City to make $300,000 investment in water upgrades

Last week Keep Howe Beautiful had 13 volunteers that collected 19 bags of trash and three bags of plant material for compost for the Fall Trash Off. Volunteers picked up trash on all four sides of the US 75 and Haning Street intersection.

Bulldogs open season with 77-63 win over Callisburg

The City of Howe is financing capital improvement projects totaling $300,000 and doing so by refinancing the city's existing series 2009 Certificates of Obligation (CO).

"What this is for is we're going to do some upgrades to the water system," said Mayor Jeff Stanley in Tuesday's council meeting.

The Howe Bulldogs slammed open the door of the 2018-19 season on Tuesday night with a 77-63 win over Callisburg at home.

Sales tax revenue is second highest of 2018; up 14 percent from Nov. 2017 Sales tax figures for the City of Howe were up for the November earnings. State Comptroller Glenn Hagar released total net payments for November of $535,777,817.11. In comparison, last year's total was $507,455,209.24 which is a positive percent change of 5.58 percent.

In Howe, the total was $34,345.12 which is up from last year's total of $30,485.95. That represents an upwards trend of 12.65 percent. Howe is also up $14,000 in total revenue from this time a year ago.

Howe's highest total so far in 2018 was $36,142 back in May. Learning about your antiques and collectibles with Georgia Caraway Howe Mercantile and other Antique Shop’s Competition: Thrift shops represent one of the fastestgrowing Dr. Georgia segments of the retail industry.

Caraway The retail thrift industry has added stores and jobs to the economic mix and is trending upward. In 2018 thrift stores represented 70% of all used goods retailers. According to the U.S. Bureau of Labor Statistics, there were 17,206 used merchandise stores in 2012. The Bureau estimates the industry will employ 175,000 people by 2020 – a 20 percent jump. Thrift resale chains, such as Goodwill, have over $1 billion in sales annually.

Thrift Stores, both profit and nonprofit, include those used goods stores that donate a significant portion of their revenue to charity. Excluded from this industry are antique stores, pawn shops, used records stores, and any other used goods store that does not engage in substantial charitable activity.

I understand why antique shops are not included, but I still think they are one of the ultimate high-end “used goods” stores that exist. Howe Mercantile, unlike most for-profit antique shops, has always had a charity component.

But even though we don’t qualify as a thrift, I still find the thrift shop industry a fascinating subject. Antique dealers often shop thrifts to find merchandise to sell—vintage dinnerware, furniture, linens, housewares, old records and books, and pottery.

About 16-18% of Americans shop at a thrift store during a given year. To keep these figures in perspective, 11 percent of Americans shop in factory outlet malls, 20 percent in apparel stores, and 21 percent in major department stores.

• “Treasure hunting” is one of thrift shop customers’ favorite parts of the thrift store experience, and more people are getting in on the fun. The popularity of websites like eBay and television shows like “American Pickers” is making people more comfortable (and even excited) about the idea of buying used.

There are more thrift store shoppers than ever; many of them are young, and the stigma of buying things used is going away. Overall, this trend is a positive one. As thrift stores become nicer places to shop, more people will feel comfortable going there.

Howe Police Department hires new officer

The Howe Police Department is in the process of restocking the division due to recent resignations.

Howe Police Chief Carl Hudman stated to the city council on Tuesday that the department lost Sergeant Michael Hill recently and is expecting to lose Officer Brandon Ozuna soon to the Murphy Police Department.

To fill the void, Hudman announced the hiring of Officer Mark Kilbourn who comes over

Hudman says that for the month of October, the police department answered a total of 133 calls for service, generated 34 reports, made four felony arrests, nine misdemeanor arrests, issued 50 citations, 51 warnings, and investigated six accidents.

Hudman says that the calls for service number could decrease in the future only because of the definition of what a "call for service" is compared to prior to his arrival.

