The Committee met March 19 to discuss potential resolutions to be presented at the 2019 IBSA Annual Meeting and assigned topics to members. The Committee then reviewed drafted resolutions at its September 12 meeting.

The Committee recommends the following resolutions for vote at the 2019 IBSA Annual Meeting. Any additional resolutions by messengers are to be submitted by 4:30 p.m. on Wednesday, November 6. The Committee will meet to discuss any newly submitted resolutions, and either prepare those resolutions for presentation and vote at the Thursday, November 7 session, or recommend that they be referred to the 2020 Resolutions and Christian Life Committee for further work and consideration.

Whereas Cornerstone Community Church has shown great hospitality in hosting the 113th Annual Meeting of the Illinois Baptist State Association, and

Whereas Dr. Michael Nave, pastor, and the staff and members of Cornerstone Community Church have been so kind in offering their facilities and working in cooperation with IBSA officers, staff and leadership of this meeting, now therefore be it

Resolved that we the messengers of the 2019 Illinois Baptist State Association Annual Meeting, November 6-7, at Cornerstone Community Church in Marion, Illinois, express our deepest appreciation and pray that God grants its leadership and members spiritual wisdom and understanding so this local body might grow in the knowledge of our Lord and Savior Jesus Christ.

ResolutionontheEvilofSexualAbuse

As messengers from local churches affiliated with the Illinois Baptist State Association (IBSA), in friendly cooperation with thousands of other churches across the Southern Baptist Convention (SBC), we gladly demonstrate our unity and agreement with sister SBC churches by affirming the following statements on sexual abuse, approved by messengers to the 2019 Southern Baptist Convention in Birmingham, Alabama.

WHEREAS, God has created all people in His image, with equal value and dignity (Genesis 1:26–27); and

WHEREAS, any harm perpetrated against one of God’s image bearers is an attack on God Himself (Genesis 9:6); and

WHEREAS, God detests all forms of sexual abuse and calls His people to defend abuse victims (Psalm 82:4), to stand for justice (Psalm 82:3; Proverbs 31:8–9), and to deliver victims of sexual abuse from the hands of their oppressors (Proverbs 6:17; 24:10–12); and

WHEREAS, sexual abuse refers to sexual activity that involves the use of physical force, manipulation, coercion, or deception; involves the abuse of authority by a perpetrator over a victim; or takes place with a minor or other person who is presumed legally incapable of consent; and

WHEREAS, new revelations of sexual abuse have come to light as victims, survivors, and journalists have exposed the scope of incidents which have occurred within SBC and IBSA churches and institutions; and

WHEREAS, as a community of believers, we deplore each and every instance of sexual abuse and apologize and ask forgiveness for failing to cultivate a culture of protection for those in IBSA churches and institutions who have been sexually abused; and

WHEREAS, we condemn any abuse of power by any leader who has ever sought to protect the perpetrators of sexual abuse or silence and marginalize the victims of sexual abuse; and

WHEREAS, the autonomy of the local church is compatible with the protection of innocents and should not be used by any church or organization as a reason not to take appropriate actions to protect the people it serves, including (but not limited to) the decision of an organization to remove from fellowship any church that fails to protect the vulnerable; and

WHEREAS, we affirm that sexual abuse is not only a sin to be disciplined in the context of the church, but also a crime to be prosecuted in the context of civil government; and

WHEREAS, we affirm that survivors of sexual abuse may by the grace of God forgive their abuser, but that such forgiveness should not be interpreted to mean that a victim must have an ongoing relationship with their abuser in order to be in right fellowship with God or their church, nor be regarded as a substitute for justice for the crime of sexual abuse; and

WHEREAS, we recognize that godly sorrow over the incalculable damage of sexual abuse in a church or ministry setting should lead us to repentance (2 Corinthians 7:10), recognizing that institutions that tolerate such sexual immorality stands in opposition to Holy Scripture and Christ Himself (Revelation 2:18–29); now, therefore, be it

RESOLVED, that the messengers to the IBSA Annual Meeting at Cornerstone Community Church in Marion, Illinois, November 6-7, 2019, condemn all forms of sexual abuse and repudiate with a unified voice all sexually abusive behavior as unquestionably sinful and under the just condemnation of our Holy God; and be it further

RESOLVED, that we lament any and all instances of sexual abuse, particularly in a church setting, and express our appreciation to journalists, victims, and survivors who have brought to light the sexually immoral rot that has existed within churches, including some that identify as IBSA churches; and be it further

RESOLVED, that we call on ourselves and our network of congregations and institutions to create a culture where victims can share about their abuse with the assurance of protection, but also receive care while church leaders fulfill their obligation to implement policies and practices that protect against and confront any form of abuse in the future; and be it further

RESOLVED, that we call on all persons perpetrating and enabling sexual abuse to repent and to confess their sin to Jesus Christ and to church authorities, and to confess their crimes to civil authorities; and be it further

RESOLVED, that we implore all persons to act decisively on matters of abuse, to immediately report allegations of sexual abuse to civil authorities according to the laws of the state of Illinois, to intervene on behalf of the abused, to do everything possible to ensure their safety, and to exercise appropriate church discipline upon abusers; and be it finally

RESOLVED, the messengers to the Illinois Baptist State Association meeting in Marion, Illinois November 6-7, 2019, urge our sister churches and their leaders to develop partnerships within their communities to serve the abused, calling on government officials to strengthen laws that maintain justice and protections for the vulnerable in our society.

