Queen’s Gardens: Transforming Hull’s much-loved green space

Significant progress continues to be made in the transformation of Hull’s cherished Queen’s Gardens, as part of the council’s ambitious plans to reshape the heart of the city centre.

Steeped in maritime history, Queen’s Gardens was once the largest dock in the UK. Today, it is being reimagined as a vibrant, accessible, and greener public space that honours its heritage while meeting the needs of a modern city centre. These improvements will greatly enhance the area and provide exciting opportunities to host large-scale events.

The refurbishment is part of the wider Hull Maritime project, creating a vital link between the Maritime Museum and the North

Key improvements to look forward to:

• Urban greening: Over 450 trees have been planted in and around the gardens to boost biodiversity. Many were chosen following consultation with the Woodland Trust and local stakeholders.

• Sustainable drainage: New rain gardens have been created as part of a Sustainable Drainage System (SuDS), with more than 3,000 floodtolerant plants to encourage wildlife.

• New public features: Bespoke lighting, new paving, and seating have been added, especially along Guildhall Road, where the crane lighting design pays tribute to the area’s maritime past.

• Storytelling and signage: A new interpretation panel tells the story of Hull’s maritime heritage, helping visitors understand the significance of the area.

• Improved accessibility: Footpaths, steps and ramps have been upgraded throughout the gardens to ensure full accessibility for all users.

• New seating: A new amphitheatre seating area has been created, complete with maritime-themed etched artwork to provide a space for gatherings and performances.

• Restored Rose Bowl and fountain: The iconic Rose Bowl fountain has been fully restored with new paving, planting, lighting and a filtration system. Part of the area is already open for public enjoyment.

• Rebuilt boundaries: Structural improvements include new walls and railings along Guildhall Road, replacing older, deteriorating structures.

• Pond restoration: Two large ponds have been refurbished and thousands of fish were carefully removed during the process and have now returned to an enhanced habitat.

• Peace Garden and planting diversity: New planting is underway with the help of Mires Beck Nursery in North Cave, and plans for a refreshed

The transformation of Queen’s Gardens has been funded with money that is allocated specifically for regeneration in the city centre, plus funding from the National Lottery.

Councillor Mike Ross, Leader of Hull City Council, said: “Queen’s Gardens is central to the identity of Hull and its maritime story. These works ensure that this space not only honours our maritime past but will help ensure the space is greener, more accessible to meet the needs of residents and visitors today and in the future as well as being ready to host the events that bring our city together.”

Welcome to your Hull City Council News

Welcome to the Summer edition of Hull CC News.

In this issue, you will find plenty of information on what is happening in the city, what you can get involved in and what the council has been doing for you and the city.

The council is working to a plan – Hull’s Community Plan, developed as a result of listening to many of you. Some of the initiatives that are supporting the plan are included in this publication.

Of these, I am most pleased to see the plan that has been pulled together to address the state of Hull’s bridges, monuments and other infrastructure. This sees the council coming forward for the first time with a coordinated programme to address the state of Hull’s bridges – in

a way the council has never done before.

Speaking to residents across Hull I know how important it is that you are able to get around. know part of the issue here is the state of Hull’s bridges. So it is right that we are taking this proactive approach to get them into fit and proper order. Of course, we also know this is a big and ambitious programme and will only be possible if we get the support of the government to cover the costs. That is why wrote to the government to

make the case for investing in Hull – by backing the plan. Let’s hope they listen.

As you will see from this publication, there is plenty to keep you entertained this summer. Do take a look at the What’s On guide for all the events taking place. There are also a few extra that were just confirmed as we went to print - you’ll find these on the back page.

How Independent Volunteers are changing young lives in Hull

The Hull Independent Visitors Service (IVS) is made up of volunteer adults who offer support to children and young people who are living with a foster family or in a children’s home.

The service recruits adult volunteers who offer confidential support to children and young people aged six to 18 years old.

Volunteers are specifically matched to a child or young person with whom they share common interests.

They will then meet with their young person once a month on a long-term basis, or for as long as the child wants an Independent Visitor.

Volunteers don’t need to have experience supporting children, they can be any age and working or retired. They just have to make a commitment to volunteering a

All volunteers are required to have a Disclosure and Barring Service (DBS) check and undergo safeguarding training.

