Dear HUHS Community, What a gorgeous time of year to live and work in the many square miles of the Hartford Union High School District. Hopefully, during these challenging times, you and your family have had a moment to enjoy the beauty that surrounds us, and continue to find ways to support one another as we seek a return to normalcy.

Our school community should be very proud of the work we are doing together in order to continue to provide the choice of learning models we offer to our families. There has been and will continue to be challenges in the coming days, weeks, and months, but please know we are committed to keeping our campus open as long as we can maintain the safety and health of our students and staff. With our current model, we have more than 1000 of our 1300 students on campus each day, with the remaining students accessing their classroom through a digital platform. We will continue to offer this choice, and allow families to change their student’s instructional model every four and a half weeks if they so choose. If conditions worsen, we are diligently working on a plan to have fewer students on campus each day to strengthen our ability to maintain 6 feet of social distancing.

Despite the enormous focus we have put on dual instructional models this year in response to the current challenges, we are preparing a new Learning Plan that will impact our campus next year. The new HUHS Learning Plan changes our current traditional schedule to a combination block schedule, reinventing our resource time to focus more on academic and career planning, alter our graduation requirements, and build in an early release that will allow for regular and intentional professional development for our staff. We are committed to doing better, and all of the elements of this plan will move us forward in our goal of becoming a destination school district.

My goal is to support the growth and future development of our Citizenship, Career, College Readiness (CCCR) foundation to best meet the needs of our students, families, and educators.

As an Associate Principal, I strive everyday to empower our teachers while guiding our students to tackle the problems they will soon face as young adults.

I want to put staff in a position to best serve our students and community. This starts with showing the relationship between standards, curriculum, and assessment.

My goal is to support our parents, teachers, staff, and the broader community as we work together to ensure all students achieve at high levels and leave HUHS ready for what’s next.

As a former Middle School teacher, I know the excitement and anxiety underclassmen face when they enter high school. This experience helps us get them off to the best start possible.

My job is to help students see the relevance in their education as it pertains to their long-term goals.

The common thread of all careers is a strong internal drive and work ethic in pursuit of continuous growth.

With high levels of social emotional well-being and achievement for every student in mind, my aim is to continuously examine practices, monitor progress, and assess impact.

Through the use of our technology, my goal is to provide meaningful and innovative learning opportunities that empowers students to be learners inside and outside of the classroom.

In addition, I will look to enhance our approach in using analytics to develop the insights for informing, engaging, and creating opportunities for student improvement.

I feel my commitment to our district, through sustaining a strong purpose and vision, will benefit our students and educational community now and in future years to come.

HUHS is a source of pride for the community, I know my role is to continue that legacy by maintaining high standards for all students.

By helping students see the connections between all disciplines, educators can foster students to become independent thinkers who benefit society as whole.

This is followed by replacing antiquated practices with evidence based practices, then start the process of monitoring progress and assessing impact all over again.

As a district we are focused on our alignment of curriculum and technology so that our students will connect, collaborate and engage in new meaningful ways that will open new learning opportunities for all students.

November and December meant one thing for Dorothy and Jim Algiers - time to work on the Hartford Christmas Committee, which they were involved in from its start. Each year, they would attend planning meetings, participate in the parade to draw attention to the need for support, and eventually help with the twoday distribution.

Holy Hill Area School District

Plat School Update

At the end of the summer, the Holy Hill Area School District closed a chapter in its history.

The parent district of Richfield Joint School District No.1, during the consolidation with Friess Lake School, made the decision to close Plat School permanently. On Monday, August 17th, 2020, the Holy Hill Area School District sold Plat School to John and Allison Loosen of Monches Property LLC. The School Board accepted the June 29th offer in early July after a series of failed offers. Serendipitously, Mr. Loosen was the first person to place an offer on Plat School back in 2018. Mr. Loosen’s initial offer was followed by offers from three (3) other parties. In his most recent offer to purchase Plat School, his offer was presented with no contingencies and included an expedited closing date.

While the property has recently been listed for sale, St. Augustine School (https://www.saintaugustineschool.net/) has until February to put together funds for closing as the “first position” buyer. The school is presently located on Old CC (formerly Country Trunk Highway CC) and has operated for 26 years serving K4-12th grade. If this purchase is completed, St. Augustine has indicated they would begin occupancy at the beginning of the 2021/22 school year. As part of the proposal, Monches Property LLC (John and Allison Loosen) petitioned for a boundary line adjustment to give approximately 2.5 more acres of residential land from the former Plat School to their private residence. Each parcel, the former Plat School and the private residence of John and Allison Loosen, will far exceed the minimum lot size requirements for their respective Zoning Districts.

