AS EMPRESAS MUNICIPAIS NA PROXIMIDADE AO CLIENTE PARA PRESTAÇÃO DE UM SERVIÇO DE QUALIDADE E EXCELÊNCIA NA DEFESA DO INTERESSE PÚBLICO

A Inframoura, Empresa de Infraestruturas de Vilamoura, E.M. iniciando a sua actividade em pleno no ano de 2007, sentiu-se ‘comprometida’ com a génese e a filosofia do projeto criador de Vilamoura, que remonta à década de 60 do século passado, quando Arthur Cupertino de Miranda adquiriu a Quinta de Quarteira, com uma área com cerca de 1600 hectares, e transformou o antigo Morgadio de Quarteira numa estância turística exemplarmente ordenada e organizada.
De facto, Cupertino Miranda um homem muito avançado para o seu tempo, idealizou Vilamoura com os critérios de um centro urbano de pequenas dimensões, 30 anos antes da publicação do 1.º PDM de Loulé, que só foi publicado em 1995, num período onde não existiam ainda as figuras de planeamento a que hoje em dia se recorre, sejam elas os tão conhecidos planos municipais, ou mesmo as denominadas unidades de execução.
Planeou assim Vilamoura com recurso à figura do loteamento urbano, constituindo lotes para habitação, para comércio e serviços, redes viárias, parcelas para espaços verdes, e parcelas para equipamentos, criando a simbiose perfeita entre os espaços habitacionais e de actividades económicas, e os espaços públicos de vivência e lazer, proporcionando o que hoje em dia denominamos de “fazer cidade”.
No decorrer dos anos que se seguiram à idealização de Cupertino Miranda, Vilamoura foi gerida por uma cooperação entre o sector privado e o público/municipal, que culminou em 2007 com a constituição da empresa municipal Inframoura, que tem por missão prestar um serviço de ex-
celência na gestão, conservação e manutenção de todos os espaços públicos, respeitando o ambiente num registo de qualidade superior e de sustentabilidade económico-financeira, que garanta elevados padrões de vida na zona de Vilamoura e Vila Sol.
O serviço de excelência prestado pelas empresas municipais desta natureza tem subjacente uma maior proximidade ao munícipe e consumidor, e uma optimização dos resultados, a que as autarquias locais, sejam elas as câmaras municipais ou as juntas de freguesia, sobretudo as de maior dimensão, não conseguem dar resposta de uma forma tão célere, eficaz e eficiente.
A maior proximidade ao cliente/consumidor, e o atendimento personalizado, permitem a identificação e resolução dos problemas em períodos muito mais reduzidos, e uma maior sensibilidade para a qualidade do serviço fornecido, sobretudo no que concerne aos serviços públicos essenciais, tendo igualmente em conta a importância na protecção dos interesses do cliente/consumidor, que se pretende acautelar.
Pese embora regendo-se por normas de direito privado, as empresas municipais possuem inquestionavelmente razões de interesse público subjacentes à sua razão de existência, na medida em que o serviço público prestado, embora essencial, assume uma maior excelência na qualidade de vida que propicia a quem reside e habita na área territorial de intervenção destas.
O reinvestimento das receitas obtidas com o exercício da actividade das empresas municipais repercute-se claramente no melhoramento dos serviços prestados, e na requalificação, reabilitação, e gestão, do espaço público, na gestão dos resíduos, na limpeza urbana, com o enfoque e uma aposta cada vez maior na eficiência hídrica, na eficiência energética, na sustentabilidade ambiental, na mobilidade, na criação de mais áreas de espaços verdes, e na replantação de novas espécies mais resilientes e mais sustentáveis, contribuindo assim de forma directa para o combate local às alterações climáticas.
Por essa razão, o interesse público que justificou a criação e a existência das empresas municipais e se lhes encontra subjacente, por contraposição ao objectivo do lucro, não se situam efetivamente no mesmo plano, na medida em que, o propósito do lucro só pode ser admitido secundariamente, e desde que não prejudique o interesse público directamente visado com a criação da empresa municipal, pelo que, visar obter um lucro no exercício de uma actividade justificada por um motivo de interesse público não equivale a exercer essa mesma actividade com um exclusivo propósito lucrativo.
Com a lógica de reinvestimento, as empresas municipais estão preparadas para os desígnios do futuro, com equipas de elevado nível de profissionalização e especialização.
Os desígnios da digitalização da actividade, da gestão inteligente de dados, da adaptação às alterações climáticas e da promoção do capital natural são as prioridades que as empresas municipais dos nossos dias devem de assumir com vista à promoção de uma gestão do território de excelência.
MUNICIPAL COMPANIES
IN CLOSE RELATIONSHIP WITH CUSTOMERS TO PROVIDE A QUALITY
Inframoura, Empresa de Infraestruturas de Vilamoura, E.M. started operating in full in 2007 and felt ‘committed’ to the genesis and philosophy of Vilamoura’s founding project, which dates back to the 1960s, when Arthur Cupertino de Miranda acquired Quinta de Quarteira, with an area of around 1600 hectares, and transformed the former Morgadio de Quarteira into an exemplarily planned and organised tourist resort.
In fact, Cupertino Miranda, a very forward-thinking man for his time, conceived of Vilamoura using the criteria of a small urban centre, 30 years before the publication of Loulé’s first Municipal Master Plan (PDM), which was only published in 1995, at a time when the planning methods used today, be they the well-known municipal plans or even the so-called ‘execution units’, did not yet exist.
This is how he planned Vilamoura, using the urban subdivision model, creating plots for housing, commerce and services, road networks, areas for green spaces, and areas for equipment, creating the perfect symbiosis between residential areas and areas for economic activities, and public spaces for living and leisure, thereby achieving what we now call “town planning”.
In the years that followed Cupertino Miranda’s design, Vilamoura has been managed through cooperation between the private and public/ municipal sectors, culminating in 2007 with the creation of the municipal company Inframoura, the mission of which is to provide a service of excellence in the management, conservation and maintenance of all public spaces, respecting the environment through superior quality and economic-financial sustainability, guaranteeing high standards of living in the Vilamoura and Vila Sol area.
The excellent service provided by municipal companies of this nature is based on closer involvement with citizens and consumers, and optimisation of results, which local authorities, be they municipal councils or parish councils, especially the larger ones, are unable to provide as quickly, effectively and efficiently.
The closer relations with customers/consumers and the personalised service mean that problems can be identified and resolved in much shorter periods of time, and there is greater sensitivity to the quality of the service provided, especially with regard to essential public services, while also taking into account the importance of protecting the interests of customers/consumers, which we aim to safeguard.

