I own a photo postcard of Benny Binion’s Horseshoe Casino Club in Las Vegas that features two unidentified men standing in front of the $1,000,000 display at Binion’s Horseshoe r Ben rprised us nd ion. in Pilot Grove Pilot Grove is on Farm Road 121 sixteen miles southeast of Sherman in southeastern Grayson County It was settled about 1850 and was originally called Lickskillet It acquired its present name, derived from the nearby Pilot Grove Ranch of James P Dumas, when the post office opened in 1850 The community grew slowly through the 1880s and had a population of thirty, a school, a cotton gin, a general store, and three churches by 1885 The population reached 193 by 1904 when Binion was born The post office closed that year Pilot Grove declined to 125 people, one business, a school, and three churches by the late 1940s The population dropped to forty-eight in 2000 But it did have one notorious citizen for a while

Benny never had a formal education but he traveled with his father who was a horse trader When he was with his father he learned to gamble, a favorite past time when horse traders met up with farmers and merchants during county fair trading days.
Binion moved to El Paso when he was 18, where he began moonshining A year later, he moved to Dallas where he again set up moonshining operations, for which he was twice convicted In addition to his moonshining, in 1928, Binion opened up an even more lucrative numbers game Benny was responsible for bringing illegal gambling to the DallasFort Worth area
Binion's FBI file reveals two murder convictions In 1931, Binion was convicted of shooting and killing an African American rum-runner, Frank Bolding, "cowboy style " This was the origin of Binion's "Cowboy" nickname Binion received a two-year suspended sentence
In 1936, Binion established a network of private dice games at several Dallas hotels, including the Southland Hotel in downtown Dallas By the end of 1936, Binion had gained control of most gambling operations in Dallas, with protection from a powerful local politician Binion and a henchman killed a numbers operator and competitor, but the indictment was later dismissed on the grounds that Binion had acted in selfdefense In 1938, Binion and another henchmen allegedly killed Sam Murray, another of Binion's competitors in the gambling rackets Binion was never indicted for this murder, and charges were dropped against his henchmen. By the early 1940s, Binion had become the reigning mob boss of Dallas He then sought to take over the gambling rackets in Fort Worth The local mob boss of that city, Lewis Tindell, was murdered shortly afterwards
With the 1946 election of a Dallas County Sheriff Steve Gutherie, Binion lost his fix with the local government and relocated his gambling operation to Las Vegas, which allowed legalized gambling In 1951 Binion bought the El Dorado club and renamed it Binion's Horseshoe Casino Benny made the casino famous by putting a million dollars on display in a large horseshoe with $1 million in $10,000 bills, embedded in plastic in the main room, by carpeting the floors, and by offering the highest limits in town
Binion was known to be generous to patrons. He offered a $2 steak at midnight from cattle raised on his ranch The Horseshoe is also believed to be the first major casino to offer 100-times-odds at craps The Horseshoe was one of the more profitable casinos in town
Binion was sentenced to a fiveyear term in 1953 at Leavenworth federal penitentiary for tax evasion After his trial and conviction, Benny was never again page 9

Strawn family Other properties involved in the area needed for the project are owned by the Bennett, Davis, and Mackey families, respectively Some of these family farms have been owned for a long time The Norman's have owned their acreage since 1940 The Strawn family dates back over a hundred years
In a sketch presented to the group, a circular rail system would be located on their current premises with five large warehouses on the west side of the Strawn property

