The City’s Human Services Department is excited to launch Keep Fremont Housed to assist Fremont households and landlords financially impacted by COVID-19. The City of Fremont has received $7,168,619 in funding from the US Treasury Department, which may be used to pay for rent in
Be a Fremont resident; Have household income at or below 80% of the Area Median Income (AMI); Either qualify for unemployment, experienced a reduction in household income, incurred significant costs, or experienced financial hardship due to COVID-19 on or after March 13, 2020; Demonstrate risk of experiencing housing instability or homelessness.
Eligible households that include an individual who has been unemployed for the 90 days prior to the application or with an income at or below 50% of the AMI will be prioritized, as well as households which are rent burdened by paying 50% or more of their total income towards rent. Applicants who

The program utilizes the Bay Area Community Services (BACS) Homeless Prevention Platform to administer the program. The platform will streamline electronic submissions, applicant prioritization and maintain data to meet federal reporting requirements. The platform is also being used by the City of Oakland and the City and County of San Francisco. The Keep Fremont Housed application portal opened on April 1. The BACS platform does not allow you to save an uncompleted application and come back to finish it later. To expedite the review of your application, collect your needed documents before entering the application portal and upload them immediately. If you cannot do this, complete the application and you will then receive an e-mail with a link to allow you to upload your documents later. However, your application will not be reviewed until all documents are uploaded and it is complete.

The FRC Core Team, aka the FRC Division within the City of Fremont Human Services Department, works to ensure that FRC services are integrated and easily accessible to customers. The Core Team offers the following programs: Family Support Services offering case management services, the FRC Working Wellness program for CalWORKs participants, and SparkPoint Fremont which provides financial coaching, Volunteer Income Tax Assistance (VITA), CalFresh enrollment, access to legal services and the new Financial Navigator Program. The Core Team is also a partner in the county’s Coordinated Entry System to address homelessness. During COVID-19, FRC services pivoted remotely overnight, except for ongoing food and pandemic supply giveaways. In 2020, the Core Team facilitated Cares-Funded Rental Assistance programs for Fremont, Union City and Newark, and are now managing Keep Fremont Housed Emergency Rental Assistance. ACCESS is answered by County licensed mental health clinicians Monday–Friday 8.30am to 5.00pm. After hours calls are returned by Alameda County Crisis Support Services. The telephone menu is in six languages: English, Spanish, Cantonese, Mandarin, Vietnamese, and Cambodian.