Although they are governed by regulations of private law, municipal companies unquestionably have considerations of public interest underlying their very raison d’être, insofar as the public service they provide, although essential, assumes greater excellence in the quality of life it provides to those who reside and live in their territorial area of operation.
The reinvestment of the revenue obtained from the operations of municipal companies is clearly reflected in the improvement of the services provided, and in the upgrading, rehabilitation and management of public spaces, waste management, urban cleaning, with an increasing focus on water efficiency, energy efficiency, environmental sustainability, mobility, the creation of more green spaces and the replanting of new, more resilient and sustainable species, thus contributing directly to the local fight against climate change.
For this reason, the public interest that justified the creation and existence of municipal companies and that underpins them, as opposed to the pursuit of profit, are not effectively on the same level, insofar as the purpose of profit can only be admitted as a secondary consideration, and as long as it does not jeopardise the public interest directly pursued by the creation of the municipal company, so that aiming to make a profit when carrying out an activity justified by a motive of public interest is not the same as carrying out that same activity for the sole purpose of making a profit.
With the rationale of reinvestment, municipal companies are prepared for the challenges of the future, with highly qualified and specialised teams.
The aims of digitalising business operations, intelligent data management, adapting to climate change and promoting natural capital are the priorities that today’s municipal companies must take on in order to promote excellent territorial management.

No âmbito do seu compromisso com a promoção de modos suaves de transporte, a Inframoura foi pioneira na implementação de uma rede de corredores de mobilidade, que tem vindo a ser ampliada, contribuindo para a redução do tráfego automóvel e consequente emissão de gases com efeito de estufa. A criação de um novo corredor verde na Estrada de Albufeira, com uma extensão de 1,5 quilómetros, é a mais recente intervenção de ampliação da rede de corredores de mobilidade no território, aumentando, assim, para 25 quilómetros a extensão de vias dedicadas a peões e bicicletas, o que representa 25% do total de vias rodoviárias na área de gestão da Inframoura.
O novo corredor de mobilidade completa a ligação do centro à zona poente de Vilamoura, dando continuidade à malha ciclável já consolidada, melhorando, igualmente, as condições de acesso rodoviário, uma vez que toda a área foi alvo de requalificação. Desta forma, já é possível com maior segurança e conforto percorrer a pé ou de bicicleta a área até aos Jardins Vitória e toda a zona poente, num percurso que estabelece também a ligação a outros pontos geradores de viagens, como o Colégio Internacional de Vilamoura ou novas áreas residenciais como as Quintinhas. Aquele troço da Estrada de Albufeira conta agora com novas passadeiras, salvaguardando atravessamentos em segurança, ao mesmo tempo que se incentiva a redução de velocidade na circulação rodoviária. As infraestruturas de drenagem de águas pluviais foram também alvo de intervenção, com repercussão no retardamento de patologias e deformações no pavimento rodoviário.
Também a Rua Estados Unidos da América foi alvo de uma requalificação paisagística inserida no conceito de mobilidade urbana sustentável, somando mais 1.200 metros de ciclovia que garantem a ligação à Avenida Eng. João Meireles e à Estrada de Quarteira. Este novo espaço urbano fomenta, igualmente, os modos de locomoção suaves, promovendo o convívio através de novos espaços de estar, que convidam ao usufruto daquela área urbana. Na intervenção, foram eliminadas todas as espécies invasoras e introduzidas plantas autóctones ou com características semelhantes, dotadas de grande resiliência hídrica. Foram preservadas mais de 200 árvores e plantadas 64 novas árvores de folha perene, de forma a adensar as zonas de sombra e baixar a temperatura do pavimento nas alturas de maior calor. Entre arbustos, subarbustos, gramíneas e herbáceas foram plantadas mais de 30.000 novas plantas que serão regadas com água não potável, numa primeira fase proveniente dos lençóis freáticos e, no futuro, do sistema de Água para Reutilização (ApR). Os corredores de mobilidade dos dois projetos foram dotados de iluminação eficiente com tecnologia LED, que proporcionará a estas áreas melhores condições de conforto e segurança aos utilizadores destes percursos, com impactos diretos nas áreas residenciais envolventes.
A Inframoura acredita que ambos os projetos de requalificação são catalisadores de um aumento de deslocações mais sustentáveis e seguras para peões e utilizadores de bicicletas, em alinhamento com a estratégia de promoção da mobilidade suave prevista no Plano de Ação Climática de Loulé. No seu conjunto, estas intervenções contribuem para consolidar a identidade de Vilamoura como um território de alto valor ambiental, que privilegia o usufruto do ambiente urbano e a sua conexão com o meio natural.
VILAMOURA HAS GAINED A NEW GREEN CORRIDOR THAT BOOSTS THE CONNECTIVITY OF THE URBAN SOFT MOBILITY NETWORK AS PART OF A SERIES OF INTERVENTIONS
THAT IMPROVE QUALITY OF LIFE IN THIS PART OF THE COUNTRY
As part of its commitment to promoting soft modes of transport, Inframoura has been a pioneer in the implementation of a network of mobility corridors, which has been gradually expanded, contributing to the reduction of car traffic and the resulting emission of greenhouse gases. The creation of a new green corridor on Estrada de Albufeira, stretching 1.5 Kilometres, is the latest intervention in the expansion of the mobility corridor network in the territory, thus increasing the length of paths dedicated to pedestrians and bicycles to 25 kilometres, which represents 25% of the total number of roads in Inframoura’s management area.
The new mobility corridor completes the connection between the centre and the western part of Vilamoura, adding to the existing cycling network and also improving road access conditions, as the whole area has been redeveloped. As a result, you can now walk or cycle in greater safety and comfort through the area to the Vitória Gardens and the entire western area, along a route that also connects to other trip-generating points, such as Vilamoura International College or new residential areas such as Quintinhas. That stretch of Estrada de Albufeira now has new pedestrian crossings, ensuring safe passage, while at the same time encouraging reduced speed in road traffic. The rainwater drainage infrastructures were included in the redevelopment work, with knock-on effects in terms of slowing down damage and deformation to the road surface.
Rua Estados Unidos da América has also undergone landscaping improvements as part of the sustainable urban mobility concept, adding a further 1,200 metres of cycle path to ensure a connection to Avenida Eng. João Meireles and Estrada de Quarteira. This new urban space also encourages soft modes of transport, while promoting social interaction through new seating areas that invite people to make the most of the urban area. All invasive species were cleared during the work and native plants or plants with similar characteristics, which have high water resilience, were introduced. More than 200 trees were preserved and 64 new evergreen trees were planted in order to densify the shaded areas and lower the ground temperature during the hottest periods. More than 30,000 new plants have been planted, including shrubs, subshrubs, grasses and herbaceous plants that will be irrigated with non-potable water, initially from groundwater and, in the future, from the Water for Reuse (WFR) system. The mobility corridors of the two projects have been fitted with efficient lighting using LED technology, which will provide these areas with better comfort and safety conditions for users of these routes, directly impacting the surrounding residential areas.
Inframoura believes that both redevelopment projects contribute to an increase in more sustainable and safer journeys for pedestrians and bicycle users, in line with the strategy to promote soft mobility set out in the Loulé Climate Action Plan. Taken as a whole, these interventions contribute to consolidating Vilamoura’s identity as a territory of high environmental value, which favours the enjoyment of the urban environment and its connection with the natural environment.

