Louisville Metro Police Department

On April 10, 2023, Officer Wilt and his Field Training Officer responded to the Old National Bank in Louisville to a report of an Active Shooter inside the bank.
As they arrived, the suspect fired upon them and Officer Wilt was shot in the head. The suspect was ultimately shot and killed by the Field Training Officer. Officer Wilt spent 109 days in the hospital, and two years later continues his daily rehabilitation.
Officer Wilt was on his fourth-ever shift as a member of the Louisville Metro Police Department.

The International Homicide Investigators Association was founded during a 1988 ViCAP (Violent Criminal Apprehension Program) international homicide symposium, sponsored by the Federal Bureau of Investigation (FBI) at Quantico, Virginia. This symposium brought together an elite group of professionals, from around the world, representing all death investigation disciplines The IHIA is the world’s largest and fastest growing organization of homicide and death investigation professionals The non-profit organization represents the largest network of homicide professionals and practitioners ever assembled The IHIA has representatives in every U S state and nations on six continents The membership includes highly respected death and homicide investigators, criminal behaviorists, forensic scientists, crime scene technicians, crime and intelligence analysts, prosecutors, and others, many of whom are considered among the foremost experts in their respective fields and disciplines

Each year, the IHIA recognizes law enforcement professionals who have displayed exceptional innovation and perseverance in conducting homicide investigations, evidence collection, evidence examination, advances in forensic science and technology, and successful case prosecutions. Tim Braun is the principal consultant of Braun Consulting, LLC specializing in suspicious death and homicide-related matters He is a decorated retired law enforcement veteran (past IHIA Achievement Award recipient) who has compiled extensive experience in homicide, death, and criminal investigations. Tim has served as a lead or secondary homicide detective in over 400 homicide cases, along with hundreds of other death related cases The New Jersey Superior Court has recognized him as an Expert Witness in Homicide Investigations
In addition to his work with Braun Consulting, Tim serves as a Team ADAM Consultant with the National Center for Missing & Exploited Children (NCMEC), working alongside law enforcement on recent and long-term missing children cases He has traveled throughout the US while working on several high profile critical missing child cases
TARGETED HONOUR-BASED VIOLENCE
IHBV is any attempted or threatened physical harm of a family member with honour as the principle motive. In its most extreme form, the violence leads to the killing of the family member because the victim is perceived as bringing ‘dishonour’ the family. These are premeditated killings of family members who are thought to have brought shame or dishonour to their family by engaging in certain behaviours that are considered unacceptable Honour killings are on the rise in North America, Europe and Australia
Peter I Collins, has been an operational forensic psychiatrist, with the police, for 35 years and retired in March 2025 after 30 years with the Criminal Behaviour Analysis Section of the Ontario Provincial Police. From 1990 to 1995 he was with the first profiling unit of the Royal Canadian Mounted Police An active member of the IHIA, since 1999, Peter has worked with, and instructed, numerous criminal justice agencies in North America, and 26 countries internationally including the FBI, the U.S. Department of Homeland Security, Interpol and Europol.
Detective Sergeant Tara McDougall has been an officer with the Ottawa Police Service located in Ontario, Canada since 2003 She is currently the Detective Sergeant of the Security Intelligence section, focusing on National Security, Terrorism and Violent Extremism Her extensive experience as a Detective Constable in Witness Protection has provided her with unique insights into Honour Based Violence and Honour Based Killings. During this time, she administered Ontario’s Witness Protection program on behalf on the Ministry of the Attorney General A strong advocate for victims, her expertise in this critical area was highlighted in her presentation at the National Witness Protection Conference in 2024. Her diverse investigative background also includes significant experience in Sexual Assaults, Child Abuse, Intimate Partner Violence and General Investigations

BETTIE COLLINS HOMICIDE - CASE STUDY
This case presentation will be in reference to the investigation and arrest of Mark Rudolph for the murder of Bettie Collins Ms Collins was a 79-year-old woman who lived alone and was brutally murdered by Mr. Rudolph when he entered her home and stabbed her approximately 64 times in the head, neck, and back This presentation will cover the several elements of the investigation including physical evidence and DNA evidence that linked Mr Rudolph to the crime
Since 2022, Detective Tim Huber has served with the LMPD Homicide Unit and has been assigned as the lead detective on 23 homicide cases
Prior to joining LMPD, Detective Huber completed ten years of service with the Louisville Metro Department of Corrections (LMDC), rising to the rank of Lieutenant
Throughout his career with the Louisville Metro Police Department, Detective Huber has served in a variety of roles, including the 1st Division patrol platoons, 1st Division Impact Unit, Special Response Team (SRT), the Training Academy, Criminal Interdiction Division – Violent Crimes Unit, and the Homicide Unit He has led and assisted in numerous investigations, including thefts, narcotics offenses, illegal weapons cases, violent assaults, death investigations, and homicides.

