A Message from the Chair

Welcome to the 2023 Water Orton Carnival.

This will be first the ‘proper’ Carnival since 2019 and we have been chomping at the bit to get this show back on the road. After all, it puts our village on the map; it allows us to showcase what we have; it allows us to retain a sense of being part of a village and it demonstrates our commitment to maintaining community spirit.

As is the case every year, a lot of planning and organising has been happening behind the scenes by the Committee since our event to mark the late Queen’s Platinum Jubilee last year. Just like every year since the Carnival began, the commitment of a small number of villagers means

ahead. We always require new Committee members and volunteer helpers. The more we have, the bigger and better the event will become as well as ensuring its longevity. Without that help and support the Carnival will sadly become a thing of the past.

To the occasion of the return of the ‘Carnival proper’, we are delighted to announce the return of the procession. More details regarding this year’s procession can be found on page 17 within this programme.

To enhance this year’s theme ‘Carnival’, we are delighted to welcome dancers from Samba Dance Birmingham to lead the parade in full Latin carnival costume. They will be accompanied by the renowned Sambassadors of Groove, who will bring the vibrancy of samba drumming and music. Both have performed at large

they have agreed to bring their love of Latin carnival to our corner of North Warwickshire.

On the day, we will have a large variety of stalls and attractions, free face painting and a packed itinerary of musical and performing acts in the main arena. We will also welcome back the fair after a short hiatus.

So, I wish you a fantastic time at this year’s Carnival. If you feel inspired to get involved and join the Committee or just volunteer on the day, then please approach us. We should be easy to spot in our Carnival polo shirts. We will be more than happy to see you. Enjoy Your Carnival!

Carnival Procession Route

Starting at The Green, the procession will make its way through the village.

Important Message

In order for the procession to go ahead, certain roads within the village will be closed for a short time during a two hour period. These closures will take place at various road junctions (see map above) to allow the procession to pass through safely.

The times of these closures will take place between 11am and 1pm. Plank Lane will be closed at the earlier time of 10.30am to allow for the arrival of floats and coordinated departure on their journey.

To ensure the smooth running and safety of the Carnival procession, the Committee needs your support as a local resident.

N.B. As a local resident you will not be

stopped from entering roads during the two hour period, only when the procession is about to pass.

Access will be allowed only when it is safe to do so and the rear vehicle of the procession has passed through. The committee, Warwickshire Police and Council ask for your full support and assistance in avoiding the route during these times.

Please warn visiting family and friends of slight delays likely to be experienced on the day due to temporary road closures.

Please drive slowly and be mindful of the inherent risks associated with the Carnival Procession.

Dazzlers

“Dazzlers” are a local group that practise every week-day learning styles from Modern, Acro, Gymnastics, Singing, Tap dance, Commercial, Hiphop including Street Dance, Boys’ Dance, Jazz, Ballet, Pointe, Contemporary, Lyrical, Cheerleading and Tumbling classes

Classes start at age 2 and we have Adult Tap Classes Tuesdays and Wednesdays for over 16’s also with our eldest member being a fabulous 75!

Classes take places at the Link in Water Orton on Thursdays and then at our Hub in Shard End near Hickory’s Restaurant. On weekends Dazzlers perform in Shows, annual Festivals and occasional Carnivals like today.

Coleshill Tae Kwon-Do

The Procession

We are delighted to have these two groups to head up our Carnival procession and really get the samba party started!

The Sambassadors of Groove

Formed in 1998, the Sambassadors of Groove are a community samba band of drummers and dancers from Leamington Spa in Warwickshire. They perform the kind of music you may

expect to see and hear on the streets of Rio in Brazil at carnival time, but with their own special twist.

Samba Dance Birmingham

Samba Dance Birmingham began in 2018, when a professional dancer and a samba percussionist shared an exciting goal –to bring authentic Brazilian Samba Dance to the West Midlands!

Since then, SDB has flourished. We hold classes every week in Moseley, Birmingham. Anyone is welcome and our dancers range from professionals to beginners!

We have the joy of performing at parties, festivals, parades and celebrations, even producing a stage show for

Commonwealth Games in 2022!

