The anniversary of our 30th year in operation presented the perfect opportunity to revive our Petro Star company newsletter.

30 Years 2014 was an exciting year for Petro Star.

After the Flint Hills Refinery shut down in North Pole, Petro Star stepped up to the plate with a number of large projects. These included one to provide fuel for Golden Valley Electric Association’s power generation, and another to build a new asphalt plant at the North Pole Refinery. Both are described later in this newsletter.

2014 was also Petro Star’s 30th anniversary. The company was founded in 1984

by Steve Lewis and Kent Herman, industry veterans who worked at the MAPCO (now Flint Hills) refinery.

Petro Star’s founders recognized the need for a small refinery that would process middle distillates to make heating oil, diesel, and aviation fuels for Alaska’s markets.

Petro Star built its North Pole refinery in under a year. By locating the facility alongside TAPS, Petro Star ensured its ability to receive crude oil deliveries and to re-inject unprocessed crude oil back into TAPS; although it also became subject to the TAPS Quality Bank, which became increasingly burdensome starting in 1993.

In the 1980’s Petro Star acquired two fuel distribution companies in the Fairbanks area. One, Sourdough Fuel, had been serving local heating needs since 1898—it lives on as a Petro Star brand and continues to serve customers throughout Interior Alaska. In 1989, Petro Star became a wholly-owned subsidiary of ASRC and a full member of the ASRC family of companies. ASRC’s support allowed the company to grow to meet increasing customer demand.

In 1993, Petro Star commissioned the Valdez Refinery (PSVR). This refinery has grown over the decades to process 60,000-bbl/day of Alaska North Slope crude oil into Ultra Low Sulfur Diesel (ULSD), military and commercial grade jet fuel, JP5, and marine diesel.

Petro Star also made several significant acquisitions in the 1990’s. It completed buy-outs of its partners in PSVR, acquired Petro Marine Services’ operations in Valdez and western Alaska, and acquired Kodiak Oil Sales. These made Petro Star the premier marine diesel marketer in western Alaska and provided a vertically-integrated home for PSVR’s marine diesel production. It also initiated a strong retail presence in Valdez, Dutch Harbor, and Kodiak. Petro Star also acquired a bulk lube repackaging and service company with facilities in Fairbanks and Anchorage; as well as a retail service station and heating oil business in Fairbanks. The company also built a 13 mile pipeline to Eielson Air Force Base from the North Pole refinery.

In the 2000’s, Petro Star initiated a number of projects to increase efficiency and productivity. With the Copper Valley Electric Association, it installed a 5 MW co-generation turbine at its Valdez refinery and the excess heat partially offset PSVR’s own fuel needs. At North Pole, Petro Star invested in a new crude heater and distillation tower that increased refinery capacity from 16,000 BPD to 22,000 BPD. A fire at the Valdez refinery in 2009 inflicted severe damage. Petro Star completed repairs in less than a year, and ASRC never wavered in its support for the new Clean Fuels Project. This allowed Petro Star to become only the second refiner in Alaska able to produce the ultra-low sulfur diesel fuels mandated by the EPA. Continued...

Big enough to make the investments needed to meet demand, yet small and nimble enough to adjust to market conditions, Petro Star is looking forward to another 30 years of serving Alaskans.

With the closure of the Flint Hills Refinery, Interior Alaska lost its only local source of asphalt oil - the black, tar-like substance that is mixed with gravel to make pavement. While Flint Hills was not the only instate producer of asphalt, Tesoro’s Nikiski refinery reached maximum production for asphalt oil keeping up with last year’s demand according to the Alaska Journal of Commerce.

Asphalt oil was trucked North, but interior contractors saw their costs rise dramatically due to the long shipping distances and the need to reheat the oil at its destination to replace heat lost during transport.

There were also supply disruption concerns as haulers lined up at Tesoro’s truck rack during the short Alaska construction season, sometimes waiting hours to load product.

Petro Star realized the lack of affordable asphalt would be a barrier to State paving projects benefitting the Interior and quickly devised a solution. In April, the authorization for expenditure was received from our parent company ASRC – an action greatly aided by the existence of in-state refinery tax credits - for a new asphalt plant at the Petro Star refinery in North Pole. The permitting process is underway and civil construction began this Spring.

