A FEW WAYS HB25 IS GOING TO CHANGE THE POLITICAL GAME IN HARRIS COUNTY

HB25 is going to force “ALL VOTERS” to do more research in their quest to make an informed voting decision in future elections. HB25 is going to force “ALL CANDIDATES” to reach out to voters beyond their “POLITICAL PARTY BASE” in future elections. HB25 is going to force “ALL CANDIDATES” to run more active campaigns to promote their brand, education, qualifications and platform in their individual capacity, rather than relying so heavily on “COORDINATED CAMPAIGNS” funded by their political party. HB25 will give “TEXAS VOTERS” a better chance to remove a “BAD” or “UNQUALIFIED” elected official from office at the ballot box in future elections. HB25 will pull back the “PROTECTIVE VAIL” or “POLITICAL PARTY COVERING” many candidates from both parties currently enjoy. HB25 will force “ALL ELECTED OFFICIALS” to be “MORE ACCOUNTABLE” to the people they are sworn to serve. HB25 will force “THE DEMOCRATIC PARTY” and “THE REPUBLICAN PARTY” to pay much closer attention to which candidates they nominate during “PRIMARY ELECTIONS” in the State of Texas. HB25 will give “GOOD QUALIFIED INCUMBENTS” a better chance to remain in office in the event they’re faced with running for re-election during an “ANTI-INCUMBENT” election cycle. HB25 will make it easier to defeat candidates who switch their “POLITICAL PARTY AFFILIATION” for political gain at the ballot box in future elections. HB25 will afford candidates who are “LESS FUNDED” or “POLITICALLY CONNECTED” the opportunity to be more competitive in future elections. HB25 will make it easier for “TEXAS VOTERS” to identify and support candidates who value, respect, and ask for their vote, prayers and support in future elections.”

In case you don’t already know, on Tuesday, September 1, 2020 the State of Texas will kiss the “STRAIGHT TICKET VOTING OPTION” goodbye thanks to Governor Greg Abbott and several other members of the Texas Legislature. So, with this in mind, here are our “PROHIBITIVE FAVORITES” based on our Houston Business Connections Magazine© “POWER RANKINGS” for each of the 31 Texas state senators heading into the Tuesday, March 6, 2018 Democratic Primary and Republican Primary season in the Lone Star State.

The Texas Senate is composed of 31 members who represent 31 separate geographical districts in the State of Texas. Some of our Texas state senators must run for re-election in “THE 2018 MIDTERM ELECTIONS” before they will be faced with the prospects of having to deal with voters not being able to vote for them as part of “THE STRAIGHT TICKET OPTION” for their respective party. So, unless one of these state senators is defeated by a candidate from within their respective party’s primary nomination process, or chooses to not run for re-election, the passage of HB25 will have “VERY LITTLE EFFECT” on whether any of them will be able to continue their service in the Texas Legislature – based on the way their districts are drawn.

Bob Hall (REPUBLICAN) is the Texas State Senator for District 2 – This seat will be on the ballot in the Tuesday, March 6, 2018 Republican Primary. COUNTIES REPRESENTED: Part of Dallas, Delta, Fannin, Hopkins, Hunt, Kaufman, Rains, Rockwall, and Van Zandt. THE POLITICAL “GAME-CHANGER” HOW HB25 WILL IMPACT BLACK CANDIDATES QUESTION: Could African American Democratic countywide candidates in Harris County find it tougher to win elections once House Bill 25 becomes law on Tuesday, September 1, 2020 in the State of Texas?

AUBREY R. TAYLOR: Yes, I believe so. Based on my research, when given a choice, some Democratic voters who chose to not vote a “STRAIGHT DEMOCRATIC PARTY TICKET” back in the Tuesday, November 8, 2016 “General Presidential Election” actually went down the ballot and either voted against African American incumbent judges or chose to not cast a vote on behalf of incumbent African American “INCUMBENT” Judges like: Maria T. Jackson (339TH DISTRICT COURT) and Elaine Hubbard Palmer (215TH DISTRICT COURT). Now, I know this comment is going to be a tough pill to swallow for a lot of folks -- but this is true. The numbers don’t lie. So please don’t shoot me -- I’m just the messenger -- the final numbers speak for themselves.

A BIT OF ADVICE FROM AUBREY R. TAYLOR: The Harris County Democratic Party must do some real soul-searching to find out what’s going on whereas Democratic support for their African American countywide candidates is concerned. They must then find creative ways to specifically assist their African American candidates (not minority candidates) and engage the African American community in more meaningful ways to remain competitive in countywide elections when “STRAIGHT-TICKET VOTING” ends in the State of Texas on Tuesday, September 1, 2020. Otherwise, we could possibly see every African American”INCUMBENT” swept from office as early as the Tuesday, November 3, 2020 “GENERAL PRESIDENTIAL ELECTION” in my professional opinion. And they can ill afford to wait until 2020 to get started.