The aim of the role is about providing one-to-one time and space for a young person to:

Volunteers decide with their young person what to do, but activities could include things like:

• going to the cinema

• bowling

• playing football

• going to a restaurant

• riding a bike

• walking in a park

Councillor Linda Tock, the Portfolio Holder for Children’s Services at Hull City Council, said: “Becoming an Independent Volunteer is a deeply rewarding experience. Volunteers build a mutually trusting and beneficial relationship with their young person, enabling them to be a child, open up and have fun. I encourage our residents to get in touch with the service and find out how they can start making a big difference in the life of a young person in Hull.”

Jason has been an Independent Visitor since 2021. He said: “My young person was nine years old when I met him, now he’s 13. What a difference between then and now, it’s been amazing.

“I see my young person when it suits both of us. It’s flexible around work.

“We’ve done lots of things, like the Hull Museums, the gym, swimming, bowling and the zoo.

Whatever my young person fancies doing, we make it work.

“It shouldn’t cost the volunteer anything we have a budget and every month we put in an expense report, it’s very straightforward. There’s also lots of support available.

“The commitment is just once a month for a few hours, which could make a real difference and it’s a very rewarding experience. do feel like I’ve made a difference.”

My Bus Pass Portal

Hull City Council has launched a new online portal to enable people to apply for or renew their bus pass.

‘My Bus Pass Portal’ offers new applicants and those renewing an English National Concessionary Travel Scheme (ENCTS) pass, such as those for seniors and those with disabilities, an easyto-follow digital service, which provides a faster response and ensures people receive their pass within five working days.

The new portal enables residents to access the service online 24/7 and removes

the need to make a specific appointment and travel to a library for an in-person visit.

The current application process will remain for those who need it but will be complemented by the new digital offer to ensure greater choice. It is anticipated that, with promotion, the digital service will become the bus users’ first choice over time.

Councillor Mark Ieronimo, Cabinet Portfolio Holder for Transport and Infrastructure, said: “With many people now preferring to use digital services that fit into their busy lives,

the council is committed to delivering an outstanding digital experience for our residents.

“Putting the My Bus Pass Portal in place as an additional option for new applications and renewals will help reduce demand on libraries and allow our customer service staff to spend more time talking to people and focusing on those who really need extra support.”

Multi-million-pound infrastructure investment planned for Hull

A five-year programme that will significantly improve the city’s bridges, statues, monuments and fountains infrastructure, has been given the green light.

The programme - which will preserve Hull’s history and keep the city moving was approved by the council’s cabinet on Monday 23 June, and brings together money for improvements, inspections and maintenance into a single, coordinated approach, ensuring the longevity and conservation of the city’s vital assets.

Following detailed inspections on the city’s infrastructure, the programme will focus on key areas including: Bridges: Strengthening and repair works will be carried out on major structures such as the Hessle Road Flyover, Sutton Road Bridge and Sutton Road

Flyover, Wilmington Bridge, and North Bridge. Bearings will also be replaced on Ennerdale Bridge, Stoneferry Bridge, and the Millennium Footbridge.

Structural engineers will also be contracted to undertake detailed surveys at Victoria Pier and the River Hull Walkway, with feasibility studies exploring replacement options.

Statues and Monuments: The council will work with specialist contractors to carry out cleaning regimes, structural repairs, and general maintenance to preserve assets such as the King William III statue and the war memorial situated in Paragon Square.

Fountains: An ongoing regime of testing, cleaning, and maintenance will ensure these much-loved features remain in good working order. A programme is also in development to restore the beloved fountains on Park Avenue and Westbourne Avenue.

As well as maintaining and improving Hull’s infrastructure, the programme aims to support local businesses and facilitate economic growth and development in the city and the wider region.

By proactively prioritising infrastructure improvements, the council aims to reduce the risk of emergency closures, improve safety, and support local businesses and job creation by keeping the city moving and connected.

Mason Clark Associates, a Hull-based engineering and surveying consultancy with over 35 years of experience, has been working closely with the council’s in-house engineers to support the development of the bridges, statues, monuments, and fountains maintenance programme.

“By investing now, we’re ensuring that the city’s infrastructure is safe, functional, and accessible for generations to come, while also preserving Hull’s cultural heritage.

