MEETING COM ON IMPROVED RECOGNITION 2 September 2011, Brussels, 11h30 12h45 Participants J端rgen Tiedje, Head of Unit E4, DG MARKT (JT) Agnieszka Matuszak, Legal Officer E 4, DG MARKT (AM) Joke van Hengstum, ECIA President (JH) Dominique Lancrenon, ECTP Vice President (DL) Nigel Thorne, EFLA President (NT) Prof. Ralf Niebergall, Chair Work Group International, BAK (RN) Dr. Joachim Jobi, BAK Office Brussels (JJ) MINUTES After the introductory tour de table JJ presented the topics of interest to be discussed at the current meeting, i.e. the possibilities to improve recognition for Interior Architects, Landscape Architects and Spatial Planners in the context of the Green book PQD and harmonisation work done so far by ECIA, EFLA and ECTP. JT then gave a short insight into the Green book published on 22 June and the relevant provisions concerning possible improvement of recognition for non-sectoral professions like the above mentioned. He emphasised that an integration of new professions into the automatic recognition system of the PQD would take many years and is - for the time being - not a feasible option for the COM. Nevertheless, he insisted that the proposed new concept of Common platforms could mean a step forward for new professions, as this would result in an enhanced and faster recognition of professional qualifications. According to JT the preconditions set by the Green book for the successful establishment of Common platforms would be: Limited number of Member States one third proposed by Green book, i.e. 9 today Internal market test by COM to be defined Role of professional experience to be clarified Sequence of procedure for establishment o Proposal by professional organisation o Support by Member States (MS) o Agreement by COM He finally underlined that the details were not yet clear and would be influenced by the views of the European Parliament (rapporteur Emma McClarkin) in the course of the amendment of the PQD. JH then explained the current achievements of the ECIA in developing a common educational Charter for Interior Architects, the Member Organisations participating (from 16 EU-MS) and the Recognition Programme for Schools developed by the ECIA.
