This is a translation of the annual report for IDEA 2013 which has been attached in the following document; IDEA is a department in the City Council of Alzira. The translation includes the parts of the annual report IDEA 2013 related to the proposal and it has been done to provide a clear insight to our work.

Who are we? (Page 6) IDEA, Initiative for the Local Development of Alzira, was created in 1995 by the City Council of Alzira. The main objectives are economic and employment promotion of the city. As municipal department we depend on the Department of Economic, Employment and Commerce Development and our activity is centred on the development of all the possible actions that create employment directly or indirectly. With these actions we work to boost the local economy. Since 2012 we are an employment agency authorised by the national employment system as well as a member body of the Strategy for Entrepreneurship and Youth Employment 2013-2016 (EEEJ) from the European Union and the Ministry of Employment and Social Security. Our work looks beyond local level and we can prove this with IDEA’s participation on European programs. We were the first authorised entity in the Valencia Community to manage the Erasmus for Young Entrepreneurs exchange program. We are an Agency Promoting Commercial Innovation (AFIC) at Alzira via an agreement signed in 2014 by the City Council of Alzira and the department in charge of Commerce and Industry.


Our tasks (page 10) At IDEA we analyze the local reality, elaborate territorial diagnosis and design economic development strategies adapted to the new reality of public administration and the availability of local and autonomic funds. We support the development of our own programs that can be self-managed. Since we started to work as IDEA our main objective has been to provide a professional and quality service for the population. Our premises are: agility, flexibility, proximity and individualised attention.


Municipal Support Programme “Emprén” (page 16) This aid is completely financed by municipal funds and it is granted to encourage entrepreneurs with 1470 euros when they become self-employed. During 2013 two ceremonies were organized to award 97 grants at the City Council of Alzira by the mayor, Elena Mª Bastidas Bono. These grants amount to a total of 143,075€ with the Alzira gift card.


Support actions for entrepreneurs (page 40) There are as many reasons for starting up a business as there are not to. The decision to finally do it depends on motivation, personal circumstances and resources available. Anyone can start a business or be self-employed but the real challenge comes when we want to make our idea profitable. With the objective to help reach goals, the Entrepreneurship Help Service at IDEA analyses the factors that determine the decision to start up a business, the resources available and the possibilities they have to make this happen. From our experience, we believe that motivation and encouragement are crucial for entrepreneurship. It is a difficult journey, however it is a source of personal satisfaction too. That is why IDEA plays its part to help entrepreneurs reach their goals. Our objective is to trigger entrepreneurship with a service that helps them with the start-up and strengthening of businesses. ´


Commerce (42) IDEA is an Agency Promoting Commercial Innovation (AFIC) in the department in charge of Commerce and Industry at the City Council of Alzira, its main objective is to support the process of local commerce modernisation and promotion. This agency is part of the AFIC net and it is seen as an instrument that works as a link for the businessman between the local administration and the Valencian Government. We should highlight that the City Council of Alzira has an independent institution that is used as a consulting office called Commerce Advisory Service (CAC) that has the main objective of guiding commerce associations towards the city of Alzira. This helps with the creation of a commercial infrastructure adapted to their consumers.


European Programs (page 50) We participate on European programs creating new development, employment and innovation opportunities. We promote cooperation and mobility within the European Union. With this we try to expand our resources to benefit employment development and Alzira’s wealth. We were involved in a series of projects during 2013: - Erasmus for young entrepreneurs - European Voluntary Service - Eurodyssey - Italian Youth Exchange

Erasmus for young entrepreneurs For the third year running, IDEA takes part in the Erasmus for Young Entrepreneurs project. Our objective is that entrepreneurs acquire and exchange business ideas with European businessmen with whom they collaborate for periods between 1 and 6 months. Last 9th of May, Europe Day, we were given the prize for the Best Intelligence Development Programme thanks to our 3E project “Enterprise, Empowerment, Europe”. This project helped with the creation of a platform that promotes businessmen’s training and improves business competitiveness.

European Voluntary Service During 2013 IDEA started up with the voluntary service project, we hosted two young Hungarians during 6 months. This project was financed by the programme “youth in action” and it has helped with the launching of our “English Coffee”. The EVS is an informal learning experience where young volunteers improve and acquire competences that they will use as part of their personal, education and professional development and social integration.

Eurodyssey Eurodyssey is an exchange programme from the Assembly of European Regions (AER) that offers internships abroad from 3 to 7 months for unemployed young people between 18 and 30 years old. Our involvement in the project helped young people


from our region benefit from internships in other countries on the European Union. During 2013 we hosted a young Italian and a Belgian.

Italian Youth Exchange With IDEA 10 young people from our city took part on the exchange from 29th August until 6th September. This project was organized by the “Forum Comunale Della Gioventú di Venticano” and took place at the Italian region of Campania. 24 young Italians, 6 Turkish and 10 Spanish participated in the exchange. The objective of the project was to trigger debates along the lines of: intercultural dialogue, active European citizenship, youth policies and youth unemployment.