THE LIMITS OF HUMAN
As interviewers we deal in memories, whether they be from witnesses, suspects or victims. Sometimes specialist methods are needed to allow subjects to deliver the information we need. For example, cold cases or prolonged involvement in crime or with a criminal organisation This session will look at the cognitive reasons interview subjects sometimes omit information By understanding these issues, interviewers can use appropriate strategies to overcome the limitations imposed by human cognitive processes and remove barriers to expansive disclosure. We will look at practical methods used in interview to retrieve difficult to access memories without contaminating them. Topics covered include: The science of memory; The cognitive processes at work in interview; The idea of an “extended memory ” and the use of supportive methods to overcome limitations; Direct and generative recall

Wayne has over three decades of operational experience, spending the first years of his career as a UK police detective, specializing in the investigation of serious and organized crime and the use of covert policing methods This was followed by a career as a UK government intelligence officer working in counterterrorism investigations around the world He now collaborates with police and intelligence agencies to train interviewers and investigators in sciencebased methods that provide ethical and effective information elicitation He has delivered training across the USA, Europe, Australia, South America and the Middle East, to both local and national agencies. When not teaching, he participates in research into the behavioral and cognitive aspects of interviewing in support of the Hope Applied Cognition Laboratory in Portsmouth University, U K and the Cold Case Network (a collaboration with Carleton University, Canada, and Goldsmiths University, U K ) He is a deputy editor of “Investigative Interviewing Research and Practice”, the journal of the International Investigative Interviewers Research Group.
BEYOND THE BADGE: HIGH-STAKES
This presentation provides an in-depth case study of a homicide investigation that escalated into a surveillance operation and ultimately an ambush where the lead investigator was shot It breaks down each phase of the investigation, highlighting investigative techniques, surveillance planning, and the critical decisions made in real time.
Detective Nick Music is a dedicated and experienced law enforcement professional currently serving as a homicide detective With over a decade of experience, he has honed his investigative skills through five years on third shift patrol, two years in special operations, and the past three years specializing in homicide investigations. Detective Music is committed to seeking justice, solving complex cases, and ensuring the safety of the community through meticulous investigative work and unwavering determination

ORGANISED CRIME
Sergeant Brandon Gibbs was hired onto the Lexington Police Department in November, 2013 Sergeant Gibbs was assigned to the Bureau of Patrol when he worked predominantly 2nd shift from July 2014-2016, when he was selected for a 12- month temporary assignment in the Violent Crimes Unit Prior to the conclusion of this assignment, he was transferred to the Robbery/Homicide Unit where has was assigned as a homicide investigator until his promotion in January of 2022 where he was reassigned to the Bureau of Patrol, 3rd shift. In 2023, Sergeant Gibbs was assigned back to the Robbery/Homicide Unit as a Sergeant, where remains assigned today In addition to his permanent assignment in Robbery/Homicide, Sergeant Gibbs is also an active member of the Lexington Police Department’s Emergency Response Unit (commonly referred to as SWAT). He has been an active member of ERU since Spring 2022.
In 2021 there was a series of three high profile organised crime related Homicide's (public place shootings) involving a number of feuding OCN (Organised Crime Networks) all in the space of about 4 weeks of each other. These were a series of well organise and professionally targeted contract type murders using 'murder for hire' entities The obvious public reaction to these events led to the establishment (by the NSWP) of TF EREBUS where strategies were implemented to both ensure the appropriate investigative response, as well as further proactive strategies to mitigate further public violence involving these parties The aim of the TF was to not only investigate the murders, but to also implement strategies to proactively target those involved in these incidents at a lower level, such as those involved in the procurement of vehicles and other resources to assist the success of the overall criminality
Following TF EREBUS, in 2023, a further spate of high profile murders ensued in Sydney involving associated OCN's to those involved in TF EREBUS. This next wave again utilised murder for hire contracts and resulted in numerous heinous homicides, including public place shootings with which resulted in the death of uninvolved and completely innocent victims As a result, TF MAGNUS was established, which again was set up to implement the same successful strategies implemented by EREBUS to investigate this next wave of public place violence, and resulted in further resource based strategies out of lessons learned in TF EREBUS such as the RID (Rapid Investigation Deployment) model to assist in facilitating investigations to undertake ‘ resource intensive’ tasks such as CCTV canvassing to assist the investigative response The result yielded the arrest and charging of dozens of offenders involved from the high level organisers, through to the lower level facilitators of these crimes
Detective Sergeant Paul Mangan has had a distinguished career with the New South Wales Police Force spanning in excess of 20 years of service, marked by his involvement in several high-profile investigations Notably, he played a pivotal role in the extensive manhunt, arrest and conviction of Australia’s Most Wanted murderer, Malcolm Naden, a fugitive responsible for multiple serious murders, dedicating years to tracking him down and arresting the fugitive. In 2016, Detective Sergeant Mangan led the investigation into the alleged bugging incident involving the New Zealand All Blacks Rugby team during their stay in Sydney, demonstrating expertise in handling complex and sensitive situations A large portion of the career of Detective Sergeant Mangan has been dedicated to Homicide Investigation at the (NSW) State Crime Command, Homicide Squad
In recognition of his exemplary service and commitment to law enforcement, Detective Sergeant Mangan was awarded the NSW Police Commissioners Medal for Service, honouring his dedication to the police force and contribution to the community