The sale of Plat School is bittersweet, as it has been part of the rich history of the school district as well as the Village, and hamlets prior to it. However, knowing that it will likely see students in its halls again and that the current Holy Hill Area School District can focus on its mission of educating students, is comforting.

2019-20 Holy Hill Area School District (HHASD) Financial Highlights • Taxes went down 12% from the prior year.

• The QSCB (Qualified School Construction Bonds) State Trust Fund Loan that was established by the prior Richfield School District prior to consolidation, which was recently running about 50K each year out of the district’s revenue limit/tax levy, was paid off. This will allow more funds to be directed towards instruction starting in 2020-21.

• Our Fund 46 - Long Term Capital Improvement Trust Fund, which was established by the prior RichfieldSchool District, and requires a minimum 10 year long term capital improvement plan and a five year waiting period before ability to draw out funds, completed its fifth year since it was created. Starting in 2020-21, the district can now utilize these funds for capital improvements. Plat School was sold just after the close of 2019-20 and the funds from the sale were transferred to Fund 46 for future capital improvements to Friess Lake Elementary and Richfield Middle School.

• The district was provided the minimum 40K grant from ESSER (Elementary and Secondary School Emergency Relief) related to the COVID-19 pandemic. The district is required to share the grant with it’s private schools based on calculations provided by the state. HHASD received just under 30K that was spent on purchasing additional chromebooks for virtual instruction while Saint Gabriel and Saint Augustine received combined just over 10K of the grant that they are using on cleaning and sanitizing measures.

HHASD is the fiscal agent of the funds.

Friess Lake Elementary School is taking advantage of learning opportunities outdoors this fall.

We have our Outdoor classroom where students learn all about nature, plants, and animals which align with our science standards.

We also have students participating in music and PE outdoors. Many classroom teachers are also taking advantage of learning outdoors while reading and enjoying the beautiful weather. (Pictured top right, middle, and bottom) We are offering in-person instruction and the virtual option for families as well. Each of our elementary teachers have some in-person students and anywhere from 1-5 virtual students. Students engaged in a math game via Google Meet. (Pictured top left) Our teachers are finding amazing ways to connect with all students while providing rigorous learning opportunities.

We have been so grateful to have many of our students back in the building and to interact with our virtual students during the first several weeks of the school year.

Teachers have met students with excitement and an eagerness to make connections! Also, teachers have done a phenomenal job of being flexible and meeting students where they are at both academically and emotionally. We are so proud of the way our staff delivers a service-driven model here at RMS! Our Staff is also so very impressed with our students’ resilience and positive, can-do attitudes!

Our students take a 10 minute morning, and afternoon breaks to socialize, get fresh air, and refocus for maximum attention upon their return to academics. (Pictured top right and top left) Many of our 7th-grade and 8thgrade students participate in 8thgrade math in a large space; allowing us not to mix grade-levels or cohorts yet provide in-person support to our kids! (Pictured center left) Some of our 8th-grade math students are taking advantage of virtually joining the HUHS Honors Algebra 2 class! Thank you HUHS for making this happen! Also, Washington County Rideshare (WCR) is assisting our high school math students with transportation needs early in the morning; we appreciate you WCR! Holy Hill Area School District

Learn At Home Day

On September 25, HHASD participated in a Learn at Home Day, our first experience with the entire district learning virtually during the 20-21 school year. Students engaged in community building and academic activities virtually via Google Meet, facilitated by their teachers. Teachers also used this time to reflect on the beginning of the school year, specifically how virtual learning opportunities are going. Teachers shared ideas, improvement strategies, and collaborated to create virtual expectations in learning which will be employed in the weeks to follow.

Math Professional Development Recently, HHASD partnered with the Math Institute of Wisconsin (MIW) to support our Illustrative Mathematics implementation. Pictured here are recent MIW visits to Friess Lake Elementary School and Richfield Middle School coordinated and facilitated by Math Specialist, Kelly Downs. Throughout the visit to each school the MIW representative specializing in Illustrative Mathematics visited several FLES and RMS math classes to model lessons and strategies, to engage our students, and to assist our staff in getting to the deepest depth of knowledge. This was a highly beneficial day of learning for our staff and students.

From all of us here at HHASD, thanks to our community for continuing to be active participants in providing celebrations as well as constructive feedback via district-sponsored surveys.

Based on the trend data from our September 25th Learn from Home Day survey, we have several aspects of both face-toface and virtual learning that are working well. We also have areas to continue to refine and reflect upon. The following points represent a synopsis of our survey data.

