Celebrate 25 Years of Success and Help Build Our Future As part of ICPI’s 25th Anniversary celebration, we are pleased to recognize the industry’s technical advances and acknowledge instrumental people and companies through a commemorative publication and video. These are great reminders of how far we have come in such a short time. The video and digital version of the publication are available in the “About” section of www.icpi.org.

When ICPI writes its 50th anniversary publication, 2018 undoubtedly will be recognized as the year our Workforce Development program launched. Worker shortages are endemic in the construction industry as evidenced in a recent ICPI Contractor Business Reports, where four of every five survey participants said that their biggest business challenge was recruiting and hiring qualified employees. For our industry to continue to expand, we must expand the skilled workforce installing our products using ICPI best practices.

I’m pleased to report that a Boot Camp curriculum has been developed and the first Boot Camps occurred this winter and in early spring. In addition, Michigan State University is the first post-secondary school to incorporate ICPI education offerings for students, and instructors from more than 40 other U.S. and Canadian schools have attended ICPI instructor training. We’ve developed a Contractor/Installer Career Path as the focal point of marketing to students, and marketing materials are available for ICPI members. This Career Path aligns with our new Education Road Map course offerings recently launched on our new online learning center: The Hardscape Institute.

To maintain our momentum, ICPI is also finalizing its 2019–2022 Strategic Plan. The four goals in this plan focus on the following:

#1 INDUSTRY GROWTH—Increase understanding, awareness and adoption of segmental concrete pavement as the preferred pavement system. #2 INDUSTRY EXPERTISE—Deliver education and industry best practices as the recognized authority on segmental concrete pavement systems.

Like most building trades, hardscape contracting is competing for talent in a shrinking pool of prospective employees. Our industry offers attractive opportunities to a significant group of young people. Like other building trades and crafts, we offer them the ability to work outside an office, build something with their hands, and use innovative tools. Furthermore, our industry offers rewards other industries do not, including: using their creativity to build unique projects, working on a project from start to finish, and the possibility of owning their own contracting business. A recent study of middle and high school students (Gen Zs) found that 41% plan to start their own business. The same study found that 64% said the most important thing they are seeking is a job with inspiring work. With all of the opportunities our industry offers, one of the main challenges is how to get the message across to the next generation.

As we enter the next 25 years, we are building on the achievements from the first 25. With our ongoing success, segmental concrete pavement systems will continue to grow market share in commercial and residential markets. We will build our future together as ICPI members. Thank you for your support of ICPI.

Under ICPI Immediate Past Chair, Matt Lynch, the ICPI Board created a Workforce Development Special Committee in 2017 to develop goals and a program structure. At the 2018 Annual Meeting, the Board approved funding for the program including the following:

Industry Health Report The segmental concrete pavement industry continues to thrive, according to the 2018 ICPI Contractor Business Report and the 2018 ICPI Industry Sales Profile. While sales for pavers and installation projects continued to grow, both reports also pointed to one major obstacle confronting the industry: a severe contractor/installer workforce shortage.

Here are some key findings of the reports:

For the seventh consecutive year, combined sales of segmental concrete pavement products in the United States and Canada have increased, according to 2018 ICPI Industry Sales Profile. Interlocking concrete paver

sales reached 750 million square feet in 2017, an increase of 63% from the low of 472 million square feet in 2010, according to 2018 ICPI Industry Sales Profile.

Gross installation sales for concrete paver contractors in the United States and Canada increased by

7.7% during 2017,

according to 2018 ICPI Contractor Business Report.

Products for residential use represented 77.9% of all

ICPI Report Card Members Again Rate ICPI High for Performance and Responsiveness In January 2019, 277 members participated in the annual ICPI Member Needs Assessment. All member representatives at member companies and individuals involved with ICPI Standing Committees, Special Advisory Committees, and Board of Directors were invited to participate.

Education and Workforce Development During 2018, ICPI focused on educating key groups about the benefits of and best design, construction and maintenance practices for segmental concrete pavement systems. In all, more than 29,000 contractors/installers, sales professionals, designers, owners, university students and faculty participated in an ICPI education programs last year.

“ICPI offers a large number of excellent education programs for a variety of professionals in our industry,” said Kendall Anderegg, ICPI Chair. “For the first time, all of these programs can be accessed through a single, easy-to-use source. We anticipate that it will help further expand our industry’s workforce and customer base.”

