Welcome to the 2023 International Homicide Investigators Association’s 29th Annual Training Symposium. We are very excited to be in Oklahoma City this year! Our Co-Hosts have been tremendously helpful, and we can’t do it without them. This year’s hosts are Oklahoma City Police Department, Oklahoma State Bureau of Investigations, and the Federal Bureau of Investigations. Please thank them for their support.

I look forward to seeing old friends and colleagues as well as meeting new members and attendees. This symposium marks my 14 th IHIA Symposium and 4 th year as your president. It has been a great honor to be part of the board and growth of the IHIA over the last 13 years. At the end of the week Sgt. Rob Peters will take over as the next president and I look forward to the next two years as the immediate past president. I highly encourage any of you who have a desire to become a board member to reach out either to me or your regional representative.

There is no higher honor than investigating the death of another human being. These investigations by their very nature require a combination of innovation, time-honored methods of investigation, and most importantly teamwork. The 2023 IHIA symposium is structured to support this formula of success with presentations from investigators, prosecutors, forensic science professionals, academia, digital media, and electronic communications.

In support of these investigations, you will find exhibitors who are as dedicated to these investigations as you are. Our exhibitors are part of the IHIA family with many being with us for years. They could choose to support other associations or endeavors, but year after year they make time to spend several days with us and interact with each of you. We take this loyalty very seriously and truly appreciate their friendship, and the time and energy put into their products to support you in your investigations. Please take some time to chat with them, as you will find their passion will rival yours!

In my almost 30 years of law enforcement work, I have repeatedly witnessed the importance of relationships and collaborative partnerships. The Oklahoma State Bureau of Investigation views our rel ationship with other law enforcement as a vital partnership and wishes to extend our “One Team, One Mission” philosophy in service to you.

Events like the International Association of Homicide Investigators Symposium allow OSBI the opportunity to interact directly with other law enforcement professionals and to forge what we hope are lifelong connections. We understand that by learning together and sharing ideas, innovations, tools, and proven investigative techniques we will foster greater communication and collaboration that will enhance each of our efforts. ABOUT IHIA

The mission of the International Homicide Investigators Association is to provide its members with support in homicide and death investigations through the provision of leadership, training, networking, resources and expertise necessary to solve cases.

The International Homicide Investigators Association was founded during a 1988 ViCAP (Violent Criminal Apprehension Program) international homicide symposium, sponsored by the Federal Bureau of Investigation (FBI) at Quantico, Virginia. This symposium brought together an elite group of professionals, from around the world, representing all death investigation disciplines. The IHIA is the world’s largest and fastest growing organization of homicide and death investigation professionals. The non-profit organization represents the largest network of homicide professionals and practitioners ever assembled. The IHIAhas representatives in every U.S. state and nations on six continents. The membership includes highly respected death and homicide investigators, criminal behaviorists, forensic scientists, crime scene technicians, crime and intelligence analysts, prosecutors, and others, many of whom are considered among the foremost experts in their respective fields and disciplines.

The diversity of IHIA’s membership greatly enhances the organization’s capability to successfully address the myriad of demanding issues facing homicide and death investigators in today’s world. The IHIA’s primary mission is to support law enforcement death investigation professionals through the provision of leadership, training, networking, resources and expertise necessary to solve cases. Successful death investigations frequently require inter-agency and inter-disciplinary cooperation and partnerships. The IHIA’s multi-disciplinary membership promotes inter-disciplinary and inter-agency coordination, cooperation, and working partnerships. This basic tenet forms a foundation for conducting sound, successful and professional homicide and death investigations. The core values of IHIA are professionalism, responsibility, cooperation, teamwork, integrity, hard work, and diligence – all of which are necessary to accomplish successful investigations.

IHIA GOALS

To accomplish these goals, the IHIA conducts annual symposiums and regional training sessions. Attendees are provided with the latest advanced training in all disciplines by renowned experts. These sessions offer opportunities for IHIA members to present cases, exchange information, and share personal experiences. Through such networking members help one another solve homicides and other complex investigations.

