Obviously, we are excited at the paper this week for Granny Basketball! I have been hearing about this for years and there is finally a local tournament I can attend! Hopefully we will get some fun pictures to share next week. I absolutely love the idea of lifetime athleticism, especially for female sports!
Thank you to those who submitted more questions for the School Board elections this week. I am attempting to set the framework now for all future elections and how we will handle them at this publication. Newspapers, in my opinion, are meant to create open communication, transparency, and ask tough questions in communities. Local politicians, school boards, etc. are who makeour major decisions in this community, and I feel we deserve to ask questions. These positions “work for us” - and we can ’t forget that. We deserve to ask questions and we deserve answers if they expect votes. Let’s use this last week to polish up our questions, and feel free to contact us with more questions, concerns, input, etc.
Again this week, there are a few “repeated items” in case you missed them last week. We also do not have new jobs on the job board this week. We did not receive any job opportunities again, but the contact for that has been emailed. We hope to have more current hiring jobs next week.

Thisweek,theCity CouncilmetwithmembersBillieIngram, RickyPrice,andEd Whitfieldforboththe PlanningandZoning MeetingandtheCity CouncilMeeting.The PlanningandZoning Meetingwasheldusing theCityCouncilmemberspresent,anddenied bothitemsbroughtto them.Theexchangeis extensivebetweenthe PlanningandZoning Committeeandthose bringingproposedvariancesandcanbefound inthefirst25minutesof thelivestreamvideo.
TheCityCouncilMeetingbeganwithacommunityconcernfroma citizenrelatingtoanew neighborandwasheard bytheCouncil.Mayor
McDonaldannounced thatTheCityfounda saleofferforplayground equipmentthatwill soonbeaddedtoReed Park.TheEconomic DevelopmentCommitteeandTheCityare partneringtogetherto splitthebillforthenew playgroundequipment. TheMayorBragMomentthismonthincludedrecognitionfroma resident,Mr.Blake Beeson,whowrote,“I justwantedtosendover aquickthankyoutothe CityofHowePublic WorksDepartmentfor workingallnightlong throughthethunderstormandraintorestore waterservicestoour house.Weweretheonly serviceaffected,but theytreateduslikewe werejustasimportantas iftherestofthewhole cityhadlostwater. Thesestandardsincludecriticaltopicssuchasuseofforce,protectionof citizenrights,vehiclepursuits,propertyandevidencemanagement,InternalAffairs,andadministrative oversight.Thisprogramhasbecome thegoldstandardforprofessionallaw enforcementinTexas. Recently, trainedassessorsspenttwo daysauditingyourPoliceDepartment.Duringthistime,severalinternalandexternalstaffinterviewswereconducted,alongwithacompleteinspection ofthepolicefacilityandoperations. Assessorsconductedride-outswith yourpoliceofficerstoensurecomplianceinthefield. Theleadassessor submittedasumreporttotheaccreditationcommitteecomprisedofone sheriffandeightpolicechiefsaround thestateofTexas.Thecommittee reviewedthereportandvotedunanimouslyandtoaccredittheHowe PoliceDepartment.Duringthisprocess,howPDhasproventhatit meetsorexceedsmodernbestpracticesforprofessionallawenforcement. Withover2,700lawenforcement agenciesinTexas,justover230 agencieshaveachievedtheaccreditedstatus,whichislessthan10%percent.Thisevening,Ihavethedistinct honortopresentChiefSullivanand Hisdepartment,yourCityAdministratorandMayorandCouncilwith theHowePoliceDepartment’soutstandingperformanceandachievementasanaccreditedpoliceagency. Theaccreditationprogramassures thatelectedofficials,citymanagement,andthecitizensofHowethat theirPoliceDepartmentisalegitimateleaderinlawenforcement. Withitscommitmentto policeexcellence,thisaccreditationstatusmeans yourPoliceDepartmentisoneofthe bestinthestate-Atruemarkofprofessionallawenforcement.Icantell youthatIknowthatwhenyouhired ChiefSullivaninOctoberof24,he hasworkedtirelesslytogetthisdone. DepartmentalReportsincludedthe following:ChiefSullivanreported forthePoliceDepartmentandFire/ EMSDepartmentthismonth.The
PoliceDepartmentreported127 warnings,91citations,5newcode enforcementsviolationsandfollow ups,andonecourtcasethatneededto bemovedforthemonthofFebruary. Sullivanalsoreportedthattoday, March19th,from11-1thePoliceDepartmentismeetingwithalllocal apartmentmanagerstoworkona crimepreventioninitiative.Theprocessofapartmentcrimeprevention beganlastyearforthePoliceDepartmentandtheyreporttheyhaveseena decreaseincallsintheapartments.