30 POSTOS DE CARREGAMENTO NO TERRITÓRIO DE VILAMOURA E VILA SOL
No âmbito da promoção da mobilidade sustentável, a Inframoura começou a implementar em 2018 uma rede de carregamento de veículos elétricos, que se encontra agora completa, com 30 postos em pleno funcionamento. A atual densidade de postos de carregamento, dos quais 24 são rápidos e 6 semi-rápidos, possibilita que neste território seja sempre possível encontrar um posto num raio de dois quilómetros. A maior parte dos postos são de carregamento rápido, já que os veículos elétricos têm baterias cada vez com maior autonomia, cujo tempo necessário para uma carga completa é superior. Assim, a rede de carregamento da Inframoura segue a tendência de privilegiar os sistemas acima de 50 kW, proporcionando maior rapidez no serviço que é conferido ao cliente. Os 30 postos fornecem por ano aproximadamente
80.000 kWh, reduzindo as emissões de CO2 para a atmosfera em mais de 64 toneladas. Esta energia permite percorrer em veículos elétricos aproximadamente mais de 500.000 quilómetros, o equivalente a mais de 13 voltas ao planeta. Com este investimento, a Inframoura reafirma o seu compromisso no combate às alterações climáticas, com o propósito da neutralidade carbónica em mira. Este é mais um passo na promoção de um ambiente sustentável, seguindo as orientações do Plano de Ação Climática do Municipio de Loulé (PMAC) delineada pela Câmara de Loulé. Através do incentivo à mobilidade elétrica, a Inframoura prossegue o seu desígnio de contribuir para a neutralidade carbónica. Esta ampla rede de carregadores elétricos contribui, inegavelmente, para a mobilidade sustentável e para a descarbonização territorial.
As part of promoting sustainable mobility, Inframoura began implementing an electric vehicle charging network in 2018. The network is now complete, with 30 charging points in full operation. The current density of charging points, of which 24 are fast and 6 are semi-fast, means that it is always possible to find a point within a radius of two kilometres. Most of the points are fast-charging, as electric vehicles have increasingly longer battery life, which takes longer to fully charge. Inframoura’s charging network therefore follows the trend of favouring systems above 50 kW, ensuring a faster service for customers. The 30 points provide approximately 80,000 kWh per year, reducing CO2 emissions into the atmosphere by more than 64 tonnes. This energy will allow electric vehicles to travel approximately 500,000 kilometres, the equivalent of more than 13 times around the planet. With this investment, Inframoura is reiterating its commitment to tackling climate change, with the ultimate goal of carbon neutrality in sight. This is another step towards promoting a sustainable environment, following the guidelines of the Loulé Municipal Climate Action Plan (PMAC) outlined by Loulé Municipal Council. By encouraging electric mobility, Inframoura is pursuing its plan to contributing towards carbon neutrality. This extensive network of electric chargers undeniably contributes to sustainable mobility and decarbonisation in our territory.

A central tem uma potência instalada de 200 kW, produzindo energia para alimentar a estação elevatória de águas residuais da Alameda da Praia da Marina, reduzindo, assim, a dependência de fontes de energia não renováveis. A nova infraestrutura tem a particularidade de possuir 358 painéis de dupla face, um sistema inovador que permite que nos dois lados dos módulos absorver a radiação, permitindo um aumento de cerca de 30% de produção face aos módulos convencionais. Em termos de capacidade, os novos painéis já possuem o dobro da potência dos painéis existentes na sede da Inframoura, instalados quando a empresa municipal iniciou o seu caminho em direção à sustentabilidade energética.
Com o objetivo de sensibilizar os residentes e turistas que percorrem o Passeio das Dunas para a necessidade de promover uma energia mais limpa e dar a conhecer as suas políticas de descarbonização, a Inframoura instalou no local um ‘mupi’. No painel informativo, os interessados podem ficar a saber a quantidade de energia que se está a consumir, a que está a ser produzida,

a que já foi produzida e, ainda, as emissões de dióxido de carbono (CO2) que já foram evitadas com a produção de energia limpa. Ao sensibilizar para as questões relacionadas com a emergência climática, a empresa está também a apelar aos cidadãos para que adotem comportamentos mais amigos do ambiente, pois só a ação coletiva permite que a estratégia tenha sucesso.
Em 2018, a Inframoura aprovou o seu Plano de Descarbonização, tendo como meta inicial alcançar a neutralidade carbónica antes de 2030, assumindo assim, desde cedo, o seu compromisso com a transição para uma energia mais limpa. Além dos evidentes ganhos ambientais e de uma gestão mais eficiente dos recursos, a nova infraestrutura traz, igualmente, benefícios financeiros à empresa, tendo em conta a poupança gerada pela produção de energia solar. O investimento nesta infraestrutura é mais uma medida alinhada com o objetivo da empresa em reduzir a sua pegada carbónica, enquadrada no Plano Municipal de Ação Climática do Município de Loulé.
DAS DUNAS, ONDE FOI TAMBÉM COLOCADO UM ‘MUPI’ INFORMATIVO PARA
The plant has an installed capacity of 200 kW, producing energy to power the Alameda da Praia da Marina wastewater pumping station, thus reducing dependence on non-renewable energy sources. The new infrastructure is unique in that it has 358 double-sided panels, an innovative system that allows both sides of the modules to absorb solar radiation, enabling an increase of around 30% in production compared to conventional modules. In terms of capacity, the new panels already have twice the output of the existing panels at Inframoura’s headquarters, which were installed when the municipal company embarked on its journey towards energy sustainability.
In an effort to raise awareness among residents and tourists walking along the Passeio das Dunas of the need to promote cleaner energy and to inform them of its decarbonisation policies, Inframoura has installed a ‘mupi’ information panel at the site. Interested parties can take a look at the panel to find out how much energy is being consumed, how much is being produced and how much has already been produced, as well as the carbon dioxide (CO2 ) emissions that have already been avoided through the production of clean energy. By raising awareness about issues related to the climate emergency, the company is also appealing to citizens to adopt more environmentally friendly behaviours, as only collective action will enable the strategy to succeed.
In 2018, Inframoura approved its Decarbonisation Plan, with the initial goal of achieving carbon neutrality by 2030, thus making its commitment to the transition to cleaner energy from the outset. In addition to the obvious environmental benefits and more efficient management of resources, the new infrastructure also brings financial benefits to the company, in view of the savings generated by the production of solar energy. The investment in this infrastructure is yet another measure in keeping with the company’s goal of reducing its carbon footprint, as part of the Loulé Municipal Climate Action Plan.