We anticipate asphalt production will begin in May 2016, providing relief to the State Department of Transportation and its asphalt contractors. Stay tuned as we progress on this exciting new project.

Sourdough Fuel’s Hilltop Truck Stop Competes in Local Food Competition

By Kelly Lindig Manager, Hilltop Truck Stop On January 16th, 2015, Sourdough Fuel’s Hilltop Truck Stop participated in the Stone Soup Café’s 5th annual Soup Off. The event was held at the Westmark hotel in Fairbanks, and included a beer and wine tasting, live auction, and “Souper” competition amongst 25 participating restaurants. It is the top fundraising event for Stone Soup; and the evening rose over $24,000 to support the Cafe’s mission of feeding any hungry person who comes to their door.

Hilltops’ Hearty Cabbage Soup did not win the evening’s competition, but it was a good event for a great cause. We look forward to “souping” it up again next year.

Hearty Cabbage-Sausage Soup Recipe

TOTAL TIME: Prep: 30 min. Cook: 10 min.

MAKES: 8 servings Ingredients: 4 cups chicken broth 1 small cabbage, chopped (about 10 cups) 1 medium onion, chopped 1/2 pound smoked sausage or hot links,

halved lengthwise & sliced 1/2 cup all-purpose flour 1-1/2 teaspoons salt 1/4 teaspoon pepper Dashes of allspice, parsley and chives for color 1 cup milk or cream

Directions: • In a Dutch oven, bring broth, cabbage and onion to a boil. Reduce heat; cover and simmer for 10-15 minutes or until cabbage is tender. Add sausage; heat through.

• In a bowl, combine the flour, salt and pepper. Gradually add milk, stirring until smooth. Gradually stir into soup. Bring to a boil; cook and stir for 2 minutes or until thickened. Yield: 8 servings (about 2 quarts).

North Pacific Fuel Kodiak Unveils Remodelled and Expanded Mill Bay Store In late September of 2014, customers of North Pacific Fuel’s Mill Bay Store were greeted with a brighter, more spacious place to stop for a quick bite, or enjoy a fresh cup of coffee. After 20 years of operation, the store has been relocated to the north side of the building and fully remodeled. The change increased retail space by about 30%, and positioned the c-store closer to fuel pumps. More windows have created a brighter space and the larger retail area allows for more merchandise and a new fresh-brewed coffee machine. With more space to fill, employees are collecting ideas for new products and services from customers. Stay tuned for more good things to come from the Mill!

Petro Star Signs Supply Agreement with Fairbanks Electric Utility The announced closure of the Flint Hills Refinery in North Pole in May of 2014 left many fuel customers in Alaska’s Interior concerned about their energy supplies. This was especially true for the region’s only electric utility, the Golden Valley Electric Association (GVEA).

Since 2004, GVEA has bought all fuel for its oil-fired power plant in North Pole from Flint Hills. “When Flint Hills Resources announced that it would cease production of naphtha, GVEA was facing the prospect of higher fuel costs, which could have led to higher bills for our members” said Cory Borgeson, GVEA President and CEO in the utility’s member publication, The Ruralite.

“Fortunately, this story has a happy ending.” Borgeson continued. “Within hours of the Flint Hills announcement, we launched a search for new suppliers that included Alaska, Canada, and the Lower 48 states - but it turned out the best deal was sitting right next door. That new fuel supply was Petro Star’s North Pole Refinery.”

Last Spring GVEA and Petro Star Inc. reached an agreement on terms for a new fuel source. Petro Star began supplying Light Straight Run (LSR), a naphtha-blended fuel to be burned at GVEA’s plant.

The Petro Star refinery and the North Pole Expansion Plant are located on adjacent properties. The contract required construction of a short pipeline to connect them. “Connecting GVEA’s power plant to Petro Star’s Refinery was fairly simple,” said Lynn Thompson, GVEA’s Vice President of Power Supply.

Most of the piping was already in place on GVEA’s side.

