LastThursdaymorning throughSaturdaymany citizensonthewestside ofHowewokeuptonot onlysnow,buttono water.BySaturday eveningwaterwasrestoredafterhoursof hardlabor,especiallyfor ourCityPublicWorks employees.

At8a.m.Thursday morningapoweroutage wasfoundbyPublic WorksatWell3.Generally,SKADA,aninternalcomputersystemfor monitoringwateratall wells,alertsthepublic worksdepartmentif thereareissueswitha well.However,Wednesdaynight/Thursday morning,nosuchalert wasreceived.Whenthe

pumpatWell3malfunctioneditwasshut off,whichkickedon Well4anddrainedit overnight.TheCityhas planstoresolvethisissueforthefuture.AccordingtoCityAdministratorMonteWalker, “Wearecontactingour SKADArepresentative tryingtofigureoutwhy that(thealertsystem) didnothappenthat night.”

Initially,itwasthought thatifWell3wasfixed electricallythenitwould fillup,butafurtherissue wasrealizedwhenit wasnotpressurizing enoughtosendwaterto Well4.Itwasdeterminedatthatpointthere musteitherbeanice blockageoraleak somewhere.Findingthe

leakwasdifficult,asthe linewaslocatednear andunderacreek.Effortsweremadetofind theleaklookingfor meltedsnow,butJerry DavisofPublicWorks foundtheleakafterseeingsteamrisingfrom thecreek.

Assoonasthelocation ofthecreekwasfound, crewsbegantodig.JustinJohnson,Department HeadofPublicWorks, statedthecrewwas comprisedofhimself, JerryDavis,Afton Yealock,ZachMonk, DaltonDoss,andMichaelBarham.Thecrew workedfrom8a.m. Thursdayto12:30p.m. Saturday,diggingovernightinfrigidtemperaturesallthroughThurs(Continued on page 9)

Thesemencomeindaily-rain,sleet, andsnowandworkhard.Theirdedicationdoesnotgounnoticed They allshowupeverydaytogetwork donewhilealsolearningwherewaterandsewerlinesarelocated,as thisisatotallynewcrew-theyhave allbeenhere6monthsorless. They getcalledinthemiddleofthenight andwithnohesitationcomeinand getwhateveremergencyfacesthem handled.Theyaretrueheroesbehindthescenes.Theytakecareof waterleaks,sewerclogs,mow parks,changeoutmetersandmany otherthings-theywearsomanyhats andneverknowwhatthenextday brings.”

Eventually,acontractorwassentwith machinerytohelpwiththediggingof a8–10-footholethroughclayand bedrock.Alittleover6feetofpipe wasfoundtobesplit.Whenasked whythepipesplit,Walkerstated, “Themostlikelysituationis,itwas thegroundshiftingbecauseit(the pipe)issittingjustonbedrock.Itis mostlikelytherewassomeshifting duetothemovingoftheearth(with the)weather.”Thepipewasnotvery old,contributingtothevalidityofthe shiftingtheory.Thepipewasreplaced bythecrew,butthepressureissue tookabitmoretimetoresolve.“Itisa groundwatertankatWell3,sowe takethatgroundwaterandpipeitover toWell4andthenitfillsthatelevated tankandthewatertower.Onceyou getup(intothewatertower)youget that(needed)PSI(poundspersquare

inch),Ibelieveitis60PSI.Oncewe leveledoutto50PSI,wethoughtwe areintheclear,sothatwasagood indicatorwedidnothaveanotherleak somewhere,”accordingtoWalker.

Whenwaterwasrestoredaboilnotice wasissuedtoHoweresidents.The Citypostedanoticeoutliningallthe proceduresneededtotakenecessary precautions.Theboilnoticewaslifted onTuesday.

