Kilgore College has announced it is teaming with McKinstry, a national firm specializing in design, construction and energy services, to conduct a complete campus energy infrastructure audit and identify opportunities to save money. The McKinstry experts will analyze all assets across college facilities, including indoor and outdoor lighting systems, HVAC and water consuming systems, building envelope areas such as windows and roofs as well as all other energy consuming systems to determine where the greatest opportunity for energy savings lies. The KC Board of Trustees unanimously approved the collaboration June 26 after hearing presentations from McKinstry. “After McKinstry’s presentation, the board knew this was the right course of action for the college to pursue,” said Dr. Brenda Kays, KC president. “The improvements McKinstry will provide to our campuses will have a direct effect on our students, faculty and staff. I applaud our board for having such foresight and forward-thinking vision.” According to Kays, the ultimate goal of the project is to reduce energy and operating expenses and reinvest those funds to address deferred maintenance and enhance the student experience. “This audit and the resulting upgrades will not only help our college better utilize existing budget dollars, but will also provide a more comfortable and attractive learning environment for everyone at Kilgore College,” Kays said. “We will be able to reallocate those existing funds in other ways that benefit our students - the heart of our campuses.”

Apply for a credit builder loan. This is a short-term loan, usually no more than $1,000, offered by banks and credit unions to consumers who want to boost their credit score. Make payments on time. Even as you’re tackling existing debt, make sure you don’t add on to it by missing credit card and loan payments. If you’re not certain that you’ll be able to make a minimum payment by the deadline, contact your creditors ahead of time and explain your situation. Give them an estimate of when you’ll be able to repay your debt. If you let your creditors know in advance rather than seemingly skipping a payment, you’ll be demonstrating responsibility and credibility. McCain the Patriot

By Mark Shields In this unheroic era when prominent American males prove their abiding patriotism by prominently displaying an American flag pin in the lapel of their suit jacket, Sen. John McCain, R-Ariz., remains seriously out of step. McCain has never been a flag waver. With the steady devotion of a lifetime of service, McCain has instead chosen to defend what our flag stands for. Nowhere has that been clearer than in the continuing political debate over whether the United States should use torture to extract information from captured terrorists. Major national leaders, including former Vice President Dick Cheney (who received five student draft deferments to avoid going to Vietnam and later said, “I had other priorities in the ‘60s than

military service”) and President Donald Trump (for whom avoiding sexually transmitted diseases in New York during his draft-eligible years was his “personal Vietnam” and who once said, “I would bring back waterboarding, and I’d bring back a hell of a lot worse”), don’t shrink from the challenge of defending Americans’ license to torture. Forget that the United States Senate ratified the Universal Declaration of Human Rights and the binding U.N. Convention against Torture, which outlawed cruel, inhuman and degrading treatment of prisoners. And who was the president who urged the Senate “to demonstrate unequivocally our desire to bring an end to the abhorrent practice of torture”? Ronald Reagan, that’s who. John McCain, patriot, is the only national candidate of either major party to ever make his

all-out opposition to torture a signature plank in his presidential platform: “The enemy we fight has no respect for human life or human rights. They don’t deserve our sympathy. But this isn’t about who they are. This is about who we are. These are the values that distinguish us from our enemies, and we can never, never allow our enemies to take those values away.” With the grave diagnosis from McCain’s doctors, this could be the right time to ask ourselves: Is the patriot no longer that admirable citizen who puts the common good ahead of his personal comfort or profit, who sacrifices herself for the safety of the beloved nation? In 2017, that definition of patriotism seems both dated and naive. Today’s shrunken patriotism is increasingly the province of the belligerent talk show host or the combat-

ive armchair commando who — at a safe distance, with no personal or family skin in the game and while not making any personal sacrifice — endorses a get-tough policy using U.S. military power and people. To such hypocrisy, John McCain has spoken: “All wars are awful. ... Nothing, not the valor with which it is fought nor the nobility of the cause it serves, can glorify war. Whatever gains are secured by war, it is the loss the veteran remembers most keenly.

Only a fool or a fraud sentimentalizes the cruel and merciless reality of war.” For 5 1/2 years as a prisoner of war, McCain endured merciless cruelty. His North Vietnamese torturers broke his bones and his teeth, but not his spirit. He came home to fearlessly fight big money in American politics, big tobacco in Washington and presidents of both parties. McCain is not a plaster saint; he is prickly and can be short-tempered. But he has shown us time

and again what it means to be an American patriot. People from almost everywhere — not the Kremlin, we can be sure — are today praying for McCain’s health. Charles de Gaulle is said to have noted that the cemeteries of Europe are full of indispensable men. John McCain may not be indispensable, but he is irreplaceable. Bill Clinton By Larry Elder During President Bill Clinton’s 1996 campaign for re-election, several individuals allegedly worked on behalf of the Chinese government to influence the presidential election in favor of Clinton. “Chinagate” began when the Los Angeles Times reported, a couple months before the ‘96 election, the following: “The Democratic National Committee has returned a $250,000 contribution from a recently established sub-