ICPI Launches Hardscape Institute Online Education Center

“I hope ICPI’s education and workforce development programs will lead to more younger individuals to start a career path in the hardscape industry,” said Aaron Tournoux, Owner, Tournoux Landcare of Canton, OH.

A year-long effort to expand and provide 24/7 access to ICPI education programs culminated in the launch of the association’s Hardscape Institute on February 1, 2019. The Hardscape Institute is an online education gateway to all ICPI education programs for contractors/ installers, hardscape manufacturer and dealer sales representatives, designers, government officials and building owners. It features online courses, demonstrations, live and on-demand webinars and lunch & learn presentations.

ICPI Launches Free ICP and PICP Continuing Education Courses for Designers In July 2018, ICPI launched three free continuing education courses about concrete pavers hosted online by AEC Daily, one of the largest sources of continuing education for design professionals. The courses are approved by AIA/CES, ASLA’s LA CES™, PE PDH and other organizations for continuing education credits towards professional licensure.

In all, 849 designers and other industry professionals took one or more of the following courses during the second half of 2018:

Structural Design of Interlocking Concrete Pavers (ICP) for Municipal Streets and Roadways—Interlocking concrete pavers (ICP) spread applied loads via interlock between each unit. The surface shares applied wheel loads as a composite paved surface rather than as individual units. This structural behavior enables application of flexible pavement design methods. This course instructs the user on how to apply the American Society of Civil Engineers (ASCE) national design standard on ICP structural design. The course also provides design examples using different soils, traffic loads and pavement materials.

In addition, it notes structural design and life cycle cost analysis software available from ICPI.

Inspection of Permeable Interlocking Concrete Pavement (PICP) Systems— Well-executed PICP projects require diligent inspection and this course establishes the minimum requirements.

It addresses preconstruction meeting details, requirements for submittals, and site inspection points from project start to completion. Various testing methods and inspection criteria are presented while stressing the importance of having an ICPI-trained contractor on the job site.

Permeable Interlocking Concrete Pavement (PICP) Maintenance— PICP plays a vital role in the restoration of natural hydrologic processes in urbanized areas because it traps stormwater where it falls and slowly infiltrates it into the ground. PICP is considered a best management practice by the U.S. Environmental Protection Agency and is used to comply with National Pollutant Discharge Elimination System regulations. But in order to be effective, PICP must be properly and regularly maintained. This course addresses inspection points, test methods, equipment, repairs and reinstatement to ensure PICP consistently contributes to green infrastructure and stormwater management goals.

ICPI Teams with Land8 Landscape Architects Network to Make PaveShare.org Curriculum Available Free to Students and Educators Across the U.S. and Canada PaveShare.org, a free, open-education curriculum and design idea resource for landscape architecture students and educators, is now available through the Land8 Landscape Architects Network.

PaveShare.org, links to self-guided presentations with interactive animations and a studio project library on segmental concrete pavement design and construction. Educators can supplement existing curriculum with resources from PaveShare.org and encourage students to add to a living library by uploading their completed projects to the site. Students and educators can also explore pattern design and structural principles or utilize a curriculum path.

“Segmental concrete pavement systems provide landscape architects with a proven, flexible, and durable method that also allows tremendous design freedom,” said Kendall Anderegg, ICPI Chair. “By teaming with the Land8 network, ICPI brings innovative design ideas and technical information to landscape architecture students and educators in a free, easy-to-use manner.”

Technical ICPI is Recognized as the Solutions-based Technical Authority for Producers, Dealers, Contractors, Design Professionals, Municipalities and End Users.

ASCE/ANSI National Standard for Permeable Interlocking Concrete Pavement Four years of ICPI work led to The American Society of Civil Engineers (ASCE) Transportation and Development Institute releasing ASCE/ANSI 68-18 Permeable Interlocking Concrete Pavement (PICP) in October 2018.

The standard covers hydrologic sizing and structural design of PICP as well as construction and maintenance guidelines.

The intent of the standard is adoption in whole or part by provincial, state, and municipal road agencies as well as by stormwater agencies and green infrastructure managers. ASCE/ANSI 68-18 is a detailed guide for civil and environmental engineers.

It provides informative reading for environmental planners, landscape architects, and architects.