Our smiles, enthusiasm and beautiful costumes will bring something special to your event! We want everyone to learn samba too, so all are welcome to our workshop!

Children’s Crafts and Activities

Now established as a firm favourite at Carnival events – we welcome the return of The Children’s Craft and Activity Tent. Activities will be themed around the Carnival celebrations, with a selection of crafts and activities for all ages.

We would love to see lots of children making memories and keepsakes from this event (grown ups are encouraged to get involved too!)

Face Painting

We’re delighted to be offering free face painting for children at this year’s Carnival. We welcome Cheeky Monkeys who have been stallholders at previous Carnivals.

Owner Sam, who lives in Coleshill with her husband and two children, has been face painting for six years at events such as parties, charity events and, you guessed it, carnivals. She also has a cake business and says she loves anything arty and simply seeing children happy. We’re expecting her to be very busy, so make sure your child doesn’t miss out!

Village Library Thank You

The village library run by volunteers, is now fully open . Opening hours have been reduced due to a lack of volunteers, so it’s now open Friday and Saturday morning 1012 and Friday afternoon 2-4.30. But we still have free Rhymes for Under 5s every Friday and Knit and Natter on Saturday 10.30 -12 .

We sell coffee and tea, books, greeting cards to raise money and the library can be hired for small meetings and clubs

Water Orton Primary School

It’s been a really busy year at Water Orton Primary!

Since moving into our brand-new building, we have been working to develop the learning environment both inside and out.

Moving to a new school is a bit like moving to a new house. It’s bright and fresh and clean but tends to be missing some essential features. For us in school this has meant the need to develop our facilities to include a library, playground markings, a specialist nurture space called Acorn room, spaces to work quietly with pupils and outdoor play and climbing equipment. Our largest investment so far has been the outdoor canopy to allow for all weather outdoor learning. We have been lucky to receive a number of donations and grants in support of these projects for which we are very grateful.

Work continues and plans are in place to create a ‘Music Cabin’ and designs have been drawn up for our fantastic school site. These include our very own school livestock space and Water Orton Wild (or WOW!) which we hope will be an exciting learning space that can be accessed by community groups as well and pupils from the school.

Our next big wish though is ‘Project Minibus.’ This will take some time but we are keen to be able to transport pupils to the many events we attend. Just this year these have included a local school’s

Spelling Bee, a reading event at Atherstone Library, a trip to a recording studio and countless sporting events and competitions.

Water Orton & District Tennis Club

Water Orton & District Tennis Club are so delighted to continue our work with The Woodlands School in Coleshill, as we prepare to start what will be our 8th year working with them. The LTA and The Dan Maskell Tennis Trust have recognised the voluntary work we do, and as a Community Club we are so pleased to help these youngsters when they visit our club. The LTA have donated a Tennis Equipment Bag which we recently handed over to the school so they can let the younger children play tennis in the school hall. We would like to thank the Midlands Disability Lead Matt Elkington who organised the kit donation, in recognition of our work, and the school were so pleased to receive this award. The Dan Maskell Tennis Trust have awarded our club some funding, which will enable us to replace our junior coaching equipment, to allow us to take this valued project to the next level. The Woodlands School is for children with profound learning difficulties and disabilities. Unfortunately, space outside the school

is limited and sadly they do not have the means to accommodate all of the activities they want to do within the school. As a result, they are so pleased to visit a recognised community club and enjoy the facilities and the fresh air.

They visit our club twice every school term week from mid-April until the October Half Term and it is a

pleasure for our club to have them visit us. The club also work closely with several other local schools and have done so for many years.

We also have Adult Beginners Classes, Cardio Fitness Tennis and Ladies Night and Men’s Night, as well as junior coaching groups and youth coaching. All of our coaches are qualified and registered with the LTA and would be pleased to welcome any new members.

Water Orton Churches

Water Orton Churches, united as followers of Jesus Christ, are thankful that we can be a presence within the community and on celebratory days such as this Carnival. Water Orton Churches stand will be raising funds for WaterAid, a very practical charity that dig wells and install taps for people without ready access to clean water. Come and be a drop in this ocean.

A little bit of history

Water Orton Churches, standing in the heart of the village, aim both to welcome and look outward, taking the message of the love of God for all in the community.

