The team at the Huntsville/Madison County Chamber has been busy the past several weeks following a very exciting announcement in early January. You’ll see a special edition magazine, Momentum, delivered in March, so please look for it soon. It has many details on the Toyota-Mazda announcement, how construction will unfold, and what kind of impact the plant will have on the region in the coming years.

In recent weeks, U.S. Senator Richard Shelby visited Huntsville to present his annual Washington Update. The Chamber also hosted the annual State of the Schools Address in partnership with The Schools Foundation, giving our three public school superintendents an opportunity to address the business community in a focused setting.

Boeing Company awarded $6.5 billion modification The Boeing Co., Huntsville, Alabama, was awarded a $6,560,000,000 undefinitized modification (P00438) to a previously awarded contract (HQ0147-12-C-0004) for the extension of the Ground-based Midcourse Defense (GMD) development and sustainment contract (DSC). The scope of work under the current DSC includes development, fielding, test, systems engineering, integration and configuration management, equipment manufacturing and refurbishment, training, and operations and sustainment for the GMD weapon system and associated support facilities.

Under this undefinitized modification, the Missile Defense Agency executes missile defeat and defense enhancements to complete the accelerated delivery of a new missile field with 20 additional silos and two additional silos in a previously constructed missile field at Fort Greely, Alaska, and procurement and deployment of 20 additional Ground Based Interceptors (GBIs). The scope of work includes technical capabilities to expand and improve a state-of-the-art, missile defense system to ensure defensive capabilities remain both relevant and current, to include but not limited to: boost vehicle (BV) development; integration of redesigned kill vehicle (RKV) with BV; providing GBI assets for labs and test events; development, integration, testing and deployment of ground

systems software builds to address emerging threats; acquisition and emplacement of launch support equipment; expanded systems testing through all ground and flight testing; cyber security support; and, performance based logistics.

Work will be performed at multiple locations, including Huntsville, Alabama; Fort Greely, Alaska; Vandenberg Air Force Base, California; Schriever Air Force Base, Colorado; Peterson Air Force Base, Colorado; Cheyenne Mountain Air Station, Colorado; Colorado Springs, Colorado; Tucson, Arizona; other government designated sites and other contractor designated prime, subcontractor, and supplier operating locations.

The modification brings the total cumulative face value of the contract including options from $6,140,952,229 by $6,560,000,000 to $12,640,952,229. The DSC contract modification period of performance is six years; January 2018, through December 2023. The undefinitized modification will be performed by an industry team consisting of The Boeing Co.; Orbital ATK; Northrop Grumman Systems Corp.; and Raytheon Co.. This acquisition was executed on a sole-source basis under the statutory authority of 10 U.S. Code 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. continued on page 12

Boeing as the GMD DSC prime contractor, along with its subcontractors, collectively have demonstrated special capabilities and/or expertise that no other companies have been able to satisfactorily perform the required services or deliveries without unacceptable delays in fulfilling the Agency’s requirements. Fiscal 2017 and 2018 research, development, test and evaluation funds in the amount of $213,832,268 were obligated at the time of award. The Missile Defense Agency, Huntsville, Alabama, is the contracting activity (HQ0147-12-C-0004).

Lockheed Martin Corporation awarded $523,836,625 modification Lockheed Martin Corp., Grand Prairie, Texas, has been awarded a $523,836,625 modification (P00012) to domestic and foreign military sales (Qatar, Saudi Arabia, and Romania) contract W31P4Q-17-C-0006 for PATRIOT advanced capability-3 missile segment enhancement missiles, cost reduction initiative missiles and associate ground support equipment. Work will be performed in Grand Prairie, Texas; Huntsville, Alabama; Camden, Arizona; Lufkin, Texas; Chelmsford, Massachusetts; and Ocala, Florida, with an estimated completion date of Jan. 31, 2021.

Fiscal 2016, 2017 and 2018 other procurement (Army) funds in the amount of $523,836,625 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

Raytheon awarded contract worth up to $641,758,000 Raytheon Integrated Defense Systems, Woburn, Massachusetts, is being awarded an indefinite-delivery/indefinite-quantity contract with cost-plus-incentive-fee and costplus-award-fee line items with a stated maximum value of $641,758,000. Under this contract, the contractor will perform Ballistic Missile Defense System (BMDS) test related activities for multiple radar platforms that includes planning, executing, and analyzing sensor performance in BMDS flight tests and ground tests for each test event defined in the BMDS integrated master test plan.

