Hurley’s Corporate Compliance Plan?

Every employee at Hurley has a responsibility to make sure they are doing their part to maintain compliance by following proper procedures and adhering to regulatory compliance policies. The Code of Conduct is a tool that can help you. The Corporate Compliance Plan (“Plan”) outlines Hurley Medical Center’s commitment to compliance and how to report an issue.

The Code of Conduct addresses the laws and regulations that we must be in compliance with. Ignorance of the law does not excuse either Hurley Medical Center or its employees and other representatives from an obligation for full compliance. Those laws include the False Claims Act, the Anti-Kickback Statute, the Stark Law, Occupational Safety and Health Administration laws (OSHA), and more.

The Plan also addresses the process for reporting potential violations of laws, regulations, policies and procedures. If you believe that some conduct involving Hurley Medical Center, its employees, agents, or representatives does not comply with the Code of Conduct, it is your responsibility to report it. Use the normal chain of command and report your concerns to your immediate supervisor, manager or department head. If you are uncomfortable reporting your concerns to your chain of command, you may contact any of the following:

The Code of Conduct prohibits retribution/ retaliation for reporting issues related to compliance. An employee's job status, working conditions or employment relationship with the Medical Center will not be jeopardized if he or she reports issues covered by the Plan or Code of Conduct or any other related concerns in good faith. Refer to the Hurley Medical Center Standard Practice # 0011 for additional information.

Shawn Shamel, Hurley’s Employee of the Month for October 2022, started in the Facilities Management department nine years ago. He was hired as a carpenter, and spent six years as lead carpenter. In October 2021 he became Construction Services Supervisor. While his primary responsibility is serving as project manager for construction jobs on hospital premises, he also supervises painters and carpenters. He creates the schedules and keeps those projects on budget, juggling both in-house staff and contracting with outside companies when needed. This summer there have been ongoing projects on 2E, 5W, and the parking structure, so Shawn has stayed busy. He says, “I like the construction part of it. I’ve always liked building buildings. It’s all I ever did. Now it’s the whole process.”

Joseph Hosler, the Director of Facilities Management, praised Shawn’s contributions, saying, “Over the past year Facilities have been going through a major transition period, with many of our staff retiring from the medical center. There are numerous aspects that encompass the Facilities Management Department and Shawn Shamel is a key part of our success. Shawn Shamel transferred from the Lead Carpenter position to a Construction Services Supervisor in October 2021, hitting the ground running. Shawn is an organized, knowledgeable, and very approachable leader. He is always willing to roll up his sleeves and help anyway he can. He shows dedication to his work on a daily basis. With

the number of ongoing improvements and changes occurring throughout the medical center, we are fortunate to have Shawn on the Facilities team.”

Being named Employee of the Month came as a surprise to Shawn. He explains, “I’m used to flying under the radar and concentrating on getting the job done. So this was cool. I really appreciate the recognition.” Melany Gavulic surprised him with the reward at a department staff meeting, so he got to find out about the win with the rest of his team.

When not at Hurley, Shawn likes being outdoors and spending time with family and friends. He says, ‘I like hunting deer and camping. In the spring, I make maple syrup. I also enjoy cross country skiing with my wife.” He has two daughters, 17 and 19. One is a high school senior and the other is in her second year at Northern Michigan University.

Shawn received a gift package that included a pizza party with his team, a day off with pay, a Team Hurley All-Star fleece jacket, a one-month membership to the YMCA, a $25 Sodexo gift card, a $25 gift card from Sovita Credit Union, a $25 gift card to the Hurley Lobby Shop, and a framed certificate. Congratulations, Shawn!

This month’s DAISY Award Honoree is Majdal Alatrash, RN. The DAISY Award celebrates the extraordinary compassion a nurse shows to her patients and their families.

Majdal has been an RN on 9E for two years, having hired in toward the beginning of the COVID-19 pandemic. Beginning her nursing career at such an uncertain time and working with such a vulnerable patient population was a challenge, but one that she has been able to meet. She says, “It was hard work, with no way to make it sound glamorous. Lots of cleaning and turning, whatever the patient needs to be comfortable. Growing up, my mom was a nurse. We were all able to go to her for advice, so I always wanted that knowledge so I could do the same. I like feeling like I did something to help the patients, to change their life for the better.”

Her efforts have definitely made a difference for her patients, as evidenced by her multiple nominations for the Daisy Award. One patient

writes, “Every shift she came in and asked me how I’m feeling and I could feel her thoughts of care. I was about to walk out and not get my bone marrow test. I was scared but she took the time and explained how important it was for me to get it done. She is the most clean, on time, caring nurse, and a mentor to me. She should be honored with something for this.”

Another patient writes, “I love Majdal. She notices things. I was getting sick and she got me out of bed. It’s like she knew I was falling into a depression. Now I’m happy and up and walking around. She takes her time with each and every patient. It’s like I have no trust but with her you can’t help but trust her. She’s very hands on. She starts and finishes everything she does. SHE GIVES ME HOPE. I will always love and appreciate her kind nurturing ways.”