Some of the landowners have stated that their concerns were that their property which sits between the 289 and 75 housing boom corridor would have a negative impact on future housing developments They also have concerns about the traffic, noise, and the visual effect it would have on the neighboring landowners
Those landowners and nearby landowners gathered for a meeting with attorneys on Thursday morning to discuss the project The group was shown examples of similar operations constructed in the Dallas-Fort Worth metroplex that had negative repercussions with housing development
The Norman family has said they would have to be forced off of their property as they have no interest in selling Some landowners are fearful that the railway could use eminent domain to acquire the property
The Howe Enterprise asked a number of questions to BNSF through email and received the following written statement from Joseph Faust, Director of Public
Affairs, “BNSF Railway has conducted preliminary discussions with the leadership of Dorchester, landowners, along with state officials regarding the establishment of a logistics center in the area It is our belief this proposed facility will assist in the efficient movement of products and materials fueling the region’s rapid growth These negotiations have been amicable and BNSF is not planning to use eminent domain in this process.”
Land values play a big part in any industrial development and this project is no different The Dorchester landowners believe this will sink their property values and devalue the entire Dorchester area Mayor Smith says that Dorchester has nothing to gain by the project although the city would supply water and could request BNSR to front a sewer operation on top of future annexation
If it should come to an eminent domain acquisition, both Mayor Smith and Commissioner Whitmire say they will not support the project
The county commissioner said he estimates that the project would be in excess of $100 million in building improvements which he says would generate approximately $1 5 million per year to the Howe ISD
Mayor Smith said the railroad officials did not so much ask for their approval, but just asked if it were a project that was viable for the area
"It's better than a hodgepodge, but page 8 email:

Bnsf
Continued from page 7 you still have to think about the landowners," said Smith "They should ask the landowners if they want to sell and they should not go through eminent domain "
Whitmire stated that the project on its face could have a massive impact on the area - both good and bad
"Every shiny ring has a rough spot," said Whitmire "All they were showing us was the shiny ring There was nothing to immediately oppose because we're not opposed to economic development opportunities and there's nothing we can do to prevent it anyway"

Whitmire and Smith admit that the project would need visual and sound barriers which could result in perhaps berms to help.
"You're looking something around 4-to-500 jobs with the ancillary effect of the investments that go on to more employment around," said Whitmire
With land prices rising in Dallas County, Tarrant County, and Collin County, projects are now seriously being looked at for Grayson County and Southern Oklahoma
The same day that the landowners met with their attorney, BNSF issued a press release that reported investments from customers served by the freight rail provider in 2018 totaled nearly $3 billion This figure reflects several large investments by customers including Kubota Tractor Corporation, WinChill, Dolese Bros Co , and Dakota Plains These investments are expected to generate approximately 1,400 new jobs in local communities It marked the eighth consecutive year that BNSF customers and local economic development organizations have invested more than $1 billion in a calendar year for new or expanded facilities
“Customer investments of this scale emphasize how our rail network can be an integral part of a creative transportation solution for a wide variety of businesses and industries,” said Colby Tanner, assistant vice president, economic development “BNSF works tirelessly to help make locating on or near rail a quick and painless process ”
"A lot of Dorchester is not about all of the money," said Smith "It's about being able to go home and rest and relax without having the stresses of the day. They've spent generations to be able to do that "
Whitmire says that the county has not been approached for any financial incentives for the project
"Our decision with financial assistance would be based on how they've treated the local landowners If they use eminent domain to acquire the property, they won't get any financial assistance from Grayson County If they work out agreements with the landowners where everyone is happy and they move forward with the project, and then they ask for financial incentives, then we would have the negotiating capability of being able to say, 'how are we going to protect the landowners from the aesthetic loss of their property value.'"
Currently, over 99 percent of the property they are trying to acquire is not in the City of Dorchester which does not currently have a property tax, but a franchise tax Grayson County has no regulations other than the subdivision ordinance which regulates the streets involved There are no building codes outside of the city limits
According to landowners, BNSF has stated to the families that they would like to begin construction in July of 2020
BNSF Railway is one of North America’s leading freight transportation companies BNSF operates approximately 32,500 route miles of track in 28 states and also operates in three Canadian provinces BNSF is one of the top transporters of consumer goods, grain and agricultural products, low-sulfur coal, and industrial goods such as petroleum, chemicals, housing materials, food and beverages
