Weather dampens construction of new school With August looming for an opening date, the winter months are not cooperating for the $16.9 million construction site. Howe ISD Superintendent Kevin Wilson remains optimistic that the school will open in time for the 2019-2020 school year as some bad weather days, so to speak, were built into the construction planning.

Beatrice Street is one of the busiest in Howe as it connects from Duke Street to King Street with Howe Middle School on the west side of it. While it is short, it has distinctions all its own.

There is a bit of Howe history connected to its name. Once upon a time there lived in Howe a family by the name of Tighe. They lived in a nice home in east Howe.

Little is remembered about Mr. Tighe who died in his early 50s. Mrs. Tighe, whose name was Beatrice was a colorful figure in Howe. She was tall with big black eyes and always dressed in black and wore black silk bonnets.

School construction

The veteran superintendent said that they've rescheduled three or four times to pour concrete on the back portion of the building (the classroom section). They're hoping that it can get done on Tuesday of this week.

Wilson says the process of building a new school is somewhat extraordinary.

"In town this size, a $17 million project is big," said Wilson. "A tremendous amount of planning has gone into this when we started well over 18 months ago."

The construction process is constantly being tweaked. With the ISD building a building in phases, it makes the job unique as well. The second phase will take place years down the road which will make the facility a full elementary school, whereas the first phase will only be used for a primary school until further infrastructure is needed for future growth.

"A lot of the things we're doing now will expedite the construction of phase two. We're constantly thinking of things that we can do now that will help down the road," said Wilson.

The steel frames of the cafeteria are 90 complete as of publication. The exterior studs and canopy have been placed.

The interior could be developed soon on that section.

Work has not yet begun for the street paving as the weather has pushed that back. If all goes well weather wise, Wilson hopes that the front drive paving will be completed this week as well as the back portion classroom concrete work.

Wilson says the off-site sewer construction has been approved and should start this week as well.

"We've got a lot crammed into this week especially since we essentially lost the last two weeks," said Wilson.

With concrete poured this week, things should move along as

expected. But if that is pushed back dramatically, the construction crews will have to get creative. Wilson says he doesn't even want to think about the possibility of not opening

by August but did state that a January opening is not unheard of for schools. But he reiterated that the timeline is still as of right now pointing towards August.

"We've got time built into this schedule," said Wilson. "Once we get the foundation poured and workers have the ability to work, we will start getting in the dry (season) and the weather is not a factor. We're just in that phase where the weather is not our friend and it definitely a factor."

Friday's sunshine made a dry enough condition to pour concrete on Saturday, but the ground was so saturated that crew members were concerned they would bury the concrete truck and not be able to remove it.

Wilson says he has regular construction meetings with both Gallagher Construction and Corgan Architects. A typical meeting will consist of a two-week recap of construction followed by a two-week projection of upcoming construction plans.

A meeting Thursday centered around the storm shelter which is a new mandated component for any new school structure. One of the classroom wings will serve as the shelter which is essentially a concrete shell. The windows will be shuttered and walls rated for 100 miles per hour winds. Ironically, the EF-1 tornado that cruised through Howe in 2016 went directly over the path of the new school.

The storm shelter will be large enough for both phases I and II. Wilson says that TxDOT has preapproved the driveway to join with the access road on S. Collins Freeway from the north side of the school. They are now in the process of beginning construction of that pathway. The City of Howe has to file for the road project to begin.

Pictures from the same location are being taken for a time-lapse view upon completion. The construction company is also capturing aerial video with a drone during construction which allows for a great view of the damp and muddy construction site.

1919 - a look at 100 years ago

On January 6, 1919 Theodore Roosevelt, the 26th President of the United States, died in his sleep at the age of 60 at Sagamore Hill, his estate overlooking New York’s Long Island Sound. In the last few years of his life, Roosevelt became a vocal advocate of the U.S. entrance into World War I and even sought to win a commission to lead a U.S. Army division in Europe.

Ten days after his death, the 18th Amendment to the United States Constitution went into effect authorizing Prohibition to go into effect in the United States.

Prohibition was nearly impossible to enforce despite a companion Volstead Act. The rise of "bootlegging" and speakeasies (illegal drinking spots) led to an arise of gang violence and other crimes that riddled the 1920s. The 21st Amendment in 1933 would repeal Prohibition.

In late February of 1919, Oregon placed a one cent per U.S. gallon (.26¢/L) tax on gasoline, becoming the first U.S. state to levy a gasoline tax. A day later, an act of the United States Congress established most of the Grand Canyon as a United States National Park.

