BACKGROUND:

At this moment of European economic stasis - a consequence of the global financial and economic crisis and the subsequent sovereign debt crisis in the Eurozone - there is a compelling need to explore best practice in banking, finance and the international economic governance in the quest to restore confidence in financial markets and boost global economic growth. The IBDE’s “International Forum on Responsible Banking and Finance” provides a great opportunity to promote the need for more ethical and transparent business practice worldwide, where conduct amongst professionals and banking markets is more responsible in order to avoid the bad banking practices and financial scandals that have so damaged the image and credibility of financial institutions in recent years.

Project aims: The Forums in this series aim to create an opportunity to discuss these challenges through a constructive dialogue amongst relevant stakeholders, such as policy-makers, industry practitioners, diplomats, as well as economic and finance experts from participating sectors and institutions. The meetings aim to encourage greater focus on best practice in banking and finance and seek constructive input through addressing the current developments in the banking and financial services sector with particular focus on issues such as: • • • • •

financial regulation - exploring the key issues and practices in banking regulation and supervision; corporate governance in banking; ethics and banking - ensuring that professionals and banking markets conduct is more responsible; long term risks of financial institutions and markets; sound investment practice.

In addition, the Forums will facilitate information exchange and contacts between prospective UK and international stakeholders.

The topics under discussion at the 1st International Forum on Responsible Banking and Finance include • • • • •

What are the key concerns of Governments and regulators on standards and culture in banking?

How have firms and the wider market already responded, what role does Corporate Governance play?

Where are the opportunities going forward and what practical steps should firms be taking?

What are the key challenges in addressing banking reforms internationally?

The importance of financial services in spurring global economic growth

Attendance to meetings in this series is open to UK and international policymakers, regulators, industry practitioners, politicians, diplomats, NGOs, academics, economic and finance experts and the media.

Jeremy Anderson CBE, Chairman, Global Financial Services, KPMG Jeremy Anderson is Chairman of KPMG’s Global Financial Services practice (Audit, Tax and Consulting). In his capacity as Chairman of KPMG’s Global Financial Services practice he advises clients across the globe on how to assess and respond to the changing landscape of Financial Services. He regularly engages with regulators, policymakers and task forces on the major initiatives designed to improve financial stability, transparency and trust. This enables him to bring a wide and practical perspective to discussions on key financial, regulatory, operational and corporate governance issues. Jeremy has spent 30 years working with the banking and insurance industry. He has advised in the areas of strategy, risk management, governance, IT, operational transformation, payments, mergers and bank restructuring. He has worked extensively with major banks to help them execute global programmes as they deal with the challenges of a fast changing global market, particularly in response to the Euro crisis and the changing regulatory agenda. He has worked with clients across Europe, the United States and Asia Pacific. Jeremy is a Commissioner of the UK Commission for Employment and Skills and is a former Chairman of the UK National Employment Panel. He was awarded a CBE in 2005 for his services to employment.

Sir Winfried (Win) Bischoff, Chairman, Lloyds Banking Group Plc Sir Win Bischoff became Chairman of Lloyds Banking Group plc in September 2009, having been Chief Executive and subsequently Chairman of Schroders plc from 1984 – 2000 and interim Chief Executive and subsequently Chairman of Citigroup Inc from 2007 - 2009. He is a director of Eli Lilly and Company and The McGraw-Hill Companies and has been a director of publicly listed companies in Europe and Asia in the telecommunications, insurance, financial and industrial field. He was awarded a knighthood in 2000 for services to the banking industry. He was co-chairman with the then Chancellor of the Exchequer, of a Report on “UK International Financial Services – the future” and is chairman of the Advisory Council of TheCityUK, the body set up following that report.

Mark Boleat, Chairman, Policy & Resources Committee, City of London Corporation Mark Boleat has been Chairman of the Policy and Resources Committee of the City of London since May 2012, leading on strategy, resource allocation and engagement with legislators and regulators in the UK, Europe and across the world on policy issues affecting London as a key international financial centre. This also involves taking a lead on relations with local and regional government, along with building links with other International Financial Centres such as New York, Beijing, Shanghai and Mumbai. Outside the City, Mark Boleat holds a portfolio of non-executive positions. He is Chairman of the Channel Islands’ Competition and Regulatory Authorities, the States of Jersey Development Company, Claim Witness Solutions Ltd and UK Social Data Services Ltd. Sir Andrew Cahn, Vice Chairman (Public Policy), Nomura Sir Andrew is Vice Chairman (Public Policy) at Nomura, chairs the Advisory Board of Huawei Technologies (UK), and is on the Board of General Dynamics (UK) and Lloyd’s of London. He is also a Trustee of the Gatsby Foundation, the Institute for Government, the Arvon Foundation, the Japan Society and TheCityUK. Prior to this, he was Chief Executive of UK Trade and Investment, a Director at British Airways and Chef de Cabinet to Neil Kinnock, Vice President of the European Commission. He also filled a number of senior roles in the Cabinet Office, the Foreign and Commonwealth Office and the Ministry of Agriculture.

