Let’s get the “thank you” comments out there first…to the truly outstanding staff of HRRA. Watching how they handle a zillion things coming at them every day is humbling and they do it for all of us with smiles and kindness. Dr. Dawn Kennedy has assembled a group that is the envy of many!
To all of you because you’re still here and riding with us on this journey, as wild as it’s been the last couple of years on multiple fronts!
Now, the Board of Directors…a group that’s great at rolling with the punches and willing to try new things. More about some of those in a moment. Your directors came together with a tremendous positive vibe and total support for the leadership team, the staff, and for changes that move us forward.
The leadership team: Phil Kazmierczak, your President-Elect; Sean Rooney, your Vice President; Greg Chaplain, your Treasurer; Kim Georges, your Immediate Past President; and Dr. Dawn Kennedy, your CEO. “YOUR,” because that’s their focus on you, the members. This group is super smart and engaged, and we’ve moved forward many steps in our time together. Steps that aren’t always apparent and aren’t always exciting, but that set the Association on the right path for the future.
But THIS is exciting: We made the decision to move our Circle of Excellence℠ (COE) “publication” from the newspaper to WAVYTV 10, where we now get market-wide exposure instead of just in a Southside newspaper with limited circulation. The accolades for our award winners now live forever online on WAVY and their various digital platforms. We also scored several on-air appearances thanks to our new partnership. Perhaps the best examples? We were able to be on the air talking about COE and why REALTORS® matter before the event, and after the celebration, we got to showcase our REALTOR® of the Year (the marvelous Trudy Hoff) and Distinguished Property Manager of the Year (the very talented Phil Kazmierczak).
Continuing that partnership, the Board voted to move forward with developing a twice-monthly, 30-minute real estate program, of course, about all things real estate. It will live on WAVY’s digital platforms and be a fantastic way to share real estate information. Little other than weather is more pervasive than real estate, and partnering with the number one media source in the market is a smart move forward.
On that same front, we launched an aggressive media campaign to get our messaging out to the public. That messaging drove and continues to drive—the public to interact with our consumerfacing website, buysellorleasehr.com, as well as our social media platforms. And the overall message? Use a REALTOR®—and here’s why. Plus, we provided information about the lawsuit settlement that rocked our world.
We’re fortunate to have a great reputation with Virginia REALTORS® (VAR) and the National Association of REALTORS® (NAR), which helps us bring in top national speakers like Adorna Carroll, Nate Johnson, Terry Watson, Hugh Morris, and Ginni Field, to name just a few.

Dear Members of HRRA,
As I reflect on the past year at HRRA, I am filled with both gratitude and optimism. Gratitude for the dedication of our members, especially our volunteers, our sponsors, and our staff, as we have advanced our shared mission of empowering REALTORS® in southeastern Virginia to thrive with integrity, professionalism, and purpose. Optimism, because I see the conviction and dogged determination of our REALTORS® to continue to do the job that they love, regardless and in spite of settlements, negative national press, and a volatile market.
When I first became a REALTOR® Association Executive, I used to hear the term “REALTOR® spirit” and think, that’s just a cliché, an indefinable something used to measure performance for an award, but I quickly learned differently. REALTOR® spirit is a strength born out of desire to help others achieve their American Dream. REALTOR® spirit is experiencing crushing defeat and getting up and starting anew. REALTOR® spirit is a sincere desire to make a difference for others in this world. I am so incredibly fortunate because every day I get to be surrounded by remarkable members that inspire and motivate me to do even better tomorrow.