AWARDS

Each year, the IHIA recognizes law enforcement professionals who have displayed exceptional innovation and perseverance in conducting homicide investigations, evidence collection, evidence examination, advances in forensic science and technology, and successful homicide case prosecutions. Career achievements are also considered for recognition. Nominees for awards can be submitted to the IHIA’s Executive Board. Those selected for the IHIA Award for Excellence are honored at the annual training symposiums. Award nominees need not be IHIA members.

ACCOMPLISHMENTS

Symposiums (SB Symposiums) have been held regularly since the 1988 Quantico conference, in such locations such as Kansas City, Pittsburgh, St. Louis, Reno, Houston, Las Vegas, Tampa, New Orleans, Washington DC, San Francisco, Austin, The Netherlands, and in the United Kingdom. Members of the IHIA have been instrumental in starting state homicide investigator associations in Texas, Florida, Virginia, Wisconsin, Illinois, and Louisiana.

9:00am – 12:00pm Leadership for a Lifetime: How the Past Prepares Us for the Future

This motivational presentation will cover what it takes to be a good professional and highlight the power of being a good person. I will illustrate how to take individual talents and apply them to the group setting to make an unstoppable and productive team. It is my belief that the ability to lead is present in everyone, regardless of their rank in an organization or irrespective of their situation in life. There are common characteristics that respected people and effective leaders share - most of these traits are developed by the individual rather than through the position they hold. This presentation will cover some of these most important leadership traits, as well as how each individual can use the lessons of yesterday to overcome the challenges of today and capitalize on the opportunities of tomorrow.

During his 27 years of law enforcement, he has been a public servant, training officer, sergeant, crisis negotiator, chief of police, and chief deputy. 10 Things You Might Not Know About NLETS

Nlets is most known for its ability to access out of state driver license and vehicle registration information; however, the secure network of Nlets provides law enforcement access to so many other valuable resources. During this presentation, the presenter will spend much of her time discussing various resources that, as homicide investigators, you may not be aware are available to you. Where applicable, she will also provide real-life scenarios where these resources have been used. She will also provide a brief overview of the differences between Nlets and NCIC as well as covering some of the free resources Nlets offers to the Nlets community.

Ms. Harsin has been teaching in the law enforcement/criminal justice community for over 15 years. She earned her bachelor’s degree in Criminal Justice and previously worked for the Minnesota Bureau of Criminal Apprehension. Ms. Hasin is currently the Nlets Training & Development Manager and has traveled extensively throughout the United States educating professionals in the law enforcement, criminal justice, and public safety communities.

– 5:00pm Working with Resistance - A Science-based Approach

Uncooperative interview subjects are a recurring issue frequently faced by investigative interviewers whether the subject is a suspect, a reluctant witness or a less than fully truthful informant. Each one presents a different challenge and there is no one size fits all solution. As with all human interactions, we require a flexible approach. As interviewers, we often talk about “overcoming resistance”. However, this puts too much of the emphasis on us. A better way to approach this problem would be to look at it as “eliciting cooperation”. We need to approach this issue from the perspective of the subject, rather than our own perspective, if we are going to encourage change. By doing this we are able to remove barriers to communication and create a space where the subject feels internally motivated to give us their account.

Wayne Thomas BSc (Hons) Psych, MA (Oxon), MBPsS, Tailored Training Programs

Wayne Thomas has spent over three decades working in the realm of investigative interviewing. He began his career as a UK police detective, specializing in the investigation of serious and organized crime and the use of covert policing methods. This was followed by a career as a UK government intelligence officer working in counterterrorism investigations around the world. He now works in collaboration with UK and US agencies, plus other nations to train interviewers and investigators in these strategies.

8:00am – 9:00am Using Rapid DNA Technology to quickly solve cases and reduce backlog requests at the Phoenix Crime Lab

This session is sponsored by Thermo-Fisher Scientific

The Phoenix Police Department uses the Thermofisher Rapidhit DNA technology to quickly process rush cases. The Rapidhit DNA program has allowed the Phoenix Crime Lab to provide DNA results to detectives within hours of the crime occurring for immediate follow-up locating potential suspects. The program has also been used to reduce the backlog of cases with likely single source DNA profiles. The Phoenix Police Department plans to expand the program to include booking stations in the future to provide an even faster response for detectives to solve their cases.