TheFire/EMSDepartmentreported 39callsformotorvehicleaccidents,4 fireswithinthecitylimitsand7outsidethecitylimits.Fifty-fourhoursof trainingwerecompletedthismonth andthereisacurrentpositionopenfor onemoreparamedic/EMTatthedepartment.
TheCitySecretary,Ms.HewittreportednewtrackingstatisticsforpermitsattheCityofHowe.Forthe monthofJanuarytheCitycollected $117,325.35andinFebruary $260,990.78.TheCourtDepartment processed111citationsforthemonth ofFebruaryandcollected$14,969.62.
JustinJohnsonofPublicWorksreported189serviceorders,10new metersset,8meterleaksrepairs,3 tonsofpotholepatching,6water mainleaks,9disconnectsformoveouts,20hoursofmowing,2sewer mainbackups,20hoursonwellssamplingandreporting,andtheannualcompletionoftheWaterUsesurvey andbeginningtheannualchlorine burnandflushing.Currently,theDepartmentiscarefullyinspectingthe waterlinesandmanholesfordamage aroundtown.
CityAdministrator,MonteWalker, reportedprogressonmultipledevelopmentsincludingaribboncutting thatwasdonethenextdayforthe newSuttonFlatsApartments.Walker statedthatthereisnowaclosingdate ofMay1st forabuildingdowntown purchasedbytheCitythattheywill providemoreinformationforinthe future,aftertheclosingdate.TheEconomicDevelopmentCommitteeis undercontractforthefirststageofa downtownre-developmentproject. FormerHoweISDSuperintendent, KevinWilson,hasbeenhiredafterhis schoolretirementtonowassistthe communitycuttinggrassattheparks, ballfields,etc.intown.TheDuke Streetconstructionprojecthasbeen approvedbutwilltakeplacewhen schoolisreleasedfortheyear.Anissuewasrecentlyreportedwithaclog inamanholeontheShermansideof sharedwaterresources-thisresulted inabillfromtheCityofShermanfor $373,000forwastewaterforthe month.Whendiscovered,theobstructionwasremovedandimmediately thewaterflowedproperlyagain.The billsituationwasandcontinuestobe handledbyMayorKarlaMcDonald, CityAdministratorMonteWalker, andthePublicWorksDepartment withtheCityofShermanandMayor ofSherman.Afterdiscussion,thebill wasassessedtobeanabnormalsituationandtheCityofShermanreduced thebilltotheaveragetakenforbillsin

ShewasbornOvetaCulpin1905 inKilleentolawyerIkeCulpandhis wife,Elizabeth. Shewasoneofseven children. Shewasveryintelligentand studiousasachild. Whenherfather waselectedtothestatelegislaturein 1918,sheaccompaniedhimtothe Capitolonmanyoccasionstowitness thelegislatureinaction.
Aftergraduating fromTempleHighSchool,shetook classesattheUniversityofMaryHardin-Baylorand theUniversityofTexas. Alongthe way,shebrieflyservedasateacher andasareporterfortheAustinStatesman. Health,Education,andWelfare. She wasonlythesecondwomaninAmericanHistorytoserveasapresidential cabinetsecretary,followingFrances Perkins,whoservedasSecretaryof LaborunderPresidentFranklinD. Roosevelt. Thenewdepartmentoversawfederalpensions,SocialSecurity, hospitals,medicalresearch,andaidto universities. Duringhertenureassecretary,sheapprovedthenewpolio vaccinedevelopedbyDrJonasSalk foruse,avaccinethateffectivelyendedthepolioepidemicintheUnited States.
Asherhusband’shealthbegantofalter,sheresignedherpositionin1955 andreturnedtoHoustonwhereshe becamepresidentandeditorof thePost. TheDepartmentofHealth, Education,andWelfarewasseparated intotheDepartmentofEducationand theDepartmentofHealthandHuman Servicesin1979.
