

It was another amazing year for IEHP. As always, team members demonstrated their commitment to our Mission, Vision and Values by advocating for our members, providers and community. Here is a recap of just some of 2024's wonderful highlights.
The 2024 IEHP Quality Report provided a transparent view of our quality journey. The data and initiatives shared in the quality report include results from IEHP’s main quality measures in the Healthcare Effectiveness Data and Information Set (HEDIS®). These core measures track our performance in chronic care, preventive care, behavioral health and patient safety. We also shared our ratings in member satisfaction, provider satisfaction and team member engagement.

KTLA’s “L.A. Unscripted” visited our campus to talk about IEHP Covered – our new product line for Covered California. Wayne Guzman, director of sales and outreach, and Enrollment Specialist Gricelda Sanchez were interviewed for the episode.
IEHP proudly joined our nation in celebrating Black History Month in February. The Empowering Black Opportunity, Networking and Excellence (E.B.O.N.E.) Committee hosted several activities throughout the month to honor the incredible accomplishments, milestones and contributions from the Black community to our country.
Director of Government Affairs Victoria Ostermann joined Jarrod McNaughton for meetings at the State Capitol. We shared our concerns and challenges and requested support so that we can continue serving the residents of the Inland Empire. We met with the following: Assemblymember Freddie Rodriguez; Senator Caroline Menjivar’s staff; Senator Steve Padilla; Assemblymember Corey A. Jackson, DSW, MSW; Senator Kelly Seyarto; Assemblymember Dr. Akilah Weber; Senator Richard D. Roth; and Assemblymember James C. Ramos.
IEHP Foundation welcomes new CEO
Greg Bradbard joined IEHP Foundation as its new CEO on Feb. 20. Greg previously served as president of the Hope Through Housing Foundation and senior vice president for National CORE.
The Community Health Department’s Social Community Services Rural CHW (Community Health Worker) Project held its graduation on Feb. 21. This was the sixth cohort to graduate from and the first virtual cohort provided by the CHW Certificate program. In total, 19 CHWs received their certificate. The CHWs completed an intensive training on topics such as an overview of CHW roles and responsibilities, cultural competency, introduction to public health, health care navigation, and improving health outcomes. These CHWs are now equipped to better serve their communities in the areas of Mead Valley, Coachella Valley, Blythe, Trona, Needles, and Barstow.
The Feb. 21 dinner was held at the Eagle Glen Country Club in Corona. Discussion topics included Covered California and the Global Quality Pay for Performance program.
IEHP visited Trona on March 14 to host the “Trona Spring Health Fair.” In collaboration with external partners, we expanded the range of services offered at the fair to include complimentary teeth cleanings, COVID and flu vaccines and free COVID test kits to all attendees. The IEHP Transportation team also attended to educate our members on how to use their benefits. Additionally, the Eligibility and Continuity Services and Enhanced Care Management teams helped case manage and assist residents with accessing services. Lastly, in honor of Pi-day, our teams provided free slices of pie from Esparza’s, a local restaurant in the city.
IEHP hosted a Match Day celebration on March 23 at Dave & Busters for our Healthcare Scholarship Fund (HSF) scholars, but specifically to honor the Matchers. The event was held in partnership with Riverside County Medical Association and San Bernardino County Medical Society. Many of our scholars are staying within the Inland Empire. They’ve matched in residencies at ARMC, RUHS, UCR, Riverside Community Hospital, and LLU.
The March 20 dinner—in the Coachella Valley— was held at Ruth's Chris Steakhouse. Discussion topics included provider targeted rate increase and the Network Expansion Fund.
This year’s Team Member Engagement Survey opened on April 15. Great Place to Work conducted the survey again on our behalf. It ended April 30.
IEHP recognized national Autism Awareness Month during the April M.A.D. Meeting. The Specialty Kids Intervention team, also known as the SKI team, help our members under the age of 21, who have been diagnosed with Autism Spectrum Disorder and other developmental disabilities, get connected to vital treatment services. The team shared more information about their services and autism during one of the April Farm Stand events.
During the month of April, IEHP shared results from the annual Provider Satisfaction Survey. Results showed 98.2% of providers shared they would recommend IEHP to other physician practices. Broken down by category, IEHP ranked within the 100th percentile for finance, pharmacy and overall satisfaction.
The region’s first AI Healthcare Conference took place here at IEHP on April 26. This event featured some of the brightest minds in the country, sharing the latest innovations and discoveries in AI currently transforming the delivery of health care. The event was organized by Riverside County Medical Association. It’s just another way to ensure IEHP is staying relevant when it comes to critical conversations around the future of health care.