On the first day of May, riots broke out on International Labor Day in Cleveland, Ohio; two people were killed, 40 injured, and 116 arrested.

Labor was a large issue in 1919 as February saw the Seattle General Strike with over 65,000 workers staging. In April, the Boston Telephone Strike begins but ends only five days later.

In 1919, the male voters of Texas went to the polls to determine the fate of women's suffrage in Texas.

Suffragists mounted a massive campaign to pass the proposed constitutional amendment to grant women the right to vote, holding mass meetings, circulating petitions, going door-to-door, and circulating more than 300,000 pieces of literature.

April 9 saw a tornado outbreak with two fatalities in an F2 twister in Bells, Texas and eight fatalities in Whitewright during an F4.

Dia de los Reyes Magos is the Latin American celebration of Epiphany. In many Latin American countries, it is the three wise men and not Santa Claus who bring gifts for children. Children write letters to the wise men telling them how good they were and what gifts they want. In France Le Jour des Rois (the Day of Kings), sometimes called the Fête des Rois, is celebrated with parties for children and adults.

The galette des rois, or “cake of kings”, highlights these celebrations. This cake is round and flat, cut in the pantry, covered with a white napkin, and carried into the dining room.

Epiphany has its origins in the East. Epiphany Day is primarily observed by Orthodox, Catholic, and Anglican Christians. For this reason, many Protestant believers don't understand the spiritual significance behind this holiday, one of the earliest feasts of the Christian church. In general, Christians celebrate the baptism of Jesus on Epiphany Day in recognition of his manifestation as the Son of God to the world (Mark 1:9-11).

Epiphany was introduced into Western Christianity in the 4th century. The term epiphany comes from a Greek word meaning "appearance," "manifestation," or "revelation" and is commonly linked in Western churches with the visit of the Three Kings (aka the Three Wise men or Magi).

Through the Magi, Jesus Christ revealed himself to the Gentiles: “Now after Jesus was born in Bethlehem of Judea in the days of Herod the king, behold, wise men from the east came to Jerusalem, saying, ‘Where is he who has been born king of the Jews? For we saw his star when it rose and have come to worship him.’” “... And behold, the star that they had seen when it rose went before them until it came to rest over the place where the child was. On Epiphany some denominations commemorate Jesus' first miracle of turning water into wine at the wedding at Cana (John 2:1-11), signifying the manifestation of Christ's divinity and his divine power as well.

In the early days of church history before Christmas was observed, Christians celebrated both the birth of Jesus and his baptism on Epiphany. The feast of Epiphany proclaims to the world that a child was born.

This infant would grow to adulthood and die as the sacrificial lamb. The season of Epiphany extends the message of Christmas by calling believers to manifest the gospel to the whole world.

Cities on Highway 289 see big jumps in sales tax revenue The City of Howe's economic development office is trying to sell US Highway 75 as the next big growth spurt in North Texas. But year-end sales tax figures indicate that cities located along Highway 289 are experiencing rapid increases in spending along that corridor.

Howe's sales tax growth over last 2018 Year End Figures year was 4.48 percent, just ahead of Bonham's 4.47.

Texas History Minute Richard Overton, a Texas original and the nation’s oldest surviving veteran of World War II, passed away recently at his home in Dr. Ken Austin. In his Bridges later years, he was seen on local TV stations often, having grown up in a time before even radio or movies. He was an ordinary man in many ways, but his life and his outlook were anything but ordinary.

Richard Arvin Overton was born in May 1906 in rural BastropCounty, just east of Austin. He was one of ten children born to Gentry and Lizzie Overton. They were a farming family, living modestly and moving from farm to farm in Bastrop and Travis counties. His great-great-grandfather was John Overton, a Tennessee judge, slave trade, founder of Memphis, and advisor to President Andrew Jackson.

Community College gave him an honorary degree to show its appreciation for Overton’s service. His story spread across the nation.

On Veterans Day 2013, at age 107, Overton met President Barack Obama at a ceremony at Arlington National Cemetery. He stood with the president, honoring his fallen comrades at the Tomb of the Unknown Soldiers. It was a remarkable moment for the grandson of a slave who had grown up in a time when AfricanAmericans could not even vote or get a cup of coffee at a lunch counter to meet the first AfricanAmerican president.

In 2016, at the age of 109, Overton became the oldest living veteran in the United States after Frank Levingston of Louisiana, a fellow army and World War II veteran, died at age 110.