Chaired by David K. Hein, P. Eng., the standard was written by a committee of PICP experts from across the U.S. and Canada representing industry, consulting civil engineers, stormwater agencies and contractors. Mr. Hein notes that, “PICP is seeing increased used for parking lots, alleys and streets. The

Advocacy, Outreach & Communication ICPI Programs Support Favorable Legislative, Regulatory, and a Profitable Environment for the Industry Permeable Pavements Language for Inclusion in the THUD Appropriations Bill for FY19 The 115 U.S. Congress offered permeable pavements language for inclusion in the Transportation, Housing and Urban Development (THUD) Appropriations Bill for FY19. The following ICPI language was eventually adopted by the House and Senate THUD Appropriations Subcommittees for addition in their respective committee reports to accompany their bills:

“Permeable pavements—The Committee encourages the Secretary to accelerate research, demonstration, and deployment of permeable pavements to achieve flood mitigation, pollutant reduction, stormwater runoff reduction, and conservation. Projects may include roadway shoulder load testing and documenting lifecycle cost efficiency.”

H-2B Visa Program ICPI and the H-2B Coalition continue to urge action by the U.S. House of Representatives and Senates that helps U.S. businesses participate in the H-2B temporary worker visa program.

Specific requests include an increase in the annual number of entrants, accelerated

processing of visa applications, better facilitation of returning prior workers entrants, and rapid promulgation of regulations. Unfortunately, the H-2B visa program with nothing to do with immigration has been mired in that policy debate.

That unfortunate pattern continued in the 115th Congress due to lack of resolution on Deferred Action for Childhood Arrivals, rancorous debate on funding for the Wall, and continued unwillingness to reach consensus on a comprehensive redraft of U.S. immigration policy.

ICPI Developed Promotional Materials for Member Contractors ICPI developed promotional materials for contractor members to use with homeowners. These materials include a video and flyer describing the advantages of segmental concrete pavements, as well as a video and flyer conveying the importance of employing contractors with ICPI certified installers. To date, more than 300 contractors throughout the U.S. and Canada are using these materials.

2018 Hardscape North America The Biggest Event for the Hardscape Industry In October 2018, hardscape contractors, dealers and retailers attended Hardscape North America (HNA) trade show at the Kentucky Exposition Center in Louisville, KY to see new products, learn and network.

“I believe HNA is very valuable,” said Zach Tournoux, CCPI, Vice President, Project Management of ICPI member company Tournoux Landcare of Canton, OH. “I heard about the show seven years ago and I’ve come every year. There is always something you can take away. Contractors who don’t come to HNA are hurting themselves by not attending.”

HNA welcomed 50 new exhibitors. The colocation with GIE+EXPO (Green Industry & Equipment Expo) totaled 1,000 exhibits— indoors and out—and provided HNA exhibitors exposure to over 12,000 landscape and hardscape professionals. The total participation in 2018 HNA and GIE+EXPO was 24,796—a 3% increase over 2017. New this year, the entire industry had access to indoor exhibits all three days (Wednesday-Friday).

Education Course Registration at HNA Surges With education opportunities spanning four days, participants received a wealth of opportunities to increase installation efficiency and business acumen. The PreShow ICPI installer course registrations saw a 14% increase over 2017 for Tuesday and Wednesday sessions held at the downtown Hyatt Regency Hotel.

“I always tell my guys we work smarter not harder. So, my guys love to come out and see all of the new tools and how efficient they are,” said Alex Fransen, CCPI, President of ICPI Member Fransen Group of Louisville, KY. “I’m also big on education, so I take a lot of courses and I bring as many of my guys as I can afford to bring and start getting them certified.”

The two-day Dealer Program focused on taking control of your inventory starting with an interactive session and roundtable discussion. The session continued with a keynote presentation by Dr. Robert Ballard, discoverer of the Titanic wreckage, focused on his successful approach to goal setting, team building and execution.

Hardscape contractors, as well as landscape contractors, choose from seven conference sessions and six live hardscape demonstrations also approved for ICPI Installer Continuing Education Hours. Frank Bourque, an award-winning hardscape professional, speaker, writer, consultant and entrepreneur, led the demonstration sessions on how to install hardscapes around pools and water features for durable, long-lasting results.

A new VIP Pass gave attendees access to all conference sessions and demos at a 50% discount. More than 275 HNA registrants purchased the VIP Pass, and 1,025 attendees accessed live demos with the VIP Pass or a demo upgrade. GIE+EXPO attendees with upgraded registrations also attended the live HNA demonstrations.