There has been a Christian church in Water Orton for over 600 years.

The Parish Church of St Peter and St Paul was crowned with a spire. The Methodist Chapel is tucked in at the front. Back then, the churches were large with impressive Sunday Schools. Today they are smaller, but faithful and united.

Water Orton Cricket Club

Everyone is welcome, young and old. Come and enjoy a drink while watching cricket on Saturday afternoons. The bar is open during matches. Opening times are Wednesday evenings (all year) 5.30p.m. – 8.30p.m., Friday evenings (when training is on) from 4.00p.m. - 10.30p.m., Saturday afternoons (when a cricket match is being played) 2.00p.m. – late(ish!), Sunday lunchtime (all year) 1.00p.m. - 5.30p.m.

If you are interested in playing cricket, we run 3 teams on Saturdays and 1 team on a Sunday. Our young rising stars are coached on Friday evenings and all ladies are welcome to join our Ladies Cricket coaching on Thursday evenings. Contact John Woolfenden on 07846 226 208 for more details.

Team have been visiting the Primary School for over ten years enacting key bible stories. Plays are enjoyed by children, staff and the team. They always convey important moral messages such as being honest and caring for others. The stories are prepared by the Bible Society of which our late Queen was a patron.

Social events are arranged throughout the year, which are advertised on the Club notice boards, in the Coleshill Post and on Social Media. The lounge is available for hire for private parties, wakes, meetings etc.

Carnival Policing

After a few years without the Carnival, it is great to support Water Orton Carnival this year. It gives Warwickshire Police an opportunity to deliver some key messages to our community and share what work we are doing to make Water Orton and the surrounding villages a safer place for everyone. A huge amount of work is done out of the public eye to protect those most vulnerable and at risk from criminal activity, which is complemented by the great work which the public do in supporting us.

Coleshill West Safer Neighbourhood Team have been focusing on force priorities which can be more serious and acquisitive crime such as Theft of Motor Vehicles but also the lower-level crime such as Antisocial Behaviour as this can have as big an effect on the community. Crime Levels in North Warwickshire are still low in comparison to other areas in the country and compared to

The station, launched in 2010 broadcasts from Castle Vale, and began it’s life as Vale FM when it was formed by residents of the Castle Vale estate in 1995. We now reach far beyond Castle Vale, now broadcasting on 107.5FM, DAB and Online throughout North Birmingham, Solihull and North Warwickshire.

The station provides a local radio service designed to entertain and inform the local community, combining music with news, sport and information about events, good causes and local services, as well as providing local volunteers with media training. All of our shows are presented by local people, for local people.

Care Fees…who pays?

If you need long term care in the future, your assets will be assessed to determine whether or not you will be entitled to funded care.

If it is decided you are not eligible, you will have to fund your care- either in part or in full- yourself. You are deemed to be able to meet the cost of care if you hold over £22,000 (in Wales) or over £23,250 (in England). If you own a property this may or may not be included in the assessment depending on individual circumstances; if you are a sole owner occupier, your property will be taken into consideration.

What if I have placed my assets into Trust?

If you have already transferred assets into a life time trust, such as our Family Home Protection Trust or the Estate Protection Trust, then the value of those assets should not be included in your financial assessment.

With the cost of residential care rising to an average of £45,000 per year (in some parts of the country exceeding £60,000 per year), and with around half of Britain’s 440,000 care home residents funding their own care home fees, it is now more important

than ever to plan ahead for the future.

Paying for care fees

The are 3 options for funding:

1. Continuing care from the NHS dependent on physical or mental health need

2. You fund your own care

3. Local Authority funds your care

If your health needs are not assessed as at a level to require NHS funding, then you will be means tested to determine your ability to pay.

The local authority will consider both the capital you own and the income you receive to determine if they should fund your care.

What types of capital are means tested?

Examples of the types of capital that can be included are as follows:

• The family home

• Cash in the bank

• Stocks and shares

• Land

Some capital may be disregarded permanently or temporarily. Such as:

• Investment bonds which are linked to life assurance

• Capital held in certain types of trust

• Personal possessions

If the financial assessment determines that you have capital over the sum of £23,250 (England) or £22,000 (Wales) then you will be required to meet the full costs of your fees. Once your assets are depleted to this level, the Local Authority will contribute to the costs of your fees.

