On Friday, October 14, the ICABA® World Network will establish an award in memory of John W. Ruffin, Jr. to recognize the legacy of excellence, professionalism, and philanthropy that marked his life and career. In the future, this signature award will be presented at the annual ICABA® Salutes Men Who Lead Awards Luncheon and Leadership Summit to recognize a Black male leader who embodies the exemplary legacy of John W. Ruffin, Jr.
Ruffin earned his bachelor’s degree from Morgan State University and began a lifetime of service to his fraternity, Kappa Alpha Psi. John obtained a master’s degree in marketing and industrial relations from Cornell University and was awarded Honorary Doctoral Degrees from Morgan State and Florida Memorial. Ruffin also served as President of the Alpha Rho Chapter of Sigma Pi Phi, Miami Chapter.
In 1980, Ruffin moved to South Florida to become one of the first African American Vice Presidents at the Food Fair/Pantry Pride, Inc. Ruffin’s enterprising spirit led him and his wife, Dorothy “Dottie” Ruffin, to partner with Paradies Lagardere Travel Retail to own airport concession retail shops.
Ruffin launched the first black-owned radio station in South Florida in May 1986 with his partner Reese Marshall, Esq. He would later form the Ruffin Group, LLC., to assist new businesses with consulting services. He expanded his quest to assist entrepreneurs in the U.S. and abroad — as president and CEO of Trans Ocean Holdings, Inc.
Ruffin was a tireless advocate for numerous community and civic groups, such as the United Negro College Fund; where as Chairman, he helped to raise more than $2 million for scholarships in Broward County. He was Vice Chairman of the Board of Trustees at Florida Memorial University, where he served 2002–2018. His involvement as Chairman and Board Member with the Internet Coast Initiative Council helped to provide high tech access to underserved communities of South Florida.
Ruffin received many awards throughout his life for his philanthropy. While there are too many awards to list, some include the Sistrunk Historical Festival Gala Lifetime Achievement 2007; Downtown Coral Springs Award; 2013 American Dreamers Award; Hispanic Unity of Florida Award; UNCF 25+ Years of Service Award; Presidential Citation, Morgan State University; Florida Memorial University Trustee of the Year Award, Workforce One Employment Solutions; The National Conference for Community and Justice; UNCF 25+ Years Distinguished Service Award; ICABA® Icon Award; and Dream Keepers.

George Tinsley Sr.’s road to success could be likened to that of a rags-to-riches story. His is a life story of faith, tenacity, education and a white-hot desire to succeed. George’s unyielding determination and strong work ethic are the true gifts that catapulted him to a lifetime of multiple careers, professional achievements, business success and meaningful contributions to improving the lives of others.
Today, George Tinsley is the President and CEO of PenGeo Inc., Tinsley Family Concessions, Inc., The Tinsley Group, Inc., Tinsley-Bridgeman, LLC, and GW Tinsley Consulting, LLC. His companies own and operate more than 60 franchises in Florida and Kentucky.
After thirty-four years of entrepreneurship, Tinsley holds as many records in business as he did in basketball. He was honored twice as KFCC’s Premier Operator. His company operated the

TGI Fridays in the Tampa Airport that won the Highest Domestic Franchise Sales award and the Domestic Franchise of the Year award 9 straight years. Tinsley was named Florida’s Minority Entrepreneur of the Year in 1989, Louisville Male High School Hall of Fame 1986, Smoketown Hall of Fame 1985, was named Winter Haven Businessman of the year in 2010. He has been inducted to the Kentucky Wesleyan Alumni Hall of Fame in 2005, the Kentucky Black Sports Hall of Fame in 2011, the Kentucky Athletic Hall of Fame in 2011, the Kentucky Wesleyan College Athletic Hall of Fame Inaugural Class of 2013 and the National Small College Basketball Hall of Fame in 2017. In August of this year, Onyx Magazine named Tinsley, Man of the Year for 2022 at its annual event in Orlando.
In the midst of all his success, Tinsley says his greatest treasure is his family. He and his wife Seretha have two children, Penni (deceased) and George, II.

Governor Bryan has always exhibited a lifelong passion for politics and dedication to community service. In 2007, Governor Bryan was appointed as the Commissioner of Labor by then Governor John P. de Jongh, Jr. During his eight-year tenure, he implemented the Jobs for America’s Graduates Initiative for at-risk youth, secured over $14 million in additional funding for training and improvement of services at the Department of Labor, and $150 million in federal unemployment benefits after the closing of the Hovensa Refinery.

Governor Bryan has brought trust and transparency back to the executive branch in the Virgin Islands. His most significant accomplishment to date, he has refinanced the government’s debt and saved the Government Employees Retirement System, bringing solvency to the worst pension system in the country. He has also successfully led the Virgin Islands through the Covid 19 pandemic and became the first place in the nation to distribute the vaccine to everyone. He has stabilized the territory’s finances and is leading a $10 billion recovery from hurricanes Irma and Maria.