From design to construction, the remainder of the connection project was an ASRC combined effort: Petro Star was responsible for all refinery process modifications and associated improvements while ASRC Energy Services did the engineering, and Houston Contracting completed the pipefitting.

Despite the extremely short turnaround schedule, the project was completed in June 2014 with no supply disruption for GVEA, and minimal cost impact to its customers. Borgeson thanked Petro Star and Arctic Slope Regional Corporation for negotiating a fair contract that kept their fuel costs stable and benefitted all Interior residents. The utility followed up with this full page ad in the Fairbanks Daily News Miner on April 26, 2015.

April 2015 Eielson/Petro Star Joint Refueling Tour This spring, Petro Star employees witnessed firsthand how the fuel they produce ultimately makes it into the jets that patrol our national borders. The North Pole Refinery produces JP-8, (equivalent to Jet A fuel), as well as JP-4: a high altitude helicopter fuel. We ship the fuels directly to Eielson Air Force Base through 13 miles of pipeline.

The tour of Eielson’s refueling facilities included their control room, pump stations, and the base’s “fuel farm” -- a collection of above ground tanks encompassing 25 million gallons of bulk storage.

The importance of Eielson was recently reinforced by the decision this April to keep the F-16 squadron at the installation, and the likely addition of F-35 fighter jets in the near future. Petro Star’s role in national defense was put into perspective by Lt. Col Edward Hogan, Commander of the 354 Logistics Readiness Squadron. “Should the 354th ever be deployed, we could stage F-16s for takeoff every 1.4 minutes. In that scenario, the continuous fuel supply from Petro Star would be absolutely critical,” said Lt. Col Hogan.

After the base tour, Petro Star hosted 17 Airmen from Eielson AFB’s 354th Logistics Readiness Squadron (LRS) at Petro Star’s North Pole refinery. “The biggest advantage to having a direct pipeline to Eielson is the quick re-supply. This fact is no more apparent than when we’re issuing a lot of jet fuel during our RED FLAG-Alaska exercises” said Master Sgt. Marcus Ortman, the 354th LRS fuels section chief. The primary mission of the wing is to support RED FLAG-Alaska, and LRS will supply as much as five million gallons of fuel during each exercise.

In addition to regular training sorties throughout the year, the base also hosts the Alaska Air National Guard’s 168th Air Refueling Wing, which flies the KC-135 Stratotanker. The Stratotanker delivers JP-8 to other aircraft, air-to-air, through its 24/7 mission from interior Alaska.

Airmen and employees also had the opportunity to tour each other’s fuel laboratories. The military has fuel blends (i.e. JP 4 and JP 8) that are not sold on the commercial market and specifications (e.g., Jeff Tott) that are unique. Petro Star has Defense Logistics Agency lab technicians at our refinery to ensure our product meets Air Force specs 100% before it ships out. In the words of DLA Lab Technician Ron Bock: “The fuel Eielson gets from Petro Star is NEVER out of spec. From a quality control aspect, it simply doesn’t get any better than this.”

“2014 was a record year for fuels in regards to RED FLAG,” Ortman said. “We’ll issue millions of gallons of fuel during one exercise.

When this is done efficiently, it establishes a great working relationship with each participating unit regardless of branch of service or country of origin. That’s the end result of this process, fueling the fight... that’s the mission.”

Summer is here along with our seasonal airline carriers. Look for Jet Blue, Condor, United, Sun Country, Virgin Air, Air Canada and Iceland Air to return to Anchorage. In Fairbanks, Delta is in with the Golden Heart City offering a nonstop redeye flight to Minneapolis and a Seattle nonstop to compete with Alaska. Alaska responded by adding another nonstop from Fairbanks to Seattle for the season.

Packets are routinely audited by ASRC internal auditors. Make it a point to enter thorough explanations each time you code.

P-CARD POINTERS All account holders should be using the new BOA user interface. It’s less clicking between screens and allows for a more efficient and stream lined program to code and sign off. Remember to include detailed descriptions in the business explanation box.

