Dear HUHS Community, Hello! What an exciting time to be an Oriole! Whether it be on the stage, field, court, another venue, or in the classroom, students on the HUHS campus have had a great deal to celebrate during this first quarter of the school year. As the leaves continue to fall, and we move toward the holiday season, we look ahead to the many ways our students will demonstrate the “Oriole Pride” that is Hartford Union High School!

Speaking of looking ahead, I want to offer a glimpse into some of the work that is being discussed with our staff.

With a view on multiple student achievement data points, we have begun conversations about what courses we offer students, how we offer credits to students, and how our daily schedule impacts our instructional time. We can, and we will do better, and through those various measures of success, we will continue to align our offerings, our instructional practices, and our time to allow us to have a positive impact on all students’ “success readiness.”

Lastly, I wanted to share that we are making progress towards a master plan to drive our capital improvements.

We hope that with the turn of the calendar to 2020, we will be in a position to address our capital needs based upon our ability to financially support those deemed to be of highest priority.

HUHS Opportunities

Certified Nursing Assistant This course is designed to prepare a student to acquire the CNA license and to work as a nursing assistant in a variety of health care settings. It focuses on the basic nursing knowledge and skills needed to care for individuals with dignity and respect. It is taught by MPTC instructors and meets state and federal guidelines for nursing assistant training. After successful completion, the student will be eligible to take the required state competency examination for nursing assistants.

Freshman Cohort In the freshman year, students may enroll in the Freshman Cohort, a teaching and learning model in which students gain knowledge and skills by working in a longer block period of time. The key learning targets for each course will remain the same but blending the curriculum and scheduled course periods provides more flexibility and creativity in teaching and learning the curriculum.

This model is focused on: • Creating the best rigorous education option for ALL students.

• Meeting the needs of diverse learners through project-based curriculum and instruction by highly skilled teachers.

• Creating a meaningful, integrated education focused on skills for college and career.

• Allowing for student “voice and choice.”

Emergency Medical Technician The EMT-Basic course is taught in accordance with the Wisconsin EMT-Basic Curriculum, is based upon the National Emergency Medical Services Education Standards. The standards includes basic, non-invasive interventions to reduce morbidity and mortality of patients’ associated medical and traumatic emergencies.

Additionally, Emergency Medical Technicians provide care to minimize secondary injury and provide comfort to the patient and family while transporting the patient to an emergency care facility. Students will be prepared to take the NREMT Certification Exams to become licensed EMTs after they complete the course.

At Friess Lake, students and teachers work diligently to continuously inspire, persevere, and grow. Our community is dedicated to learning new things, helping others, and having fun!

The start of this school year is flying by and we have been busy connecting with one another, deepening our relationships, and improving our communication skills to pave the way for higher-level learning to take place.

One of the ways we build community at Friess Lake Elementary School (FLES) is to have each class participate in a community circle, pictured below, in the mornings to allow time every day for students to share what is on their mind and what they need from each other to be successful that day.

At FLES, we have continued our tradition of Motivational Monday to start our week together as a whole school to set the direction for what we’re working toward and celebrate the phenomenal things students do every day. Students are taught what success could look like and are celebrated upon reaching their, and our, weekly goals. Students are celebrated through a stadiumstyle chant, a picture posted in the commons, and a locker/cubby tag displayed in the hall!

Our wellness committee, facilitated by our P.E. teacher Nathan Heinritz, has been working hard to organize and plan for engaging healthy activities that students and families alike can enjoy with us. Pictured below is the first activity of the year a GAGA Ball tournament; which was held on our playground and very well attended. The next event is a Jack-O-Lantern Jog on October 9 where students will dress up in their Halloween costumes to participate in a fun run!

We invite you to come share in the learning activities and fun our students and staff partake in! Friess Lake Elementary School is a very special place to be!

Community Circle Community circles are a time students share what is on their mind, what they need from others, and determine how they can help those around them.

Cross County

Richfield Middle School is off to a great start of the school year. Even though school has been in session for only a month, RMS students have been incredibly active. Sports seasons are in full-gear and students have been making an impact in the community.

In September, the cross country season began with several meets in the local area. At the Crown of Life CC Invitational, the 6th grade and under girls team, and 7th-8th grade boys team both took 1st place. During the month, the cross country team participated in meets across the local area and represented Richfield Middle School with pride.

The 7th and 8th grade girls basketball season also got underway in September. The girls are competing in the newly realigned Braveland Conference. The season features match-ups against teams from Brown Deer, Wauwatosa, Sussex, Mequon, and other area schools. Richfield girls have several hard-fought wins and are enjoying the new competition in the Braveland Conference.