ENHANCING LAW ENFORCEMENT INVESTIGATIONS: THE CRITICAL ROLE OF VICTIM SERVICES
This session will explore the vital role that Victim Services professionals play during police investigations, focusing on the emotional, psychological, and logistical support provided to victims and communities in the aftermath of homicides. Attendees will gain insight into the strategies and frameworks used to address the immediate and long-term needs of victims Through real-world examples and expert insights, participants will learn how Victim Services professionals contribute to crisis management, provide essential resources, and foster resilience in the face of tragedy The session will also highlight how victim-centered and trauma informed policing minimizes retraumatization, improves community relations and case closure rates, and increases trust.

Meghan Chung has over ten years of experience working in the crime victim advocacy field She has been employed at the Louisville Metro Police Department for over 5 years and currently serves as a supervisor within the Victim Services Unit Prior to that, Meghan worked as a victim advocate in both adult and juvenile court, working with victims of domestic violence, sexual assault, and stalking
Hannah Walling is the Victim Services & Chaplains Director at the Chattanooga Police Department Hannah has been with the Victim Services Unit in different capacities since 2018 with her most recent role as the Director for the past 3 years During that time she has provided support and services to victims of all crime types including; survivors of homicide, non fatal shooting victims, domestic violence, sexual assault, robbery, criminal traffic cases and other crime types.

REVERSING THROUGH THE UNIMAGINABLE: HOW A GOOGLE REVERSE KEYWORD SEARCH WARRANT SOLVED A DEVASTATING WHODUNNIT
On August 5, 2020, a fire engulfed a home in the Green Valley Ranch neighborhood of Denver, Colorado, taking the lives of three adults and two children - immigrants from Senegal who had no apparent connection to anything that might explain this tragedy. Three other occupants were able to escape the fire but sustained serious injuries in the process Surveillance video from nearby homes depicted the perpetrators as three individuals wearing theater-style masks; however, the identity of those individuals remained unknown for months, until a shot-in-the-dark search warrant was obtained that turned the case on its head.
Follow us through the 6-month investigation that involved innovative investigative strategies, good ‘ol fashioned police work, and a touch of good luck, through the subsequent legal fight that ended with a victory for the case, but many legal questions left unanswered.