The Community Wellness Center (CWC) in Victorville turned 5 in April. IEHP hosted a special anniversary celebration on April 20 for the community.
The April 17 dinner was held at Porter's Prime Steakhouse in Ontario. Discussion topics included Enhanced Care Management and Community Supports.
On May 3, IEHP held its annual Mission Conference. Nearly 200 health care partners and community advocates attended this special event. The theme was “Our Collective Call to Compassion.” The goal of our annual Mission Conference is to inspire us to greater heights of courage, compassion and collaboration. We also announced this year’s winners of the Living the Mission Awards:

National Nurses Week was celebrated the week of May 6-12 and honors the contributions and service of those who have accepted the call to heal others. There are a total of 474 team members at IEHP who are either RNs or LVNs. They advocate for our members and walk with them on their journeys to better health. Their work is crucial to our Mission, and we thank them for everything they do.
IEHP commemorated Mother’s Day with several short and super cute videos created by our Marketing & Communications team for our social media channels. Fun fact – the children featured in the video all belong to IEHP team members!

On May 22, IEHP celebrated the groundbreaking and dedication of the new Community Wellness Center (CWC) in San Bernardino. San Bernardino was the very first city we opened a CWC (formerly known as CRC) on April 20, 2015. Since then, we have outgrown the current building and needed to find a bigger and bolder location to better serve the community. Once renovated, the new two-story CWC will boast 33,000 square feet with six multipurpose rooms, a full-service integrated teaching kitchen, a children’s room, teen center and a tech center. It will be a safe and welcoming place where everyone in the community can access vital services for their total well-being, from nutritious cooking and fitness classes to health education to job training to comprehensive social services, all at no cost. The CWC is scheduled to open in 2025.
IEHP was certified in May as a Great Place to Work® for a FOURTH year in a row! Great Place to Work® certification recognizes employers who create an outstanding employee experience based on various criteria. This designation was made possible thanks to our 92% positive response rate to April’s team member engagement survey.
Mental Health Awareness Month was dedicated to eradicating stigma, extending support, fostering public education and advocating for policies that prioritize the well-being of individuals and families affected by mental illness. The Mind Health & Wellness Employee Resource Group hosted a “Grow Where you are Planted” a succulent potting class on May 16 and a Lunch and Learn workshop “Stress Management Skills: Mind-Body Methods to Improve Your Mood at Work and Home” on May 23.
IEHP celebrated Asian American and Pacific Islander (AAPI) Heritage Month in May to recognize the different AAPI histories, cultures and traditions. The AAPI committee planned some exciting events including a Sushi Rolling Lunch & Learn and festive cultural celebration on May 30. It featured vendors, a fashion show and entertainment.
IEHP reintroduced Bronze training to our leaders. This special training utilizes A3 thinking methodology and helps leaders understand how to problem solve using LEAN concepts within their departments to drive organizational strength, vibrant health and optimal care.
As part of IEHP’s continued DE&I (Diversity, Equity & Inclusion) efforts, the E.B.O.N.E. (Empowering Black Opportunity, Networking and Excellence) Committee hosted a wonderful Juneteenth tree dedication on June 12 featuring inspiring poetry readings and singing. The Committee also welcomed special guest speaker Ehmandah Ramsey who shared her powerful insights about Juneteenth's significance. Special thanks to the E.B.O.N.E. Committee leaders and members for their efforts in planning this important event.
The Diversity, Equity and Inclusion LGBTQ+ Pride Committee hosted a couple of special activities to celebrate Pride Month.
IEHP yielded excellent results on our 2023-24 Quality Achievement Program. Not only did we improve our performance on 5 out of 7 measures when comparing our 2022 to 2023 performance, but we also met both improvement and achievement goals for 4 out of 7 measures and met the improvement goal for one measure. We were unable to meet our goals for two measures. However, this was quite an accomplishment as our teams intentionally set ambitious improvement and achievement targets!
IEHP officially received NCQA Health Plan Accreditation status. Our official final score was 100% from May’s Medi-Cal Health Plan Accreditation Survey. This is a wonderful improvement compared to the 95% score we received in 2021. We will maintain this Health Plan Accreditation status until June 20, 2027.

VP of Member Experience Mike Grant threw out the opening pitch as IEHP co-sponsored the June 21 baseball game between the Rancho Cucamonga Quakes and the Inland Empire 66ers. The Quakes stadium was sold out for this special “Friends Night” themed event.