Students in 8th grade at Richfield Middle School made an impact in the local community in September with a trip to the United Way of Washington County. Students volunteered their time packing lunches together and enjoyed the camaraderie that comes along with making a positive impact. There will be several more opportunities in the coming months for all RMS students to volunteer in the area.

Village of Richfield Notification

Full closure of WIS 167 (Holy Hill Road), between I-41 and Wolf Road, just west of the Interstate. Closure is from Monday, October 21st until approximately mid-November. 2019-2020 Budget Hearing and 2019 Annual Meeting Report Summary The budget is built to reflect the mission of the District and to support its vision and goals. The budget is the outcome of a collaborative process involving the School Board, Administrators, Supervisors, Department Chairs, and staff.

The budget is a reflection of priorities in the context of school finance statutes and rules that limit the resources available to districts in Wisconsin. Since the 1993-1994 school year, Wisconsin has had revenue limits that determine the amount of money districts receive from local property taxes and state general aid. At HUHS, this represents 86% of the revenues received to support general operations for the school. All other sources of revenue such as student fees, interest earnings, state aids, federal grants, open enrollment tuition, etc., make up approximately 14% of the other resources used to fund HUHS. As a result, the District continues to evaluate the programs and services offered to students to ensure that it not only addresses the District’s goals but to do so within the framework of available resources.

In addition to the general operating budget, the District has other budgets, as well.

The information we provide here is a part of the overall budget and gives you, our taxpayers, a view of the 2019-2020 budget. If you have questions or concerns, please contact either Mark Powell, Director of Business Services, or Jeffrey Walters, Superintendent.

Enrollment

Student “membership” is resident students for whom the District is paying the cost of education. This includes Hartford residents who attend other public school districts through the state’s open enrollment program or private schools through the Wisconsin Parental Choice Program (WPCP). Student ‘head count” is the number of students attending HUHS, including open enrolled in students.

• A review of what the District’s expenditures shows that a majority of the resources are invested in personnel costs (salaries and benefits).

• The second largest group of items is purchased services, which includes open enrollment tuition for District resident students to attend school elsewhere, as well as transportation and utilities.

• Supplies and equipment are mostly related classroom materials, Technology and, the Building and Grounds Departments.

• Transfers are the District’s share of Special Education costs and Debt Service payments.

Fund Balance

Fund balance is the difference between what a district owns and what it owes: assets – liabilities = fund balance (equity). Fund balance is not cash in the bank; however, that is a component of the fund balance.

Each fund has a fund balance calculation. When referencing a district’s fund balance, it is usually related to the fund balance of the general operations fund (Fund 10).

A district’s General Fund 10 balance is calculated on the last day of the fiscal year (June 30), once all revenues and expenditures have been accounted for. A district’s actual cash reserves fluctuate throughout the year as revenues are received and expenses are paid.

As part of the Strategic Plan, Goal 4: Master Facility Plan, The Board intends to utilize funds from the General Fund 10, as well as Funds 41 and 46, to fund facility improvements.

2019-2020 REVENUES

86% of the General Fund (Fund 10) budget is subject to the revenue limit law. When all state and local sources are combined, more than 98% of the budget is funded from these sources. Less than 2% of the District’s revenues come from federal and other sources.

District expenditures can be looked at in two different ways: how it will be used (which department or function) or what is being purchased (object). Examples of “how” are Art, English, Science, Athletics/ Activities, Technology, and Buildings and Grounds. Examples for “what” include wages and salaries, utilities, computers, and equipment.

The budget presented at the Annual Meeting was organized by how the dollars are used.

Nearly 42.22% is spent on instructional services, 37.73% for support services and 17.46% is for Special Education and purchased instructional services (open enrollment and tuition).

The remaining 2.59% is related to and transfer for debt service payments.

2019-2020 SCHOOL PROPERTY TAX LEVY

The 2020 school property tax levy is down $115,188 (or 1%) from last year’s levy and $722,533 (or 5.95%) since 2014.

Tax Levy to the Tax Bill

The mill rate of $3.1528 is based on a District-wide average across all thirteen municipalities (city, villages and townships) in two counties. The District provides the municipalities with a dollar amount for taxes, not a tax rate. The actual tax rate paid by individual property owners will vary depending in which municipality the property is located.

The municipalities take the school’s property tax and deduct the school levy credit they receive from the state and then divide the rest among property owners based on assessed value. Due to the way the school property tax is processed from the time the levy is certified by the school board until it appears on the tax bill, the District cannot accurately predict what any individual will pay in school taxes. The District’s tax rate projection can provide the tax payer with an estimate of their taxes if the school district was the only taxing entity.