Earnest DeLoach, Jr. serves as Vice President of Balfour Beatty Construction’s legal department. He is an integral member of the division leadership team and co-founder/ co-leader of the company’s national Diversity Equity and Inclusion structure. In his role, he is co-responsible for all legal affairs for the SE Business Unit (including contracting matters, litigation management, human resources, etc.). He serves as the division’s ethics and compliance officer.

In addition to his traditional law practice, he has also performed governmental relations and lobbying services for clients needing assistance interacting and communicating with local, state, and federal governments.

Bill was the former President and CEO of The Broward Health Foundation. Bill managed a multimillion-dollar portfolio he was responsible for growing to ensure that the hospital met its financial obligations to its millions of Broward County citizens. He managed nonprofit initiatives that included capital-giving campaigns and events, in-hospital employee recognition programs, naming rights for real property owned by the hospital, and all employee-focused grant programs. He was the President of the Mourning Family Foundation, a group of nonprofit companies led by Alonzo and Tracy Mourning. Bill was responsible for various business ventures under this umbrella, fiscal, developmental, and administrative. He served as the Chief Executive Officer of The Miami-Dade Chamber of Commerce, Florida’s oldest Chamber of Commerce.

He is a member of the Council on Foreign Relations. As an educator, Mr. Haile annually teaches a self-designed 4-credit course in Higher Education Law and Policy at Harvard University (Summer School).

Dr. Alwyn Leiba is an accomplished leader who serves as Dean for the School of Health Sciences at Miami Dade College (MDC). He implemented numerous allied health programs to meet workforce needs. Dr. Leiba has served in various leadership roles, such as the first African American President of the Florida Dental Hygienist Association and South Florida Dental Hygienist Association. Gale’s professional career includes over 27 years of Nonprofit management and leadership experience. He is the President & CEO of Big Brothers Big Sisters of Miami. He has played a significant role in the growth and development of the agency’s mentoring and fund development programs. In 2021, Big Brothers Big Sisters of Miami was awarded the Pinnacle Award and the Large Agency of the Year from Big Brothers Big Sisters of America. Before joining Big Brothers Big Sisters, he served as Executive Vice-President and Chief Operating Officer at a moderate-risk residential school for court-adjudicated boys.

Upon Mr. Sanon’s arrival, OIC of South Florida’s annual budget began at $125,000 and is now $10 million annually and growing. His stewardship at OIC has solidified over $85 million in the state, local, federal, and private dollars.

As executive director of the Las Vegas-Clark County Library District, Kelvin Watson oversees 25 branches run by 600+ employees, spanning 8,000 square miles, with a budget of $77 million and a collection of 3.2 million items. Kelvin has brought innovative, awardwinning leadership to Nevada’s most extensive library system. His deep experience in fundraising, technology, program development, and demonstrated success in addressing the digital divide has brought a new era to this library system.

Regarded as one of the most highly respected thought leaders in the library industry, Kelvin is credited with expanding his customer base in multiple library management roles through outreach efforts to underserved and diverse populations. Two examples of these in Las Vegas are a partnership with the Regional Transportation Commission of Southern Nevada, which made digital access to the library available to bus riders and, in 2022, was recognized with three awards, the American Library Association Library (ALA) of the Future Award, the RUSA Best Emerging Technology Award, and the Urban Libraries Council Top Innovators Honorable Mention. The Library District’s many literacy programs for adults and children received the Crystal Bookmark Award from the Las Vegas Book Festival.

Zaylin Yates is the Founding Managing Director of Brévo Theater, an incorporated 501(c)(3) nonprofit committed to amplifying the voices of young Black artists and providing a platform to the unheard by highlighting upand-coming playwrights, actors, dancers, and directors, by offering a diverse entertainment experience through color-blind casting.
In his current role, Zaylin works in the Programming Department as an Engagement Manager at the Adrienne Arsht Center for Performing Arts of Miami Dade County. He manages, coordinates, and communicates production logistics while monitoring production budgets across the center. Zaylin serves on the Heritage Committee at the Arsht Center, a program dedicated to celebrating Black artists in the South Florida community.

Zaylin is a proud alumnus of Florida A&M University, where he obtained his M.B.A, B.S. in Business Administration, and B.A. in Theatre Performance. Over the past ten years, Zaylin has both produced, directed, and performed in various productions throughout the Southeast, including “Detroit ‘67,” “The Colored Museum,” and “Legally Blonde: The Musical.” Zaylin thrives on bringing out the best in all artists by presenting honest characters and truthful stories. Zaylin is the recipient of the Joel A. Crane Golden Spirit Award, and a member of Progressive Black Men Inc. and Phi Mu Alpha Sinfonia Fraternity of America. Zaylin also serves as the Board President for the Loch Lomond Club South Homeowners Association and sits on the Division of Arts & Culture grant panel for the Florida Department of State.
During his downtime, you can find Zaylin reading, working out, spending time outdoors, or serving on the Worship Team at Church By The Glades. Zaylin thanks God, family, and friends who have uplifted him through his journey.