A visão da Inframoura no âmbito do combate às alterações climáticas desde cedo se alinhou com a eficiência energética e a diversificação das fontes de energia, tendo em vista a redução da sua dependência de energias fósseis. Vindo ao encontro do Plano de Ação Climática do Município de Loulé (PMAC), a empresa municipal começou a trilhar este caminho em 2018, com a instalação de uma central fotovoltaica em regime de autoconsumo na sede, que atualmente permite que 40% da energia consumida no edifício seja de origem renovável. Nesse mesmo ano, a Inframoura aprovou o seu Plano de Descarbonização (20182028), um documento orientador que estabelecia um conjunto de ações para a empresa alcançar a neutralidade carbónica em 2028.
Desde então, muitos outros investimentos foram feitos no setor, que leva Cláudio Casimiro, administrador da Inframoura, a acreditar que será possível alcançar essa meta em 2028. “Temos como objetivo, e acho que vamos conseguir, em 2028 sermos carbono zero. E o que é que isto significa? Significa que toda a energia que nós consumimos, quer da parte da frota, quer da parte das instalações, conseguimos produzir, em termos de balanço, com energia
origem renovável de emissões zero”, referiu. No sentido de alcançar essa meta, a empresa municipal concluiu uma nova central fotovoltaica, junto ao na Alameda da Praia da Marina, com uma potência instalada de 200 kW, produzindo cerca de 320 MWh/ano de energia elétrica que é utilizada para alimentar a estação elevatória de águas residuais da Alameda da Praia da Marina, sendo o seu excedente comercializado à rede elétrica. Os 358 módulos solares desta central têm um sistema inovador que permite que estes equipamentos absorvam a radiação solar dos dois lados dos módulos a radiação, permitindo um aumento de cerca de 30% de produção face aos módulos convencionais.
A esta infraestrutura soma-se outra, inaugurada em novembro, a funcionar no parque de estacionamento dos estaleiros da empresa, com uma potência instalada de 100 kW. A nova central, constituído por 152 módulos fotovoltaicos, terá uma produção anual estimada em 160 MWh/ano, destinada a consumos das instalações da Inframoura, reduzindo a dependência de fontes de energia não renováveis e evitando a emissão de cerca de 33 toneladas de CO2 para a atmosfera.

A empresa realizou uma intervenção de aumento de potência da central fotovoltaica de um depósito de água que abastece grande parte de Vilamoura, denominado R6, dos atuais 30 kW para 200 kW. “Quando o fizemos, na altura, o sistema foi dimensionado para o consumo da instalação. E agora estamos a ser um pouco mais ambiciosos, no sentido de começarmos a pensar em criar um autoconsumo coletivo”, revelou o administrador da Inframoura. O sistema de autoconsumo coletivo, atualmente em fase de licenciamento, tem como objetivo que o excedente de energia produzido possa ser injetado noutras instalações da empresa onde não existem condições para ter centrais fotovoltaicas.
Num futuro breve, a empresa terá uma capacidade energética instalada de 550 kW, correspondendo a cerca de 20% da capacidade total instalada no âmbito do programa municipal Loulé Solar. O programa, introduzindo no âmbito do Plano Municipal de Ação Climática do Município de Loulé (PMAC) conta já com uma capacidade instalada de 2.700 kWp e uma produção anual de 4.300 MWh/ano, evitando assim a emissão para a atmosfera de 900 toneladas de CO2 por ano. Perante estes números, Cláudio Casimiro não hesita em dizer que, a nível nacional, Loulé é provavelmente líder, não só em potência instalada, como termos de política de descarbonização de energia renovável. “Estamos satisfeitos porque podemos neste pequeno território também contribuir com cerca de 20%, quase com um quarto da potência instalada em Loulé”, congratulou-se. Mas há mais passos a seguir rumo à neutralidade carbónica. “Estas instalações todas que temos ligadas, e estão a consumir de forma individual, o que pretendemos fazer é, à luz da legislação existente, criar o autoconsumo coletivo. Ou seja, onde existem unidades produtoras e existem unidades consumidoras. Estas unidades consumidoras são as que não têm potencial técnico de produção local com tecnologia fotovoltaica. Ou porque não têm condições de radiação ótimas, ou porque as infraestruturas são pequenas ou são enterradas. E agora a ideia é ligá-las, conectá-las todas, entre elas, à luz da legislação”, explicou. Na prática, acrescentou Cláudio Casimiro, é fazer com que a energia excedente proveniente das centrais fotovoltaicas, em vez de ser vendida à rede, como está a ser feito atualmente, seja injetada em outras instalações internas, possibilitando a criação de um ecossistema de energia renovável
que funcione como um sistema circular. Todo o sistema, que inclui a produção de energia e a sua aplicação, os consumos e as emissões evitadas, é monitorizado diariamente através de uma ferramenta que gera dados em tempo real, contribuindo para uma gestão ainda mais eficiente dos recursos.

From the outset, Inframoura’s vision for combating climate change was aligned with energy efficiency and the diversification of energy sources, with a view to reducing its dependence on fossil fuels. In keeping with the Loulé Municipal Climate Action Plan (PMAC), the municipal company embarked on this path in 2018 with the installation of a self-consumption photovoltaic plant at its head office, which currently enables 40% of the energy consumed in the building to be supplied by renewable sources. That same year, Inframoura approved its Decarbonisation Plan (2018-2028), a road map outlining a series of actions for the company to achieve carbon neutrality by 2028.
Since then, many other investments have been made in the sector, which leads Cláudio Casimiro, Inframoura’s director, to believe that it will be possible to achieve this goal by 2028. “Our goal, and I think we’ll achieve it, is to be carbon zero by 2028. And what does this mean? It means that all the energy we consume, whether for the fleet or the facilities, we are able to produce, to offset it, with zero-emission renewable energy,” he noted. In order to achieve this goal, the municipal company has completed a new photovoltaic plant, next to the Alameda da Praia da Marina, with an installed capacity of 200 kW, producing around 320 MWh/year of electricity to be used to power the Alameda da Praia da Marina wastewater pumping station, with the surplus being sold on to the power grid. The plant’s 358 solar modules have an innovative system that allows them to absorb solar radiation from both sides of the modules, enabling an increase in production of around 30% compared to conventional modules.
This infrastructure is complemented by another, which was inaugurated in November and operates in the car park of the company’s work yard, with an installed power of 100 kW. The new plant, made up of 152 photovoltaic modules, will have an estimated annual production of 160 MWh/ year, earmarked for consumption by Inframoura’s facilities, reducing dependence on non-renewable energy sources and avoiding the emission of around 33 tonnes of CO2 into the atmosphere.
The company has also actively increased the power of the photovoltaic plant at a water tank that supplies a large part of Vilamoura, known as R6, from its current 30 kW to 200 kW. “When we did it, at the time the system was sized for
the facility’s consumption. And now we’re being a little more ambitious, in that we’re starting to think about creating a collective self-consumption system,” revealed the Inframoura director. The aim of the collective self-consumption system, which is currently in the licensing phase, is for the surplus energy produced to be injected into other company facilities, where there are no suitable conditions for photovoltaic plants.
In the near future, the company will have an installed energy capacity of 550 kW, corresponding to around 20% of the total installed capacity as part of the Loulé Solar municipal programme. The programme, introduced as part of the Loulé Municipal Climate Action Plan (PMAC), already has an installed capacity of 2,700 kWp and an annual production of 4,300 MWh/year, thus preventing 900 tonnes of CO2 from being emitted into the atmosphere each year. Given these figures, Cláudio Casimiro has no hesitation in saying that Loulé, nationally speaking, is probably leading the way, not only in terms of installed capacity, but also in terms of its renewable energy decarbonisation policy. “We’re happy that in this small territory we can also contribute around 20%, almost a quarter of the power installed in Loulé,” he enthused. But there are more hurdles to clear on the road to carbon neutrality. “All these installations that we have connected, and which are consuming individually, what we intend to do is, in line with existing legislation, to create a collective self-consumption system. Meaning, where there are producing units, there are consuming units. These consuming units are those that don’t have the technical potential for local production using photovoltaic technology. Either because they don’t have optimal radiation conditions, or because the infrastructure is small or underground. And now the idea is to connect them, connect them all together, in line with current legislation,” he explained. In practice, Cláudio Casimiro added, the idea is to ensure that surplus energy from photovoltaic plants, instead of being sold to the grid, as is being done at the moment, is injected into other internal facilities, enabling the creation of a renewable energy ecosystem that works like a circular system. The entire system, which includes energy production and its application, consumption and avoided emissions, is monitored on a daily basis using a tool that generates data in real time, contributing to even more efficient resource management.