Jay Hovland, Crime Lab Detective, Phoenix Police Department

Jay Hovland is a Phoenix Police Detective who has been a member of the Phoenix Police Department Crime Laboratory since 2010. In his current assignment, Jay is primarily responsible for facilitating the forensic process in support of ongoing investigations and trials. He works closely with detectives from each investigative bureau as well as the Maricopa County Attorneys Office and is part of the investigative team for officer involved shooting as well as being a a certified RAPID DNA operator and the coordinator for Phoenix.

Pros and Cons of Relying on In-House Subject Matter Experts

This session will cover some of the errors that result from investigators asking in-house subject matter experts (SMEs) such as TASER or defensive tactics instructors to analyze officer conduct. Contributing factors, including a lack of investigator and SME training in the foundations of forensic video analysis and/ or human factors, as well as question formation, will be covered. The emphasis will be on the use of video evidence in use-of-force investigations, with interactive discussion as to how to best use video evidence in relation to interviews and other recommendations.

Jeff currently serves as a consultant and expert witness in matters pertaining to use-of-force, human factors, and video forensics. He also teaches “Lawful Force” and “Human Factors” in the California POST Institute for Criminal Investigations course on Officer-Involved Shooting Investigations.

The Exoneration

of Ricky Davis with Forensic Investigative Genetic Genealogy: Lessons Learned in Seeking the Truth

This session will discuss the investigation, prosecution, conviction of Ricky Davis for a murder he did not commit. Through post-conviction DNA testing and forensic investigative genetic genealogy, Ricky Davis was not only exonerated but the actual murderer was identified, prosecuted and convicted. This session will discuss lessons learned from this case, particularly involving the use of science based interviews in investigations.

Anne Marie Schubert, Retired Sacramento County District Attorney

Anne Marie Schubert has over 32 years of law enforcement experience and is a nationally recognized expert in forensic DNA. She was elected District Attorney for Sacramento County, California in 2014 and served in this capacity until December 2022. Ms. Schubert has advanced cutting-edge DNA technologies for nearly three decades. Today, she is nationally recognized in her knowledge of forensic DNA and has trained law enforcement across the world on the use of Forensic investigative Genetic Genealogy (FiGG) to solve violent crime, exonerate the innocent and identify human remains. Murder of Australian Federal Police Asst. Commissioner Colin Winchester

On 10 January 1989, Australian Federal Police Assistant Commissioner (AC) Winchester arrived home in his driveway in the quiet Canberra suburb of Deakin in the Australian Capital Territory (ACT). AC Winchester was shot twice in the head at close range. The murder shocked the city and entire nation. Over the next six years, one of the largest murder investigations ever was undertaken, utilizing experts from all over the world and eliminating dozens of potential suspects, including the Calabrian Mafia. A seemingly water-tight brief resulted in the arrest local man, David Eastman for the murder. A1995 trial resulted in Mr

Eastman sentenced to life imprisonment. This result was considered a crowning jewel for the organization’s investigative ability, restoring confidence to the nation. However, after exhausting all appeals and reviews – Mr Eastman was granted a judicial inquiry, which in 2015 quashed the original conviction and ordered a retrial. In 2018, after more than a week of deliberating, a jury returned a not guilty verdict. Mr Eastman was subsequently awarded more than seven million dollars for his 19 years imprisonment. What went wrong? How did the assassination of Australian highest ranking police officer end up like this? The session will explore the murder, the investigations, the judicial inquiry and the retrial.

Adam Rhynehart joined the AFP in 2005, commencing in General Duties in ACT Policing, Canberra. This training will discuss Incels – a name adopted by a large online community of self-loathing heterosexual men who believe woman have castigated them to a lifelong experience of involuntary celibacy. A minority of the Incel community have lashed out with violence toward women whom they view as unattainable because of their physical attractiveness and popularity. This class will help the participant:

• Identify the history, tenets, and doctrines of the Incel community

• Differentiate between sexually motivated versus Incel-driven homicides

• Develop strategies for interviewing and interrogating Incels

• Identify particular Incels who are at high risk for perpetrating violence.

Mark Zelig served as a lieutenant on the SLC Police Department. Dr. Zelig has a national independent practice in Forensic and Police Psychology, with offices in Utah and Alaska. As an active member of the Utah Cold Case Review Board, he frequently serves as an expert witness for civil an criminal cased involving psychologically-based evidence. He is the co-author of the recently published book, Evaluations of police suitability and fitness for duty evaluations.