Don’t wait until the last minute to sign off transactions. Set aside 5 or 10 minutes a week to code your transactions and sign off. Set up a reminder in the system to notify you when transactions post. Use your black credit card sleeve for storage to avoid making personal purchases with your company credit card. Packets are always due by the 20th of the following month.

Petro Star Collaborates on Spill Drill in Dutch Harbor

In late September 2014, Petro Star and North Pacific Fuel employees participated in a joint exercise with the United States Coast Guard, Alaska Department of Environmental Conservation, City of Unalaska, Alaska Chadux (our Oil Spill Response Contractor), and other Federal and State agencies to evaluate spill response plans and capabilities in Dutch Harbor.

The site simulated a large land slide that resulted in damage to a North Pacific Fuel Storage Tank releasing 500,000 gallons of marine diesel on land and into the ocean.

The Spill Drill lasted two days: Day One consisted of a “Table Top Drill” testing the Incident Management Team’s ability to implement spill response plans and resources. Over 40 people from Federal, State and Local Agencies and Petro Star participated in the Table Top Drill.

Norman Bautista and Lisa Lewis represented Petro Star / North Pacific Fuel as part of the Unified Command Team, Brian Gould served as the Incident Safety Officer, Elaine Niles participated on the Planning Team, and Bong Tungul participated in the Incident Simulation Cell.

Day Two presented an opportunity for Petro Star / North Pacific Fuel Employees and Alaska Chadux to demonstrate their ability to deploy containment and recovery equipment in accordance with State plans.

Our employees did an outstanding job of positioning spill containment boom across the mouth of the Illiuliuk River to protect sensitive salmon spawning grounds. Employees also deployed a skimmer and associated equipment to demonstrate recovery capabilities.

Throughout the year, Petro Star, North Pacific Fuel, and Sourdough Fuel employees participate in classroom and field training to develop, refine, and maintain the skills necessary to safely respond to oil spills both on land and water. Employees also perform periodic inspections and maintenance to ensure spill response equipment is ready when needed.

Exercise takeaways focused on the logistical and communication challenges of executing spill response in a remote location.

Petro Star employees performed admirably throughout the exercise, demonstrating their professionalism, capabilities, and commitment to maintaining “Excellence in Energy.”

Military Appreciation Day in North Pole SAFETY CORNER In order to understand where we are going, it is important to know where we have been. Evaluating previous incidents and applying the lessons learned to future activities ensures we control the conditions responsible for losses. This includes losses of one of our most valuable resources: our employees.

In 2014, Slips / Trips / Falls were the leading cause for the most number of injury cases. Thus far in 2015, it remains the number one cause of employee injuries. So how do we control these conditions, and reduce the number of injuries experienced by personnel? It starts by communication and management of workplace hazards.

Supervisors are encouraged to discuss workplace hazards and incidents with employees to collectively brainstorm and apply solutions towards the prevention and elimination of workplace conditions responsible for injuries and other losses.

Christmas in Ice, the ice park located next to Santa Claus House in North Pole each holiday season, features ice art, slides, and other activities which add color and light to our Interior Alaska winter. Petro Star is the largest supplier of military fuel in Alaska and the North Pole refinery has sponsored the theme park’s Military Appreciation Day for the past 5 years. A boost in publicity (and temperature) brought a record number of visitors: 1,984 in total, to the park on Saturday, December 13th 2014. Continued on page 9

May 2015 Petro Star Paannaq Program Update Established in 2009, ASRC’s Paannaq (partner) program connects the eight Inupiat villages located in the Arctic Slope Region with seven of ASRC’s subsidiaries. The partnerships allow employees to directly benefit shareholders by spurring economic development, advancing entrepreneurship, and encouraging social investment.

Petro Star’s Paannaq village is Anaktuvuk Pass (AKP), a community of about 324 people in the foothills of the Brooks Range. The majority of AKP residents are ASRC Shareholders.