A obra de arte cujo lema será “o lixo de um pode ser o tesouro de outro” será instalada no primeiro semestre de 2025 na Alameda da Praia da Marina, criando uma nova centralidade e constituindo-se como um polo de atração e
convívio, já que o local escolhido convoca à contemplação e à interação com a peça.
Vilamoura foi pioneira no país com a criação de um sistema de uso partilhado de bicicletas, desenhadas e concebidas para a Inframoura e que, na altura, representavam a vanguarda no setor. Ao evocar a sua existência, a obra reproduz a importância que o sistema teve no desenvolvimento da mobilidade sustentável a nível nacional.

Ao mesmo tempo, inscreve no espaço público um período marcante da história de Vilamoura, que mudou para sempre o estilo de vida de quem vive e usufrui deste território, onde o uso de bicicletas individuais disparou com a criação do sistema.
A instalação artística pretende ser um símbolo de consciencialização para as questões da sustentabilidade, naquela que é já a imagem de marca de Bordalo II, e que aqui alcança a simbiose perfeita com os valores da Inframoura na gestão territorial para um futuro sustentável, alinhada com a política dos 3 R’s: Reduzir, Reutilizar, Reciclar.
As esculturas de Bordalo II são reconhecíveis não só pela reutilização de materiais, exploração de cor e grande escala, como pelo impacto que causam nos espaços onde se encontram, em rutura com o tradicional e tendo como elemento adicional a inovação. O espaço público é o palco eleito para as suas criações artísticas, tornando a sua arte acessível a todos.
No âmbito da sua série de trabalhos Big Trash Animals, com a qual pretende transmitir uma mensagem baseada na representação da natureza produzida por aquilo que a destrói, já reproduziu centenas de animais de grandes dimensões, que estão distribuídos por 24 países e quatro continentes.
The artwork will measure six metres and will be made by recycling old bicycles from the Vilamoura Public Bikes system, the final destination of which would have been destruction, in a tribute to an object that has become part of the history of the area and of Inframoura. The work of art, which will bear the motto ‘one man’s rubbish can be another man’s treasure’, will be installed in the first half of 2025 on the Alameda da Praia da Marina, creating a new focal point and becoming a centre of attraction and social interaction, as the chosen location invites people to contemplate and interact with the piece.
Vilamoura was the first in the country to create a system for the shared use of bicycles, designed and conceived for Inframoura and which, at the time, represented the forefront of the sector. By recalling its existence, the work reproduces the importance that the system had in the development of sustainable mobility at a national level. At the same time, it records a remarkable period in Vilamoura’s history, in the public space, a period that forever changed the lifestyle of those who live in and enjoy this territory, where the use of private bicycles skyrocketed with the creation of the system.
The art installation is intended to be a symbol of consciousness-raising on sustainability issues, in what is already Bordalo II’s trademark, and which here achieves a perfect symbiosis with Inframoura’s values in land management for a sustainable future, in line with the 3 Rs policy: Reduce, Reuse, Recycle.
Bordalo II’s sculptures are recognisable not only for how they reuse materials, explore colour and their large scale, but also for the impact they have on the spaces where they are to be found, in a break with the traditional and with innovation as an additional factor. The public space is the stage chosen for his artistic creations, making his art accessible to everyone.
As part of his Big Trash Animals series of works, with which his aim is to convey a message based on the representation of nature produced by what destroys it, he has already reproduced hundreds of large animals, scattered across 24 countries and four continents.

O concurso público para a construção da nova rede de distribuição de águas residuais tratadas para rega vai ser lançado no primeiro semestre de 2025, obra enquadrada no pacote de medidas que a Inframoura tem em curso para combater a seca. O novo sistema de distribuição de Água para Reutilização (ApR) inclui a construção de uma rede com 10 quilómetros de extensão, uma estação hidropressora e um reservatório com capacidade para 100 m3 de água. Esta empreitada, a cargo da Inframoura, é complementar à obra de Elevação e Adução de Água para Reutilização que a Águas do Algarve, responsável pela construção do sistema em alta, está já a executar na Estação de Tratamento de Águas Residuais (ETAR) de Vilamoura. Após esta intervenção, que será financiada por verbas do Plano de Recuperação e Resiliência (PRR), a ETAR de Vilamoura ficará capacitada para uma média de 16.000 m3/dia e uma capacidade de pico de 1.000 m3/h. Através da realização de nove pontos de entrega, será possível usar esta água tratada na rega de cinco campos de golfe (Old Course, Pinhal, Laguna, Millenium, Victoria), espaços verdes da Inframoura, Parque Desportivo da Vilamoura World, Cidade Lacustre e espaços verdes do Vilamoura Ténis. Além destas finalidades, esta água reutilizada servirá também para a lavagem de viaturas, limpeza urbana, entre outros usos menos nobres. A intervenção vai permitir a reutilização de 2,24 milhões de m3 de águas tratadas por ano, o que representa mais de metade (66%) do efluente total tratado na ETAR de Vilamoura.

The public tender for the construction of the new treated wastewater distribution network for irrigation will be launched in the first half of 2025, forming part of Inframoura’s raft of measures aimed at combating drought. The new Water for Reuse (WfR) distribution system will include the construction of a 10-kilometre network, a high pressure pumping station and a reservoir with a capacity for 100 m3 of water. This project, which will be carried out by Inframoura, complements the Water for Reuse Elevation and Adduction work that Águas do Algarve, which is responsible for building the upstream system, is already doing at the Vilamoura Wastewater Treatment Plant (WWTP). Once this intervention has been carried out, which will be financed by funds from the Recovery and Resilience Plan (RRP), the Vilamoura WWTP will be able to handle an average of 16,000 m3/day and will have a peak capacity of 1,000 m3/h. Through the creation of nine outlets, it will be possible to use this treated water to irrigate five golf courses (Old Course, Pinhal, Laguna, Millenium, Victoria), Inframoura’s green spaces, Vilamoura World Sports Park, Cidade Lacustre and Vilamoura Tennis’s green spaces. In addition to these applications, this reused water will also be used for washing vehicles and urban cleaning, among other less noteworthy uses. The intervention will enable the reuse of 2.24 million m3 of treated water per year, which represents more than half (66%) of the total effluent treated at the Vilamoura WWTP.