Coy Cox, Detective, Boone County Sheriff’s Department

Detective Cox is a graduate of Calvary High School in Covington, Kentucky. He obtained an associate degree in criminal justice from Northern Kentucky University. Soon after, he began a career in law enforcement. The first department of service for Cox was the Newport (KY) Police Department. He held several roles over the 11 years with this department, including patrolman, vice detective, patrol sergeant, special operations group (SWAT), honor guard commander, and platoon commander. Cox also spent 8 years at the Kentucky State Police.

Lora Goodman, Detective, Boone County Sheriff’s Department

Detective Goodman has been in law enforcement for twenty-two years, including eight (8) years as a dispatcher supervisor. In 2008, Detective Goodman became a patrol officer with Lakeside Park Police – Crestview Hills Police Department in Crestview Hills, Kentucky. Detective Goodman made the short leap to the Boone County Sheriff’s Office in 2016 where she was quickly earned a position in the Criminal Investigations Unit. Between her time with Lakeside Park and Boone County, Detective Goodman spent nearly a decade investigating personal crimes and crimes against children.

Project Hunter – Stanley Park Homicide, Vancouver, Canada

On Wednesday 1st February 2017, the body of Lubomir KUNIK was found on a rocky beach in Vancouver’s Stanley Park. KUNIK had been stabbed multiple times in what was evidently a frenzied attack. Stanley Park is the jewel of Vancouver, BC and is a renowned tourist destination for millions of tourists who visit Vancouver annually. The Vancouver Police Department, Homicide Unit was tasked with the investigation of the murder of Lubomir KUNIK in the investigation designated “Project HUNTER.” There were no direct witnesses to the incident, no video evidence and no tangible motivation for the murder of KUNIK who was described by all who knew him as a likeable and friendly outdoor enthusiast with no enemies and no criminal history. The investigation was a classic who-done-it. The violence observed in the attack combined with the prominent location of the murder resulted in significant public safety concerns and media interest in what was a random and unprovoked murder that shocked the public in not only Vancouver but across the world.

Ryan Smith joined Northumbria Police in the United Kingdom in 1999 and worked within Operational Policing and Emergency Response Operations. In 2005 Ryan was offered an opportunity to transfer within policing and in 2006 he formally transferred to the Vancouver Police Department in British Columbia, Canada. During his career with the Vancouver Police Department Ryan has worked for almost 16 years in Major Crime and National Security Investigations leading Major Projects and Joint Force Operations throughout Canada and becoming a Provincially Accredited Team Commander in 2018.

Peter Roman has been a federal prosecutor for more than 12 years. He spent most of that time investigating and prosecuting including everything from hacking tp homicide. He has also trained both foreign and domestic law enforcement and prosecutors in the use of digital evidence and how to conduct cyber investigations. For his work on the January 6 riot case, collecting geolocation evidence from the crime scene using geofencing, he was presented with a U.S. Attorney’s Office FBI Service Award.

John Bamford is a detective with the Arlington County Police Department’s Homeland Security Section where is assigned as a full time member of the FBI Washington Field Office Cyber Task Force. Reagan Paris, daughter of IHIA member Daniel Paris of the Yellowstone County Sheriff’s Office, and a proud graduate of Billings High School, has made her mark as a true all-rounder. Her academic journey is a testament to her dedication, enthusiasm, and multifaceted talents.

At Billings High School, Reagan was actively involved in various activities showcasing her diverse interests. As a cheerleader, she displayed her energetic and spirited personality, while her participation in track exhibited her discipline and physical prowess. Her creative skills shone through her involvement with the Yearbook committee, where she contributed to preserving cherished memories for her classmates.

Reagan’s commitment to her community was evident in her work with the Billings Youth Leadership and Interact Club. Her roles in Senior Advocates and the National Honor Society further demonstrated her leadership abilities and academic excellence.

Not one to shy away from artistic pursuits, Reagan was also an integral part of the school’s orchestra, showcasing her musical talent. With a passion for education, Reagan is set to attend Carroll College, where she will pursue a degree in Secondary Social Studies and History. Inspired by her most significant influence, her mother, she aspires to follow in her footsteps as a dedicated and compassionate teacher.

