Table 1.1 lists the Idaho Population for FY2007 through FY2019 alongside All Funds spending on Education (K-12 public schools), Medicaid, and Transportation. It also lists, at the end of the table columns, the Compound Annual Growth Rate (CAGR) for these four categories over the time period listed. This data is relevant to the upcoming table as it is used to calculate the spending per Idahoan in each of these three spending categories. SOURCES: The Idaho population data was sourced from the Idaho Department of Labor’s US Census Population Estimates for Idaho webpage. The state population numbers can be found under Population Estimates By County, by deselecting ‘All’ counties, then select-

ing ‘Idaho’. The population data for 1969 to 2017 is shown. The data in the table for FY2018 and FY2019 is estimated. The spending data for the Education (Public K-12), Medicaid, and Transportation categories was collected from the Legislative Fiscal Reports. The data for FY2018 and FY2019 is based on appropriated numbers.


Table 1.2 lists the spending per Idahoan for the three categories of focus as well as a CAGR at the end of each column to express the growth over the time period. SOURCE: The data in this table was calculated by IFF based on the following equation: (Spending for Category for YearรทPopulation of Idaho That Year)=Spending Per Idahoan The calculated result across all three categories for FY2018 and FY2019 are considered estimates as both the Spending for Category for Year of those years and the Population of Idaho That Year are estimates.


Table 1.3 again lists the Idaho population data as well as the caseload data for the categories of Education (Public K-12) spending and Medicaid spending. For the Education (Public K-12) category, caseload is expressed through Average Daily Attendance, Full-Term. For the Medicaid category, caseload is expressed through Medicaid Caseload. At the end of each column, there is a CAGR representing growth over the time period. The CAGR for population has been excluded as it can be referred to in Table 1.1. This data is relevant to the upcoming table as it is used to calculate the percentage of the Idaho population that is benefiting from these services. SOURCES: The Idaho population data was sourced from the Idaho Department of Labor’s US Census Population Estimates for Idaho webpage. The state population can be found under Population Estimates By County, by deselecting ‘All’ counties, then selecting ‘Idaho’. The population data for 1969 to 2017 is shown. The data in the table for FY2018 and FY2019 is estimated.

The data for the Average Daily Attendance of public K-12 schools was sourced from the Idaho State Department of Education’s webpage under the ‘Public School Finances’ section and further under the ‘Attendance and Enrollment’ tab, selecting ‘Average Daily Attendance (ADA)’ and opening the ‘Full Term ADA Historical’ Excel sheet. This gave data for the ADA of FY2007 to FY2017. The FY2018 and FY2019 numbers are based on a calculation for the average difference of students from one year to the next from FY2008 through FY2017, which was found to be 2,854. Lastly, the data for the Medicaid caseloads was sourced from the Legislative Budget Books for FY2008 to FY2019, under the ‘Medicaid, Division of’ section, in some earlier versions named by some indicator of health services. The FY2007 data was sourced from the Idaho Department of Health and Welfare Facts, Figures, and Trends booklet for 2007-2008, because it was unavailable in any year’s Legislative Budget Book.

There is also a CAGR at the end of each column to express the growth over the time period.