HNA Installer Championship Featured 19 Teams from across the U.S. The HNA Installer Championship attracted a great deal of attention in the 20-acre Outdoor Demonstration Area. The winners of five Regional Installer Championships advanced to the national HNA Installer Competition.

In addition, the 2017 winner, CG Paving, was sponsored to return and defend their title.

They were joined by 13 other teams from across the U.S. Ultimately, Segmental Systems from Otis Orchards, Washington, won the championship. The HNA 2018 Champion received a prize package valued at $12,650.

The package included an iQ Tools MS362 16.5-inch Masonry Saw with a diamond blade, a Weber MT CF3 forward plate compactor, their name engraved on the HNA Installer Championship Cup, a plaque, a paid return trip to HNA 2019 to defend their title and additional promotion in various media including Interlock Design, Hardscape Magazine and the HNA website.

A Record Number of Projects Entered into the HNA Awards Competition In all, the HNA Awards competition attracted a record 155 submissions featuring residential and commercial walkways, patios, pool decks, outdoor kitchens, driveways, commercial plazas, streets, and other projects using concrete pavers, segmental retaining walls, clay brick, porcelain, natural stone, outdoor living features, and combinations of hardscape products. Projects built between November 1, 2014 and June 30, 2018 were eligible for the competition. Winners were recognized in 18 categories, with 18 honorable mentions named in 17 categories.

ICPI Foundation for Education and Research The ICPI Foundation for Education and Research continues supporting ICPI in expanding markets for segmental concrete pavement systems. With over $1.6 million in grants since its inception, 2018 ICPI Foundation programs developed life cycle cost tools and comparisons for interlocking concrete pavements (ICP) and permeable interlocking concrete pavements (PICP), assessed the pollution reduction performance of PICP, and helped determine structural performance of slabs and planks under vehicular traffic.

ICPI Foundation research is funded by a $5.3 million endowment. The Board of Trustees set a target goal of 5.7% return on the endowment to invest in research.

New Project American Society of Civil Engineers (ASCE) Headquarters Low Impact Development Parking Lot Retrofit Demonstration Project This grant provides up to 6,000 square feet of PICP at the entrance and for visitor parking at the American Society of Civil Engineers (ASCE) headquarters office building in Reston, VA, owned by the ASCE Foundation. This project will be exposed to several thousand visiting engineer members of ASCE each year, with appropriate signage explaining the benefits of the PICP system. It is part of a larger LID retrofit project for the parking lot surrounding the ASCE’s six-story office building. The ICPI Foundation also will provide a maintenance plan in consultation with ASCE and contribute

to the maintenance costs for a period mutually acceptable to both Foundations.

On-going Projects PICP Life Cycle Cost Analysis (LCCA), Tools and Training This project surveys PICP LCCAs, influencing factors, and monetization of PICP on- and off-site benefits. With higher initial costs than conventional pavements, justification for PICP use often requires assessment and inclusion of offsite benefits, e.g., reduced or eliminated stormwater detention facilities making real estate available for development or conservation. The project includes an Excel tool for calculating LCCAs, training materials for ICPI member sales force, and

a training workshop. The LCCA Excel tool has been delivered that compares initial and maintenance costs of PICP to ICP, asphalt and concrete pavements. This tool is accompanied by a report that provides rationale on accounting for off-site costs not directly related to the PICP. Developing the Excel tool first enables LCCAs of various PICP case studies, which are expected by late-2019.

Life-cycle Cost Studies for Interlocking Concrete Pavements This grant funds ten LCCA studies of ICP. This project responds to the ICPI Commercial Technical Promotional Team’s requests for life cycle costs from various geographic regions.

Project completion is targeted for early 2020.

Permeable Design Pro—Upgrade Software Program to UC Davis Subbase Thickness Tables Method This project upgrades the current software program to include cost-efficient PICP subbase thickness tables developed from fullscale load testing and mechanistic modeling by the University of California Pavement

Research Center in 2014. The goal is to reduce the cost of subbases for PICP systems. The program automatically finds the number of days per year rainfall exceeds the 24hour infiltration depth from a given site soil subgrade, a key design input for determining the subbase thickness. These upgrades will align the program with the 5th Edition of the ICPI PICP manual and the ASCE/ANSI 68-18 PICP standard. Once a beta version is tested, the program will be automatically downloaded to current subscribers via the Internet.