OvetaHobbyearnedmanyhonorsin herlateryears,includinghavingthe CentralTexasCollegeLibrary inKilleennamedafterheraswellas anelementaryschoolinKilleen. In 1984,shewasinductedintotheTexas Woman’sHallofFame. InApril 1995,theHoustonPostceasedpublicationafteryearsoffallingprofitsand increasedcompetitionfrom theHoustonChronicle. Hobbydied fourmonthslaterinHoustonattheage of90.

Icareabout you(andme), it’stheonlyreasonIwouldwriteabout suchachallengingsubject.Ibelieve it’sbettertostepforwardanddealwith personalissuesthatarecausinggreat harmtoourbodiesandourselfesteem.Excessbodyfatisaserious problem.Manypeople,includingmyself,tendtogainsizeandbulkaround thewaist.Idonotlikeit,butwithinmy mind,tryingtodosomethingaboutit islikeclimbingaverticalcliff.Mostof thetime,Italkmyselfoutoftrying evenbeforeIcangathertheropesand climbinggear.
Let’sfaceit,beingoverweightmakes apersonsluggish,andtobeblunt,we donotlikehowwelook.Our obesitycanbeapsychologicaldark cloudthathangsoverus,alongwith beingself-consciousofhowwelook whenwegetdressedorundressed,and anywherethathasamirror.Notonly areweseenbyeveryone,butwe alsofeelbadforourspouseandhow wehaveletourselvesgo,asifourappearancewerenotimportant.Iknow thosewholoveussaytheydonotcare aboutouroutwardappearance,but whataretheysupposedtosay?
I’veheardpeoplejokearoundabout theirappearancebysayingthingslike, “Idon’tcarewhatpeoplethink,Ijust wanttoenjoymylife”or,“I’mtooold tocareanymore,Ijustwanttobehappy.”Igetit,butarewereally contentandproudwithwhatwehave created?Thesetypesofcomments evolvefromthecombinationofsecret frustrationsandanger.Frustratingbecauseofhowdifficultitistobreakfree fromthispowerfulbondage,and angerforallowingourselvestogetinto thismessinthefirstplace.Myintentionisnottoheapmore condemnationorguiltonus,butto comeoutintheopenandaskwhywe arestuckinthismerry-go-roundof beingoverweightandoutofshape, andhowwecanstopyieldingtothe temptationstopleaseandserveour flesh.Iguessthebigquestionis,dowe believethisisaseriousproblem,or willwecontinuebeingcontrolled andlivingindenial?Itissaidthat whenwedon’tdealwithwhat’sgoing on,itkeepsgoingon.
Withinthecontextofbeingamarshmallow,themorebadfoodsweeat, themorewehelpdiabetestakecontrol ofourdestiny.Evenwhenwerealize thatwhatweconsumeistheproblem, somestillrefusetochangetheir lifestyles.Theyarediscouragedand depressed,yetthedesiretoeatunhealthyisstrongerthanthedesireto castdownthesefoodaddictions.Max Dupreeisquoted,“Wecannotbecome whatwewantbyremainingwhatwe
are.”Wearetoldthathighsandlows fromglucoseandinsulincanmakeus feelweird,whichiswhysomanyof usareonmedstokeepusbalanced.I realizeI’molder,butIbelievemy cravingsforafternoonnapsarea consequenceofmysugarydietand lackofexercise.
Exerciseisapopularsubjecttotalk about,butit’sverydifficulttoactually do.Personally,I’vehadvisionsof workingout,buthaveneverbeenseriousaboutit.Ihaveeveryopportunity todopush-upsandsit-ups,butI don’twantto.Iwouldmuchrathersit downandwatchsomethingmeaningless.Justhowimportantisthistome? Yes,I’moldandtired,andIdonot havetheenergyIoncehad,which provesevenmorehowImustaccept thatI’mresponsibleformyhealth. Whataboutembracingourbadhabits, eatingtoomuch,eatingthewrong typesoffood,notgettingenoughcardioexercise(whichcausesustonot onlybeoutofshape,andthereasonfor ourmuscleatrophy),retainingfluid, heart-artery,lung,kidney,liver,and pancreasproblems,andthisisjust namingafew.Icanmakealotofexcusesaboutmynegativeaddictions, butthepainhasnotyetcausedmeto raisemygame.Wecancontinueto ignoreouroldattitudes,orwecanbecomemotivatedtobetransformedinto thebestversionofourselves.Isn’tit bettertobehonest,evenifit’suncomfortable?
