A Letter from our board president and superintendent Dear HUHS Community,

We’ve had a terrific start to the 2018 -2019 school year, HUHS’ 174th year! This issue of Ovations highlights some of the events, students, and staff that have been instrumental to such a great beginning. Our short message to you, our taxpayers and supporters, is about a few initiatives in which the District has been actively engaged this school year. They each serve the same purpose: to offer our students a safe, secure, and robust educational experience. In other words, to help prepare our students to achieve their passions in life and be positive, contributing members of their community.

Literacy Initiative Last year, we began a school-wide literacy initiative, recognizing that literacy is at the heart of what each student does each day in every course and every learning experience. A literacy team has developed a year-long professional development and coaching program for teachers. This initiative is part of Goal 1 of the Strategic Plan, as well.

Superintendent Search The Board has engaged School Exec Connect, a national search firm, to recruit and assist in employing a new superintendent, effective July 1, 2019. Information about the search is available on the District website. Please take a few minutes to complete the survey because it will be an important part of the profile the District seeks in a new superintendent.

Safety and Security Measures Over the past 9 months, the Board and Administration have worked diligently to improve our safety for the facilities, students, staff, and visitors. This includes the following items: complying with all ACT 143 requirements; formed a representative stakeholder Safety Team; conducted a comprehensive Building Safety and Threat Assessment; installing security film for all ground level windows and doors with windows restricting access to the building before, during, and after school; training for staff and updating and improving safety and emergency procedures; retrofitting interior doors so all classroom doors can be locked from the inside; the addition of 3 Student Assistants and two School Resource Officers; additional Mental Health Services in the school for students and parents.

Finally, we thank each of you for your continued financial and spirited support of our collective efforts to educate our high school students. Truly, we could not do it without the support of our community.

Summer renovations of the small gym included sound system for gym and stage, new scoreboard, stage lighting, new gym floor new bleachers, activity standards, fresh paint, lighting, storage, HVAC Installation, and a Wrestling Mat Hoist.

Tech Services

HUHS purchased 400 Lenovo 500e Chromebooks for Freshmen.

The student 1:1 program starts with the freshmen, and they keep the devices until senior year. The cost per device is about $250and is partially funded through a $125 student WI DPI grant. The Chromebooks have a 4-year accidental damage insurance coverage, 10 hours of battery life, and easily connect to Google Classroom.

One learned of a new game called 9-square. After establishing a Go Fund Me page, the boys quickly had the funds to construct the 9-square and a ladder ball for the middle school students to enjoy.

Bottom Right Photo: For the second year, Mary and Michael Fritz are coaching our FIRST LEGO League. The team consists of nine 4th through 8th grade students. This year the team has a challenge titled “INTO ORBIT”. This space themed orbit is to help the students to build team skills along with Discovery, Innovation, Impact, Inclusion, Teamwork, and Fun. September 4th was a monumental day in the Holy Hill Area School District. This marked the first day of school for both Friess Lake Elementary School students and Richfield Middle School students.

The first day of school at Friess Lake Elementary was a celebration of embarking on a new journey and opportunities. Upon arriving at school students gathered in the gymnasium to take part in a welcome back presentation, highlighting our school motto’s, “Do your best and forget the rest,” and, “Make today the best day of your life, until tomorrow.” We documented the first day of school with each class taking a picture by a “First Day of School” sign!

At Richfield Middle School, students were given the red carpet treatment and were greeted by the Middle School Band. The day closed with an assembly led by Mr. Carron.

Teachers and students in both buildings spent the day getting to know each other, reuniting with old friends and making new ones, and creating a classroom community. What a wonderful start to the 2018-2019 school year for the Holy Hill Area School District!

Activities: Newspaper (2yrs) & JV Tennis (3yrs) “I have had Kaela in multiple art classes. I encouraged her to take AP Studio when she was a drawing student because she is so talented. She is a very quiet young lady who wows us with her portfolio work.” ~Dawn Bloomer

Future Plans: College and major in Psychology and Music, and pursue a career in helping children with Autism and an animal activist.

Associate School: Erin Favorite Class: Concert Choir Favorite thing about HUHS: Kind, respectful, helpful staff and faculty at HUHS. Activities: Student Council, Musical, Concert Choir “Nick Higley puts his full effort into every single thing he does.

He is determined to be the best person he can be, academically and otherwise. He challenges himself through rigorous coursework as well as by being involved in many different things at HUHS. He has been an awesome student to have in class for both Biology as a freshman, and again this year in BBG (Bacteriology, Biotechnology & Genetics).

Coaches vs Cancer

Fitness Friday and Packer’s Experience 30 H-Club student athletes volunteered at Erin School District’s two events.

This year’s football game raised $15,257.53 for the American Cancer Society.

HUHS retains the trophy for the thrid year in a row.

Dig-A-Thon Girls Volleyball collected pledges and played in a sand tournament with teams from each level (JV2, JV, and varsity).

They raised $2,470 for the Side-Out Foundation!