DELPHI DOUBLE HOMICIDE INVESTIGATION
On February 13, 2017, Abigail “Abby” Williams and Liberty “Libby “German walked the Monon High Bridge Trails in Delphi, Indiana. They encountered a violent predator known as Bridge Guy. He followed them across an old railroad bridge using a gun. he controlled them, forcing them down the hill, across a creek Intending to sexually assault them, he was distracted by a van traveling on a nearby driveway He murdered both girls, attempted to hide their bodies with sticks, leaving them dead in the woods Libby heroically captured and preserved crucial evidence of Bridge Guy’s appearance and voice on her cell phone Abby managed to hide the phone despite the trauma they both endured before their horrific deaths. Investigators discovered an unspent cartridge at the scene between their bodies Another piece of crucial evidence was kept from the public until it was used to link the murderer to the scene Before the identification of Bridge Guy, a core group of detectives with a never quit attitude investigated 70,000 + tips and leads, including phone calls, emails, and handwritten letters; conducted 10,000+ interviews; and collected 2,000 + items of evidence, including 600 + buccal swabs.
On October 26, 2022, Investigators arrested Bridge Guy and identified him as Richard Matthew Allen Allen murdered the girls, returned home, resumed his life, and concealed his crime Hiding in plain sight, he led a normal life with his wife as he continued working at a local drug store. Jurors watched the video of Allen from Libby’s phone and surveillance footage of his vehicle. They heard an expert testify about a Winchester S&W 40-caliber cartridge left at the scene cycled through Allen’s 40 caliber Sig-Sauer, as well as witnesses who saw him on the trails They listened to Allen’s admission of being on the trails and the bridge, and some of his over 61 confessions. On November 11, 2024, a jury found Allen guilty of murder. On December 20, 2024, Allen was sentenced to 130 years in the Indiana DOC.

The Sherry Black Foundation was created in 2017 by Heidi and Greg Miller as a way to share knowledge that they gained out of tragedy after the violent murder of Heidi’s mother, Sherry Heidi and Greg found themselves using all available resources to help solve the crime along with law enforcement This took them on a journey of identifying existing skilled professionals, investigative tools, and finding gaps in our justice system that would lead them on a journey of advocacy
Starting the foundation was also a way for them to find light in the darkest of moments. By serving others, it continues to help them process their overwhelming grief and give hope to not only themselves, but to other families facing similar circumstances In their search for answers, they met Patrick Zirpoli and other experts and realized that their advanced skills, and those of others like them, could benefit the law enforcement community This resulted in the development of the training courses that the foundation continues to host across the country The Millers felt the need to bridge the gap between the investigative skills of specialists and those of local law-enforcement agencies that may not have the staff or budget to gain the knowledge needed to solve some violent crimes. The resulting focus of the SBF is to support the hard-working individuals and criminal justice agencies in their unending quest to keep our communities safe by reducing some redundant gaps and barriers that many law enforcement and related agencies face while working to investigate and solve violent crimes

Carson is a Merit Award recipient, Honors Student, Varsity Athlete, and active member of SHS Leadership Committed to service and personal growth, he regularly attends weekly Fellowship of Christian Athletes (FCA) meetings and plans to pursue a career in fire safety. The IHIA Scholarship will support their education at Boise State University, where they will study Fire Science. This financial support will help him focus on academic success and service to their community through a future in Emergency Response
The son of IHIA Member Preston Hollis, Hillsborough County Sheriff’s Office Graduated from Strawberry High School with a GPA of 3 92, this recipient is a respected student leader and has served as Junior and Senior Class President, captained the Varsity Golf Team, and was a multi-year member of the Student Government Association, NHS, and Fellowship of Christian Athletes. He was named Prom King, Mr Strawberry Crest, and 1st Team All Western Conference in Boys Golf Passionate about community service, he has volunteered with food banks, hurricane recovery teams, Special Smiles, and children’s golf camps. His leadership is rooted in character, compassion, and mentorship qualities inspired by his father. Currently earning his AA degree at Florida College, he plans to transfer to the University of Florida to major in Biochemistry and pursue a career in dentistry with a minor in finance He hopes to give back through community outreach and service-driven leadership.

A standout student from Broken Arrow, Oklahoma, with a 4 58 GPA, this recipient is a 3x State Champion Varsity Pom athlete, Academic All-State honoree, National Merit Scholar Qualifier, and Oklahoma Discovery Awards Nominee Recognized for her leadership, she has served as a dance teacher, theatre mentor, and Fine Arts Leadership Team member, while managing her school’s theatre social media with professionalism and integrity A dedicated academic, she has completed 14 pre-AP/AP courses, been named an AP Scholar, and is a National Honor Society member Her volunteer work spans food drives, cultural events, and charitable performances with her Theatre Arts Performance Troupe. With over 140 community service hours, his dedication includes tornado relief work, multiple mission trips to Guatemala, and mentoring younger teammates through “Iron Sharpens Iron ” Influenced by his parents, both law enforcement officers, he exemplifies discipline, service, and humility. He plans to serve as a U.S. Army officer and later pursue a career with Homeland Security or the FBI. This scholarship supports his mission to lead with integrity, faith, and a heart for others
