FBI Violent Criminal Apprehension Program (ViCAP)

Booth #25

FBI Academy, 1 Range Road, Quantico, VA 22135 www.fbi.gov/wanted/vicap

Established by the DOJ in 1985, the FBI Violent Criminal Apprehension Program (ViCAP) serves law enforcement agencies across the nation by providing a free repository for behavioral and investigative information related to the following solved and unsolved violent crimes, whether or not the offender has been arrested or identified:

• Homicides (and attempts) that are known or suspected to be part of a series and/or are apparently random or sexually oriented. We do not collect gang or drug-related homicides.

• Sexual Assaults (to include rape, statutory rape, sodomy, incest, or sexual assault with an object) that are known or suspected to be part of a series.

• Missing Persons where the circumstances indicate a strong possibility of foul play and the victim is still missing.

• Unidentified Human Remains where the manner of death is known or suspected to be homicide.

ViCAP’s services include: crime analysis; the creation of timelines, investigative leads matrices, and maps; information dissemination; the facilitation and coordination of communication between agencies; task force assistance; and the development and maintenance of the ViCAP database. ViCAP’s services and database access are provided at no cost to law enforcement agencies.

IdentiFinders International

Booth #4

18198 Aztec Court, Fountain Valley, CA 92708 www.identifinders.com

Since 2011, Identifinders has taken a lead position in the development of Forensic Genetic Genealogy (FGG) as a game-changing tool for human identification. Identifinders has claims to many FGG “firsts” including the first case where FGG was used to generate investigative leads – the 1991 Sarah Yarborough homicide, and the first case solved using FGG - the 1992-1993 Phoenix Canal Murders. Dr. Colleen Fitzpatrick, Founder of Identifinders, is one of the early pioneers to use whole genome sequencing (WGS) on forensic cases. Since 2011, Identifinders has worked hundreds of cold cases using both Y-STR and autosomal SNP testing as a means of identifying unidentified remains and perpetrators of violent crimes, pushing the limits of FGG with success stories based on highly compromised DNA samples.

Towards its goal of doing “more and more with less and less”, Identifinders has collaborated with many of the top DNA labs in the world, including the International Commission on Missing Persons, the Max Planck Institute of Evolutionary Biology, the US Armed Forces DNA Identification Laboratory, and Astrea Forensics. For its pioneering work in FGG, Identifinders has twice been named as a finalist for their pioneering work in the international Gordon, Thomas, Honeywell Cold Case Hit of the Year competition.