Theissueofwellfailuresandafairly newpipesplitting,likelyfromground shifts,doesnotseemencouragingto considerasaresidentwhenaskingif thiscouldhappenagain.However,the Cityhasplansinplacetomakewellwaterabackupoptioninsteadofthe primarywatersourcesoononthewest sideofHowe.Fundswereobtainedby theAmericanRescuePlan(ARP)previouslybytheCity,and$462,000of thefundshavebeenallocatedtowork onconvertingthewestsideofHowe toreceivingwaterfromLakeLavon, astheeastsideofthecityhasalready beguntodo.TheCityhasbeenmethodicalintheplanningoftheconversion;Walkerspokeregardingthisstating,“Nowwhenweareready,atthe righttime,wewillmakethatconversionasweareatcompletionofit.As soonaswegetthegreenlightthatall systemsgo,wewillmakethatconversiontowherethewestsideoftown willgetthesurfacewatercomingout ofLakeLavon.Wellswillthenserve asabackup.Wewanttohaveample timetonotifythem(thecitizens)un-

likethelastsituationwhereitwas sprunguponthepublicallthesudden onedaytheyhadredwatercoming outoftheirtaps.Wedon’tanticipate thatsituationonthewestsidebecause thelinesarenotasoldastheyareon theeastsideandthewaterflowdirectionisn’tcompletelytheoppositedirectionaswhatitwasontheeastside. Wearehopingthescalingisn’tnearas badasitwasontheeastside.We wanttohaveanampleamountof timetocommunicatewiththecitizens onwhattoexpect.Wedon’twanta catastrophethathappenedlasttimeto whereeveryonewasshockedbyit andtherewasnocommunicationto thecitizens.Weareverytransparent withwhatwedo,goodorbad,weput thatoutinthepublicandletthem knowofthesituation-thatopensthe Cityuptoalotofscrutiny,butwefeel itisbesttobetransparent”

RegardingtheworkdonebytheCity employeesduringthisissueboththe CityAdministratorandtheMayorhad positivethingstosay.Walkerexpressed,“Iappreciatetheunderstandingfromthecustomersandthesupportofourcrew.Iamveryhappy withthosewhohadpositivereinforcementsofthesituation.Noonewants tobewithoutwater,andcertainlyno onewantstobeinaholeat16degrees inwater.So,itwasnotagoodsituationforanyone.They(PublicWorks) arethecriticalinfrastructureinthat theyarepublicservants,theyarein thisjobbecausetheyhaveaservant’s heart.Inmyofficetheyareheavily

regardedasthecriticalinfrastructure pieceofourcity.”

MayorKarlaMcDonaldgavethe followingstatement:“Iwouldliketo recognizeafewindividualsfortheir hardwork,duringthemostrecent winterstorm.Iamproudofallofour essentialworkers;theirdedicationto theCityandtotheCitizensisoutstanding.PublicWorksworkedtirelesslytorestoreservicestotheCity watercustomersonthewestsideof Hwy75,despitetheunfavorable weatherconditions.Theydidthis becauseitistheirjob,butalso,becausetheytrulycareaboutthecitizensofHowe,andtheytakepridein theirwork.IamproudofourPolice DepartmentandFireDepartmentas theytoowerediligentlyworkingin theunfavorableweatherconditions, servingandprotectingourwonderful community.Theywereoffering neededassistancetootherdepartments,andtheywerehelpingour neighbors.MonteWalker,theCity Administrator,didafantasticjobof constantlykeepingmeupdatedand hemadecertainourworkershad whattheyneeded.Additionally,Mr. WalkerupdatedtheCouncilonthe watersituation,andhekepttheCitizensupdatedthroughtheCitywebsiteandtheCityFacebookpage.I appreciatetheCitizens’patienceand understandingduringthistime. Gilman,a Dallas-basedresearcher,employed manystudentsandscientistsinhislabs asheresearchedtheinnermostworkingsofcellsinthebody,workthatled totheNobelPrize. Hisresearchledto radicallynewunderstandingsofhow cellsworkedandultimatelyinspired otherscientiststodevelopnewtechniquesinmedicineandimportantadvancesincancerresearch.

ThefutureNobellaureatewasborn AlfredGoodmanGilmaninConnecticutinJuly1941. HisfatherwasDr. AlfredZackGilman, aYaleUniversityprofessorandresearcherwhowasrespectedthroughoutthemedicalcommunityforhis importantwritingsonthestudyof pharmacologyandearlystudiesof chemotherapyasacancertreatment. Whenhewasyoung,thefamily movedtoWhitePlains,NewYork,a suburbofNewYorkCity,wherehis fatherworkedasaprofessor atColumbiaUniversity.

