Since the early 1990s, I have cherished my time spent in Salome during both winter retreats and summer endeavors, witnessing the valleys growth firsthand.

HARQUAHALA VALLEY COMMUNITIES AT FOREFRONT OF WATER RIGHTS BATTLE
By Spencer Dela CruzIn the arid expanses of Arizona’s Harquahala Valley, a fierce struggle for water rights is unfolding as towns like Salome, Wenden, Bouse and Brenda find themselves thrust into the national spotlight.
The region, faces a water crisis worsened by groundwater depletion from alfalfa farming, drawing attention from Democrats and the public. Decades of farming have caused sinking ground, damaged infrastructure, and dry wells.
A recent town hall in Wenden, led by Arizona Attorney General Kris Mayes, saw 150 locals discuss the crisis. Mayes addressed action against a Saudiowned farm, Fondomonte, accused of excessive water extraction from stateleased land.
After Fondomonte’s leases were canceled—currently under appeal— the company defended its practices, highlighting its economic contribution of $145 million annually.
A vocal resident, criticized the crisis’s politicization, refuting claims of water mismanagement and accusing Democrats and the media of sensationalism.
As tensions rise, Harquahala Valley reflects the challenges of water management in the Southwest’s arid landscapes.

Where She Danced.
Established in late 1904 by Dick Wick Hall and Charles W. Pratt, the town initially missed the railroad tracks by a mile, prompting a move to its current location. Hall, renowned for his wit, gained fame with his onepage mimeographed newspaper, the “Salome Sun,” promoting his “Laughing Gas Station.” Through humorous stories, Hall introduced fictitious town residents and the famous “Salome Frog,” famously unable to swim at age seven.
Using the desert’s heat, Hall crafted the town’s naming tale: Mrs. Grace Salome Pratt’s dance on hot sand inspired “Salome Where She Danced.” Hall’s stories, featured in the Saturday Evening Post in the 1920s, immortalized the town’s quirky charm.

The Gateway to Lake Alamo.
Founded in 1905 by Otis E. Young, Wenden, originally Wendendale, was named after Young’s Pennsylvania hometown. Led by Harry B. Hanna, the town’s first post office began operations on August 3, 1905, retaining the Wendendale name until officially becoming Wenden on August 7, 1909.
Initially a supply depot for local mines, Wenden played a crucial role in the region’s economic growth.
Today, Wenden proudly holds the title of the “GATEWAY TO ALAMO LAKE,” known as one of Arizona’s top bass fishing destinations. It also features the renowned “Buzzard’s Roost,” offering stunning panoramic views.

Rich in mining history.
A way station on Highway 60 between Quartzsite and Hope, Brenda was a popular tourist attraction in the late 40’s, 50’s and 60’s, many stopping for water and to see “the zoo”! Grover and Anna Spitznagel homesteaded this area in 1928, had a set of twins, Bruce and Brenda.
The town was named after this little girl. The black, rock building, today a restaurant, was built by Grover in 1931, and 1932. Ramsey Mine, south of Brenda was noted for its gold and silver deposits. Brenda also served as a stage stop. Today, Brenda is a Mecca for winter RV travelers.

You’re beyond Hope.
In 1909, the Arizona Gazette noted that under the name of Johannesberg, a new town had sprung into existence at this location. It was short-lived. In 1920, the main highway changed its route from Vicksburg to bypass the location of old Johannesberg.
Merchants moved from Vicksburg to the new location and named it “Hope” to reflect their own wishes for renewed business. In the 1930’s, the owner of Hope was Hope Survant. This might be another explanation for the town’s name.

Alamo Lake
Alamo Lake State Park is one of Arizona’s best kept secrets. The stark desert beauty is reflected off the water where cacti dot the mountainous landscape that surround the lake. Nestled in the Bill Williams River Valley, the park offers outdoor fun, premier bass fishing, rest and relaxation.
Surrounded by scenic mountain terrain and diverse wildlife, Alamo Lake State Park offers a tranquil escape from urban life. The crystal-clear lake, nestled in the Bill Williams River Valley, provides premier bass fishing and opportunities for outdoor recreation. Spring brings blooming wildflowers and abundant wildlife, including eagles, waterfowl, foxes, coyotes, deer, and wild burros. Stargazers can revel in clear night skies, free from city lights. Alamo Lake, formed by the Alamo Dam in 1968 for flood control, has become one of Arizona’s top fishing destinations. Fishing tournaments are common, with bluegill, bass, catfish, and crappie among the catches. Conservation efforts are essential in the delicate desert ecosystem, so camp in designated areas and stay on maintained roads to protect both the environment and yourself.

OHV Trails
Outside the park boundaries, there are extensive OHV riding trails, attracting quad riders and dirt bikers. OHV use inside the park is restricted unless the
vehicle is street legal with a motorcycle plate. Please respect other park guests. Some OHV trailheads begin at the park border, and the nearest gasoline can be found at the Wayside Inn.