Face ao cenário de escassez hídrica que tem vindo a assolar a região do Algarve, a Inframoura tem vindo, nos últimos anos, a seguir uma política de investimentos com vista a aumentar a eficiência na gestão do recurso água. Nesse sentido, iniciou-se uma empreitada de reabilitação da rede de abastecimento de água de Vilamoura e Vila Sol, financiada pelo Plano de Recuperação e Resiliência (PRR), cujo objetivo fundamental é a redução das perdas reais de água. As perdas reais de água existentes em alguns setores da rede de abastecimento gerida pela Inframoura estão, em muitos casos, relacionadas com a existência de infraestruturas que já se encontram obsoletas, situação que a Inframoura tem já identificada, tendo vindo, nos últimos anos, a realizar investimentos de reabilitação, com vista a reduzir o volume de água perdido.
Com esta obra, cuja duração rondará os seis meses, a Inframoura promove uma melhoria na eficiência hídrica do sistema e, ao mesmo tempo, na eficiência energética dos equipamentos de bombagem associados a esta infraestrutura.
Desta forma, prevê-se, não só uma diminuição das perdas reais de água, como também dos consumos de energia associados, o que se traduz em ganhos de eficiência de gestão de todo o sistema de distribuição de água.
In view of the water shortages that have been affecting the Algarve region, Inframoura has been making investments in recent years with a view to increasing efficiency in the management of water resources. To this end, work has begun on renovating the water supply network in Vilamoura and Vila Sol, financed by the Recovery and Resilience Plan (RRP), the fundamental aim of which is to reduce actual water losses. The actual water losses that exist in some sectors of the supply network managed by Inframoura are, in many cases, related to the existence of infrastructures that are now obsolete, a situation that Inframoura has already identified and, in recent years, has been carrying out renovation investments in order to reduce the volume of water lost.
With this work, which will last around six months, Inframoura is promoting an improvement in the system’s water efficiency and, at the same time, in the energy efficiency of the pumping equipment associated with this infrastructure. As a result, not only are actual water losses expected to decrease, but also the associated energy consumption, which will lead to efficiency gains in the management of the entire water distribution system.

Consciente do problema da seca, a Inframoura começou desde cedo a implementar medidas para a redução do consumo de água, quer procurando fontes alternativas para rega dos seus espaços públicos, plantando vegetação mais resiliente, quer combatendo as perdas na rede de abastecimento de água. Há cerca de uma década, a empresa municipal foi pioneira e começou a regar os seus espaços verdes com água não potável através de um sistema de aproveitamento de água subterrânea, que tem gradualmente vindo a expandir-se. Nesse sentido, a Inframoura terminou uma empreitada para alargar a área que é regada com a água que se encontra nos lençóis freáticos elevados, provenientes dos canais do Golfe. Este sistema de rega é gerido em função da área a regar e da água disponível, permitindo reduzir o consumo de água proveniente da rede de abastecimento pública.
No que concerne às perdas de água, apesar de as perdas reais se situarem já numa percentagem muito baixa, o presidente do Conselho de Administração da Inframoura, Jorge Aleixo Ramos, tem a ambição de conseguir diminuir ainda mais a sua ocorrência. “Temos um trabalho muito eficiente feito, já de há alguns anos a esta parte, com a tecnologia da mais avançada que existe nas perdas de água, que é um fator dos mais importantes e preocupantes a nível nacional. As perdas de água resultam num prejuízo muito grande, que cada vez mais deve ser trabalhado para que se reduza aos mínimos, e a Inframoura, neste momento, já ronda aproximadamente os 5%, uma percentagem extremamente baixa”, referiu. Mas como conseguir reduzir ainda mais as perdas de água? Além de uma empreitada de reabilitação da rede de abastecimento de água que a Inframoura iniciou, financiada pelo Plano de Recuperação e Resiliência (PRR), foi feito um estudo nessa matéria, que reúne a Universidade de Lisboa, e o Laboratório Nacional de Engenharia Civil (LNEC). “Vai ser feito um estudo e

desenvolvida uma metodologia relacionada com o nível de perdas de água existente na rede, com o objectivo de aumentar os bons níveis de desempenho já existentes, tendo em vista uma gestão mais eficiente do sistema e do recurso água. Pelo menos, permite-nos ter uma visão do que é necessário investir para proporções de redução”, esclareceu Jorge Aleixo Ramos.
Ainda no setor da água, está prestes a ser lançado o concurso público para a construção da nova rede de distribuição de águas residuais tratadas para rega. O novo sistema de distribuição de Água para Reutilização (ApR), enquadrado no pacote de medidas que a Inframoura tem em curso para combater a seca, é complementar à obra de Elevação e Adução de Água para Reutilização que a Águas do Algarve está já a executar na Estação de Tratamento de Águas Residuais (ETAR) de Vilamoura. Atualmente, pelo menos 50% da rega dos espaços públicos já recorre a outras fontes de água, percentagem que irá aumentar quando a empreitada estiver concluída.
“Com esta obra, a rega dos espaços públicos, fica praticamente toda coberta por águas de outras fontes alternativas que não a água da rede pública”, refere o responsável da Inframoura.
Ainda antes de o cenário de seca no Algarve se ter agravado e de o Governo ter estipulado restrições ao consumo de água, já a Câmara de Loulé e as suas empresas municipais tinham arrepiado caminho nesse sentido. “Mesmo sem imposições a nível central do Governo, a própria Câmara de Loulé já tinha determinado algumas imposições, pelo menos, no mínimo, de há dois anos para cá. E a Inframoura começou, desde logo, também, a promover o incentivo à poupança de água”, sublinhou Jorge Aleixo Ramos. Terá sido por isso que não foi difícil cumprir, e até ultrapassar, a meta de 10% de poupança face ao período homólogo, estipulada em resolução do Conselho de Ministros. “Todos os meses tivemos de fazer um esforço para consumirmos e comprarmos à Águas do Algarve menos 10% em relação ao ano anterior. Ultrapassámos largamente essa média e, neste momento, a média estima-se nos 15% a menos do que foi o nosso consumo em 2023”, ilustrou. Para tal, a empresa municipal focou-se na plantação de plantas autóctones e inertes, em substituição da relva e de outro tipo de vegetação que requerem maior consumo de água. Nesse âmbito, será lançado um concurso para a
criação de um novo espaço verde, numa das zonas centrais de Vilamoura, com a particularidade de ter apenas espécies de vegetação resilientes e com um bom fator de sequestro de CO2. Assim, não só Vilamoura ganha mais um espaço verde, como este se constitui como um meio para atingir a descarbonização.
A tecnologia inovadora que a Inframoura tem vindo a implementar nos seus sistemas de abastecimento de água também tem contribuído para a poupança de água. As Zonas de Medição e Controlo, por exemplo, permitem seccionar zonas e detetar eventuais fugas, roturas ou, anomalias.
“Temos tecnologia da mais avançada também nas leituras dos contadores através da telemetria e, portanto, permite-nos monitorizar os consumos dos munícipes em tempo real. Inclusive, temos um sistema já montado que nos permite, numa determinada habitação em que, de um momento para o outro, passa a apresentar um consumo elevado e não habitual, detetarmos imediatamente esse consumo, dando-nos o alerta que nos possibilita contactar o consumidor num curto espaço de tempo tendo em vista colaborarmos na tentativa de solucionar o problema no menor espaço de tempo possível”, concluiu.

