HOUSTON - Housing and Urban Development Secretary Alphonso Jackson and Donald E. Powell, Federal Coordinator for Gulf Coast Rebuilding recently announced $428,671,849 in disaster funding to Texas to help the state to recover from last year’s hurricanes. The emergency funding announced recently is in addition to $74.5 million HUD allocated to Texas last January and will further assist state and local officials in

eware of misinformation and know your rights this election season. If you’ve had trouble with the law in the past, this does not prohibit you from voting in the upcoming election. It’s a common misconception that ex-felons can’t vote in Texas. Most ex-felons don’t even know that they have a right to vote. And this my friend must change.

If someone you know has a felony conviction, let him or her know this does not prohibit them from participating in the election process. Yes, it is true that Texans with felony convictions once could not vote in the lone star state. However, we can thank President George W. Bush for enacting legislation to eliminate the waiting period that use to exist.

Moreover, today ex-felons can vote provided they meet the Tuesday, October 10, deadline to be registered.

Why do you think most felons don’t know this information? The state laws that ban or restrict the voting rights of felons keep an estimated 4.7 million citizens – 1 in 43 adults in the United States – from voting; more than half a million in Texas. If ex-offenders were given this information and began to exercise their right to vote, I don’t have to tell you what would happen in Texas. This could become one of the largest voting blocks in our great state. In addition, ex-felons alone could swing virtually any race on the ballot in any election —including the upcoming November 2006 General Election.

I ask you to join me in my quest to spread this valuable piece of information to potential voters across the state of Texas.

While we achieved much during my tenure in the Texas House, there is more to be accomplished and many areas in state government we can and should improve upon.”

Taxes: High property taxes continue to limit Texans’ ability to achieve the American dream. We should help young families by reducing the amount at which their property taxes can rise by lowering the property tax appraisal cap.

Families should not have to struggle to pay the ever increasing “government mortgage” on their home.

Spending: One of the reasons our property taxes continue to increase is because of our government’s demand for more and more of your money. As the past Chairman of the Appropriations Committee in the Texas House, I was instrumental in reducing government spending. With the actions of my colleagues and me, we were able to achieve a balanced budget a few months after being saddled with a $10 billion budget deficit. The next session after I left the Legislature, run away spending was back. The courageous reductions we made in 2003 were reversed in 2005.

Illegal Immigration: The lack of control on our border continues to pose a significant risk to our security and financial well being. We will not be able to reduce taxes and cut spending unless we can curb the tide of persons entering our country illegally. The Plaza’s three restaurants, music pavilion, fountain and beautiful backlit water wall will set a scenic stage for concerts and festivals. The Plaza will play host to such events as The 2007 Woodlands Jazz Festival and a variety of other concerts, as well as provide a great venue for weddings and parties.

The Plaza fountain, developed by Fluidity Design Consultants, will occupy 17,000 square feet of the 30,000 square foot plaza. The riveting rearlighted glass water wall will flow into the fountain which will be programmed with music and a stunning light show. Fluidity’s designers’ resumes include the fountain at The Bellagio Hotel in Las Vegas, Nevada, and the Hearst Headquarters Building in New York City.

The charge is needed to offset sharp rises in diesel fuel costs. Surcharges range from as low as 1.75 percent, when diesel fuel prices range from $2 to $2.24 per gallon, to as high as 2.75 percent, when prices are $3 per gallon or higher. The surcharges will go into effect on October 1, 2006.

PROPOSED TARIFF CHANGES (Agenda item M7) The commissioners approved a staff recommendation to amend PHA Tariff No. 8 to include a terminal use and security fee applicable to container cargo that passes through a PHA terminal without being loaded or unloaded from a vessel. The terminal use fee of $40 per loaded container will go into effect on October 1, 2006.

Presently, PHA owns about 35 acres and San Jacinto about three-quarters of an acre of the land being considered for development. A separate MOA will foster the joint efforts of San Jacinto College and the PHA to forge new educational partnerships with Houston Ship Channel businesses.

s he checked out the custom-made low-rider bicycles on display in the Ortiz Middle School gymnasium, successful tech entrepreneur Michael Holthouse was just as excited as the group of seventh grade boys who clamored around him to sign up for an afterschool program where they will learn to build their own two-wheel works of art.