Stretching nearly 700 miles, the Arizona Peace Trail stands as the state’s premier off-road adventure. With its stunning saguaro cacti and majestic red rock bluffs, it offers an unparalleled escape, whether you have a few days or weeks to spare.
Established in 2013, the Arizona Peace Trail (AZPT) capitalizes on southwestern Arizona’s vast open lands and the growing enthusiasm for off-road recreation. Since opening to the public in 2016, thousands of outdoor enthusiasts have tackled its 675-mile main track, along with nearly 1,000 additional miles of alternative segments, using motorcycles, 4x4 vehicles, SxS, ATVs, and even mountain bikes. Unlike trails such as Death Valley or the Mojave Road, the AZPT offers a distinct experience, showcasing the rugged beauty of the Sonoran Desert.
Travelers journey through scenic landscapes featuring towering saguaro cacti, red rock mesas, and encounters with wildlife like coyotes, bighorn sheep, and wild burros, especially in the historic mining town of Oatman. The terrain ranges from Basin and Ranges to high desert mountains, floodplains, valleys, canyons, and desert washes.
Given the vastness, planning is crucial. Whether you seek well-maintained trails or challenging terrain, studying the points of interest, particularly those
detailed in the Discovery Points subsection, can tailor your experience. Some opt for day trips, while others spend weeks exploring the main track and alternative segments.

Kimberly Petrea is the owner of Peace Trail Resale and Crazy Dog Ranch Rescue. We started our small-scale dog rescue back in the late summer of 2023. After starting the rescue we soon realized the cost of such an endeavor. I tried to come up with something that would help with the expense of the rescue and be a positive asset to the community.

This transformative project will introduce new offerings and enhancements aimed at further elevating the guest experience and solidifying the resort’s reputation as a premier destination for travelers seeking unparalleled comfort and luxury accommodations.
The expansion will feature a collection of 30 additional full hook-up premium RV sites and the introduction of four charming new cabins, providing guests with a diverse array of accommodation options to suit their preferences and needs. Excitement abounds as Indian Hills RV Resort prepares to unveil its latest project, the exclusive Bungalows at Indian Hills, offering discerning guests a luxurious escape in a private bungalow replete with upscale amenities and personalized services.
Renowned for its spacious sites and superior offerings such as
complimentary high speed WiFi access, Indian Hills RV Resort is set to raise the bar with the introduction of awe-inspiring RV sites measuring a generous 75’ by 75’, each boasting its own private gazebo, BBQ area, firepit, and a meticulously crafted 10’x10’ concrete pad, ensuring a comfortable and memorable stay for every guest. With a current inventory of 88 full hookup sites, the addition of these premium sites promises to redefine the standard of luxury RV accommodations in La Paz County.

Success is often perceived as an overnight phenomenon, but in reality, it is the culmination of a gradual and purposeful evolution. Our company’s trajectory exemplifies this narrative, rooted in a history of perseverance and incremental progress.
Humble Beginnings:
In the heart of Los Angeles, Tom Washburn, the founder of Indian Hills Development Company navigated a diverse array of roles – from bag boy to tile setter – against a backdrop of challenges. Thrown out of the house at 15 with only an 8th grade education and unwavering determination, he forged a path of perseverance. Through diligent deal making and an unmatchable work ethic, he secured ownership of a worn grocery store and gas station in Riverside, California. Serendipity struck as the love of his life arrived on a tractor looking for fuel, heralding the beginning of an extraordinary journey. With each strategic trade – a grocery store for a motel, a motel for a restaurant, restaurant for land – Tom ventured into the realm of multi-unit housing development, crafting a legacy defined by resilience.
Salome:
Despite having constructed hundreds of homes and owning two thriving restaurants on the Redondo Pier in
Redondo Beach, California, sustaining success became increasingly arduous. Tom, an enthusiastic private pilot, had already completed Payson Airpark in Arizona and was exploring new opportunities, driven by a quest for affordability. In 1985, while flying over Salome en route to visit friends in Wickenburg, Tom encountered the Keller Retirement Community and vast expanses of undeveloped land owned by Rex Keller. Where others saw blight, Tom envisioned potential—a dilapidated project awaiting his discerning touch. Convinced of the feasibility of establishing an affordable manufactured home community alongside a private airpark, Tom seized the opportunity.
Following a conversation with Rex and a few cups of coffee, Tom acquired the entire Keller Retirement Community and 300 acres of vacant land, culminating in the creation of Indian Hills Estates, Indian Hills Airpark, and Indian Hills Golf and RV Resort (now Desert Palms Golf and RV Resort).
In 1996, the inaugural lots in the airpark were sold, with over 250 lots in Indian Hills Estates sold by 2002. The addition of Unit 6 in Indian Hills Estates brought forth another 120 lots, all sold by 2007. By the time Tom contemplated retirement in 2008, all lots in Indian Hills Estates and Airpark had found new owners, marking a successful chapter in his entrepreneurial journey.
A New Chapter Begins:
In 2013, the reins of leadership transitioned from Tom and Rose to Spencer Dela Cruz, their eldest grandson. Endowed with a Bachelor’s degree and a passion for law, Spencer
stood poised to be accepted into some of the most prestigious law schools in the nation. Despite the allure of a legal career, his trajectory veered towards igniting real estate expansion in Latin America for Forever 21, a global fastfashion powerhouse.
While orchestrating Indian Hills’ growth, Spencer embarked on a path in commercial real estate development. Departing from Forever 21, he ascended the ranks to become a Senior Vice President, driving real estate endeavors for an iconic figure in American business—Larry Flynt, the visionary behind the Hustler entertainment empire. Under Mr. Flynt’s tutelage, Spencer ventured into acquiring and developing casinos, nightclubs, retail outlets, hotels, and shopping centers, cultivating a real estate portfolio for Hustler exceeding $500 million dollars.
In 2018, Spencer transitioned from Hustler to the public sector, assuming the role of Head of Economic Development for a municipality of 65,000 residents in Southern California. This pivotal role deepened his insights into land utilization and publicprivate partnerships. Most recently, Spencer served as Vice President of Development for StorQuest, a premier
Class-A self-storage developer, spearheading new Class-A self-storage projects for private equity groups like the Carlyle Group.
All while developing commercial real estate in the private sector, Spencer continued to spearhead residential development in Salome, while acquiring and managing an everexpanding rental portfolio. In 2022, he transformed the old Voyager Haven RV Park into Indian Hills RV Resort. Expanding in 2023, he acquired an additional 65 acres, adding more RV spaces, homes, cabins and bungalows. Spencer is currently working on pursuing Indian Hills Ranch, a brand new 50+ home private ranchette community.
Indian Hills Development continues to expand and grow its business. The Company is in the process of designing a new 50+ unit residential community in Salome while also expanding Indian Hills RV Resort. As the company continues to evolve and innovate it will be introducing Tribe Homes, LLC, a venture initially crafted to support local real estate development efforts, now blossoming into a nationwide provider of pre-manufactured homes.