Riley Harvey, a 2017 graduate of Howe High School is having quite the season at Stephen F. Austin for their Ladyjack basketball team. Harvey averages 10.4

Can our future model be our past?

by Monte Walker, Director of Economic Development, City of Howe What do we expect Howe to look like in the next 10 years? 25 years? 50 years? We can very quickly see what is happening to the south of us in former small cities such as Frisco and Prosper and the ever-evolving Celina. But there are cities even closer to us that are making some scratch their heads and wonder which direction to go in for the future of Howe. So much so as the Howe Development Foundation (HDF) board set to update the city’s comprehensive plan for 2020, the group held discussions such as zoning statutes to control growth. At some point, cities that are about to experience a large amount of growth must ask

themselves the simple question of, “what do we want our city to be when it grows up?” If you ask five people, you most certainly will get five different answers. The HDF has decided a town hall meeting would be a good place to have those conversations.

There is a fundamental human flaw that we all share. Psychologists call it cognitive discounting which is the propensity for humans to highly value positive feedback today and to deeply discount negative feedback in the future.

This is why people smoke. This is why people eat a bowl of ice cream in front of the TV during a football game. It sure is great now. Could constantly getting the ice cream lead to heart disease? This is how our brains work. So, let’s ask

Giving thanks for God’s beautiful earth Imagine if you were the creator of the earth with all of its breathtaking beauty and gave each living creature the gift of life. As you patiently wait for the masses to respond, you notice that only a few individuals actually have a desire to know you and even less are showing an appreciation for your offer. What would you do? Of course, you would be disappointed, but you gave them free-will to live however they want. You will just have to let them decide their own path.

Though most humans think they are strong and in control, in reality, we are very fragile and totally dependent on his compassion every moment.

Even though mankind has the choice to make decisions, I am relieved to know that God rules on his throne, is in total control, and nothing can keep us from his love.

The Bible declares that His mercy endures forever and whether the masses will admit it or not, we are all very fortunate to receive his grace and patience. I was looking through a world atlas the other day with all the many different places on our planet that are filled with such awe-inspiring beauty and astonishing creatures. The rainforest of the Congo river basin and the gigantic Sahara Desert that covers nearly a third of the African continent and then on to the wonders of the Oceans that are another astonishing realm of bewilderment. The vastness of nature is overwhelming much like the mysteries of the universe are beyond our imagination and then I noticed the title that said, “Our World” and wondered, is it really?

Heath Garrett Horton, 1981-2018 Heath Garrett Horton, 36, of Howe, died November 18, 2018 after a very brief battle with pneumonia and sepsis.

What has the new 1960s development model brought to Howe compared to the 1870s?

One might use property values of commercial businesses to determine what the future model should look like going forward.

Some of the most successful businesses in Howe sit on properties of a half-acre or more.

We looked at four properties – all of which were built after 1966.

One long-term very successful business west of downtown had a property tax value of $365,000 for one acre. Another had a value of $497,000 for 0.70 acre. A new business improved its property to $134,000 on a 0.51 acre. And a highway-fronting property checked in at $163,000 on 0.60 acres. Now let’s look at the 1870s development of Downtown Howe.

Looking at commercial properties only, we combined all businesses together to make 0.52 acres. But the overall combined property values of those combined properties accumulated $708,100 which represents a 428 percent increase. Which is the best way to built wealth in a community?

Granted, those businesses in downtown rely on public street parking, but we’re talking about a $650,000 property tax advantage over the recently improved business with a new parking lot.

The three remaining buildings from the 1870s are still outperforming the post 1960s developments in terms of value.

Let’s also factor in the length of connectivity for water and sewer.

They’ve long been in place, but if a new downtown development just like 1870 was recreated, the impact on lines laid for water and sewer would be far less financially impactful than a stretched out development covering a large amount of acreage. Mr. Haning and S.W. Young and the great developers of the 1870s left an endowment of sorts to the City of Howe. Therefore, it could be in the best interest for the city to push forward to rebuild the structures in the downtown area to create even more wealth from those small

narrow and deep lots. A few parking spaces can be relocated in exchange for two properties that value $100,000 each in the short term and much more than that in the long term. Maybe we can leave our own endowment to the City of Howe that they can reap the rewards even on into the year 2150.