“One of the key areas of this programme relates to bridges. Detailed inspections have highlighted the need for repairs and upgrades to these structures which are needed to maintain their use

Love Your Neighbourhood - building on success

Following the success of last year’s city-wide clean-up campaign, Love Your Neighbourhood continues to make a visible and lasting difference across Hull in 2025.

Over the past few months, the initiative has not only tackled environmental improvements but also deepened its roots in the community through engagement with schools, community groups, and residents.

Since the start of the year, the Love Your Neighbourhood team has returned to the streets across Hull, delivering targeted twoweek interventions in key areas. These efforts have included gully cleaning, general grounds maintenance, street cleaning works, and support with clearing weeds, litter and fly-tipping.

Fostering a real sense of community spirit, Jonathan Weigall –resident of Delhi Street – kindly served tea and coffee to the Love Your Neighbourhood team whilst they were working in the Marfleet area in March 2025. Praising the teams work, Jonathan said:

Over the years, our team of expert bridge engineers have developed an in-depth understanding of the city’s bridges and structures, many of which we have worked on repeatedly through inspections, assessments, and refurbishment projects.

“We’ve been proud to work alongside the council’s in-house engineering team, combining local knowledge with

Because of the nature of the bridge schemes within the programme, some road closures are anticipated. However, the council is committed to minimising these wherever possible and will coordinate these works with other

technical expertise to deliver detailed inspections and assessments. Using a combination of traditional surveying and advanced diagnostic techniques, we have been able to identify areas requiring attention and support the prioritisation of maintenance needs.

“These inspections are essential. Without them, developing issues can go unnoticed until they become safety concerns or lead to costly emergency repairs or road closures. This programme allows for planned, proactive maintenance that will safeguard Hull’s infrastructure for years to come.”

In the meantime, the council continues to monitor all bridges and structures to ensure they remain safe for pedestrians, cyclists and motorists to use.

In addition, there is a major focus this year on education and community involvement. The team has partnered with several local schools - including Marfleet Primary Academy and Thoresby Street Primary School to deliver presentations on environmental responsibility, recycling, and the importance of community pride, with school children taking part in supervised litter-picks.

Community groups also continue to play a vital role. In partnership with groups such as The Friends of Hull General Cemetery, local volunteers continue to support the council’s clean-up efforts, helping to foster a sense of ownership and pride in their neighbourhoods.

“It’s been fantastic to see young people and community members getting involved,” said Councillor Charles Quinn.

Since November 2024, the following footpaths have been addressed: Ampleforth Grove, Hemsley Grove, Ainthorpe Grove, Motherwell Close, Burbage Avenue, Cullen Close, Hathersage Road, Emmott Road, Stanbury Road, and Windle Avenue. Looking ahead, many more streets are set to benefit

from resurfacing works over the next year.

With more neighbourhoods scheduled for visits throughout the summer, residents are encouraged to continue suggesting areas for improvement by contacting their local neighbourhood co-ordinator or councillor.

The Love Your Neighbourhood team remains committed to delivering cleaner, safer, and more welcoming streets - one community at a time. The programme involves two-week interventions in locations around Hull that are determined by detailed patch walks around each area by the council and its partners.

Areas are selected based on cleansing needs, grounds maintenance, verge edging, community or councillor requests, and geographic spread to ensure all neighbourhoods benefit over time.

Residents are encouraged to take pride in their communities by helping with litter-picking and graffiti removal. The team loans adult and child litter pickers hi-vis vests, graffiti kits, sacks, gloves, and provides waste collection. In March children from Marfleet Primary Academy, and their parents joined the Love Your Neighbourhood team on a community litterpick at Marfleet Park. This community effort resulted in the collection of four bags of rubbish, significantly improving the cleanliness and appearance of the park.

“It’s been really fun – it’s great to help the environment,” said one of the children following the litter-pick.

Talking about how litter negatively impacts our environment, they added:

“Litter can hurt animals and destroy the environment, so would definitely encourage other children to get involved in litter-picking.”

Another child who participated in the event said: “It’s important to pick up litter because it helps save the world, protects animals, and stops pollution.”

Hull has heart: could you foster?

Ordinary people doing extraordinary things

Right now in Hull, there are children and young people who need someone in their corner. Someone local, maybe someone like you. Fostering is about stepping in when a child needs safety, care, and a steady home –sometimes just for a weekend, sometimes for a few months, or even longer.