It is not surprising that being named the Daisy Award winner took Majdal completely by surprise, which she deflected with a little humor. She joked, “I wish I would have done my hair and makeup! But really, it’s very exciting. My manager called and told her to come to the nursing station. When I got there, everyone showed up for the news. It made me really nervous, but it was really nice too.”

Dr. Michael Jaggi received the Clement A. Alfred Humanitarian Award at the Community Foundation of Greater Flint’s The Art of Philanthropy: A Celebration of Time, Talent & Treasure held on September, 28, 2022. The award is presented each year to a Flint-area health professionals who demonstrates a commitment to professionalism, integrity, and humanitarian goals.

Dr. Michael Jaggi, Chief Medical Officer at Hurley Medical Center, is the recipient of the 2022 Clement A. Alfred Humanitarian Award. A committee of former Alfred Award recipients made the selection.

Dr. Jaggi, an internist and emergency medicine physician, has served in many professional capacities at both Hurley Medical Center and the University of Michigan. He served as a member of the board of directors of the Genesee County Free Medical Clinic for many years. Since its inception, Dr. Jaggi has also volunteered as a primary care physician, serving patients seeking care.

In his role as Chief Medical Officer during the COVID-19 crisis, Dr. Jaggi led senior leadership, staff, and the medical staff through broad, inclusive, and effective communications. He played a critical role in maintaining access to care, for everyone, during the pandemic. Dr. Jaggi has also been involved with the Hurley Foundation, raising funds for critical services.

Deserving of this recognition for his selfless contributions, Dr. Jaggi has worked quietly behind the scenes for years, significantly contributing his time and effort into humanitarian causes. Congratulations, Dr. Jaggi, on this well-deserved honor!

This year, many of you have attended or volunteered at CMN events like our annual Bowlathon at Colonial Lanes and Miracle Picnic at the Sloan Museum of Discovery. You've helped spread awareness about CMN programs during #ChildrensHospitalsWeek in April and throughout our twoday "Let's Make Miracles" Radiothon in September.

You have purchased Miracle Pop in the West Lobby after its glorious return this summer, supported our CMN national partners like Walmart, Speedway, Costco and Panda Express during their campaigns, and have always made donations where and when you could.

Hurley’s Spiritual Care Department is made up of six volunteers. They are often called in emergencies and swoop in to get patients, families and staff through unimaginably tough times.

Superman Don was recently spotted a little closer to heaven, up on the Hurley roof, but he soon grounded himself, making the rounds in Peds and many other units. Don and his team, through Hurley’s Volunteer Services, are available at patient request. They can bring great comfort to grieving families and hope when families need some. They come from a variety of different religious backgrounds and respect the diversity of our region’s many religious beliefs.

When staff need crisis intervention or comfort from a death or difficult case, they can have their manager call a Code Lavender. Pioneered by Cleveland Clinic, Code Lavender was developed to prevent nurses from experiencing long term mental and emotional trauma. Employees are encouraged to request a Code Lavender through their manager. When a request is made, the team, along

with support staff, such as the chaplain, doctors and other medical staff will gather in a room to offer support. It is similar to a debriefing, allowing an opportunity for discussion and support. It is not meant for burnout, but for emotional healing.

Spiritual Care wants all staff to know their services are available. They are available to help Team Hurley, patients and families who need them. They may dress like superheroes sometimes, but their superpower for compassion is available every day of the year.

Managers can contact the Spiritual Care Office at 2-9517 to schedule. “I strongly encourage caregivers to utilize this service. Code Lavender is an opportunity for Hurley to provide emotional healing during a time of loss or crisis,” says volunteer Don Cox, Director of Spiritual Care. “I want the Hurley team to know we have a vibrant Spiritual Care Department here at Hurley. We are thankful for the support, grateful for the harmony in the hospital. Everyone responds to the harmony of togetherness.”

Volunteer Corps Steering Committee Awards Scholarships

Volunteer Services within the Hurley Foundation awards two scholarships annually to employees or volunteers of Hurley Medical Center for the purpose of continuing their education for their current position or for children of HMC employees pursuing a degree in the medical or health administration fields. This year, employee Ashley Seay and the daughters of employee Tina Cunningham received the scholarships. We were happy to support both Felicia and Tabitha Cunningham by splitting one scholarship in two.

Jordan Brown, Director of Volunteer and Community Engagement, said, "There were about 20 applications for these scholarships. It was a tough decision made by the Volunteer Corps Steering Committee. We have a lot of talented employees and volunteers that are community-oriented and want to serve and make a difference in healthcare. Our Volunteer Corps take a lot of pride in being able to help these members of Team Hurley. Thanks to all the amazing applicants! We encourage you to apply again next year."

My name is Ashley Seay, I grew up in Flint and graduated from Mott Middle College. I currently attend Mott Community College, where I am finishing my prerequisites to apply for the Nursing Program. I have worked in different departments at Hurley for close to 5 years, which spiked my interest in becoming a nurse. My all-time favorite thing to do is to help people which makes me feel good and gives me a sense of purpose. This has made me want to become a nurse even more because I always knew I wanted to care for people. Being dedicated to helping patients with a smile on my face matters most to me. You never know how much of a blessing you can be to someone just by being kind and caring. I plan to obtain my nursing degree from Mott Community College and then enroll in the RN to BSN program at University of Michigan. After that, I would like to further my education to become a Nurse Practitioner. My family and friends give me the extra motivation and support I need to achieve my goals. I have always been told by patients and staff that I would be an awesome nurse. I can't wait to prove them right!