Indian Hills Airpark. Built in the 1990’s, the Airpark is a private fly-in community for more than 70 residents located on Harquahala Road. As the most established airpark, it offers a unique bled of aviation and residential living, creating a serene and exclusive atmosphere.
Sunshine Acres. One of Salome’s newest subdivisions, offers varied lot sizes ranging between 10,000 and 23,000 sq. ft. This growing community provides ample space for diverse living arrangements while embodying a sense of modernity and expansion.
WHERE TO LIVE IN SALOME
Indian Hills Estate. The largest and most established neighborhood in Salome, home to more than 500 residents. With a community center, desert golf course, and diverse organized activities open to all, it fosters a vibrant and engaging environment for everyone.
Downtown. The historic downtown area of Salome, the historic part of town, features businesses lining Highway 60. Its home to many residences, the post office, Dollar General, Family Dollar, and Salome Market, bustling with a mix of commerce and community.
Indian Hills RV Resort. La Paz County’s newest RV and Park Model community boasting the largest sites in the Valley. Guests and residents enjoy modern day and luxury amenities such as pickleball, basketball, gym, and free WiFi. A state of the art 12 person jacuzzi is set to arrive in Fall 2024.
Western Sky Airpark. Under new ownership as of late 2023. Less established than Indian Hills, situated off of Hall Street in the northern part of town. Offers a quieter and more rural backdrop, providing a peaceful retreat away from the bustling heart of Salome.

Building Permits:
Are required by the La Paz County Community Development Department for projects where material changes are being made to things like plumbing, electrical, septic, and fencing? When in doubt, contact the La Paz County Community Development Department at: (928) 669-6138.
Placement Permits:
The cost of placement permits for a manufactured home or park model increased from $360.00 to $450.00 on July 1, 2022.
Septic Systems:
Any person selling or transferring ownership of a property served by an on-site wastewater treatment facility (includes a conventional septic tank system or alternative on-site wastewater treatment facility) must retain a qualified Inspector to inspect the facility within six months prior to transferring ownership of the property (Arizona Administrative Code, A.A.C. R18-9-A316). Typically, such an inspection is triggered by the resale of a home by an owner.
Mobile Home Taxes:
Mobile homes that are permanently affixed to land owned by the mobile home owner for which an Affidavit of Affixture has been recorded must be placed on the Real Property Tax Roll as an improvement to the land, pursuant to A.R.S 42-15202. A mobile home for which an Affidavit of Affixture has not been recorded must be placed on the Personal Property Tax Roll.
Older Mobile Home Purchases:
Before you purchase a mobile home manufactured before June 15, 1976, you should verify with the local authority having jurisdiction if there is an ordinance specific to pre-1976 mobile homes. And two, Arizona Law requires that “A personal shall not occupy or otherwise use a mobile home which was been brought into this state or move a mobile home from one mobile home park in this state to another mobile home park in this state unless it meets the standards pursuant to this chapter and displays the proper state Rehabilitation Certificate” (A.R.S.§41-4048,C(link is external))