There’s no one-size-fits-all, and there’s no such thing as the “perfect” foster carer. What matters is your heart, your willingness to care, and your ability to offer time, patience and a safe space. If you’ve ever had that little spark of “could do that?” Hull Fostering would love to talk to you. Hull Fostering will support you every step of the way –emotionally, practically and financially. You’ll receive an allowance to help cover the cost of caring for a child, full training, and 24/7 support. If needed, we’ll also work with your employer to help you get additional paid time

off for fostering duties, because it’s that important. Adoption is another route, offering a permanent home for children who can’t return to their birth families. But right now, Hull urgently needs more foster carers – people to open their doors, whether at weekends, short-term or for longer.

Pam Wilkinson, 64, has been fostering in Hull for 14 years: “Fostering has changed my life. I’ve looked after babies, teenagers, siblings – all sorts. It’s not always easy, but it’s so worth it. You get to see a child go from scared and unsure to happy, thriving, and feeling safe.”

Hull has been blessed with a warm, dry spring, with many days of temperatures in the 20s before May was even out. While there’s never any guarantee of a good summer with British weather, it’s important to plan ahead and prepare yourself and your home for hot weather. These top tips will help you breeze through the hottest of days without compromising home security – or your budget!

Close curtains or blinds – shutting out the sun, particularly on south-facing windows will help keep temperatures low. The thicker the covering, the more the sun will be kept at bay

Block the heat – prevent heat getting into your home in the first place by using large potted plants to block walls, or opening awnings if you have one. Good loft insulation is better known for keeping homes warm, but it can also stop the warmth getting in!

Close your windows – during the day, keeping windows and doors shut keeps hot air outside

Open your windows – but only during the evening! Let in naturally cooler evening air, being sure to secure everything before going to bed, or if you’re leaving the house

Make your own air con – putting a bowl of ice or ice water in front of a fan will help distribute cool, refreshing air

Chill out – keeping yourself cool is as important as your surroundings. Try sipping icy-cold drinks, a cold flannel or washcloth on your neck, or a brief cool shower

The HENRY programme is for parents and carers with children aged 0 - 5 and 5 – 11. The HENRY programme is free to join and helps you give your child the best possible start in life. Group programmes are delivered in person at local Family Hubs, local venues and online via phone, tablet, and laptop (8 sessions). Short workshops on Healthy Teeth, Fussy Eating and Eating Well for Less as well as Starting Solid Foods are also available. All about the Community Diagnostic Centre

Construction began in early 2024 after collaborative designs between Hull City Council and the NHS.

The facility will provide up to 17,000 additional diagnostic tests a month for residents of Hull and East Yorkshire.

The NHS provided £16m in funding to develop a CDC in Hull, £12m of which was allocated to construction of the facility, with the

remaining amount allocated for clinical equipment such as MRI scanners and x-ray machines.

The council contributed £2m of funding from its existing budget for the wider Albion Square scheme to support construction costs.

The CDC was constructed by VINCI Building, with designs done by FaulknerBrowns Architects, and was delivered within 19 months. More than 100 jobs have been created at the CDC.

Alan Boyson ‘Sponge Mural’

Those entering the CDC will be welcomed by the historic Alan Boyson ‘Sponge Mural’, which is located within its reception area.

Long thought lost, it was rediscovered in 2018 by Christopher Marsden and Esther Johnson during an interview with the building architect, E.P. Andrew. The mural consists of 658 individual tiles and has undergone significant restoration.

The council and VINCI Building collaborated closely with experts Craven Dunhill (Jackfield) Ltd and Heritage Project Contracts to replicate the damaged tiles, ensuring the mural matches its initial design. It now forms part of Hull’s ‘Boyson Trail’ and is the only surviving example of Boyson’s sponge-print technique. Installed between 1961 and 1963 within the Skyline Pantry restaurant and ballroom of the old BHS building, the Sponge Mural was once only visible

The CDC is on the site where the Hull Royal Institution Museum stood before it was bombed during World War II. During construction, a time capsule was uncovered which included artefacts, coins, a commemorative image and a scroll identifying attendees of the original museum foundation stone laying 17 May 1853.

