The ISD was experiencing a similar surge 50 years ago as the total enrollment increased from 390 to 434 from 1966 to 1967 In June of 1967, the city surpassed the previous year's total in home building permits and the school was in the process of constructing a new high school and elementary campus

This time it is the Summit Hill development that has created a influx of students to Howe With 113 new homes nearly full, the ISD is now running at overflow capacity (including portable buildings) at the elementary school and have called for a November bond election for a new 400student four-grade-level campus which will loosen the belt on the current elementary and middle school facilities The idea is for the first four grades (primary, kindergarten, first grade, and second grade) to move to the new campus which would allow for third, fourth, and fifth to spread out in the existing elementary school building It would also relieve pressure on the middle school by reducing the grade levels from fifth through eighth to only sixth through eighth