QUESTION: How will African American Republican countywide candidates be impacted by HB25 once it goes into effect in 2020 in the State of Texas?

AUBREY R. TAYLOR: In my professional opinion, I believe African Americans running for countywide offices as Republicans are going to actually find it easier to win in 2020 and beyond in Harris County. Heck, African American Republicans could actu-

ally end up being the true benefactors of HB25 once it goes into effect in my opinion. I say this, because my research seems to show that Republican (non-straight-ticket voters) in Harris County appear to stand firmly behind their African American nominees -- no matter who they happen to be running against. Republican voters just tend to stick with the candidate whom they believe will best represent their core values, ideals, and beliefs in my opinion. I think that’s why African American Republican judicial candidates like attorney Kevin Fulton and former Judge Clyde Raymond Leuchtag are ranked as the top two African Americans on our list at 17th and 23rd respectively.

A BIT OF ADVICE: The Harris County Republican Party should diversify their ticket a little more in 2018 and 2020 in my professional opinion. They must also make sure to let African Americans and other ethnic minorities know that they’ve always been a party of inclusion -- and that everyone is welcome. And they cannot sit back and allow others to define who they are going forward. It’s imperative that they do better in terms of sharing their rich African American history with Harris County voters. Heck, a lot of folks still don’t even know that African American were one group of Texans who would consistently support the Republican Party when it was founded in the Lone Star State. Before reconstruction, African Americans comprised about 90% of GOP membership in Texas. And during that period, 44 African Americans served in the Texas legislature as Republicans -- that’s more than we have currently serving in Austin today. Republicans must find creative ways to drive home this message and rebrand themselves. Yes, this will take a lot of work, but they have to let African Americans know that it was us who laid the early foundations of the Republican Party of Texas -- this is a must! The first ever Republican convention that met in Houston on July 4, 1867 was predominantly African American in composition, with about 150 African American Texans attending, and only 20 Anglos according to the Texas GOP history. Did you know that? This is a story that must be told!

The impact House Bill 25 is going to have on future elections in the State of Texas is tough to measure at this point. However, the impact of the decisions “STRATEGIC VOTERS” make in the voting booth will be more significantly felt thanks to Gov. Greg Abbott’s signing of House Bill 25 – WHICH ENDS THE PRACTICE OF “STRAIGHT TICKET VOTING” IN THE STATE OF TEXAS.”

What does this SVPR# actually mean? Well, the SVPR# will help us to better advise our new clients as to who they should run against in the Tuesday, November 3, 2020 “GENERAL PRESIDENTIAL ELECTION” in Harris County, Texas. The SVPR# shows us where some of our existing clients stand with regards to “NON-STRAIGHT TICKET VOTERS” in Harris County. Meet Mike Knox

Mike Knox is a native Houstonian. He married his high school sweetheart in 1977 and they have raised one son; who now serves the city as a Houston Police Officer. Mike Knox obtained an Associate of Arts degree from the Houston Community College and a Bachelor of Science degree from the University of Houston – Downtown while working as a

Houston Police Officer. Mike has a long history of honorable public service. Mike Knox is a veteran who served in the United States Air Force and served over 15 years as a Houston Police Officer. Mike was one of two officers responsible for the creation of the Houston Police Department’s first divisional gang unit in 1988 and helped create and served on the original board of directors for the Texas Gang Investigators Association. Mike authored a book entitled Gangsta in the House; Understanding Gang Culture, which was published in 1995. This book added to the knowledge base on gang culture and was recognized in 2001 by the National Gang Research Center who awarded it the prestigious “Thrasher” award. Mike served his fellow officers as a Board Member of the Houston Police Patrolmen’s Union and chaired the HPPU Political Action Committee. In addition, he served as editor of the “Sentinel” (HPPU) monthly newsletter. Shortly after publishing his book in 1995, Mike began a consulting business

focused on helping law enforcement, schools districts, and communities understand and deal with street gangs and violent youthful offenders. Mike Knox has served his community as a board member of the Spring Branch Education Foundation and was among the original funders of the Spring Branch ISD “Fund for the Future” endowment. He contributed to the creation of the Spring Branch Good Neighbor program. Mike was recruited in 2007 to help the Spring Branch Management District develop the Public Safety component of its service plan and worked as their Director of Community Service for three years. For the past seven years Mike Knox has served as the President of the Yupon Estates Homeowners Association. Mike has a deep interest and investment in Houston and believes Houston City Council deserves a dedicated servant. ---------------------------------------------------------

Meet the Honorable Jacquie Baly

Jacquie Baly, President of BalyProjects LLC, has been a leader in the Houston region's business and policy communities for more than two decades. She began her career as a city and regional planner for numerous entities, then served as a gubernatorial appointee on water and wastewater issues and most recently served as an elected official and is currently an appointee of Gov. Greg Abbott on education issues.

Baly founded BalyProjects in 1999 with the objective of providing public affairs, media relations, and public policy services to individuals, institutions, small businesses, government and corporations.