H.E. Pekka Huhtaniemi, Ambassador of Finland to the United Kingdom H.E. Pekka Huhtaniemi has been the Ambassador of Finland to the United Kingdom since June 2010. Prior to this he has been Finland’s Under-Secretary of State (External Economic Relations) since January 2006. Mr. Huhtaniemi started his career at the Ministry for Foreign Affairs in 1972. His positions in the Finnish Foreign Service include Ambassador to Norway (2003-2005), Ambassador, Permanent Representative of Finland, Geneva (19982003), Director General at the Department for External Economic Relations (1994), Special Adviser to the Prime Minister on economic and international affairs (1993-1994), Deputy Director General for multilateral trade and economic issues at the Department for External Economic Relations (1991-1993), Minister Counsellor and Deputy Permanent Representative to the GATT, Permanent Mission of Finland, Geneva (1986-1991), and various roles involving economic and social affairs at the Permanent Mission of Finland to the United Nations (1983-1986).

Mr Huhtaniemi served as Head of Cabinet for the first Finnish member of the European Commission, Mr. Erkki Liikanen, in Brussels between 1995 and 1998. He is Master of Political Science, University of Helsinki, 1971.

Patrick Jenkins, Banking Editor, Financial Times Patrick Jenkins was appointed banking editor for the Financial Times in June 2009. He covers major global banks with a particular focus on Europe, as well as leading the FT's 10-strong global financial services reporting team. Prior to this post he was companies editor and assistant editor, and before that he was the editor of international company news. Jenkins joined the FT Group in 1996 as editor of the newsletter FT world insurance report, before becoming UK companies reporter in 2000. Prior to taking up the post as international company news editor, Jenkins spent four years in Germany as Frankfurt correspondent for the FT.

Baroness Kramer, Member of the Parliamentary Commission on Banking Standards Baroness Kramer is a member of the Parliamentary Commission on Banking Standards.

She is also the Liberal Democrat spokesperson on Treasury issues in the House of Lords.

She joined the House of Lords in 2011 and has served on a number of committees.

Baroness Kramer’s career before politics was in banking, first with Continental Bank and then Citibank in the USA. After returning to the UK she and her husband set up a joint-venture with Credit-Anstalt Bank in Austria which advised on infrastructure finance in Central and Eastern Europe. As a Liberal Democrat MP for Richmond Park from 2005-10 her roles included membership of the Treasury Committee of the House of Commons and later Liberal Democrat Shadow Secretary of State for International Development, for Trade & Industry, for Transport and for the Cabinet Office.

The Rt Hon Lord McFall of Alcluith, Member of the Parliamentary Commission on Banking Standards Having been an MP for Dumbarton since 1987 and West Dumbartonshire since 2005, Lord McFall had many roles during this period which included being the Opposition Spokesman for Scottish Affairs, the Parliamentary-under-Secretary of State for the Northern Ireland Office and was the Chair of the Treasury Select Committee from 2001 to 2010 whereby he was made a Peer in the 2010 Dissolution Honours List. Since becoming a Peer, Lord McFall has been a member of the Joint Committee on the Financial Services Draft Bill and belongs to the Lords’ Select Committee on Economic Affairs. More recently, Lord McFall was appointed to the Parliamentary Commission on Banking Standards, a very active and time-consuming role.

Jonathan Taylor, Vice President, European Investment Bank Jonathan Taylor has been a Vice President of the European Investment Bank since January 2013. He is a member of the EIB’s Management Committee which draws up the Bank's financial and lending policies, oversees its day-to-day business, and takes collective responsibility for the Bank’s performance. Mr Taylor has particular responsibility for the Bank’s activities in Denmark, Finland, Ireland, Sweden, and the United Kingdom. He also leads the Bank’s work in climate action, and in other environmental lending policies. Internally, he is responsible for a range of control functions, such as audit, compliance and related issues. Mr Taylor was previously Director General of Financial Services and Stability at HM Treasury (the UK Finance Ministry).

He has held a range of posts in both the private and public sectors. He is a graduate of the University of Oxford, in Philosophy, Politics and Economics.

Rudi Guraziu, Chief Executive, IBDE Rudi Guraziu is founder and CEO of IBDE (International Business and Diplomatic Exchange). Rudi for a decade was one of the principals in the running of a large pharmaceutical business, until 2000. For many years, following that, he has been actively engaged with business leaders and diplomats as a consultant on Foreign Affairs. His expertise covers international affairs with a particular focus on EU affairs, political risk, business and commercial diplomacy. His research interests are in exploring the impact of international events and turning crises into opportunities. Before establishing IBDE, he initiated the establishment of the Centre for Business and Parliamentary Dialogue. For much of that time he has worked with different parliaments particularly in the relationship between legislative bodies and economic operators.

He holds an MA in International Relations (distinction).