sidiary of a South Korean electronics company because it violated a ban on donations from foreign nationals in U.S. elections, a party spokesman said Friday. ... “David Eichenbaum, DNC communications director ... said that the DNC fund-raiser who was responsible for the contribution was under the impression, erroneously as it turned out, that it fulfilled the legal qualifications. He said it was unclear whether the fund-raiser was misled or there had been a misunderstanding.” DNC did the standard “Oops, we made a boo-boo, here’s your money back, it’s all OK now” dog and pony show. That worked for a while. But a few months later, on Feb. 13, 1997, The Washington Post’s Bob Woodward and Brian Duffy reported: “A Justice Department investigation into improper political fund-raising activities has uncovered evidence that representatives of the People’s Republic of China sought to direct contributions from foreign sources to the Democratic National Committee before the 1996 presidential campaign, officials familiar with the inquiry said. ... “The Chinese effort to win influence with the Clinton administration can be traced to 1993, one source said. ... Some investigators suspected a Chinese connection to the current fund-raising scandal because several DNC contributors and major fund-raisers had ties to Beijing. Last February, Charles Yah Lin Trie, a fund-raiser for the Democratic National Committee, used his influence with party officials to bring Wang Jun, head of a weapons trading company owned by the Chinese military, to a White House coffee with Clinton. “Wang also heads a prominent, state-owned investment conglomerate. Clinton has since said he should not have met with Wang, and $640,000 in checks that Trie delivered to president’s legal defense fund has been returned because of questions about the source of the funds.” The DNC vice chairman and fundraiser at the center of the DNC’s illegal contribution was formerly a top executive involved with Asian and Chinese corporations, with some holdings sold to the Chinese government. Before joining the DNC, he left his corporate job with a large severance and worked at the Commerce Department for 18 months, where he enjoyed a top-secret clearance. Evidence showed more than 70 calls from his Commerce office to a bank controlled by his former corporation; memos of calls from Chinese embassy officials; three meetings scheduled with Chinese government officials; a breakfast and a dinner at the Chinese embassy; and at least one visit to the “residence of the Chinese ambassador.” After a year of investigation, FBI director Louis Freeh sent Clinton Attorney General Janet Reno a 22page memorandum, stating, “It is difficult to imagine a more compelling situation for appointing an independent counsel.”

Several months later, Charles LaBella, head of the Justice Department’s campaign-finance task force, also sent a report to Reno recommending she appoint an independent counsel. The evidence, LaBella said, “suggests a level of knowledge within the White House — including the president’s and first lady’s offices — concerning the injection of foreign funds into the reelection effort.” He also said, “If these allegations involved anyone other than the president, vice president, senior White House or DNC and Clinton/Gore ‘96 officials, an appropriate investigation would have commenced months ago without hesitation.” Reno, however, declined all requests for an independent counsel. Before Chinagate, Sen. Ted Kennedy, thinking of running for president in 1988, reportedly offered to help the Soviets influence the 1984 election. Desperate to stop President Ronald Reagan’s re-election, Kennedy, as first reported in The London Times in 1992, reached out via an intermediary to the Soviet KGB. The London Times revealed a 1983 KGB document from KGB chief Viktor Chebrikov to the then-leader of the USSR, Yuri Andropov. Chebrikov relayed an offer presented to the Soviet leaders from Kennedy, delivered in person by “Sen. Edward Kennedy’s close friend and trusted confidant” John Tunney, a former Democratic senator who was Kennedy’s law school roommate. Kennedy, according to the memo, offered to help the Soviets deal with Reagan, whom Kennedy perceived as a warmonger. Kennedy would “arm Soviet officials with explanations regarding problems of nuclear disarmament so they may be better prepared and more convincing during appearances in the USA.” In exchange, Kennedy wanted Soviet aid in challenging Reagan’s re-election. Kennedy offered to use his influential friends in liberal American media to arrange television interviews for Andropov. This would soften the Soviets’ image, Kennedy suggested, and help brand Reagan as reckless and dangerous. The memo said, “Kennedy does not discount that during the 1984 campaign, the Democratic Party may officially turn to him to lead the fight against the Republicans and elect their candidate president.” To summarize, there was no special prosecutor for Chinagate. And few in the media followed up on the Kennedy/KGB story when it broke. This explains why Trump supporters, despite the selective hyperventilation over Russian “collusion,” still back their man. Mike Pence’s Opportunity