What is working well: • Students are able to make personal connections with their teachers in our virtual setting.

• Google and Seesaw have been smooth to navigate.

• Students’ knowledge and familiarity with computers and our programming have increased resulting in virtual learning becoming more efficient and effective.

• Teachers have provided clear scheduling and expectations for students.

• Students are able to work on activities at their own individual pace.

Parent Survey Feedback

Survey topics we are still reflecting upon: • Providing a virtual recess opportunity for students.

• Providing a virtual study hall for students.

• Additional ways to confirm a students work has been submitted correctly.

• Teacher/Parent tutorials on how to utilize Google Classroom and Seesaw.

2020-2021 Budget Hearing and 2020 Annual Meeting Report Summary The budget is built to reflect the mission of the District and to support its vision and goals. The budget is the outcome of a collaborative process involving the School Board, administrators, supervisors, and Staff.

The budget is a reflection of priorities in the context of school finance statutes and rules that limit the resources available to districts in Wisconsin. Since the 1993-1994 school year, Wisconsin has had revenue limits that determine the amount of money districts receive from local property taxes and state general aid. At HUHS, this represents 87.55% of the revenues received to support general operations for the school. All other sources of revenue such as student fees, interest earnings, state aids, federal grants, open enrollment tuition, etc., make up approximately 12.45% of the other resources used to fund HUHS. As a result, the District continues to evaluate the programs and services offered to students to ensure that it not only addresses the District’s goals but to do so within the framework of available resources.

In addition to the general operating budget, the District has other budgets, as well.

The information we provide here is a part of the overall budget and gives you, our taxpayers, a view of the 2020-2021 budget. If you have questions or concerns, please contact either Mark Powell, Director of Business Services, or Jeffrey A. Walters, Superintendent.

Enrollment

Student “membership” is resident students for whom the District is paying the cost of education. This includes Hartford residents who attend other public school districts through the state’s open enrollment program or private schools through the Wisconsin Parental Choice Program (WPCP). Student ‘head count” is the number of students attending HUHS, including open enrolled in students.

• A review of the District’s expenditures shows that a majority of the resources are invested in personnel costs (salaries and benefits).

• The second largest group of items is purchased services, which includes open enrollment tuition for District resident students to attend school elsewhere, as well as transportation and utilities.

• Supplies and equipment are mostly related to classroom materials, Technology and, the Building and Grounds Departments.

• Transfers are the District’s share of Special Education costs and debt service payments.

Fund Balance

Fund balance is the difference between what a district owns and what it owes: assets – liabilities = fund balance (equity). Fund balance is not cash in the bank; however, that is a component of the fund balance.

Each fund has a fund balance calculation. When referencing a district’s fund balance, it is usually related to the fund balance of the general operations fund (Fund 10).

A district’s General Fund 10 balance is calculated on the last day of the fiscal year (June 30), once all revenues and expenditures have been accounted for. A district’s actual cash reserves fluctuate throughout the year as revenues are received and expenses are paid.

2020-2021 REVENUES

87.55% of the General Fund (Fund 10) budget is subject to the revenue limit law. When all state and local sources are combined, more than 99% of the budget is funded from these sources. Less than 1% of the District’s revenues come from federal and other sources.

2020-2021 EXPENDITURES

District expenditures can be looked at in two different ways: how it will be used (which department or function) or what is being purchased (object). Examples of “how” are Art, English, Science, Athletics/ Activities, Technology, and Buildings and Grounds. Examples for “what” include wages and salaries, utilities, computers, and equipment.

The budget presented at the Annual Meeting was organized by how the dollars are used.

Nearly 42.33% is spent on instructional services, 39.12% for support services and 18.55% is for Special Education and purchased instructional services (open enrollment and tuition).

2020-2021 SCHOOL PROPERTY TAX LEVY

The 2020-2021 school property tax levy is up $114,548 (or 1.01%) from last year’s levy and down $723,658 (or 5.96%) since 2014-2015.

Tax Levy to the Tax Bill

The mill rate of $2.9714 is based on a District-wide average across all thirteen municipalities (city, villages and townships) in two counties. The District provides the municipalities with a dollar amount for taxes, not a tax rate. The actual tax rate paid by individual property owners will vary depending in which municipality the property is located.

The municipalities take the school’s property tax and deduct the school levy credit they receive from the state and then divide the rest among property owners based on assessed value. Due to the way the school property tax is processed from the time the levy is certified by the school board until it appears on the tax bill, the District cannot accurately predict what any individual will pay in school taxes. The District’s tax rate projection can provide the tax payer with an estimate of their taxes if the school district was the only taxing entity.
