Isabel Aguilar López Commerce Councilwoman

Diego Gómez Garcia Alzira's mayor

Ivan Martínez Araque Economic and employment promotion councilman

Employment, training and economic promotion are the main priorities for the City Council Given the situation of many families in our city, the new government team has the priority of promoting employment, giving training to the unemployed and developing economic sectors in out city. The dedication of the Economic and Employment council has been developed through the Local Development Agency IDEA (Economic Development Initiative in Alzira). In fact, the facilities are going to be expanded through the creation of a new computer classroom with resources invested by the Provincial Government. The main priority of the Alzira City Council is to promote employment and great efforts have been made to accomplish necessary measures that had not been implemented during the 2015. The amount of 183143.80€ were allocated to create the Employment Workshop “T’ESTIME 2015” aimed for unemployed people over 25 that has benefited 20 students as well as the “Plan Familias” (offering a contract to 27 people in risk of social exclusion) and the “Youth Employment Plan” (for 15 qualified young people) with a total inversion of 360000 euros. New Labour Exchanges have been created for the employment of managerial workers that have been financed by the Provincial Government. We have also had an impact on training by continuing with the professional training for employment with the objective of providing the incorporation to the labour market and continue the promotion of selfemployment and we have started the courses to obtain the certificate of professional skills.

4

Moreover, for the first time the local administration will be able to offer Professional skills courses for employed and unemployed people. A convention of accession with the “Fundación Esplai” has been created for the development of New Technology Programmes for the RED CONECTA. The free English speaking courses IDEA ENGLISH COFFEE have had a great acceptance and the courses have even been extended to a new free conversation group in French IDEA CAFÉ FRANÇAIS. We have not left the behind the programme MAYORES MOVILIZADOS and we have created a new edition which includes internet, social media and the use of mobile technologies. Great efforts have been made to promote economy. They consist of aids to small businesses and enterprises as well as helps for local entrepreneurs. The conference ENRÉDATE ALZIRA 2015 along with the CEEI (Centro Europeo de Empresas Innovadoras de Valencia) was aimed towards small businessmen and entrepreneurs planning to start a new business. In fact, we have collaborated with the Focus Innova Pyme in Valencia. The IDEA COWORKING AWARDS 2015 have been organized to aid the creation of new businesses, especially small businesses, and professionals that have difficulties during the initial phases of a company. The aids “EMPRÉN” have also financed the entrepreneurs in Alzira with the 50% of their freelance fee during the first year. We are going to continue creating networks, contacts, sharing opinions, learning from new tendencies and growing sectors that allow us to create new opportunities in the industrial fabric. In this new term in office, we have promoted the participation of more members in the Economic and Social Council, committed to create the basis for a LOCAL EMPLOYMENT PACT. Along these lines of cooperation and dialogue with businessmen and trade unions, we have organized the VIII Economy Week to strengthen an initiative with the aim of strengthening the business, commercial and economic potential in the capital of the Ribera Alta region. The European project department in IDEA has renewed the accreditation to participate in the EVS European Voluntary Service in the Erasmus + programme until the end of December 2020 where 11 European programmes are being managed with the objective of creating new development, employment and innovation opportunities in the European Union. The Economic and Employment Promotion Council believes in a new city model in order to have a more sustainable future. The City Council of Alzira has passed a Development Strategic Plan for Sustainable and Integrated Development (DUSI), ALZIRA AVANZA, which will allow us to access aids from the ERDF Funds (European Regional Development Fund). For this reason, we would like to publicly thank the daily work of the Local Development Agency in Alzira, their director Carmen Herrero and all the people working at IDEA, who make this public service essential for our City Council and city. At the City Council of Alzira we are going to make all the efforts along with all the economic, public, business sectors and trade unions to get over social and economic recession the citizens are suffering. We want to construct a new city model, more sustainable and fair.

5

IDEA, Economic Development Initiative in Alzira, was created in 1995 by the City Council of Alzira with the sole purpose of promoting economy and employment in the city. This department depends on the Commerce Economic and Employment Council and our activity is focused in the development of all those plans and programmes that imply direct or indirect employment creation and invigorate local economy. Since 2012 we are an employment agency authorised by the national employment system as well as a member body of the Strategy for Entrepreneurship and Youth Employment 2013-2016 (EEEJ) in the European Union and the Spanish 25Employment and Social Security Ministry. Our work looks beyond local level and we can prove this with IDEA’s participation in European programmes. We were the first authorised entity in the Community of Valencia to manage the Erasmus for Young Entrepreneurs exchange programme. We are an Agency Promoting Commercial Innovation (AFIC) at Alzira via an agreement signed in 2014 by the City Council of Alzira and the department in charge of Commerce and Industry. We have been working for 20 years and IDEA has improved both services and facilities with the goal to innovate and offer better resources to citizens. Our philosophy y based on effort and optimisation of economic and human resources, but mainly human, since the creation of the agency. With this strategy we have achieved a progressive improvement which we are still working on.