Aware of the problem of drought, Inframoura was quick to implement measures to reduce water consumption, whether by finding alternative sources for watering its public spaces, planting more resilient vegetation or combating losses in the water supply network. About a decade ago, the municipal company took a pioneering step and began watering its green spaces with nonpotable water through a groundwater utilisation system, which has gradually been expanded. With this in mind, Inframoura has completed a project to expand the area that is irrigated with the water found in the high groundwater table, which comes from Canais do Golfe. This irrigation system is managed in accordance with the area to be irrigated and the water available, enabling water consumption from the public supply network to be reduced.
With regard to water losses, although actual losses are already at a very low percentage, the chairman of Inframoura’s Board of Directors, Jorge Aleixo Ramos, has the ambition to reduce them even further. “We’ve been working very efficiently on this for a number of years now, with the most advanced technology available in terms of water losses, which is one of the most important and worrying factors nationwide. Water losses result in a great deal of waste, which needs to be worked on more and more so that it is reduced to a minimum, and Inframoura, at the moment, is already at around 5%, an extremely low percentage,” he said. But how can water losses be further reduced? In addition to a renovation project for the water supply network that Inframoura has begun, financed by the Recovery and Resilience Plan (RRP), a study has been carried out on the subject, bringing together the University of Lisbon and the National Civil Engineering Laboratory (LNEC). “A study is going to be conducted and a methodology developed relating to the level of water losses in the network, with the aim of increasing the good performance levels that already exist, with a view to more efficient management of the system and the water resource. At the very least, it will give us an idea of what needs to be invested in order to reduce it,” explained Jorge Aleixo Ramos.
Also in the water sector, the public tender for the construction of the new treated wastewater distribution network for irrigation is about to be launched. The new Water for Reuse (WfR) distribution system, which is part of Inframoura’s raft of measures to combat drought, will complement the Water for Reuse Elevation and Adduction work that Águas do Algarve is already doing at the Vilamoura Wastewater Treatment Plant (WWTP). Currently, at least 50% of the irrigation of public spaces already uses other sources of water, a percentage that will increase when the project is completed. “With this work, the irrigation of public spaces will be almost entirely covered by water from alternative sources other than the public network,” says the department head from Inframoura.
Even before the drought became worse in the Algarve and the government stipulated restrictions on water consumption, Loulé Council and its municipal companies had already embarked on this path. “Even without central government impositions, Loulé Council itself had already established some impositions, at least two years ago. And from the outset, Inframoura also began to promote incentives to save water,” stressed Jorge Aleixo Ramos. This is why it wasn’t difficult to meet, or even exceed, the target of 10% savings compared to the same period, stipulated in a Council of Ministers resolution. “Every month we had to make an effort to consume and buy from Águas do Algarve 10% less than the previous year.
We greatly exceeded that average and, at the moment, the average is estimated at 15% less than our consumption in 2023,” he said. To this end, the municipal company has focused on planting native plants and aggregates to replace grass and other types of vegetation that require more water. Within this framework, a tender will be issued for the creation of a new green space, in one of Vilamoura’s central areas, with the particularity of having only resilient species of vegetation with a good CO2 absorption capacity. In this way, not only does Vilamoura gain another green space, but this is also a means of achieving decarbonisation.
The innovative technology that Inframoura has been implementing in its water supply systems has also contributed to water savings. The Measurement and Control Zones, for example, make it possible to section off areas and detect possible leaks, ruptures or anomalies. ‘We also have the most advanced technology in meter readings through telemetry, which allows us to monitor people’s consumption in real time. In addition, we have a system already set up that allows us, in a particular home where, from one moment to the next, it starts to show high and unusual consumption, to immediately detect that consumption, giving us the alert that allows us to contact the consumer in a short space of time in an attempt to collaborate in solving the problem in the shortest possible time,” he concluded.

Household bio-waste collection gets underway in Vilamoura
Depois de no final de 2023 ter sido implementada a recolha seletiva de biorresíduos na hotelaria, restauração e cafetaria (Horeca), a Inframoura promove a recolha destes resíduos junto dos seus clientes domésticos. Na primeira fase, serão abrangidas 100 famílias, que recebem um ‘kit’ gratuito com instruções, sacos e um pequeno contentor para facilitar a separação dos biorresíduos nas suas habitações e a sua deposição. Depois de os resíduos serem depositados nos novos ecopontos castanhos criados para o efeito, são recolhidos pela Inframoura e encaminhados para uma central de valorização orgânica, que tratará de dar-lhes uma nova vida. Os residentes devem confirmar a presença do contentor na sua rua e preencher o formulário de adesão disponível no ‘site’ da Inframoura para obter o contentor doméstico. No sentido de incentivar a criação de uma consciência coletiva sobre a gestão dos resíduos, a Inframoura está a desenvolver a campanha 100LIXO, que abrange a sensibilização para a correta recolha dos diferentes resíduos, introduzindo agora, também, os biorresíduos, cuja separação ainda não é uma prática comum. O objetivo é fomentar a circularidade, diminuindo a quantidade de resíduos depositados em aterro e juntando os biorresíduos às outras fileiras para valorização.
Ao abrigo do serviço de recolha porta-a-porta junto dos estabelecimentos comerciais efetuado pela Inframoura, em 2024, a recolha de biorresíduos dos clientes não-domésticos ultrapassou as 200 toneladas. Tendo em conta que o verão é o período com maior densidade populacional, só no mês de agosto de 2024 foram recolhidas 42 toneladas de biorresíduos nos estabelecimentos aderentes. recolha em 92 estabelecimentos do canal Horeca, ou seja, cerca de 60% dos estabelecimentos identificados no território de Vilamoura e Vila Sol. O envolvimento dos residentes e da comunidade empresarial é crucial para o sucesso deste projeto de valorização de biorresíduos, permitindo, assim, aproveitar todo o seu potencial.
Os biorresíduos são resíduos de matéria orgânica e incluem as sobras de alimentos e os resíduos verdes de jardins, podendo ser totalmente decompostos através da ação de microrganismos.
Estes resíduos podem ser transformados em adubo ou fertilizante natural, através da compostagem, ou em biogás, um tipo de biocombustível, numa ótica de valorização do território pela sustentabilidade, tornando-o mais competitivo. A nível nacional, os biorresíduos compõem aproximadamente 38% do total dos resíduos não separados. Ao serem depositados em aterro, causam problemas ambientais e de saúde devido à produção de metano, um gás com efeito de estufa e, além disso, geram lixiviados com alta carga orgânica. Antes deste projeto e na mesma lógica de circularidade e diminuição da pegada ambiental, a Inframoura já tinha testado um sistema de compostagem nas suas instalações ao abrigo de um projeto-piloto depois alargado aos clientes, que podiam usar o composto produzido para autoconsumo.