Cross Country Grade School Challenge Wisconsin National Guard Challenge 12 football players that are a part of our Leadership program we call ALL-STARS (Athletes Learning Leadership Skills Together As Responsible Students) attended this leadership

training program that uses physical obstacles to perform team work, a partnership with Erin School District, mentoring and leading their 7&8 graders.

Andy Andress, Head Girls Tennis Coach named 2017-2018 National Federation of High Schools Wisconsin Girls Tennis Coach of the Year!

Great turnout of 110 students that participated in this event on a cold evening!

Powderpuff 2018 charity event raised over $1,600 dollars and over 400 cans for food for the Hartford Food Pantry.

An In-Depth Look at our STUDENT SERVICES Student Services Administrative Assistant, Sue Bell, “I do many things to support the team.”

Sue is the first person students and parents see when they walk into the Student Services Office. Her attention to detail and experience allows her to support the team and students effectively.

School Counselors: Kari Erickson, Elizabeth Figarsky, Holly Oleshko, Michael Schmidt “The Student Services Team supports ALL of the students in the school. We offer a comprehensive program,” said Kari Erickson. “Students have enormous responsibilities in the classroom, in athletics and co-curricular activities, as well as in their homes. Our school community has to understand the students as a whole in order to provide balanced instruction and support.”

The Counselors schedule Freshman Conferences where they meet with students to build rapport and help to identify interests and skills to support academic and career planning.

During Junior conferences, Counselors meet with students and their parents for academic and career planning. The counselors help students highlight their passions which will guide their post high school plans. They explore a variety of options including apprenticeships, direct workforce entry, military, technical colleges, and four-year colleges. “The choice is the student’s; we’re here to provide resources and support to help students pursue their goals after high school,” said Michael Schmidt.

School Psychologist: Marie Petrakovitz

Marie is a resource for the school to help parents understand and navigate the process of the eligibility criteria and evaluations for Special Education services for students with disabilities. Marie is a support to students and the families as they navigate through the Special Education process.

Marie also helps with crisis intervention for students and their families. Marie said, “It’s important to know there are people who care about all the students at HUHS, and who are here to assist and support our students.”

School Social Worker: Patti Christel

The school social worker connects students and families with supports and resources in Washington County. Holly Oleshko said, “Patti is very good at finding resources for students and their families in need.” Patti does crisis intervention and meets with students on a 1:1 basis for support and solution focused problem solving. Patti also works closely with Scott Otto on attendance, and she serves as the District homeless liaison.

The District Leadership Team is an intradepartmental team that accomplishes strategic planning for the District. Feedback from every department is brought to meetings for various District decisions through the team members. The Strategic Plan is being implemented through the Team as well, with two members serving as co-chairs for each Strategic Plan Goal. The Team are also members of various charitable and community organizations throughout Washington County.

Ask your children what they do in Homeroom This year’s Homeroom at HUHS is completely different than what Homeroom was in previous years. Homeroom is about learning life skills that students don’t learn from textbooks. It’s part of Academic Career Planning provided by the Student Services Department, and required by DPI. Homeroom is every Monday during 9th hour (2:05-2:45pm) and topics vary from week to week, depending on the grade.

Senior Homeroom topics focus on getting them ready to face the world in June. They include conflict resolution, team building, how to be successful, choosing your future, voting lessons, life 101, adaptability lessons, active in the community/volunteering, and polishing your resume.

Junior Homeroom topics consist of team bulding, conflict resolution, goal setting, literacy, course selections for senior year, business tours, college/career fair, discovering work skills, finding the right college and ACT planning, practice tests and interpretation. As Juniors students need to focus on career planning if entering the workforce after high school or ACT and PSAT Tests, and college planning if continuing their education.

Sophomore Homerooms focus on team building, employability skills, conflict resolution, ACT Aspire , literacy, organization, grade checks, course planning, listening, giving and accepting feedback, course selection, test taking strategies, resume building and perserverance lessons. Sophomore students work on building their skills from Freshman year and begin to prepare for next year’s testing.

Freshman Homerooms establish group dynamics, conflict resolutions, organization, homework, literacy, social transitions - getting involved in HUHS activities, group work, goal setting, career matchmaker, effective email communication, verbally communicating with peers and adults, study skills for exams, course selection, and ACT Aspire. Freshman students are introduced to many new things. Their Homerooms familiarize them with all that HUHS has to offer and help them make choices in their classes that will help them develop their skills for the paths they choose after high school.

Food Services

This fall, the Food Service Department launched The Good Start Bakery line of homemade muffins and scones. The program was looking to provide students with morning bakery options that were not full of preservatives, going back to scratch baking. The Banana Bread Muffin is made with fresh ripe bananas and has proven to be a favorite among students. Recipes are inspired from old family recipes but adjusted to comply with school regulations. Seasonal choices, such as a Pumpkin Muffin for October, will be introduced throughout the year. The Good Start Bakery line of goods is available at breakfast every morning from 6:457:20am in the cafeteria and also for sale at Ozzy’s Cafe inside the school store.

For the third year, the Food Service Department is partnering with Well Washington County to bring students the county-wide featured Harvest of the Month. In September, Eggplant was highlighted in a fresh ratatouille.