Low-rider construction is just one of many activities being offered after-school at Ortiz, and at five additional HISD middle school campuses this year, through Holthouse’s non-profit organization Prepared 4 Life.

“Kids today are not being prepared to become the business leaders, the entrepreneurs nor the workforce of tomorrow,” said Holthouse who, with his wife Lisa, founded Prepared 4 Life last year. The 501(c)(3) organization instills life skills, character education, self-reliance and ingenuity in Houston middle school students through lively, enriching after-school programs. With a diverse assortment of programming ranging from school park design to soccer, science labs and robotics, the non-profit organization hopes every student on campus can find something that will appeal to him or her.

Prepared 4 Life’s unique curriculum exposes young people to important life skills, character education and business know-how through activities students select themselves. Working with leading researchers and partners with proven expertise, Prepared 4 Life’s post-school-day classes complement HISD’s current academic offerings and the school district’s ever growing push for a college-bound student body, according to Holthouse.

According to Holthouse, this means Prepared 4 Life partners teaching afterschool sessions on campus no longer have to exhaust their resources looking for a way to cover program costs.

“We find out what kinds of classes our program partners already have to offer and determine how their programs can be integrated into the Prepared 4 Life curriculum. Through our partnership with HISD, we have a place for them to teach the innovative courses they’ve developed,” said Holthouse. “It’s the kind of collaboration funders want to get behind because it eliminates redundancy in administrative work and costs and helps ensure more resources are being allocated to programs, directly for the kids.”

HISD Executive Manager of Strategic Partnerships Gasper Mir III said Prepared 4 Life is a welcome addition to the school district’s on-campus offerings.

Like Holthouse, Mir made a decision to transition from a successful business career to focus his energies on education improvement by forming new affiliations between HISD and outside partners.

“Through innovative and strategic collaborations, Prepared 4 Life is bringing together non-profits, the business community, concerned individuals and educators to build on existing academic programs, adding critical character and life-skills development to students’ aptitudes,” said Mir. “It’s our hope that, through the opportunity-based learning and real-life experiences students encounter in the Prepared 4 Life program, academic education will become more relevant and students’ performance in the classroom will benefit from what they’re doing after school,” Holthouse added.

Oversight and evaluation Courses on each campus are overseen by a Prepared 4 Life site leader – an “afterschool principal” – who ensures consistency in programming. Throughout the year, students’ progress toward understanding the core Prepared 4 Life values is measured using pre- and post-testing, shifts in classroom attendance and test scores, life skills learning, changes toward positive behaviors and many other criteria assessed through quantifiable metrics and evaluations from program administrators and the students themselves.

In each Prepared 4 Life after-school program, students develop and implement a business venture. “For example,” said Holthouse, “kids who sign up for urban dance classes may choose to stage a performance at the end of the year. Not only will they be responsible for choreographing the show, but will have to manage the project budget and market their event.

We’re making sure students have the support they need to do this through program instructors and on-campus banking services, but it’s the youth themselves who are taking initiative and making decisions about what they want to do and how.”

A Youth Advisory Council, which is

comprised of members nominated by their peers and selected by teachers and administrators, works with the organization to determine which programs Prepared 4 Life will host and how data on the success of the program is gathered.

As an entrepreneur, Holthouse has focused on developing companies that are highly scalable and replicable – a practice that is also at the center of the Prepared 4 Life model. As a volunteer leader, he has gained hands-on experience with youth programs at the Children’s Museum of Houston and Boys and Girls Clubs of Houston.

Holthouse received the Regional Entrepreneur of the Year Award in 1995 from Ernst & Young. He is a sustaining member of Leadership Houston and frequent speaker at business and education events including the 2006 Rice Business Plan Competition Award dinner where he delivered the keynote address. In 2005 the Holthouses were honored by Houston Achievement Place for their outstanding contributions to at-risk youth.

The Congressional Black Caucus Foundation, UT Austin, Howard University, Dell, Team Up to launch First Online Library For African-American Political History

he first virtual and most comprehensive library on the political history and legislative legacy of African-Americans in the shaping of the nation’s democracy was unveiled recently during the Annual Legislative Conference of the Congressional Black Caucus Foundation (CBCF).