The radar test contract effort also includes sensors modeling and simulation activities to include Open Systems Architecture Sensor Model (OSM) and Open Systems Architecture Signal Injector (OSI) development and maintenance, integration of OSI with hardware-in-the-loop radar representation, integration of OSI and OSM with the simulation framework, verification and validation support, and stakeholder/event support.

This award is the result of a competitively awarded acquisition in which two offers were received. Fiscal 2017 and 2018 research, development, test and evaluation funds in the amount of $3,451,000 are being obligated at time of award. The work will be performed in Huntsville, Alabama; and Colorado Springs, Colorado. The ordering period is from Jan. 12, 2018, through Jan. 11, 2023, with a one year option period provided in the contract. The Missile Defense Agency, Huntsville, Alabama, is the contracting activity (HQ0147-18-D-0003).

PeopleTec Inc. awarded $33,600,888 contract PeopleTec Inc., Huntsville, Alabama, is being awarded a $33,600,888 competitive, cost-plus-fixed-fee contract for advisory and assistance services for international engineering in support of technical, engineering, advisory and management support.

This contract covers systems engineering activities for international programs and the Ballistic Missile Defense System (BMDS) to defend regional interests, allies, and deployed forces against ballistic missile threats. The work will be performed in Huntsville, Alabama; Fort Belvoir, Virginia; and Tel Aviv, Israel, with an estimated completion date of January 2023.

This contract was competitively procured via publication on the Federal Business Opportunities website with three proposals received. Fiscal 2018 research development test and evaluation funds in the amount of $201,000 are being obligated at time of award. The Missile Defense Agency, Huntsville, Alabama, is the contracting activity (HQ0147-18-C-0016).

Teledyne Awarded $45.7 Million Missile Defense Contract Teledyne Technologies Incorporated (NYSE:TDY) announced February 16 that its subsidiary, Teledyne Brown Engineering, Inc., has been awarded a $45.7 million Task Order by the U.S. Army Space and Missile Defense Command (SMDC) related to missile defense modeling and simulation tools and software. Work is planned to begin immediately and could extend through July 2023.

This Task Order is for Teledyne Brown Engineering’s Extended Air Defense Simulation (EADSIM), a community accepted software model, supported worldwide with over 220 user sites. EADSIM is used by operational commanders, trainers, and analysts to model and evaluate the performance and effectiveness of a broad range of current and future defense systems in a full operational context. It provides a single, integrated, modular, scalable, reconfigurable simulation of air, space, and missile warfare. EADSIM has been developed and sustained exclusively by Teledyne Brown Engineering since its Initial Operational Capability in 1989.

“For decades, Teledyne has led and supported a broad range of air and missile defense programs, including software development, hardware in the loop simulation, and test and evaluation of complex systems,” said Robert Mehrabian, Chairman, President and Chief Executive Officer of Teledyne. “Given current and emerging threats to U.S. national security, we are pleased to play a role in our nation’s defense.”

The Task Order was awarded under SMDC’s Design, Development, Demonstration and Integration (D3I) Domain 1 contract.

Alicia Ryan, LSINC Corporation Q: Tell us a little bit about LSINC. A: LSINC Corporation is a growing small business and we will celebrate our 10th birthday this year. In 2012, I acquired an engineering and product development firm to expand our portfolio into designing, prototyping, and low volume manufacturing. We also perform security and intelligence services, supply chain risk management, research and analysis, and strategic communications for MDA, NASA, and the Office of the Secretary of Defense.

Q: How has the Chamber impacted your business?

A: One of the Chamber’s strength is that it offers a variety of channels for leaders to better understand what is happening in the local, state, and federal environments and marketplaces. Chamber leaders do a fantastic job advocating for us and serving as a catalyst to help our business community grow. LSINC is highly engaged with the Chamber; and we’ve seen a positive impact on our business as a result of the relationships we’ve developed through the Chamber.