Reagan’s holistic involvement in her education, sports, arts, and community service paints the picture of a young woman committed to growth, learning, and positively impacting those around her. Her journey thus far is a promising indication of the success and fulfillment that undoubtedly lie ahead.

Mallory Marty is a young woman with a profound sense of justice and a heart for her community. Daughter of IHIA Member Mike Marty with the Douglas County District Attorney’s Office, Mallory has grown up with a unique perspective on the legal system and its role in society.

A graduate of Galena High School, Mallory demonstrated her creativity and team spirit as a member of the Yearbook committee. However, her passion for helping others and community engagement is where she truly shines.

Mallory has been actively involved in various volunteer activities in Reno, Nevada. Her compassionate work at the local homeless women’s shelter is a testament to her empathy and desire to uplift those in need. She has also played a key role in community efforts to feed people experiencing homelessness in downtown Reno and raised essential supplies and food for the Children’s Cabinet and Evelyn Mount Center. Mallory’s dedication to justice and community well-being is not confined to her volunteer work. She is set to attend the University of Montana, majoring in Pre-Law, with a clear vision of her future. Inspired by her father, her most significant influence, Mallory has articulated a long-term goal that resonates deeply: “One of my long-term goals is to become successful and happy and help people who have lost a loved one to homicide by giving the families justice and putting the person who did the crime away for a very long time.” With her strong sense of justice, community involvement, and clear vision for her future, Mallory Marty is poised to contribute significantly to her community and the legal field. Her commitment to service and her pursuit of fairness stand as a beacon for others to follow, and her upcoming journey in Pre-Law is just the beginning of what promises to be an impactful career.

Ellie Ann Paris, daughter of IHIA member Daniel Paris of the Yellowstone County Sheriff’s Office, is a young woman known for her energetic involvement in school and community activities. A graduate of Billings High School, Ellie’s school life was filled with a rich array of interests and commitments. She brought spirit and enthusiasm as a cheerleader, and her artistic flair shone through her involvement in the Philharmonic Orchestra and Origami Club. A diligent student, Ellie was recognized as a member of the National Honor Society, and her leadership skills were cultivated through Senior Advocates and the Interact Club.

But Ellie’s dedication didn’t stop within the walls of her school. She has been involved in an impressive list of volunteer efforts, from annual community events to fundraisers. Her work with The Elks Club’s Annual Hoop Shoot, Billings Clinic Classic Fundraiser, and the Keep Senior Beautiful initiative are just a few examples of her dedication to service.

Ellie’s compassion also extended to children, as demonstrated by her involvement in writing Santa Letters to elementary school students, assisting at the Elementary School Track Meet, and organizing the Backpack Drive. Set to attend Carroll College alongside her sister Reagan, Ellie will major in Business Management and Marketing. Her most significant influence is her mother, whose inspiration has sparked Ellie’s aspiration to attend culinary school and fulfill her dream of becoming a chef and opening her bakery.

Ellie Ann Paris’s diverse interests, passion for community service, and clear vision for her future reflect a well-rounded and ambitious individual. Combining business studies with her culinary dreams, her path ahead promises a journey filled with creativity, leadership, and impact. Her commitment to her community, her family’s support, and her willingness to explore new avenues all signal this inspiring young woman’s bright and promising future.

Raffle proceeds will be given to assist an Oklahoma City law enforcement officer and their family.

September 23, 2022, started as a typical day. Edmond Police Officer Joe Wells wore his helmet and sunglasses as he patrolled on his motorcycle through Edmond on a bright and sunny Friday afternoon. Just down the road, his fellow officers were pursuing a pickup that had caused several wrecks. Wells joined the pursuit around 1:50 p.m. Suddenly, the truck made a U-turn and headed toward Officer Wells, who had come to a stop, police said. Wells fired one round at the vehicle before it collided with him and his motorcycle, police said. Wells was thrown from his motorcycle into a nearby ditch but was responsive as medical personnel carried him into an ambulance and rushed him to the hospital.

Officer Wells sustained life-threatening injuries. He has undergone multiple surgeries, survived pneumonia twice and was unconscious for several weeks. The IHIA is hoping to assist Office Wells and his family with the financial burdens placed upon him while he continues to recover.