Let’s take a Lowe’s or Target facility and wonder in 15-30 years how difficult it would be to fill those stores should they go out of business. Was it easy to get a Gander Mountain to fill the KMart building? Was it easy to keep the Gander Mountain in business? How much incentive money and tax abatements does it take to bring in one of those businesses? Doesn’t that defeat the purpose? I would suspect that whatever comes next to one of those facilities is lower down the food chain than what was originally designed for the location.

He was unapologetic in his desires to lead people to the Lord he loved so much.

Heath is survived by the greatest love of his life, his son, Zion Isaiah Horton; his parents, Mike and Mickey Horton; two brothers – Damion Horton and Corey Horton; aunt and uncle, Camille and Larry Miller; numerous cousins and countless friends. What should I do for extra work during the holidays?

Hey Taylor - I’m thinking about picking up part-time work around the holidays and wondered if you had any suggestions.

Thanks! - Brooke Hey Brooke - First off, I think seasonal work is a great way to bring in a little extra money.

People often ask about how to find a side hustle, and jobs that are dependent on holidays or weather are a great place to start.

As far as what work you should look for around the holidays, there are almost too many options to mention. I’d start by thinking about the hours you can realistically keep open, as you don’t want to get halfway through the interview process and realize a job won’t work with your schedule. Decide if you’re willing to give up weekends, or if you need to limit the work to weekdays and weeknights.

Once you have an idea of what you’re looking for, look at the local industries and figure out what positions are created by the holiday rush. There are a lot of additional delivery services around Christmas time, so that’s something you can look into.

Companies like UPS and FedEx often bring on seasonal workers to deal with the all the extra shipping.

Customer support is another

option. Right after the turn of the year, companies experience a surge in customers needing help operating devices and using new services. This rush doesn’t last through the year, so a lot of online companies bring on seasonal help in January to make it through the busy time. It won’t help you bring in extra money before Christmas, but this type of work also conflicts less with most holiday travel plans.

In mid-December you could look at a part-time retail job, as outlet stores and malls get hit the hardest in the weeks leading up to December 25th. If you already have retail experience, you could land a pretty good gig. If you don’t have any retail experience, this is a good opportunity to get some.

Lastly, you can look to get catering work for holiday parties.

Businesses across the globe will be throwing annual holiday parties and bringing on teams to cater and prep for those events, and you can expect small catering companies to hire more staff as the parties start to pile up.

Working just a few events can do a lot to pad your wallet.

If you have the time, I think picking up extra work on a seasonal basis is a smart move.

Living with children Q: Our 9-yearold daughter recently announced to us that she doesn’t like school, doesn’t want to go, and doesn’t want to do the work. We’ve been unable to get a coherent reason out of John Rosemond her and her third-grade teacher tells us that she seems well-adjusted, has friends, and is doing above-average work, which is probably her best. She usually makes this complaint during homework time, when she encounters a difficult problem or doesn’t readily understand some explanation I’ve given. Lately, however, her complaints have become more frequent, anytime the subject of school comes up. We’ve tried to figure out what the problem is, but to no avail. She has no explanation other than “I just don’t.” Do you have any ideas or suggestions?

A: I have two suggestions, both of which may seem counterintuitive, but both of which are based on solid research: First, stop talking to your daughter about her attitude toward school and schoolwork. Research in the field of neuro-linguistics predicts that the more you discuss her dislike of school, trying to get to the bottom of it, the more she will complain of disliking school, and the more convinced she will become that she has valid reasons for not liking school. The same is true, by the way, concerning repeated discussions of irrational childhood fears, self-deprecating remarks like “I’m ugly” and “No one likes me,” and threats of selfharm.

According to the research in question, that’s true regardless of a parent’s education or the ability level of the child in question. Occasional, time-limited help is fine, but anything more than infrequent, brief homework consultations – as in, sitting with a child while homework is being done – is likely to stimulate complaints of “I can’t!”

Said another way, the more parents help with homework, the more evidence children give that they need help with their homework.