Employment promotion

We understand employment as the heart of the welfare state, therefore, during 2015 we have designed different Municipal Programmes for Employment to encourage creation of local employment. In addition, we also support local groups in need through a series of programmes like the Employment Plan for Families: EMPREN, focused on helping entrepreneurs and the YOUTH EMPLOYMENT PLAN, destined for young people, a new initiative that was created last year. Thanks to these programmes we reached the objectives established by the 2013-2016 Strategy for Youth Employment and Entrepreneurship from the European Union, which the City of Alzira joined in order to support entrepreneurs, young people and the unemployed in risk of social exclusion due to socioeconomic reasons. We also apply every year for Employment Promotion Programmes, run along with the Valencia Regional Government and the Ministry of Labour and Social Affairs. Local corporations can request the participation in this programme, which develops active measures for employment based on guidelines from the European Union. The common point of these aids is to cover wage costs. During 2015 the SALARI JOVE and Agricultural Workers programmes were developed.

Labour agreement, Mediation and Arbitration service

The administrative services of Agreement, Mediation and Arbitration in the Valencia region are assigned to the three labour sections with 12 meeting rooms. Half of these rooms are in the city of Valencia, two of them in Castellรณn and four others in Alicante. The agreement signed by the City Council of Alzira to subscribe the meeting room in IDEA as one of these services aims to avoid journeys in order to access the service. A public servant will act as a moderator and the human resources in the administration will be optimized. This decentralization of the SMAC service through municipal management reduces staff waiting time and may affect the time they have to submit a proposal thanks to the Wage Guarantee Fund (FOGASA). Regarding workers, it prevents expiration of dismissal actions celebrating acts of reconciliation within fifteen day suspension of the limit to submit claims. This will speed up the process.

Agricultural employment SEPE-CCLL Phase II Climate change is accentuating floods and fires. In a territory like Alzira’s, with more than 100 ravines and 4000 hectares, the risk is increased. Therefore, measures should be created in order to decrease the risks and to give more values to our natural and cultural heritage. This will provide a multifunctional economic development . These criteria are important in the region of Alzira where there are more than 5000 hectares of agricultural land with a rich landscape that include natural protected areas and Natural Municipal Areas (Murta Natural Parc and La Casella) or included in the European Natural Network such as the Cova de les Meravelles, Cauce medio del Río Júcar or Sierra de Corbera. We also have an important historical heritage with the Murallas de la Vila, Conventio de Santa Lucía, Casa Real and the iron bridge (1919) amongst others. Actions like the Agricultural Employment SEPE-CCLL allow the maintenance of these areas in collaboration with the agricultural and climate department in the City Council.

Entrepreneurship support There are many reasons to consider the idea of creating a company, almost as many as not to. Motivation, personal circumstances and resources available are the determining factors to take the plunge or not. Anyone can start a business or become self-employed, but the real challenge is to keep the time and make the idea profitable. With the aim of helping to achieve this goal, the Entrepreneurship Support Service IDEA analyzes those aspects that underlie the decision to set up your own business, in addition to the means and possibilities that they have to carry it out. As a result of our experience, we believe that there is a fundamental issue to consider, motivation understood as illusion, in order to undertake an activity. It is at the same time a difficult road and source of immense satisfaction. So in IDEA we contribute to help entrepreneurs achieve their purposes.

Alzira credit card The target set by the Department of Economic Development, Trade and Employment is to perform actions that affect the development of Alzira's business directly or indirectly. With this premise the Alzira Card was born in 2012. With this initiative, it is possible to combine all the actions to promote economy, including the main objective- to make economical resources stay in the city thus avoiding the flight of expenses. This measure allows for dual usage of the municipal funds, on the one hand we support entrepreneurs, young people (helping with first home mortgages) and unemployed people (helping with recruitment), and on the other hand, we promote local companies. Therefore, we combine in the same initiative different actions in the fields of employment, housing, entrepreneurship and commerce. Since 2012, the payment of this aid is done through the Alzira card. It is a VISA card that can be used exclusively in stores which have opted for this king of payment. It has allowed 480,000â‚Ź to be handled within municipal companies.