Other programs include Petro Star internships, school supply drives, and Junior Achievement classes. The purpose of the partnership is to enrich the lives of the residents, enhance economic sustainability, and to promote the Inupiaq values. And you can help! Sourdough Fuel Partners with Local School for Fairbanks Food Drive

We at Sourdough Fuel know how important it is to Food drive school partners; Teacher, lend a helping hand to our community. That’s why on Kelly Scanlon & Barnette Students November 1st, 2014, we partnered with Odom Corporation and Barnette Magnet School to lend a hand to the Fairbanks Rescue Mission. The Mission opened in 1973 and has been open 24 hours a day since then: “Serving the least, the last and the lost of interior Alaska.” Over the course of seven weeks we collected 1,643 pounds of canned goods for the Fairbanks Rescue Mission.

Seeing the smiles and appreciation from staff and residents was priceless. Here’s what The Mission had to say, “A HUGE HUGE thank you to Sourdough Fuel for doing a canned food drive for us! They reported that the majority of it came from the Barnette Magnet School. So everyone here at Fairbanks Rescue Mission says a great big THANK YOU to Sourdough Fuel, The Odom Corporation and Barnette Magnet School Parents & Teachers!!” On behalf of Sourdough Fuel, this was our pleasure. We’d like to add a special thank you to our partners, especially Ms. Kelly Hill Scanlon and the Barnette Magnet School students. Together, anything is possible!

North Pacific Fuel Purchases Captain’s Bay Facility After 15 years of leasing from Crowley Maritime, North Pacific Fuel finalized the purchase of the Captain’s Bay marine operations base in Dutch Harbor this Spring. Captains Bay is a full service, one stop facility for marine vessels of all sizes. The 30 acre site includes 3 warehouses, a 540’ pier, 7 employee housing units, and storage tanks for 2.5 million gallons of marine fuel. The dock accommodates fish processing vessel offloads; and the warehouse space provides secure storage before loading for the next trip. On an island that goes from the mountains to the sea, flat land is a hot commodity. In addition to inside storage of supplies, at Captain’s Bay crews are able to store all their unused fishing gear outside in one of the largest flat storage yards in Dutch Harbor.

North Pacific Fuel has been serving the Alaska maritime industry since the 1990’s. Considering the steady fishing vessel traffic, and increased interest in oil exploration off of Alaska’s coast, the purchase was a natural fit for Petro Star. North Pacific Fuel looks forward to continuing its service to Alaska’s marine fleets under our own flag in Captain’s Bay.

Former North Pole Refinery Manager Mark Reischke conceptualized Military Appreciation Day in 2009. This year, Jake Loud led the effort, assisted by refinery employees John Hutchens, Brian Gould, John Taylor, Dan Hughes, Tim Milanowski, Kyle Boswood and Alan Helmueller. The volunteers spent their Saturday afternoon grilling hot dogs, making hot chocolate, distributing goodie bags, and managing the continuously packed warm-up tent.

But it wasn’t just Petro Star feeding and entertaining the troops and their families. In addition to the local Christmas in Ice volunteers, The North Pole Roller Derby team wrapped over 2,000 hot dogs; and the North Pole Rotary Club, along with newly re-elected State Representative Tammy Wilson, kept the picnic line moving for hours while the Elmendorf-Richardson Military Community Relations Band played holiday tunes for the crowd. Way to go North Pole Refinery! Thank you for showing Petro Star’s support for our Interior military personnel and families.

April 2015 Paannaq Exposure Trip As part of our 2015 Paannaq program social investment initiatives, Petro Star’s Economic Development Coordinator Angelene Faulkner escorted Anaktuvuk Pass students and a chaperone on an ASRC Exposure Trip this April. The intent of the trip was to inform the students about the many career opportunities available to them within the family of ASRC companies. This year, the program hosted four students in Fairbanks, and two who continued on to Anchorage.

In Fairbanks, the group saw how Petro Star refines and ultimately sells its fuel products in Interior Alaska. The group toured the North Pole Refinery as well as the Sourdough Fuel heating oil offices and retail fuel stations. In Anchorage, the students visited all ASRC divisions (Petro Star, ASRC Energy Services, Alaska Growth Capital, ASRC Construction Holding, and the ASRC Corporate Office). From marketing, to project management, to accounting and customer service, the students were exposed to all sides of ASRC’s business.