“Our students are very open to trying new foods. I love hearing them talk about new items while they are in the lunch line and then give the thumbs up.” said Monica Glorioso, School Nutrition Supervisor.

HARTFORD UNION HIGH SCHOOL DISTRICT ANNUAL NOTICE OF SPECIAL EDUCATION REFERRAL AND EVALUATION PROCEDURES Upon request, the Hartford Union High School District is required to evaluate students for eligibility for Special Education services. A request for evaluation is known as a referral. When the District receives a referral, it will appoint an Individualized Education Program (IEP) team to determine if the student has a disability, and is in need of Special Education services. The District locates, identifies, and evaluates all students with disabilities who are enrolled by their parents in private (including religious) schools, elementary schools, and secondary schools located in the District.

A physician, nurse, psychologist, social worker, or administrator of a social agency who reasonably believes a student brought to him or her for services is a student with a disability, has a legal duty to refer the student, including a homeless student, to the District in which the student resides. Before referring the student, the person making the referral must inform the student’s parents that the referral will be made.

Others, including parents, who reasonably believe a student is a student with a disability may also refer the student, including a homeless student, to the District in which the student resides.

The budget is built to reflect the mission of the District and to support its vision and goals. The budget is the outcome of a collaborative process involving the School Board, Administrators, Supervisors, Department Chairs, and staff.

The budget is a reflection of priorities in the context of school finance statutes and rules that limit the resources available to districts in Wisconsin. Since the 1993-1994 school year, Wisconsin has had revenue limits that determine the amount of money districts receive from local property taxes and state general aid.

At HUHS, this represents 88% of the revenues received to support general operations for the school. All other sources of revenue such as student fees, interest earnings, state aids, federal grants, open enrollment tuition, etc., make up approximately 12% of the other resources used to fund HUHS. As a result, the District continues to evaluate the programs and services offered to students to ensure that it not only addresses the District’s goals but to do so within the framework of available resources.

In addition to the general operating budget, the District has other budgets, as well.

Enrollment

Student “membership” is resident students for whom the District is paying the cost of education. This includes Hartford residents who attend other public school districts through the state’s open enrollment program or private schools through the Wisconsin Parental Choice Program (WPCP). Student ‘head count” is the number of students attending HUHS, including open enrolled in students.

2018-2019 REVENUES

88% of the General Fund (Fund 10) budget is subject to the revenue limit law. When all state and local sources are combined, more than 99% of the budget is funded from these sources. Less than 1% of the District’s revenues come from federal and other sources.

2018-2019 EXPENDITURES

District expenditures can be looked at in two different ways: how it will be used (which department or function) or what is being purchased (object). Examples of “how” are Art, English, Science, Athletics/ Activities, Technology, and Buildings and Grounds. Examples for “what” include wages and salaries, utilities, computers, and equipment.

The budget presented at the Annual Meeting was organized by how the dollars are used.

Nearly 42.66% is spent on instructional services, 39.26% for support services and 15.44% is for Special Education and purchased instructional services (open enrollment and tuition).

The remaining 2.63% is related to and transfer for debt service payments.

• A review of what the District’s expenditures shows that a majority of the resources are invested in personnel costs (salaries and benefits).

• The second largest group of items is purchased services, which includes open enrollment tuition for District resident students to attend school elsewhere, as well as transportation and utilities.

• Supplies and equipment are mostly related classroom materials, Technology and, the Building and Grounds Departments.

• Transfers are the District’s share of Special Education costs and Debt Service payments.

Fund Balance

Fund balance is the difference between what a district owns and what it owes: assets – liabilities = fund balance (equity). Fund balance is not cash in the bank; however, that is a component of the fund balance.

Each fund has a fund balance calculation. When referencing a district’s fund balance, it is usually related to the fund balance of the general operations fund (Fund 10).

A district’s General Fund 10 balance is calculated on the last day of the fiscal year (June 30), once all revenues and expenditures have been accounted for. A district’s actual cash reserves fluctuate throughout the year as revenues are received and expenses are paid.

As part of the Strategic Plan, Goal 4: Master Facility Plan, The Board intends to utilize funds from the General Fund 10, as well as Funds 41 and 46, to fund facility improvements.

2018-2019 SCHOOL PROPERTY TAX LEVY

The 2018 school property tax levy is down $6,729, or .06%, from last year’s levy and $457,541, or 3.83%, since 2013.

Tax Levy to the Tax Bill

The mill rate of $3.3092 is based on a District-wide average across all thirteen municipalities (city, villages and townships) in two counties. The District provides the municipalities with a dollar amount for taxes, not a tax rate. The actual tax rate paid by individual property owners will vary depending in which municipality the property is located.

The municipalities take the school’s property tax and deduct the school levy credit they receive from the state and then divide the rest among property owners based on assessed value. Due to the way the school property tax is processed from the time the levy is certified by the school board until it appears on the tax bill, the District cannot accurately predict what any individual will pay in school taxes. The District’s tax rate projection can provide the tax payer with an estimate of their taxes if the school district was the only taxing entity.