The architect of the Hull Royal Institution Museum was Cuthbert Brodrick who was born in Hull and is famous for the Hull Royal Institution Building in 1853. He also designed Leeds Town Hall, Leeds Corn Exchange and the Grand Hotel at Scarborough.

The items discovered are due to be reburied in a new time capsule and are currently on display in the Hull History Centre.

“The facility is an open, welcoming and accessible space, with simple things such as refreshment and teaching areas making it seem more invitin g than perhaps some people’s perceptions of health facilities.

“The CDC is bigger than thought, but that’s certainly a positive. The amount of provision on site means it will speed up hospital waiting times and as a result, ease pressures.

“The centre is also well-connected, with a bus stop right outside, parking on-site and the transport interchange only a few minutes’ walk away.

“It’s a really exciting project and one that will make a huge difference to the people of Hull and surrounding areas.”

Living Streets Challenge

National challenge helps children in Hull walk and wheel to school

More children across Hull are opting to walk and wheel to school, following the launch of WOW – the walk to school challenge from UK charity Living Streets, in autumn 2024.

WOW sees pupils record how they get to school using the interactive WOW Travel Tracker, with those who walk, wheel, cycle, scoot or ‘Park and Stride’ to school being awarded a monthly WOW badge.

Since launching at Chiltern Primary School during International Walk to School Month in October last year, a further 10 schools in Hull have signed up to the challenge, including Broadacre Primary, Buckingham Primary Academy, Neasden Primary, Newington Academy, Southcoates Primary Academy, Stepney Primary, Thorepark Academy, Mountbatten Primary and Bricknell Primary.

“This has been an excellent initiative in our school and has become a part of our daily routine - just as simple and regular as taking the register.

“The children love receiving their badges and often walk around school wearing them with pride.

“This programme has definitely encouraged many more active journeys to school.”

Between October 2024 and May 2025, 219,571 journeys were logged by pupils taking part, which saw a 35 per cent increase in active travel and a 33 per cent rise in walking rates.

Councillor Mark Ieronimo, Cabinet Portfolio Holder for Transportation, Roads and Highways at Hull City Council, said: “Following the launch of WOW in the city, the council has been delighted to see so many schools taking up the challenge and is keen to see even more getting involved.

“As a council, we are responding to the climate emergency and aspiring to create a fairer and healthier Hull. Programmes like WOW help keep children and their families active and healthy and provide wider benefits, like a reduction in car journeys, the easing of congestion and improving things like air quality. It’s great to see how enthusiastic pupils are about walking and wheeling to school.”

Following additional funding being announced by Active Travel England, the WOW Challenge will continue for the

academic year 2025/2026 and Hull City Council and Living Streets are keen to hear from more schools in Hull who would like to take part.

Jim Shaw, Project Coordinator for Living Streets, said: “It’s fantastic to see the participating schools really embracing WOW. When children travel actively to school, they benefit from getting more active while learning important road safety skills, spending time with their family and friends, and being more connected to their environment and community. The school also enjoys safer streets and pupils who are more engaged and ready to learn when they enter the classroom.”

Council leaders play big part in Combined Authority

The Leader and Deputy Leader of Hull City Council are at the forefront of efforts to bring more investment and opportunities to the area by taking on key roles in the Hull and East Yorkshire Combined Authority (HEYCA).

The Combined Authority was set up after Hull City Council joined with East Riding of Yorkshire Council to strike a devolution deal with the government, which included a £400 million investment fund for the region.

Councillor Mike Ross, Leader of Hull City Council, is joined by Councillor Jackie Dad on the HEYCA Executive Board.

Along with their equivalents from East Riding of Yorkshire Council, they work with the

region’s elected Mayor to make decisions affecting the whole of Hull and East Yorkshire.

Councillor Ross said:

“The Combined Authority was formed after a long campaign of hard work by people from both councils, as we said we want a fairer share for our part of the world.

“Hull City Council is supporting the Combined Authority in its early days as an organisation, and we will maintain that support in the years to come, as it allows local leaders to come together to work collaboratively on important region-wide issues like transport and economic development.

“We know that many people

work in one of our council areas but live in the other, so it is important to be able to look at things more collectively for the good of the whole area.”

Luke Campbell was elected in May as Mayor for an initial four-year period. The Mayor provides overall leadership for HEYCA, and is the chair of the Executive Board.