From 2nd to 4th October 2015 the seventh edition of the trade fair "Alzira oberta" was held. 28 local businesses displayed their products for citizens and people from town nearby for promotion. The objective of the organization of this event was the promotion of economic development of the municipality, as well as encouraging stores to present their products directly to consumers. The trade fair ended with entertainment activities for children allocated at the central square. The Trade Fair was held at the Plaza del Reino to at the same time as the Tapas Fair, the motor fair and the celebration of Moors and Christians in the Vila. Therefore, we get more public and bigger space for stands and visitors. As a whole these fairs created an interesting leisure opportunity for the first weekend of October, when Alzira, the capital of the Ribera Alta, becomes a good choice for a lot of people in the surroundings. We would like to highlight the active role of AFIC Alzira through its corporate stand.

During 2015 the first call for the selection of Integrated and Sustainable Urban Development (DUSI) strategies was published, they will be co-financed by the FEDER programme for sustainable development 2014-2020. IDEA promotes the creation of a new DUSI strategy for the city of Alzira named "Alzira avanรงa " with the objective od accessing this European funds to develop our city. This project addresses the problems in Alzira globally and ensures the initiatives defined with this programme will work towards common goals and promoting coherent and logic interventions. The City Council of Alzira has the objective of presenting a model of sustainable city that with design, development and implementation, improve the welfare of citizens and improving the well-being of future generations. This model includes accessibility, mobility, energy, material and residue flow as well as, equilibrium, social cohesion and respecting the limitations of natural resources. The Avanรงa strategy has been designed based on resource efficiency improvement with new technologies and smart cities, the value of and rehabilitation of natural heritage, the creation of sustainable mobility and the restoration of the Alquerieta neighbourhood.

64 Alzira Avanรงa

The project is based on the following core ideas:

Citizen inclusion: people should be

the origin of policies and above productive activity or economic interests of the city. The rights and needs of citizens are the first concern for these programmes and will be a criteria for any intervention.

Real democracy: every institution much be legitimate and sustained my democratic election strategies, information and controlled by electors.

Cross-cutting concerns: the

creation of programmes with double gradient must be increased vertically (social affairs, culture, education, sport, health, urbanism, climate and consumption departments) and horizontally (childhood, youth, women and elderly programmes).

Adaptability: consider and put forward proposals for new necessities o f c i ti z e n s i n r e la ti o n w i t h multiculturalism, ethnics, and personalized resources.

Sustainability: to set out a model for a

sustainable city that makes possible the wellbeing of citizens and respecting natural resources limitations.

Compactness: a compact city requires the

overcoming of a city model with specific functions and the predominance of cars.

Territoriality: a city shares territories

along with other cities and towns, it is not an independent body. This fact creates a need of collaboration amongst municipal corporations that create a network that decides upon urban strategies and search for common interests and avoiding resource waste. Starting with the mentioned premises in the Alzira Avanรงa project, it is based on the problem Ponencia "Erasmus determination that are characteristic of Alzira Jรณvenes Emprendedores" and from there new strategies are created and an implementation plan is drafted in order to reach the objectives.

Alzira Avanรงa

65

As mentioned previously, the strategy for Alzira Avanรงa is aimed for promoting a city with human dimension, working towards citizens as central point of local development with responsibilities and capacity to participate actively in the decisions of citizen concern. This is aimed towards the integration of citizens and guaranteeing access to information, discussions, plans and decision bodies. Even though the 21 Agenda in which the city model is working towards already had a Citizen Participation Forum and the DUSI strategies have also implemented this strategy. Participation is organized in two sections, firstly a previous consulting phase, information compilation and detection of needs. The second phase during the elaboration of DUSI priorities, dissemination and collection of contributions.

The City Council of Alzira has created an intense promotion campaign of the Strategy. For this, a slogan has been created to give name to the strategy: "Alzira Avanรงa, movement for a sustainable city" and a web page has been created for the promotion. A logo has also been designed along with radio programmes, press releases, television, promotional video and specific radio programmes.

66

Alzira Avanรงa

Given the multicultural atmosphere pf the city, the web page has been made accessible in Spanish, English and Valencian to improve dissemination and promote participation.

The Alzira Avanรงa web page has been used as a participation portal and the DUSI Strategy has published along with the problems identified and the challenges to be confronted. The context analysis, DAFO, setting the limits for fields of action and the implementing plan with the budget. This draft was published publicly from the 21st to the 28th December 2015. The ideas received were delivered in the final draft of the Strategy. On the other hand, the web has a section for citizen participation.

The European Project Committee with the collaboration of 10 supervisors and civil servants, the final document has been created and IDEA has been the department in charge of coordinating the strategy. Alzira Avanรงa 67