By Steve Chapman Donald Trump and those around him have made a long series of mistakes stemming from his campaign’s contacts with Russians and subsequent inquiries into the matter, which raise the real possibility of his impeachment. But none of those compares to his biggest blunder: choosing Mike Pence as his running mate. Pence is in a delicate position, which may be why he is seldom seen or heard from these days. On the one hand, his job as vice president obligates him to be a loyal member of the administration. On the other, he needs to maintain good relations with congressional Republicans, many of whom find Trump exasperating. Pence has to give every sign of appearing to support Trump in advancing his agen-

da, lest his boss turn on him. That means cheerfully endorsing the nonsense that flows nonstop from Trump’s mouth, including brazen lies. But Pence can’t go too far. He needs to avoid being completely contaminated by a president who violates every norm of ethics, behaves like a stooge of Vladimir Putin and keeps wading deeper into a scandal that may bring indictments. Pence has to look loyal without making his toadyism too slavish. Fortunately for him, he’s blessed with great adaptability in advancing his interests. A sanctimonious churchgoer who could pair up with a casino magnate, adulterer and self-declared sexual assailant without alienating followers of Jesus is not to be underestimated. Still, Pence has a tricky path to negotiate,

as vice presidents serving unpopular presidents have often learned. Hubert Humphrey, once a darling of liberals, became their nemesis for refusing to break with President Lyndon Johnson on the Vietnam War and lost the 1968 election to Richard Nixon. Al Gore defended Bill Clinton during the Monica Lewinsky scandal but criticized his behavior once the impeachment crisis was over. His association with Clinton was both too close and not close enough, and it contributed to his narrow 2000 defeat. Unlike everyone else in the administration, Pence does not serve at Trump’s pleasure. Trump can demand that he do his bidding, but he can’t fire him. Because Pence has been a GOP soldier for so long, Trump can’t really damage him among the Republican rank and file. All this gives Pence a measure of freedom to protect himself from his boss. More importantly, the vice president retains the esteem of congressional Republicans, who see him as their best friend in the administration and a reliable voice for conservative principles. Unlike Trump, he understands them, their political needs and the realities of legislating. He also doesn’t throw them under the bus. Trump infuriated House Republicans who had voted for an unpopular Obamacare replacement bill by calling it “mean,” even after celebrating it with them at the White House. Pence wouldn’t do that. His ability to stay on the good side of both his boss and his party reflects his political savvy and talent for self-preservation. That’s why he presents such a threat to Trump. Richard Nixon’s best safeguard against impeachment was Vice President

Spiro Agnew because congressional Democrats so loathed Agnew. When Agnew resigned after being charged in a bribery investigation, Nixon lost that shield. He replaced Agnew with Rep. Gerald Ford, whom he saw as another “insurance policy” because, as Nixon biographer Jonathan Aitken wrote, “Ford was regarded by both Nixon and by many of his fellow Congressmen as decent but dumb.” The more unthinkable a vice president is for the top job the more the president can get away with. But this one is not unthinkable. Most Republicans in Congress would much rather deal with President Pence than with President Trump. He would be better at working with them and less prone to embarrassing them. Anyone as conservative on abortion, gay rights and almost every other issue as Pence doesn’t qualify as a Democratic dream. But Nancy Pelosi and Chuck Schumer would probably prefer a mentally stable rightwing puritan to an unpredictable, thinskinned narcissist. It would be less stressful to worry that Pence will attack reproductive freedom than to worry that Trump will nuke North Korea. Trump may soon wish he had chosen for his running mate someone like Chris Christie or Ted Cruz. The University of Texas at Tyler is currently seeking participants for a reading program that promotes early childhood literacy instruction, Dr. Ross Sherman, College of Education and Psychology dean, announced. The Born to Read program provides Tyler area expectant mothers and legal guardians of children up to a year old the tools they need to promote and support their children’s early language and literacy development. The cost is free to the first 55 parents who sign up by August 30. To register, call 903.566.7016. Parents must attend two seminars to be held September 2017 and January 2018 and all other program activities through July 30, 2018. “The program’s purpose is to promote children’s early language and literacy skills, while helping parents understand their critical role as their child’s first and most important

Recently, local authorities arrested five individuals involved in a credit card skimming ring which resulted in millions of dollars being stolen from East Texas residents. While this particular group targeted gas stations, credit card skimming can occur at any kind or size of retail outlet. Better Business Bureau advises all companies who process credit card transaction to know what to look for and how to report this scam. BBB provides the following considerations to help business owners prevent skimming schemes from happening at their establishments: Inspect the equipment. Look for loose attachments, broken security seals and wiggle card readers regularly, particularly if you have gas pumps, remote locations or kiosks. Check for scratching and/or glue residue around the card slot. Make sure your software is kept up to date. Keep an eye out for hidden cameras. Criminals often use a camera to obtain PIN numbers associated with the credit cards they skim. Watch for anything which may have a tiny hole or slot in which a tiny camera may be aimed at the keypad. Make sure it’s not an inside job. Some credit card skimming rings plant employees in jobs which require them to handle credit card transactions. They are provided with portable skimmers and are paid for every credit card they swipe through the device. By the time the skimming is discovered, they are no longer working for the company. Educate staff. Skimming is a crime