Asayoungman,heinherited hisfather’sfascinationwithscience. Aftergraduatinghighschool,he enrolledatYaleUniversity. Hegraduatedwithabachelorsdegreeinbiochemistryin1962. HeenteredgraduateschoolatCaseWesternReserveUniversityinOhio. Hewasreluctantatfirsttogetadoctoratein pharmacology,thestudyofdrugs,their effects,andtheirinteractions,ashe wantedanidentitysomewhatseparate fromhisfather. Hewastalkedintoit andwassweptupbytheresearchand newdiscoveriesunfoldingbeforehim andobtainedamedicaldegreeaswell by1969.

HeworkedbrieflyasaresearcherfortheNationalInstitutesof Health. In1971,Gilmantookapositionasapharmacologyprofessoratthe UniversityofVirginiaSchoolofMedicinewherehepublishedarticleson cellularchemicals. Hewashiredin 1981tobecomethechairmanofthe pharmacologydepartmentattheUniversityofTexasSouthwesternMedical CenterinDallas.

Gilmandiscoveredwhatbecame knownasa“Gprotein,”whichhelps cells“communicate”witheachother onachemicallevel,helpingachemicalmessagereceivedfromonecell activateachemicalreactionwithinthe receivingcellinresponse,alsocalleda transducer. Throughhisresearch,scientistswereabletobetterunderstand howcellsreceivedinformationfrom eachother,processedthosemessages, andactedinresponse.

Inaseriesofexperimentsinthelate 1970sandearly1980s,hebegan workingwithlymphomacellsand noticedtheunusualpropertiestheyhad onthemolecularlevel. Inlymphoma cells,thecellitselfcouldreceivechemicalsignalsfromothercellsbutcould notproducechemicalsorenzymesin response. Intheprocessofbecoming

cancerous,thecellhadlosttheprotein thatallowedittoprocessoutsideinstructions. OnceaGproteinwasreintroducedintothesecells,theycould processthesechemicalsandproduce newchemicalsinresponse. Whilethis didnotchangeacancercellbackintoa healthycell,scientistsbetterunderstoodhowcancerbehavedinthe body.

Inotherwords,Gilman’sworkidentifiedhowcancercellschangedona molecularlevelandhowcancercells andhealthycellsinteractedwitheach other. Thisprovedanimportantbreakthroughasresearchersbeganresearchingnewcancertreatmentsatthecellularandgeneticlevels. Oncetheybetter understoodhowcancercellsformed, mutated,andspread,theybeganto findwaystomoreaccuratelytarget cancercellswithchemotherapyand radiationtherapyaswellasdeveloping newsurgicaltechniques. Asdoctors andresearchersappliedthesenewideasinthe1980sand1990s,cancersurvivalratesbegantoclimbsignificantly. Further,scientistscouldalsodevelopbettertechniquesandmedications foravarietyofdiseasessincetheybetterunderstoodhowdamagedcells worked.

Thebreakthroughwassoimportant thatGilmanandbiochemistDr.Martin Robdell,wasawardedtheNobelPrize forPhysiologyorMedicinein1994 fortheirdiscoveryoftheGproteinand subsequentresearchintoit. Gilmannotedwithsomehumility,“You canexpecttohavesomegoodluckif youareworkinghardonatractable problemandtakingreasonableapproaches.Thetrickistorecognize goodluckwhenithappens...” The researchbyGilmanandRobdell spurreddramaticchangesinmedical research.

In2004,hewaspromotedtodeanof themedicalschoolandeventuallyrose tovice-presidentby2006. Heretired in2009. Gilmanhadlongbeenthankfulfortheopportunitytolearnfroma numberofNobelPrizewinnersduring hisyearsincollegeandasayoung researcher. Inhislater years,Gilmanbecameanoutspoken advocateofscienceeducation inTexasschoolsandcondemnedeffortstodiluteteachingofevolutionin publicschools. Forascientistsuch asGilmanwhohadspenthiscareer researchingcellsonthemolecularlevel,evolutionwasobvious. Andunderstandingevolutionwascriticaltoresearchinmodernmedicineandgenetics.Hediedin2015atage74. Researchhasallowedmedicinetocure manydiseasesthatwereoncedeath sentences. Asmedicineprogresses, themostimportantelementinany treatmentorvaccineishope.