The June 26 dinner was held in Temecula. Discussion topics included Covered California, Enhanced Care Management, Community Supports and the Network Expansion Fund.
Jarrod was honored with the “2024 SBCMS Presidential Award” by the San Bernardino County Medical Society at its Annual Installation of Officers and Outstanding Awards event on June 27. Jarrod was recognized for his many years of dedication and representation to the mission of quality care delivery and for transforming the lives of so many providers, as well as patients.
We were proud to celebrate the achievements of over 30 IEHP Health Scholars who graduated from California University of Science and Medicine (CUSM), Loma Linda University (LLU) School of Medicine & School of Nursing, and University of California, Riverside. 50% of our scholars are staying in the IE for their residency programs with RUHS Psychiatry, LLU Med Peds, Temecula Internal Medicine and ARMC General Surgery.
The first meeting of IEHP’s Community Advisory Committee (CAC) was held June 27. The CAC is a new requirement by DHCS and was developed to identify and advocate for preventive care practices, improve member or provider targeted services, programs, partnerships, and trainings and more. Members represent all six IEHP regions and come from diverse and hard-to-reach populations.
Cedar House Life Change Center named IEHP this year's recipient of the Community Health Award during its Awareness Luncheon in Fontana on June 27. IEHP was honored for the important impact we have made in the region. The Awareness Luncheon brings together community leaders and elected officials to share the work they do to serve those working through drug and alcohol addiction recovery with both inpatient and outpatient programs.
San Bernardino Mayor Helen Tran made a surprise visit to our Community Wellness Center (CWC) on July 27. Mayor Tran was there to present our partner San Bernardino Fatherhood with an award recognizing the Bootcamp for Dads workshop held at the CWC. Mayor Tran also toured the center with center supervisor Marisol Pilotin and observed a Strength and Conditioning class. CWC San Bernardino provided Mayor Tran with backpacks and school supplies for the five children who arrived with the team.
Effective July 1, 2024, IEHP Health Access was designated as an Enhanced Care Management (ECM) provider for IEHP members. This designation follows the vison of the Department of Health Care Services’ (DHCS) for Managed Care Plans to provide ECM services through an in-person, communitybased approach.
A special lunch was held July 25 to celebrate the excellent results of the Quality Achievement and Team Member Bonus program. Besides lunch, team members were treated to dessert, games, music and fun photo booths.
IEHP enrolled nearly 30,000 members into Covered California during our first year as part of the exchange. And not only did we offer the lowest cost Silver Plan in our region, but we also had the lowest rate increase in all of California.
IEHP joined Desert Care Network, Desert Healthcare District & Foundation, Eisenhower Health and OneFuture Coachella Valley to help fund the expansion the RN program at College of the Desert. The group committed a combined $2.9 million. The funding will help add 70 students to the 2024-2025 nursing class, cover program costs, add 10 more training beds in the skills lab, provide scholarships and help fund holistic support services. Chief of Staff Dr. Luciana Starks and Director of Strategic Provider Partnerships Marci Coffey represented IEHP at an Aug. 28 press conference to announce the joint funding.
In August, IEHP toured Barstow Community Hospital, Providence St. Mary Medical Center, Victor Valley Global Medical Center and Desert Valley Hospital & Medical Group. Purpose of the site visits were to: Connect with our hospital partners, share health plan updates, review how they are performing in the areas of Operations, Finance and Quality both at the plan level and within Hospital Optimal Care and gain a better understanding of what support they need from us to better serve our members.
IEHP was one of the winners of the 2024 ESRI Special Achievement in GIS (SAG) award. This award is for organizations that set new standards throughout the Geographic Information System (GIS) community. IEHP was recognized for developing a process that accurately assessed our provider network in relation to enrolled members.
The Supply Chain Management team learned it was one of 198 national winners of the award for Achievement of Excellence in Procurement by the National Procurement Institute, Inc. (NPI).
This was the first time in IEHP’s history to receive this notable award, which recognizes agencies that go beyond the minimum requirements set by NPI. IEHP was recognized for its vendor transparency, fair and open bid processes, use of innovation and code of ethics.
IEHP hosted the final dinners in our Provider Dinner Series for 2024 in August and September. The dinner series proved to be very successful with good attendance and high engagement. Dinners were held at locations throughout the region. Popular topics included IEHP’s Pay For Performance (P4P) program, Covered California, MCO tax and the Healthcare Scholarship Fund.