What income will be considered?

As well as your assets, the local authority will also look at any income you receive, such as:

• Most benefits

• Trust income

• Private/ Occupational pension

You’ll be expected to fund £1 of income for each £250 of capital that you hold between £14,250 and £23,250 (England only)

Some income is

disregarded temporarily or permanently:

• 50% of an occupational pension if the resident is paying that to their spouse/civil partner

• £10 per week of a war widow’s, war widower’s or war disablement pension

• War widow’s special payments

PARISH COUNCIL

There are three tiers of local government which cover the area of Water Orton each with their own responsibilities and resources.

Water Orton Parish Council looks after the Green, the Playing Field and the Pavilion (Openfield Croft), the allotment site on St Blaise Avenue, as well as the bus shelters, some litter and dog bins and some of the village planters. The Council is also landlord for the Tennis Club and Bowling Club.

We often liaise with other authorities on matters affecting the community, however for individual concerns and complaints we would encourage residents to report these directly to the responsible authority in the first instance before a request is made to the Parish Council to consider lobbying an issue on their behalf.

The Council is entitled to be notified of any planning applications received by the Planning Authority for the village and will comment on applications with material considerations of concern to the community.

Meetings are held monthly in the Pavilion, usually on the last Thursday of each month. Meeting dates and times can be found on the noticeboard (on the wall) outside the Pavilion and our website. The agenda and associated paperwork will be available at least three clear days ahead of each meeting.

You do not need to wait for a meeting to contact your local council. Its Parish Councillors are available throughout the month for help, guidance, and support. They have been elected to represent the community and so it is vital that you share your views with your local Councillor. Councillors are only able to make decisions when they formally meet as a Council, so for any matters requiring a decision they would need to ensure an item is added to the next agenda.

The Clerk manages the day-to-day administration of the Council, and you are also welcome to contact them throughout the month with any queries you may have via clerk@wopc.org.uk

The Clerk is employed part-time and has a full workload, while Councillors are unpaid and have other duties and commitments, so your patience when waiting for a response is much appreciated.

A New Era of Rugby in Water Orton

Old Saltleians Rugby Football Club have begun a new era of rugby this season. Our historic rugby club moved to a new home in Water Orton for the third time in its 84 year history after its old site was bought by HS2. It has been a difficult time for Old Salts but, with the club opening for its first home match in December 2022 we can now look forward to a more secure future and an opportunity for the club to set down permanent roots and ensure its presence in the local community provides real value.

Club chairman Mick Lee added: “Old Salts has always been a community rugby club, providing a strong, vibrant identity in the local area for youth and adult players and spectators.”

As a fully inclusive club we are proud to offer rugby for all ages, from 2 to 92! We have a fantastic purpose built clubhouse with bar and kitchen facilities – as well as being home to 1st XV, 2nd XV a VETS team.

We offer Walking Rugby on Thursday evenings 6-7pm which is suitable for all ages, genders and abilities, aimed at boosting physical, social and mental wellbeing through non contact simplified rugby.

Old Salts are also incredibly pleased to announce the start of their Women and Girls Section ‘Salts Sabres’ – with over 20 players joining as touch and contact players in the first few weeks alone. We are all ready for the 2023/2024 season ahead and joining the Allianz Inner Warrior League. The Women train every Wednesday night 7 – 8:30pm and always on the look out for new players, no experience necessary.

As Women and Girls Head Coach I am so excited to be involved in the clubs journey, not only to support the clubs growth, but also rugby can empower young girls to develop their inner confidence. The girls inspire each other to help them leave their comfort zone. I love seeing the passion that youngsters have and what they can achieve.

We have many children’s Summer camps and taster sessions to also take part in, before the start of the new season in September.”

Rugby is a fun – packed way to get outside, get muddy and experience the dynamic, exhilarating sport for the first time, and if nothing else meet new people. With plenty of help on hand, we will introduce you to the basics of rugby – passing, kicking and tackling, coupled with enjoyable fitness routines –helping you step out of your comfort zone –whatever your age!