Q: Why do you invest in HREGI? A: Getting involved with the Chamber has helped me understand and appreciate economic development, and that LSINC can play a part in growing our economy. “What we’ve really found is that, besides the logistics piece of it, if your employee’s not happy, you’ve ended up spending all this money on them and you lose that employee … you then have to go deeper and find out what would have been the key to keeping that employee,” said McGee. “When a person, whether they move from team to team or to another country, when you change where you are, where you’ve been so successful, and you try to take that same mentality to the next place, it might not work with that next team.”

According to McGee, “Everything we do is customized. It’s very different from domestic human resources, where you would have a template of an employment letter, or you set up payroll the exact same way; it’s not like that internationally. Every country is different, every individual is different.”

PZI primarily works with close to 15 countries around the world, from Latin America to the Middle East, in both government and commercial human resources.

On April 13, PZI will hold its first Inclusion & Diversity Symposium at the Huntsville Botanical Garden. Participants will get the opportunity to explore diversity and inclusion through the lens of three different industries: healthcare, government, and education.

“What we’ve noticed is that companies and businesses have got the diversity aspect of it down, but what we found was missing is that they don’t know how to include all those individuals to make that business work successfully,” said Brian DeMange, one of PZI’s People Development Services Managers.

One of the goals of the Symposium is to get individuals to learn how to communicate and overcome obstacles as a team regardless of race, gender, ethnicity, or cultural differences.

According to McGee, “What we do is all based on people’s energies. It’s not based on your color, it’s not based your gender, your age, it’s based on what energies you bring to the table and how do I connect to your energy.”

2018 State of the Schools Address On February 7, more than 360 business and community representatives attended the 6th annual State of the Schools Address, presented

by Intuitive Research and Technology Corporation. One element of the program was a presentation by Ryan Hankins, the Executive Director of the Public Affairs Research Council of Alabama (PARCA), Alabama’s only nonprofit, nonpartisan research organization. During his presentation, Hankins shared data from each of our three school systems, as well as a combined school system of all public school students from across Madison County, which he called a “supersystem.”

First, Hankins compared each of our school systems across similar school systems statewide.

Hankins This comparison showed that amongst large cities, Huntsville City Schools students were outperforming students in other large cities based on the ACT Aspire test taken by students in grades 3–8 and 10. Madison City and Madison County were both the second highest-performing school systems in their categories, smaller cities and counties respectively, by the same measure. Our school systems in Madison County are leaders in the state, especially when compared to peer communities.

This shows student proficiency on the 2016 Aspire test. Madison County’s score notes a combined “super-system” for Huntsville, Madison and Madison County public schools.

When combined into a “super-system” of all three school systems with a combined enrollment of 53,200, Madison County continues to be a leader in public education. The combined “super-system” has the highest percentage of students meeting benchmarks on the ACT for students in 11th grade and also comes in second in the state with a total graduation rate of 92 percent. Madison County’s “super-system” is just behind Shelby County’s “super-system” in terms of total student proficiency on the 2016 Aspire test. When students who are not in poverty are taken alone, Madison County’s “super-system” has the 18

highest proficiency rate in the state at 64 percent. And when students get to college, students from the Madison County “super-system” have some of the lowest remediation rates at 13 percent in math and 9 percent in English.

Our community still has areas for growth, however. Only 33 percent of students in poverty and 28 percent of black students in the Madison County “super-system” were proficient on the 2016 Aspire test. This gap between students in our community is something that must be addressed.

After Hankins’ presentation, the superintendents from our three school systems shared with attendees some of the good work that happens in their schools that has led to such great outcomes for students, and some of the key initiatives they are undertaking to ensure every student in Madison County has a pathway to success in Superintendent Robby Parker, career and in life.

Madison City Schools Through a grant from The Boeing Company, the Chamber and The Schools Foundation are working with PARCA to develop a dashboard to monitor our “super-system” that will be released this spring.

Washington Update with Senator Shelby U.S. Senator Richard Shelby got straight to the point as he began his remarks February 20 in Huntsville.

He commended many in the audience connected to Redstone Arsenal and Marshall Space Flight Center, saying the work they are doing is critical to our nation’s strength and scientific advancements.

“Look at the Army, your big presence here. Army Materiel Command, what you’re doing here in research.

