

Last month, the Transport Laws and Related Matters Amendment Bill passed through the General Assembly, and was criticised by opposition parties and Cosatu.

The minister’s spokesman, Tiyani Rikhotso, said there was no definite time line for how long it would take before e-tolling began.

“We can’t say how long it will take for the process to come to an end because the bill is not in our hands currently. Parliament runs its own processes and we can’t interfere. There will be no further public consultation concerning the proposed tolls,” he added.

Marchers demand council officials’ resignation

Bloemfontein - When hundreds of disgruntled residents of Zamdela, Sasolburg, marched to the municipal offices on Wednesday, Metsimaholo council speaker Sello Matena said council members, including mayor Brutus Matlaku, will be investigated over claims of wasteful expenditure.

The residents accused Matena and Matlaku of corruption, and demanded that they resign within seven days. They also laid corruption charges against the mayor and threatened more violence if their de-

mands are not met. The march was organised by the ANC Youth League’s ward 21 branch and the Zamdela Concerned Youth Residents Consortium.

Police spokesman Cst Peter Kareli confirmed the case was registered and would be attended to.

Council speaker Matena said residents’ anger at the cancellation of a Municipal Demarcation Board (MDB) meeting was valid. “That process is run by the demarcation board. I’m still waiting for the reason why it was cancelled,” he said.

Durban - The NPA has summoned musician Mkhonzeni “Professor” Langa to appear in the Durban Magistrate’s Court on May 17 for wearing an eThekwini metro police uniform at a recent music awards ceremony.

NPA spokesperson Natasha Ramkisson said Langa faces charges of impersonating a police officer, possession of a police uniform, and wearing a police uniform, in violation of the SAPS Act of 1995. Langa wore the uniform at the Metro FM Music Awards in Durban on February 23. If convicted, Langa could be fined or sentenced to six months in jail.

Ramkisson said under the SA Police Service Act it is an offence for anyone not a police officer to wear a police uniform without permission. “The act also regulates unauthorised use of police uniforms. Impersonating a police officer carries a jail term of up to two years.”

Mayor James Nxumalo was among the guests who saw Langa wearing the uniform.

Agents seize navy chief

Bissau - US agents have arrested ex-navy chief Rear Admiral Jose Tchuto, wanted by Washington for his role in international drugs trade, sources have revealed.

The report says US anti-narcotics officers held Tchuto and four others in international waters on Tuesday; in a sting ‘sting operation’ off the West African coast. Ruthless South American cartels have used the mangrovelined islands as a base for smuggling cocaine into Eu- Admiral Jose Tchuto rope for over 10 years. Tchuto, who has been involved in several failed coups, was taken to Cape Verde, and later to the US for prosecution.

The US designated Tchuto as a drug trafficker in 2010, hit him with a travel ban and asset freeze. Tchuto and Air Force Chief of Staff Ibraima Camara were linked to an aircraft suspected of carrying hundreds of kilogrammes of cocaine from Venezuela to Guinea-Bissau in July 2008, the US said. UN counter-narcotics officials say senior officers have helped Latin American cocaine cartels ferry tonnes of drugs from Colombia to Europe, using Guinea-Bissau’s maze of coastal creeks and offshore islands to store and transfer them.

Guinea-Bissau is rich in minerals, but political instability hinders investment and breeds poverty.

Rebels accept ECCAS terms Bangui – Rebel leader Michel Djotodia will step down if not elected by a council created to choose an interim president, Prime Minister Nicolas Tiangaye has said.

The strongman has agreed to a regional plan to hold elections within 18 months and appoint another interim leader. Djotodia, who seized power in a bloody coup last month, had planned a three-year transition to democratic rule. Regional leaders rejected his presidency at a meeting of the Economic Community of Central African States (ECCAS) last Wednesday.

The leaders called for a freshly elected council to lead political transition and elect an interim president for no more than 18 months. Tiangaye, who attended the N’Djamena summit, said that would enable the CAR to avoid being shunned by the international community.

On Thursday Djotodia met ECCAS foreign ministers, AU and International Francophone Organisation representatives. Seleka spokesman Christophe Betty confirmed that Djotodia has accepted all the N’Djamena recommendations. Chadian President Idriss Deby said the interim body must vote for a transitional president who would serve for not more than 18 months.

Juba - Oil production has resumed, ending a 15month row with former civil-war enemy Sudan, marking a major breakthrough in relations after bloody border clashes last year.

Sudan and South Sudan came close to a return to war last year in fighting along their undemarcated border in April and March, prompted partly by their disputes over oil. On Saturday South Sudan oil minister Stephen Dau restarted production at a ceremony in the Thar Jath oilfield in Unity state.

South Sudan halted production in 2012, after accusing Sudan of theft in a row over export fees.

At talks in Addis Ababa last month, the two finally settled on timetables to ease tensions, after intermittent border clashes, by resuming oil flows and implementing other key pacts.

Kampala - The US has offered bounties of up to $5m each for rebel Lord’s Resistance Army (LRA) warlord Joseph Kony and his aides.This came as Uganda and the US suspended their hunt for Kony in the CAR, after Seleka rebels seized power.

The US State Department said Kony, Okot Odhiambo and Dominic Ongwen, had been cited under its War Crimes Rewards Programme.The rewards are for information leading to their arrest or conviction. US secretary of state John Kerry said the LRA has terrorised children in Uganda, DRC, CAR and South Sudan for about 20 years. “LRA’s small bands are scattered in dense jungle, controlling territory through fear and intimidation,” he said.

Stephen Rapp, ambassador for Global Criminal Justice, said the LRA was one of the world’s most brutal armed groups. Kony, who, along with his rebel group fled Uganda in 2005, is wanted by the International Criminal Court for war crimes.

He and a few hundred rebels are believed to roam the remote jungle straddling the borders of South Sudan, DR Congo and Central African Republic.

His guerrillas are accused of abducting children to use as fighters and sex slaves, and of hacking off victims’ limbs as intimidation and revenge.

rlando Pirates will have another mountain to climb before they reach the group stages of the Caf Champions League, having been drawn against TP Mazembe of DR Congo, the 2009 and 2010 African champions.

Pirates skipper, Lucky Lekgwathi welcomed the draw against the former African champions, who in 2010 reached the finals of the Fifa Club World Cup, losing only in the final against European giants Inter Milan.

Judges Simphiwo Mbini and Andile Matika scored it 118-110 and 119-110 and Lulama Mtya had it 120-110.

The 24-year-old Sityatha (50.30 kg) dominated throughout the fight, backing up the 27-year-old Chauke (50.55 kg). Sityatha was too clever, too strong and too fast for his taller opponent who never got into the fight.

Chauke spent most of the time on the back foot as the champion cut off the ring and scored to the body and head throughout.

Sityatha improved his record to 16-2, with 7 short-cut victories and Chauke dropped to 11-1, with one technical decision and 6 wins inside the distance.