In 2024, IEHP celebrated 28 years since we became an official health plan in the region. The goal was to build an accessible network of health care providers to deliver high quality care, develop innovative programs that would bring the community together and promote a team culture that is collaborative and does the right thing.
Early initiatives included the launch of the Healthy Families program, and then Healthy Kids, with services designed and dedicated to caring for those most in need. It is a legacy that continues to this day. In nearly three decades, we have grown from 62,000 members to more than 1.5 million. We’ve also grown in team members, providers and physical spaces. In fact, IEHP has evolved and transformed in so many ways since we first opened our doors. But our commitment to caring for our community has never changed. In fact, it’s only grown stronger.
Team members learned about essential emergency preparedness during the annual Safety & Emergency Preparedness Fair on Sept. 11. It featured vendors, demos, games and prizes.
IEHP was named one of Fortune’s 2024 Best Workplaces in Health Care™, ranking #14 on the list. IEHP was recognized for effective practices to ensure its team members and providers work in a positive, uplifting environment with personal and career growth benefits available year-round.
IEHP received our first overall National Committee for Quality Assurance (NCQA) Medicaid Health Plan Rating 2024 of 4 out of 5 for our Medi-Cal line of business. This rating was based on our performance in key areas of prevention and equity, treatment, and patient experience measures.
Team members were encouraged to attend IEHP’s annual Benefits Fair on Sept. 18 to get the information they needed to elect the right benefits for them and their family. It featured over 30 vendors, free health screenings and raffle prizes.
IEHP’s first ever Mission Week was held Sept. 23 to Sept. 27. The theme was Committed to Mission and the goal was to create a week with opportunities to reflect on the meaning and purpose of our work. Activities included: Reflection Walk, performance by former IEHP member Abi Carter and a Learn & Grow workshop.
IEHP hosted the Inland Coalition on Aging conference on Sept. 27. The Master Plan for Aging presents a roadmap for aging well with a focus on housing, transportation, health care, Alzheimer's, mental health, social support, and caregiving.
About 100 health care executives and leaders attended the third annual Future of Health Summit on Oct. 11 to uncover bold and innovative ideas to address challenges facing the industry down the road. Speakers included: Elizabeth Landsberg, director of the California Department of Health Care Access and Information; Erica Galvez, CEO of Manifest MedEx; Dr. Terry Gilliland, president and chief executive officer of Geisinger; Steven T. Valentine, president of Valentine Health Advisers; and Genia Fick, IEHP’s VP of Quality.
Nearly 200 hospital executives from all 34 of IEHP’s network hospitals convened on Oct. 2 for the annual Best Practice Collaborative event. It was a day for networking and learning how to partner in our efforts to continuously our performance as health care providers and professionals through innovation.
COO Susie White and her team of about 450 walkers participated in the Susan G. Komen More than Pink Walk for breast cancer on Oct. 13 in Murrieta. The “IEHP Goes Pink” team raised more $24,839 and were even crowned Top Fundraising Team for the second year in a row. Funds raised will help support breakthrough research and provide assistance to those in our community facing breast cancer.
IEHP hosted a vibrant celebration of Hispanic Heritage and culture on Oct. 10. Activities included a traditional Aztec dance performance, a live mural by artist Robert Cervantes and his Eastside Arthouse team, music, photo both, artisan vendors and a taco truck.
IEHP celebrated Halloween once again as we always have – with lots of joy and creativity! The costumes and participation were amazing. It’s definitely one of the best events of the year.
For the first time in our history, IEHP was named by Great Place to Work® and Fortune magazine as one of the nation’s Best Workplaces for Women. Thanks to participation in our last team member engagement survey, our team members helped our organization earn its ranking of #91 on this distinguished list.
The annual DHCS Medical Audit was held Nov. 4 through Nov. 15. These kinds of audits are important because they present wonderful opportunities for us to learn and grow. An audit is also a chance for team members to talk about the incredible advocacy they do every day on behalf of our members.
IEHP was once again a sponsor of SunLine Transit Agency’s student art contest in Coachella Valley. This contest, which we’ve sponsored since 2018, gives the area youth an outlet for creativity and also teaches them about public transit and clean energy. Original artwork from three first place winners were wrapped onto hydrogen electric fuel busses and artwork from runners-up are on display at a local bus shelter. Such a fun and unique way for IEHP to support our community!
Dec. 18, we held our second annual Share Your Gifts Talent Showcase in the Atrium and on Teams. We had a fantastic line up of IEHP team members who shared their gifts of singing, dancing and more. The audience participated in live judging and voting for the winners.