What the Missile (and Space) Intelligence Agency is doing. What NASA is doing. It’s always a big fight, but we seem to be winning it for the right reasons,” said Sen. Shelby.

Sen. Shelby is the fifth most senior Republican member of the U.S. Senate – which is an institution that places a lot of importance on seniority. He is Chairman of the Senate Committee on Rules and Administration, and also serves on the Senate Appropriations Committee, Chairing the Commerce, Justice and Science Subcommittee, and the U.S. Senate Committee on Banking, Housing, and Urban Affairs.

Approximately 850 people in the audience listened intently as Sen. Shelby commented on timely topics, including cyber security and threats from abroad.

“Cyber security is an area we’re all concerned about. We know that. We all know our challenges in the world,” Sen. Shelby said.

“China is going to be our greatest opportunity and our greatest challenge. They’re determined to build a blue-water navy, which would bring huge repercussions for trade. We have to be conscious

NASA News MARSHALL SPACE FLIGHT CENTER UPDATES

Marshall Team Prepares Orion Stage Adapter for SLS A key piece of flight hardware that was made in Huntsville will soon be sent to Kennedy Space Center to become part of the Space Launch System (SLS).

The Orion Stage Adapter (OSA) was manufactured at Marshall Space Flight Center over the past 20 months.

MSFC held an event January 30 for us to see the OSA up close. It’s approximately 5 feet tall and 18 feet in diameter and made of strong but light aluminum. It has special brackets to hold 13 CubeSats, which are self-contained science experiments.

The CubeSats will stay safely stored inside the adapter until after Orion has separated from SLS, then they will begin their own deep space missions.

Next to the brackets, there are signatures of Marshall employees who worked on the OSA. The OSA will be sent to Kennedy on NASA’s Super Guppy airplane in the near future.

50th Anniversary of Moon Landing in 2019 Next year, several events will be planned to mark 50 years since we first landed man on the Moon.

The anniversary will be on July 20, 2019, but there will be various events and celebrations that day and week.

Gov. Ivey appointed to National Space Council Advisory Group In February, Governor Kay Ivey was appointed to the National Space Council’s Users Advisory Group by Vice President Mike Pence upon her being nominated by Senator Richard Shelby.

NASA recently established the Users Advisory Group (UAG) to advise and inform the National Space Council on a broad range of aerospace topics, including the impacts of U.S. and international laws and regulations, national security space priorities relating to the civil and commercial space sectors, scientific and human space exploration priorities, and ways to bolster support for U.S. space priorities and leadership in space.

“Alabama has a rich history in aerospace and with the renewed commitment to space exploration, we are poised to greatly benefit from and contribute to public and private efforts moving forward,” Governor Ivey said. “I look forward to serving in this group with pioneers of space flight, key industry leaders, astronauts and other esteemed members. I thank Senator Shelby for his nomination and Vice President Pence for appointing me to this distinguished group.”

by Vice President Pence during a meeting of the National Space Council. At the first meeting of the National Space Council the vice president described why the Advisory Group is an important component of the National Space Council.

“The President has directed us to relaunch the National Space Council’s advisory

group to foster close coordination, cooperation, technology information. This group will bring together a broad range of truly exceptional Americans – men and women who are committed to advancing and renewing American leadership in space,” Vice President Pence said.

The National Space Council was created during President Dwight Eisenhower’s administration, with the aim of making sure there was someone close to the president to coordinate national policy on space. It would eventually include the NASA administrator, Cabinet secretaries, other officials and heads of private industry.

Best Places to Live Near Tech Hubs: Huntsville Earns Top Spot

A new list on Trulia.com puts Huntsville as the number one place to live with tech jobs. ZipRecruiter data shows tech jobs in the Rocket City are up 309 percent in 2017 over 2016.

Companies are attracted to locate here in part due to Huntsville’s low cost of living. The median home price is $150,000, and in nearby Madison, it’s $190,000, still less than the nationwide median.

Trulia cited recent announcements including Blue Origin’s $200 million investment to build its BE-4 rocket engine here, and Aerojet Rocketdyne, which is bringing 800 new jobs to Huntsville.

The rest of the top four: #2 - Detroit, Michigan; #3 - Denver, Colorado; #4 - Austin, Texas.