This year presented its share of challenges, from shifting market conditions to evolving regulatory landscapes, but through these times, your association stood steadfast. We responded by focusing on what matters most: your ability to serve your clients, uphold our Code of Ethics, and preserve property rights in our region. As HRRA’s founding purpose notes, our work is “to enhance the ability of REALTORS® throughout Southeastern Virginia to achieve business success in an ethical and professional manner, and to protect and preserve private property rights.”
Advocacy & Policy: We advanced a proactive Local Legislative Agenda for 2025, engaging with key stakeholders in our federal Congress, state assembly, and local city councils, and in our communities to protect homeownership and REALTOR® interests.
Through the REALTOR® Party, the RPAC, and targeted outreach, we strengthened our voice on issues that directly affect members and the communities we serve. Although Congress may often be at a stalemate, we continued to push through initiatives, such as the ROAD to Housing Act, which recently passed the Senate. We had a major win in maintaining the 20% Qualified Business Income Deduction (Section 199A) for independent contractors that was set to expire this year. At the state level, we were able to ensure that real estate practitioners who were not REALTORS® would also be required to have a signed buyer agency agreement prior to showing a home. Locally, the PAC assisted us in funding informational events with our local city council members, where we sought to be a powerful resource to be tapped prior to making decisions related to real estate.
Our Alpha College team, HRRA staff, and member-instructors, along with national speakers, delivered robust offerings, including NAR designations and certifications, workshops, and varied CE to keep member skills sharp in a difficult market.
At our annual Circle of Excellence℠ event, we recognized top producers and celebrated the achievements of members who set the standard for excellence in our industry.
We launched a new member video series that follows the new member for their first year in real estate, with helpful hints and information about all that is available through HRRA, VAR, and NAR.
As always, the Code of Ethics and Professional Standards remain foundational. HRRA continues to serve as both guardian and champion of ethical practice in real estate. We took the ethics administration back in house in mid-2024, which we could not have done successfully without two longterm members who dedicated a tremendous amount of time, including serving as chairs in both 2024 and 2025. Frank Filippone, ethics chair, and Elaine Griffin, grievance chair, both of Berkshire Hathaway Home Services RW Towne Realty, exemplified professionalism, ethical standards, and dedication to HRRA.
Our communications efforts underscored the distinction of the REALTOR® brand. We began the year with a “That’s Who We R” campaign, highlighting the significant differences between a REALTOR® and a mere licensee, and then transitioned to “Right by You,” which continues to reinforce public trust in our profession. Both campaigns, directed towards the public, were supported by a professional marketing firm, Hilton Multimedia, and our public-facing website, www.buysellorleasehr.com.
We remain committed to managing your dues and association resources responsibly, ensuring that each dollar spent drives value for you, our members, and our industry.
We continue to invest in systems, resources, and memberservices that support your success not just now, but to build capacity for the future.
In the year ahead, we will deepen our focus on three strategic priorities:
Elevate member value through enhanced professional development, technology tools, and networking opportunities tailored to your evolving business.
Expand our advocacy footprint, ensuring our collective voice is heard at all levels of government, and that legislation supports strong markets, homeownership, and REALTOR® profitability.
Strengthen our association community, fostering connection, collaboration, and diversity, so that our association truly represents and serves the broad range of members in Hampton Roads.
Hampton Roads is full of opportunity, and you, our members, are central to making the most of it. When REALTORS® are empowered, our market is stronger, our communities are healthier, and our clients are better served.

In 2025, Alpha College of Real Estate continued its mission to elevate the standards of real estate education across Virginia and beyond. With a strong commitment to professional development, licensing excellence, and industry leadership, the college experienced a year of growth, innovation, and impact.
This year, Alpha College proudly served a diverse student body across three core educational tracks:
230 students enrolled in Principles (Pre-Licensing) Courses, laying the foundation for successful careers in real estate. 527 professionals participated in Continuing Education, ensuring compliance with state requirements and staying current with industry trends.
110 students pursued NAR Designations and Certifications, deepening their expertise and enhancing their marketability in a competitive field.
These numbers reflect a growing demand for high-quality, flexible, and career-focused real estate education.
Alpha College of Real Estate closed the year with a total revenue of $416,533.35, a testament to the institution’s operational strength and the value it delivers to students and the broader real estate community. Future goals include expanding online and hybrid courses, partnering with industry leaders for cutting-edge content, and supporting students in building ethical, successful careers positioning Alpha College of Real Estate as a leader in real estate education for years to come.