Permeable Pavement Road Map Conference—University of California Pavement Research Center The final report provides ways to overcome institutional barriers to wider acceptance of PICP and is available on http://www.ucprc. ucdavis.edu/pdf/UCPRC-RR-2018-01.pdf. The results of the conference breakout sessions are on www.ucprc.ucdavis.edu/permPvmt.

This workshop provided ICPI research and development priorities that include the following: 1. Light weight deflectometer research/ application for permeable pavement construction 2. Cataloging state agency positions on PICP for target development 3. Resiliency—PICP and ICP research on enduring floods 4. PICP and underground utilities— Improved, practical guidelines for agencies and utility companies 5. PICP maintenance—Vacuum equipment is improving, and this needs documentation

6. PICP full-scale load testing using stabilized bases to expand applications into more heavily trafficked roads

to recover infiltration rates after vacuuming.

Cleaning equipment used includes a Cyclone machine and Pave Tech’s prototype Typhoon machine. The monitoring will establish performance criteria for the Wisconsin DNR stormwater regulations, enabling wider use in stormwater management and green infrastructure, and specifically for combined sewer overflow reduction. The ICPI Foundation will receive a final report in 2019.

Wisconsin Department of Natural Resources This grant provided two-year support of laboratory water quality analyses of outflows from a full-scale PICP using a noinfiltration (impermeable liner) design. This was considered cost-effective investment since this project previously received about $500,000 investment in construction, monitoring and pollutant analyses over the past several years from Unilock, Oldcastle, County Materials, as well as from the Wisconsin Department of Natural Resources (DNR) and the Wisconsin DOT. A report on previous monitoring is available on https:// pubs.usgs.gov/sir/2018/5037/sir20185037.pdf.

For an enclosed (lined) permeable pavement system, the pollutant reduction data is surprisingly high and substantiates the benefits of a no-infiltration designs. As an unexpected benefit, the surface infiltration rate is being monitored as well as infiltration before and after various cleaning methods are applied. PICP appears to outshine porous asphalt and pervious concrete in its ability

Full-scale Load Testing of Paving Slabs and Planks ICPI members donated paving slab and plank materials, plus land at an ICPI producer member’s yard to build a full-scale load testing area. This is partial validation of selected slab and plank shapes, base materials and thicknesses developed by previous finite element modeling funded by the ICPI Foundation. To date, the test pavement has been exposed to about 3000 standard (18,000 lb) axles. The goal is 75,000 to assess paving slab and plank performance to compare to simulated loads per the finite element modeling.

Sidewalk Surface Smoothness Evaluation This project measured the roughness of 103 ICP and PICP sites in Washington, DC, Pittsburgh and Philadelphia areas. The research demonstrates chamfer sizes and joint widths that meet the (non-mandatory) roughness criteria published by the US Access Board in https://www.access-board. gov/attachments/article/1680/surface-roughness. pdf. This research is being done in anticipation of mandatory guidance on wheelchair-pavement interaction being published by the U.S. Access Board in the next few years. The delivered final report better positions the industry by using the same ASTM test methods and acceptance criteria for roughness as published by the U.S. Access Board. The contract includes providing a webinar and PowerPoint presentation, as well as making a technical presentation at a national conference.

Consolidated Statement of Financial Position Since the ICPI Foundation is affiliated with the ICPI and is operated exclusively for its benefit, the two organization’s statements of financial position are consolidated. The ICPI Foundation Board of Trustees continues to manage Foundation finances from an endowment fund to support research and education benefiting the ICPI and the industry.

With the Foundation, ICPI continues to be strong and well-positioned to advance its mission to deliver education and technical guidance leading to awareness, acceptance and use of segmental concrete pavement systems in the United States and Canada.

ICPI Statement of Activities Revenue ICPI’s total operating revenue in 2017–18 reached $3.95 million, an increase of $228,449 or 6% from last year. Revenues from membership dues ($1.3 million) increased by $48,154. Meetings and Exhibits increased by $187,233 to ($1.7 million) due to additional revenue for the Hardscape North America trade show. Programs ($671 thousand), including contractor education, increased by $17,011. Services/ Investments ($154 thousand) increased by $72,717. Publications income ($146 thousand) decreased by $96,666.

Expenses ICPI contained 2017–18 operating expenses to $3.55 million, an increase of $187,047 or 5%. ICPI continued to invest in member value to further its mission, while keeping administrative and governance expenses at a total of 16%, allowing 84% to be spent on programs and services for members.
