ANNUAL REPORT 2025

To provide oversight for world-class professional sports venues and promote the Houston-Harris County region as a premier destination for sportsrelated events that enhance economic development and enhance our region’s quality of life.
Letter from the CEO & Chairman

This past year was a defining chapter for the Harris County–Houston Sports Authority (HCHSA); one shaped by momentum, strategic change, and a deepened commitment to the people we serve.
We continue to move forward, not by accident, but by aligning our work around three unwavering principles: collaboration, transparency, and accountability. These aren’t buzzwords; they are operating standards that build trust, improve efficiency, and create lasting impact.
Across financial stewardship, partner and stakeholder engagement, venue planning, and positioning Houston as a global destination for sports, our organization continues to modernize systems, sharpen strategy, and strengthen its foundation for the decade ahead.
As we look toward one of the most pivotal eras in Houston’s sporting history, we do so with purpose and with the world’s stage on the horizon. We are evolving, improving, and preparing not only to host the world, but to reflect the very best of who we are as a region.
This year, we also advanced several key milestones aligned with our mission and values:
SPORTS VENUE PLANNING AND ENHANCEMENTS:
Through our partnerships with Houston’s professional sports teams and venue operators, we’re strategizing how to ensure our sports facilities remain world-class and continue to represent Houston and Harris County as the premier destination for sports for decades to come.
FINANCIAL STEWARDSHIP STRATEGY:
We strengthened our commitment to transparent, efficient, and effective stewardship of public dollars, optimized capital reinvestment planning to support our debt obligations, and increased reporting clarity around public resource allocation and long-term sustainability.
FIFA WORLD CUP 26™ PREPARATIONS:
Operations and readiness planning accelerated through a regional coordination effort uniting the City of Houston, Harris County, and key partners across the region. Working groups are now fully engaged, aligning transportation planning with METRO and regional transit agencies, advancing security and safety coordination with HPD, the Harris County Sheriff’s Office, constables, and federal partners, and integrating venue operations with NRG Park and HCSCC. We’ve moved beyond concepts into executable frameworks that will deliver a worldclass experience.
HOUSTON AS A GLOBAL DESTINATION:
Our team developed strategic initiatives and a focused approach to elevate how Houston and Harris County are showcased in the competitive bidding landscape for future sporting events. We continue to position our venues, partners, and region as a global destination for sporting events of all sizes.
These milestones reflect that our region is entering one of the most consequential periods in its global sports trajectory. We are building economic outcomes. We are building fundamental partnerships. We are building unmatched confidence in HCHSA’s position as both a resource and a leader. We are proof that Houston and Harris County can operate at the highest level, on the largest stage, with the eyes of the world watching.
Thank you to our Board of Directors, Mayor John Whitmire, Harris County Commissioners Court, our partners, and our community. The momentum is real, and the best is yet to come!

Minute Maid Park Renamed Daikin Park
January 1, 2025
In The News

The Astros entered into a 15-year naming rights agreement with Daikin Comfort Technologies North America, Inc., a subsidiary of Japan-based Daikin Industries Ltd., a global air conditioning manufacture with its North American headquarters based near Houston. The agreement, which began on January 1, 2025, and runs through the 2039 season, grants Daikin official naming rights to the Astros’ downtown ballpark, now known as Daikin Park, along with other partnership benefits.
As part of the ballpark’s rebranding, the familiar oranges that once filled the back of the left-field locomotive were replaced with baseballs, a refreshed design unveiled on Opening Day 2025. The Astros’ previous naming rights partner, Minute Maid, remains an official team partner through 2029, with all interior and exterior signage transitioned to the Daikin Park name prior to the start of the season.
The Astros officially christened Daikin Park on March 27, 2025, hosting the New York Mets in the franchise’s first game under the new name. The partnership between the Astros and Daikin enables the franchise to continue investing in stadium amenities and included community initiatives aimed at strengthening connections between the Astros, Daikin, and the Houston community.

Shell Energy Stadium Named Home of Houston Gamblers for 2026 UFL Season
October 7, 2025
In The News

Shell Energy Stadium, home of the Houston Dynamo FC and Houston Dash, announced it will serve as the home for the Houston Gamblers (formerly the Houston Roughnecks) during the 2026 United Football League (UFL) season. The move marks another milestone in the stadium’s continued growth as a premier multi-sport destination in Houston’s East Downtown.
The 2026 UFL season, which kicks off in March 2026, is the league’s third year and will introduce three new franchises and transition to a unified eight-team format, with the top four teams advancing to the playoffs.
The Gamblers’ relocation to Shell Energy Stadium aligns with the UFL’s strategic vision to host games in smaller, more intimate venues that enhance the fan experience. The 20,000 seat facility offers convenient access, premium amenities, and an authentically Houston food and beverage experience.
The Gamblers previously played at TDECU Stadium and Rice Stadium, making Shell Energy Stadium their third home in as many years. The team’s return to its original “Gamblers” name, a nod to its USFL era, signifies a new chapter for professional spring football in Houston.

Marketing & Community Engagement

Harris County Resolution
Adopted March 27, 2025

Harris County Commissioners Court formally recognized the Harris County–Houston Sports Authority’s joint governance structure and its development of a comprehensive strategic plan focused on bidding for and marketing large-scale sporting events. The resolution also highlighted HCHSA’s proven leadership in preparing for the FIFA World Cup 26™, reinforcing its ability to position Houston as a premier destination for global competition.
Through this action, the Commissioners Court designated HCHSA as the primary regional agency responsible for leading the bidding and marketing of sporting events, strengthening the region’s unified approach to sports tourism, event attraction, and longterm economic impact.

Brand Refresh
In 2025, we undertook a brand refresh to give our familiar identity a modern, vibrant update while staying true to our roots. A key focus was elevating Houston’s signature light blue as the primary color featured in the star of our logo, reinforcing the strong connection between our brand with Houston and Harris County.
The redesign also extended to a completely modernized website, combining clean design, dynamic visuals, and an updated color palette. The new site offers an enhanced user experience with improved navigation, while increasing transparency and making it easier for visitors, partners, and fans to access information.
This update plays an important role in positioning Houston and Harris County as a premier sports destination, providing a fresh, engaging experience that blends tradition with innovation. Together, the refreshed brand and website strengthened our visibility, influence, and reputation in the sports community.

The Harris County–Houston Sports Authority launched the Buy Houston–By Houston Vendor Program to expand procurement opportunities for local businesses in connection with major sporting events and initiatives across the region. The program is designed to intentionally connect Houston-based suppliers with high-profile events, strengthening the local economy while keeping investment rooted in the community.
Local businesses can register to be considered for opportunities ranging from products and services to experiential offerings tied to Sports Authority events and programs. Buy Houston–By Houston offers valuable exposure while supporting Houston’s mission to be a premier sports destination
Once registered, participating vendors receive updates on procurement opportunities, program resources, and guidance to help them fully engage and grow through their participation in the program.