The Affiliate Committee fosters engagement and camaraderie among HRRA members and sponsoring affiliates through a variety of social and professional events. This year’s highlights include:
Music Bingo: Members and sponsoring Affiliates enjoyed a lively evening of music-themed bingo, testing their knowledge across decades of hits while competing for prizes. The event, open exclusively to HRRA REALTOR® members and sponsoring Affiliates, combined fun, networking, and refreshments.
Affiliates vs. REALTORS® Kickball Tournament: Affiliates and REALTORS® faced off at City View Park for a spirited game of kickball. The Affiliates team claimed victory and bragging rights for the year.
Affiliate & Leadership Panel: This dynamic panel connected Affiliates directly with HRRA Board Officers to discuss strategies for building brand visibility, gaining brokerage business, and strengthening professional connections. Panelists included Jay Mitchell and Phil Kazmierczak, who shared insights on leveraging membership for meaningful connections and success.
Chili Cook-Off: This 21+ event featured REALTOR® and Affiliate chefs competing for chili supremacy. The cook-off welcomed Affiliates and offices to register teams, while attendees enjoyed food, fun, and friendly competition in a lively, child-free, and pet-free environment.
The HRRA Ambassadors program empowers members to serve as key communicators and advocates within their offices, ensuring timely dissemination of association news and resources. This year, Ambassadors:
Helped spread the word in their offices about HRRA, VAR, and NAR, growing the program to 173 Ambassadors.
Attended a recruitment social, where they received branded lapel pins and networked with HRRA leadership.
Participated in four quarterly Zoom meetings for updates and affiliate giveaways.
Received monthly toolkits (PowerPoint presentations + event marketing materials) to present at their offices’ monthly sales meetings.
The Broker Committee provides educational and networking opportunities for brokers, focusing on leadership, strategy, and technology. In 2025, the committee:
Held quarterly Broker Breakfast events, including two continental and two hot breakfast offerings. The third quarter Broker Breakfast was hosted at the Annual Expo & Conference, adding extra networking opportunities for attendees and elevating the event overall.

Facilitated meetings with over 30 elected officials to understand the legislative process and advocacy for REALTOR® issues.
Provided reports from industry leaders and media training.
Saw participants selected for local boards and commissions; two were elected/appointed to the 2026 HRRA Board of Directors (Kimberly Denton and Jason Dunaway).

The 2024 Circle of Excellence℠ Awards Gala was a groovy celebration, welcoming winners and their guests to a discoinspired evening. The Diversity, Equity & Inclusion (DEI) Committee champions representation, education, and advocacy for all members. This year’s highlights included:
Diverse Representation: Each DEI Committee member represents a different cultural and ethnic background, ensuring broad perspectives and lived experiences are at the center of our work.
Black History Trivia: An engaging trivia event at HRRA invited members to test their knowledge of Black history, from groundbreaking pioneers and cultural legacies in music, art, and literature, to local Hampton Roads history, unsung heroes, and milestones in Black homeownership and real estate.
Celebrating Women in the Workplace: This empowering session highlighted how women are breaking barriers and overcoming challenges. Members explored strategies for career growth, personal empowerment, and the importance of uplifting one another in the workplace.
Fair Housing Student Art Show: A powerful exhibition of local high school students’ artwork offered fresh perspectives on housing equality. The program also featured expert speakers who shared insights on the history of Fair Housing, current challenges, and available down payment assistance grants.
Asian Pacific American Heritage Month Campaign: A monthlong social media series celebrated the achievements, culture, and history of the Asian Pacific American community.
Pride in the Peake: Partnering with Pride in the Peake, the committee helped provide resources to LGBTQIA+ families in