My name is Tina Cunningham. I have been at Hurley since 1997 after graduating from Mott Community College. I have worked in Surgery/Recovery for the last 20 years. This place has been my second home and has helped me to provide for my family of five! My two daughters were the joint recipients of one Volunteer Corps scholarship. My daughter, Felicia Cunningham, graduated in 2020 with honors. She was unable to go to her high school prom due to the pandemic and missed out on other seniors' special events! Her dream is to be a Certified Registered Nurse Anesthetist. This hard-working, passionate young woman likes to help people. My daughter, Tabitha Cunningham, graduated from Kearsley High School with honors this year! Her goal is to get a business degree to serve the medical community. I am very proud of both my beautiful daughters and thankful for these scholarships! Thank you, Hurley Foundation and Volunteer Services, for all you do to help people in Flint!

New Implicit Bias Training Requirement

The Michigan Department of Licensing and Regulatory Affairs (LARA) will require Implicit Bias Training for physicians (and other health care professionals), effective June 1, 2022 The requirements apply to both new applicants as well as those renewing their existing licenses or registrations.

An applicant for license renewal shall have completed a minimum of 1 hour of implicit bias training for each year of the applicant’s license or registration cycle. An applicant for new licensure, both limited and medical, shall have completed a minimum of 2 hours of implicit bias training within the 5 years immediately preceding issuance of the license or registration.

Please note, the implicit bias training for licensure must “provide opportunities for interaction among participants and with the instructor” to meet LARA requirements

CONTINUING EDUCATION REQUIREMENTS FOR MICHIGAN MEDICAL DOCTORS

Authority: Public Act 368 of 1978, as amended

REQUIREMENTS FOR RENEWAL

The continuing education requirements apply to every physician renewing a Michigan medical license who has been licensed in the 3-year period immediately preceding the application for renewal. The requirements apply whether or not the physician is actively engaged in the practice of medicine. No one, including medical school faculty and resident physicians, is exempt from this requirement.

Each medical doctor is required to complete 150 hours of continuing education in courses or programs approved by the Board of Medicine, of which a minimum 75 hours of the required 150 hours must be earned in courses or programs designated as Category 1 programs.

A minimum of 1 hour of continuing education must be earned in the area of medical ethics. A minimum of 3 hours of continuing education must be earned in the area of pain and symptom management

'Medical Home' designation awarded to Hurley clinic

It has been a lot of work for the Hurley Medical Office Building Family Medical Clinic, but it paid off with a new "Medical Home" designation, which means the clinic can boast a bit about the high level of quality service it providesand patients can be assured that the care they receive will be excellent.

The clinic, operated by the Hurley Combined Internal Medicine/Pediatrics Residency Program, recently was designated as a Patient-Centered Medical Home by the Blue Cross Blue Shield of Michigan due to its "strong commitment to delivering patient-centered primary care, engaging patients in health care, and improving medical outcomes for Michigan residents," according to the official certificate. The designation is effective Sept. 1, 2022, through Aug. 31, 2024.

Hurley's Medical Office Building Family Medical Clinic, located on the second floor of the Medical Office Building, treats patients from newborn to geriatrics.

Clinic Director Adiraj Singh MD, program director for Hurley's Combined Med/Peds Residency Program, said they have been working hard to integrate evidence-based guidelines into everyday patient care in order to better prevent and treat illness, as well as setting up systems to provide data to demonstrate this.

"It was challenging to meet the requirements, as there are at least a dozen different quality metrics," said Singh. "We need to address these metrics in the midst of taking care of complex medical issues, which can be very overwhelming."

He said he was happy and relieved to learn of the designation - and immediately thought, "The hard work being put in by the ancillary staff, residents and faculty was paying off."

Dr. Singh said,"We want to do right by our patients, teach our residents, and satisfy insurance companies - all within three hours of clinical time."

For Hurley, the designation is proof that the clinic meets quality standards, but it also is an opportunity for higher reimbursement for BCBSM commercial claims payments, as well as other PCMH incentives through other health plans, such as Priority Health, Blue Cross Complete, Meridian, etc., according to Jennifer Peyerk, senior practice consultant with Medical Advantage.

To meet the qualifications of a PCMH, the clinic had to incorporate best practices for primary medical care. The clinic uses a patient-centered, culturally appropriate, and team-based approach to coordinate patient care across the healthcare system. According to the U.S. Centers for Disease Control, the PCMH model is associated with high-quality, cost-effective primary care and is especially effective with chronic disease management and increased preventive care. Patient and provider satisfaction levels also are higher with the PCMH model.

In essence, it aligns care with state & federal initiatives and payer quality metrics, reducing fragmentation in the complex health-care system. So costs are naturally reduced. And best care is provided, as shown by the quality metrics.