After implementing the selective collection of bio-waste in hotels, restaurants and cafeterias (hospitality industry), Inframoura is promoting the collection of this waste from its domestic customers. In the first phase, 100 families will receive a free kit with instructions, bags and a small container to make it easier for them to sort the bio-waste in their homes and dispose of it. Once the waste has been disposed of in the new brown recycling bins created for the purpose, it will be collected by Inframoura and sent to an organic valorisation plant, which will endeavour to give it a new lease of life. Residents must confirm the presence of the bin in their street and fill in the membership form available on Inframoura’s website to obtain the household container. Customers are entitled to two rolls of bags each month, to be collected from the head office of the municipal company.
In order to encourage the creation of a collective awareness about waste management, Inframoura is developing the 100LIXO campaign, which covers raising awareness about the correct collection of different types of waste, while also introducing bio-waste, the sorting of which is not yet common practice. The aim is to encourage circularity, reducing the amount of waste disposed of in landfill and adding bio-waste to the other categories for valorisation.
As part of Inframoura’s door-to-door collection service from commercial establishments, in 2024, the collection of bio-waste from non-domestic customers has exceeded 200 tonnes. Given that summer is the period with the highest population density, 42 tonnes of bio-waste were collected from participating establishments in August 2024 alone. Inframoura is currently collecting from 92 establishments in the hospitality industry, i.e., around 60% of the establishments identified in Vilamoura and Vila Sol. The involvement of residents and the business community is crucial to the success of this project to valorise bio-waste, thus enabling its full potential to be harnessed.
Bio-waste is organic waste, including food scraps and green garden waste, which can be completely broken down by the action of micro-organisms. This waste can be made into compost or natural fertiliser through composting, or into biogas, a type of biofuel, with a view to enhancing the territory through sustainability, making it more competitive. On a national level, bio-waste makes up approximately 38% of all unsorted waste. When disposed of in landfill, it causes environmental and health problems due to the production of methane, a greenhouse gas, and also generates leachates with a high organic load. Prior to this project, and in the same spirit of circularity and reducing the environmental footprint, Inframoura had already tested a composting system at its facilities under a pilot project that was then extended to customers, who could use the compost produced for self-consumption.

Sailing “Mini Olympics” to be held Vilamoura
Vilamoura vai acolher, entre 8 a 20 dezembro 2025, o Campeonato do Mundo da Juventude, um dos maiores eventos do mundo de vela em dimensão e número de participantes. O evento trará a Vilamoura mais de 600 velejadores de 70 países, 150 treinadores e muitas centenas de acompanhantes, numa organização do Vilamoura Sailing, em parceria com a Federação Portuguesa de Vela e a Marina de Vilamoura.
A competição reúne as seis classes que prepararam os jovens velejadores para as atuais classes olímpicas, estando prevista a realizaçao de 11 campeonatos do mundo a decorrer em simultâneo em quatro campos de regata montados ao largo de Vilamoura. Ao longo do ano de 2025 serão realizados em Vilamoura 8 eventos de preparação para este Campeonato do Mundo, acessíveis a todos os velejadores que queiram aproveitar para treinar nas águas de Vilamoura.
Vilamoura will host the Youth Sailing World Championships from 8 to 20 December 2025, one of the largest sailing events in the world in terms of size and number of participants. Organised by Vilamoura Sailing, in partnership with the Portuguese Sailing Federation and Vilamoura Marina, the event will bring to Vilamoura more than 600 sailors from 70 countries, 150 coaches and many hundreds of supporters.
The event brings together the six classes that prepare young sailors for the current Olympic classes, with 11 world championships taking place simultaneously on four race courses set up off Vilamoura. Over the course of 2025, 8 events in preparation for this World Championship will be held in Vilamoura, open to all sailors who want to take advantage of the opportunity to train on Vilamoura’s waters.

A Inframoura recebeu o “selo da qualidade exemplar de água para consumo humano”, galardão que visa distinguir as entidades gestoras com melhor qualidade de água. Para a atribuição de cada selo, o júri procedeu à avaliação quantitativa das entidades gestoras reguladas, tendo por base os indicadores e dados provenientes do ciclo de regulação do controlo de qualidade da água. Das 221 entidades gestoras que prestaram o serviço de abastecimento público de água em baixa, no ano passado, foram distinguidas 83 entidades nesta categoria. A Inframoura foi uma das 83 entidades distinguidas nesta categoria, no âmbito dos Prémios dos Serviços de Águas e Resíduos, iniciativa anual promovida pela Entidade Reguladora dos Serviços de Águas e Resíduos (ERSAR).
Para a Inframoura, este selo representa o resultado do empenho e dedicação da empresa, em concreto do trabalho diário das equipas responsáveis, na persecução de uma crescente qualidade do produto água neste território.
Inframoura has been awarded the ‘seal of exemplary water quality for human consumption’, an honour that aims to distinguish management companies with the best water quality. To award each seal, the jury carried out a detailed assessment of the regulated management bodies, based on the indicators and data from the water quality control regulation cycle. Of the 221 management companies that provided downstream public water supply services last year, 83 were honoured in this category. Inframoura was one of the 83 companies honoured in this category as part of the Water and Waste Services Awards, an annual initiative promoted by the Water and Waste Services Regulatory Authority (ERSAR).
For Inframoura, this seal represents the result of the company’s commitment and dedication, and in particular the daily work of the teams responsible, in the pursuit of increasing the quality of the water product in this territory.

Os veículos de duas rodas são sempre uma excelente opção de mobilidade urbana e promovem uma circulação mais fluida pelo território, para uma resposta mais rápida na resolução das situações do dia-a-dia. Estas parcerias revestem-se da maior importância nas comunidades, uma vez que fomentam as boas relações entre entidades com papéis cruciais no zelo e gestão do espaço público.

The handover ceremony was attended by the Chairman of Inframoura, Dr Jorge Aleixo Ramos, and Colonel Carlos Almeida, from the GNR’s Faro territorial command. Two-wheeled vehicles are always an excellent option for urban mobility and promote a more fluid movement around the territory, for a quicker response in resolving day-to-day situations. These partnerships are of the utmost importance in communities, as they foster good relations between organisations with crucial roles in the protection and management of public spaces.

A Inframoura uniu-se à To Be Green, da Universidade do Minho, na iniciativa “Já fui uma farda Inframoura”, projeto de economia circular com o objetivo de dar uma nova vida a resíduos têxteis. As fardas dos funcionários da Inframoura inevitavelmente chegam ao fim de vida e com este projeto a empresa ‘fecha o ciclo’, tranformando a farda anteriormente usada diariamente pelos colaboradores noutro produto. Nesta primeira fase, cerca de 150 quilos de fardas ganharam uma nova vida e foram transformadas em sacos multifunções. Através de um processo inovador de transformação, as fibras têxteis presentes no vestuário técnico obsoleto são reconvertidas e reintroduzidas na produção de sacos, mantas e outros artigos. Esta não é a primeira parceria entre a Universidade do Minho e a Inframoura, promovendo o posicionamento da empresa no caminho da sustentabilidade.
Inframoura has joined forces with To Be Green, from the University of Minho, in the ‘I was once an Inframoura uniform’ initiative, a circular economy project aimed at giving textile waste a new lease of life. Inframoura employees’ uniforms eventually come to the end of their useful lives and with this project the company is “closing the cycle” by transforming the uniforms previously worn daily by employees into another product. In this first phase, around 150 kilos of uniforms were given a new lease of life and transformed into multipurpose bags. Through an innovative transformation process, the textile fibres present in obsolete technical clothing are converted and reintroduced into the production of bags, blankets and other items. This is not the first partnership between the University of Minho and Inframoura, promoting the company’s position on the road to sustainability.