Chesapeake. Attendees received portable Fair Housing law guides and information on housing rights when buying or renting.
State of Minority Housing Forum: An impactful program designed to spark meaningful conversations and actionable insights around minority homeownership. Housing leaders, advocates, and industry experts—including Ryan Price, Dominique Fair, and a video message from Leslie Frazier of Virginia REALTORS® addressed issues shaping today’s market, from access and affordability to equity and opportunity.
Hispanic Heritage Month Campaign: A vibrant month-long social media campaign honored Hispanic Heritage. Weekly posts included “Did You Know?” facts (Mondays), Legacy Spotlights (Wednesdays), and Heritage Words of the Week (Fridays).
The Lasting Impact of Urban Renewal: Dr. Johnny Finn of Christopher Newport University delivered a compelling lecture and Q&A on how past housing policies and urban renewal projects shaped the neighborhoods we serve today and why these histories remain vital to our work as real estate professionals.






In 2025, the Government Affairs Committee advanced community outreach, member engagement, and advocacy across South Hampton Roads. The committee:
Developed a comprehensive legislative agenda emphasizing attainable housing, Smart Growth, and sustainable solutions. Priorities included zoning reform, land use, economic development, stormwater/sewer, transportation, ADUs, and STRs.
Hosted a Smart Growth & Land Use event in Franklin with NAR’s Hugh Morris; local leaders adopted HRRA/NAR Smart Growth principles as a model for the future.
Supported city-level efforts on comprehensive plans, civic league engagement, and a Norfolk Housing Task Force.
Strengthened REALTOR® voices as the leading resource for housing issues across the region.
Coastal Collaboration with Charleston Trident Association of REALTORS® on coastal resilience and flood mitigation.

The Hampton Roads on (HRRF) strives to adhere to the following mission:
Advocate and advance safe and attainable housing.
Broaden public knowledge of the importance and value of private property ownership within the Commonwealth of Virginia.
Conduct or fund charitable activities on behalf of the real estate industry which would benefit the community.
Promote such other activities as are designed to foster, encourage, and support the improvement of education, interest, and research in the profession and study of real estate.
Each year, the Hampton Roads REALTORS® Foundation supports local students and organizations through donations received via dues billing and fundraising events.
In 2025, the Foundation expanded its community outreach and awareness efforts through stronger marketing and education initiatives. Under the leadership of Phil Kazmierczak, 2025 Chair, HRRF launched Tenancy 101, a program helping individuals improve rental applications, boost credit, and maintain positive landlord relationships. The first session was held at ForKids in Chesapeake, which serves nearly 70,000 people annually, assisting families in breaking the cycle of homelessness and poverty. Additional presentations were given at ForKids and Union Mission Ministries in Norfolk.

Beyond financial support, the Foundation continues to serve as a resource for education, advocacy, and volunteerism, which earned recognition from the National Association of REALTORS® and local news outlets.
HRRF maintains partnerships with area colleges to provide real estate scholarships through the Alpha College of Real Estate, Old Dominion University, and Tidewater Community College.
Alpha College of Real Estate: Three students received $500 scholarships.
Old Dominion University: Second $3,000 installment toward a $15,000 commitment.
Tidewater Community College: Second $2,500 installment toward a $12,500 commitment.
The Foundation accepts grant requests year-round and encourages members to share the grant application with organizations that align with its mission. In 2025, HRRF donated $25,000 to support housing-related causes:
ForKids: $10,000 for permanent housing efforts.
REALTORS® Relief Foundation: $5,000.
Habitat for Humanity Women Build Week: $3,000.
Local Scholarships: $7,000.