ResolutiononAbortion

WHEREAS, the 14th Amendment of the U.S. Constitution affirms that no state shall deprive any person within its jurisdiction equal protection under the law, including life, and liberty, and therefore the life of a baby in its mother’s womb;

WHEREAS, this year the Illinois General Assembly passed and Governor JB Pritzker signed into law the Reproductive Health Act (RHA) which repeals several long-standing restrictions on abortion and declares the choice to have an abortion a “fundamental right;”

WHEREAS, Exodus 20:13’s statement, “Thou shall not kill” applies to babies in their mother’s wombs;

WHEREAS, Deuteronomy 30:15-16 states: “See, I have set before thee this day life and good, and death and evil; In that I command thee this day to love the LORD thy God, to walk in his ways, and to keep his commandments and his statutes and his judgments, that thou mayest live and multiply;”

WHEREAS, Genesis 1:28 states: “And God blessed them, and God said unto them, be fruitful, and multiply, and replenish the earth,” therefore be it

RESOLVED, that the messengers to the Illinois Baptist State Association Annual Meeting in Marion, Illinois, November 6-7, 2019, affirm the belief that the church and society have a responsibility to protect the sanctity of human life by passing laws that protect the unborn who cannot protect themselves, and call upon churches to work together to call for legislation that will remove the tragedy of abortion in our state, and finally be it

RESOLVED, that we call upon churches to work together to minister to women carrying children and considering abortion, by providing families, programs, and funds that support adoptive care.

ResolutiononLGBTQCounseling

WHEREAS we rely on the scriptures as the foremost and final authority, particularly 1 Corinthians 6:9-11, the gospel has the power to deliver one who is washed, sanctified, and justified in the name of the Lord Jesus Christ from the LGBTQ lifestyle and,

WHEREAS the 2015 Illinois House Bill HB0217, titled, “The Youth Mental Health Protection Act” did not in fact protect all youth, but rather attempted to “protect” only youth who prefer to stay in the LGBTQ lifestyle from Reparative Therapy, thereby discriminating against minors and adults who might seek to receive Reparative therapy and find it effective, and

WHEREAS the 14th Amendment of the U.S. Constitution, Section 1, stating in part that no state shall “deprive any person of life, liberty, or property, without due process of law, nor deny any person within its jurisdiction the equal protection of the laws” should allow for minors and their parents the right to choose counseling that supports the biblical view of human sexuality, and

WHEREAS DR. Nicholas A. Cummings, former President of American Psychological Association, stated that, “With clinical experience my staff and I learned to assess the probability of change in those who wished to become heterosexual. Of the roughly 18,000 gay and lesbian patients whom we treated over 20 years through Kaiser Permanente, most had satisfactory outcomes,” and

WHEREAS, according to Cummings, (https://www.thenewamerican.com/culture/item/11640-formerapa-president-says-homosexuals-can-change), “After the decision to declassify homosexuality as a mental disorder was made, gay lobbyists and their allies gained control over the APA and from then on, all findings were cherry picked in favor of what these people wanted to say to serve their political agenda. The Leona Tyler Principle (that it is possible to leave the homosexual lifestyle) not only ceased to be followed, it was wiped from the APA journal,” thus opening the door for homosexuality to be promoted as a Civil Right, therefore be it

RESOLVED, the messengers to the Illinois Baptist State Association meeting in Marion, Illinois, November 6-7, 2019, affirm the position that minors have rights under the First Amendment to the free exercise of religion, and under the 14th Amendment to the right of Equal Justice Under the Law, including the right to receive counseling that would allow them to be free from unwanted same sex/gender attraction.

ResolutiononAppreciationofSmallChurchCongregations

WHEREAS data compiled from IBSA’s 2018 Annual Church Profile (ACP) reports indicates that 525 Illinois Baptist churches average 50 people or less in Sunday morning worship service attendance, and

WHEREAS it is also noted that of those 525 Illinois Baptist churches reporting, 39 have volunteer pastors, 19 are served by part-time pastors, 168 have bi-vocational pastors, 55 serve as interim pastors, and 244 are served by full-time pastors, each of whom has in common a love for the Lord and a love for the people they pastor, and

WHEREAS these same 525 Illinois Baptist churches graciously gave $897,752 dollars through the Cooperative Program of our Southern Baptist Convention in 2018, accounting for over 15% of the total dollars recorded from Illinois Baptist churches. Therefore, be it

RESOLVED, the messengers to the Illinois Baptist State Association meeting in Marion, Illinois, November 6-7, 2019, express our fondest appreciation for the faithful work of all our Illinois Baptist small church congregations!

ResolutiononRevitalizationandRenewal

WHEREAS the decline in baptisms, worship attendance, Bible study participation, and other key indicators of church health have been well-documented in Illinois Baptist churches; and

WHEREAS, the word revitalize means to renew or restore life; and

WHEREAS, scripture teaches that true spiritual life comes from the Spirit of God, through the preaching of the word of God (1 Corinthians 2:13-14, Galatians 5:16, Romans 8:11); and

WHEREAS, the word of God gives us a prescription when there are maladies in and among the church (Revelation 2:5, 2:16, 2 Corinthians 7:9-10), to repent and return to God; and

WHEREAS, IBSA’s 2016 Resolution on Church Revitalization and Renewal reminded messengers “that as Christ is head of the church, the body will submit to His authority;” therefore be it

RESOLVED, that pastors and churches are urged to have a renewed commitment to the preaching of the gospel, asking the Holy Spirit to bring new life to the churches; and be it

RESOLVED, that pastors and churches are urged to engage in the intentional, spiritual processes of church revitalization that are available to them, and be it finally

RESOLVED, that the messengers of the November 6-7, 2019 Illinois Baptist State Association Annual Meeting at Cornerstone Community Church in Marion, Illinois, encourage Illinois Baptist pastors and churches to have a renewed commitment to preaching the full counsel of scripture to those who name the name of Christ for the discipling and edification of the body of Christ.