The REALTORS® Have a Heart Task Force (RHAH) is an essential division of the HRRF that assembles REALTORS® and affiliates multiple times a year to volunteer at different community organizations. They support hands-on advocacy; create stronger, more vibrant communities; and help to improve lives while creating lasting memories with professional counterparts and community support services.
In 2025, RHAH continued to strengthen community impact through volunteerism, donations, partnerships, and the promotion of external volunteer opportunities. Highlights from the year include:
February: Supported Ronald McDonald House Charities (sponsored by Walder Foundation Products) and participated in Virginia Beach GrowSmart’s Read Across America Day with local public schools.
April: Volunteered at Camp Hope Haven (sponsored by ONE Presidential Mortgage).
May: Honored with the Supernova Volunteer Award from Edmarc Hospice for Children.
June: Supported Edmarc Hospice for Children (sponsored by Goosehead Insurance).
July: Promoted Back to School Drive opportunities and local free summer meal programs for students; HRRF also partially sponsored Habitat for Humanity’s Women Build, allowing several of our members to assist in construction efforts.

August: Assisted with ForKids’ Back to School Drive Clean Up (sponsored by A MoVAble Solution).
September: At HRRA’s Annual Expo, the HRRF and RHAH team raised funds, raffled off gift cards, and promoted upcoming volunteer events.
October: Supported Seton Youth Services (sponsored by Southern Trust Mortgage) and hosted a toiletry drive at the Annual Chili Cook-off, benefiting Chesapeake Public Schools and Cypress Landing Veterans Community.
November: Partnered with The Salvation Army Angel Tree (sponsored by Southern Trust Mortgage) and participated in ForKids’ Thanksgiving Basket Drive.
November–December: Collected donations for ForKids’ Holiday Gift Drive.
Throughout the Year: Hosted American Red Cross Blood Drives and promoted the REALTORS® Relief Foundation efforts supporting California wildfire and Hurricane Helene victims.

Additionally, the New Homes Committee hosted the 2025 Design Trends Forum, offering members insights into emerging styles and innovations shaping the housing market.


Since bringing Professional Standards back in-house, approximately 45 written complaints have been received. This number grows when including email and phone inquiries, as well as referrals from other associations. Our Ethics and Grievance Committee members have been actively engaged in reviewing and making fair, well-informed decisions on each case.
Those working closely with this committee and in HRRA leadership encourage all REALTORS® to continue advancing their knowledge through designations, professional development, and by staying current on legal updates, changes to the NAR Code of Ethics, and all required Code of Ethics training. The majority of complaints we receive involve unintentional violations which reinforces the importance of ongoing education and professionalism.
The Property Management & Leasing Committee delivers education and fosters collaboration among property managers and stakeholders. In 2025, the committee hosted ten focused forums designed to address real-world challenges and provide practical solutions for property oversight. Monthly forums Included:

Looking Ahead:
Plans for 2026 include expanding the forums’ reach with guest speakers from legal, insurance, and public safety sectors, as well as
interactive case study reviews to deepen learning. By continuing to prioritize education and collaboration, the committee aims to elevate property management standards and ensure safer, more responsive housing for all.

Attorney John Faber conducted his “Legal Corner” during each forum, giving real-world insight and real-world case examples for legal issues facing the real estate industry.

The Young Professionals Network (YPN) connects emerging leaders and fosters professional growth through networking, education, and community service. This year’s highlights:
Speed Networking at SmartMouth Brewing – A fast-paced,
REALTOR®-exclusive networking experience designed to help members expand their professional connections, exchange ideas, and strengthen business relationships.
Kickball Afterparty – After the annual kickball match, members came together at City View Park for an evening of camaraderie. The afterparty featured freshly grilled bites, yard games, and plenty of opportunities to relax and connect.

Attendees also enjoyed a breakfast social and complimentary professional headshots.
Community Garden Build: YPN partnered with the Level Green Civic League and Level Green Outreach to revitalize the community garden at 1090 Level Green Blvd. in Virginia Beach. Volunteers created four new flower beds, added a bench, and installed a welcoming garden sign. A ribbon-cutting ceremony celebrated the project’s completion, underscoring YPN’s commitment to community engagement and neighborhood pride.
Dirt to Deal Forum: YPN joined the New Homes Committee in hosting an education session at HRRA’s Annual Expo. This program guided REALTORS® through the process of working with new home construction from shoveling to closing.