Called Avoice, or African-American Voices in Congress, www.avoiceonline.org, is the product of a collaborative partnership among CBCF, The University of Texas at Austin, Howard University and Dell. The online educational portal provides a central source of information about historical and contemporary AfricanAmerican policy issues important to many Americans, and of particular interest to researchers, educators and students.

“Avoice represents the official history of the Congressional Black Caucus and much more,” said U.S. Rep. Kendrick B. Meek (D-Fla.), chair of the CBCF. “We believe that Avoice will promote civic engagement among youth through its rich content and interactive learning tools. In doing so, the Avoice site will benefit all Americans.”

“As a result of my travels to Israel, Palestine, Jordan, Iraq, Sudan (Darfur) and Lebanon, I have come to two conclusions which I shall discuss today.

First, I have concluded that the people of good will of Israel, Palestine, Jordan, Iraq, Sudan (Darfur) and Lebanon all have a common desire for peace. To this end, we must exhibit a greater desire for peace as a negotiated political solution.

Therefore, we plan to host a Multi-Faith Memorial Service and Prayer Vigil for World Peace on September 11, 2006 at 7:00pm.” said Green.

“Secondly, I am convinced that every American of good will wants our troops to come home. Consequently, the question is not whether our troops should come home, but WHEN our troops should come home.”

Green commented.

Continuing to state his position on Iraq, Green stated, “After much thought, many hours of deliberation, and having been to Iraq, I have concluded that we have a moral obligation to get our troops out of Iraq with the same determination that got them into Iraq. Further, it must be made known that while we can seriously be guardian angels, we are serious about not being guardian angels forever.

To this end: A. We should not “cut and run”; B. We cannot defend the Iraqis forever; and C. We should inform the Iraqis that we will start a phased process to bring our troops home at some reasonably specific time.

A phased process will allow a beneficial transition rather than an abrupt departure. “At some reasonably specific time” avoids being arbitrary or capricious and allows for such factors as time to train Iraqi troops.

Only Americans should determine when our troops will start the phased process of coming home. We cannot allow any other country to make this determination. To have as our exit strategy that when “Iraqis stand up, we will stand down” is not enough. The Iraqis must be told that they will have until a specific, reasonable time to stand up before we start the phased process of standing down.

Why? Because it’s possible to become dependent on American might and American money: A. American might liberated the Iraqis; B. Americans continue to fight for and with Iraqis; and C. American money, in the amount of $177 million per day, is being spent on the war.

If we are not careful, an unhealthy dependency can develop to the detriment of both Americans and Iraqis.

Hence, we have the intelligence to arrive at a reasonable amount of time for Iraqis to start the phased process of standing up such that we may start the phased process of standing down.

Just as I am confident that the Iraqis can stand up, I am also confident that the Iraqis will take us seriously and stand up better if they know that some of our troops will start the phased process of standing down at a specific, reasonable time.

Some will argue that telling the Iraqis to stand up by a specific, reasonable time will give the enemy a chance to wait until we leave. To this I say: A. This will give the Iraqis an opportunity to prepare for the enemy and defend themselves; B. The Iraqis do not expect us to eliminate, nor should we have to eliminate every enemy of the Iraqi people; and C. Iraqis understand that at some reasonable point in time, Iraqis must shoulder the responsibility to protect Iraqi people.

D. Even after our exit date, we can still continue to aid our allies in Iraq.

This is not a “cut and run” strategy. Why? Because: A. We have liberated the Iraqi people from a ruthless, brutal dictator; B. We have helped the Iraqis develop a Constitution; C. We have helped the Iraqis establish democratic elections; D. We have helped the Iraqis reconstitute their military; E. We are still working with them to develop an even stronger military; F. We have helped the Iraqis overhaul their constabulary; G. We have spent approximately $320 billion on war; H. We have sacrificed approximately 2,622 soldiers' lives; and I. We have approximately 19,600 wounded Americans, many with injuries from which they will never recover.

To label this “cut and run” is to ignore the blood, sweat, tears, and lives lost to help the Iraqis move from a one-person-rule dictatorship to a one-person/one-vote government. To label this as “cut and run” requires turning a blind eye to the many who have had eyes blinded because of this war. Simply put, to label this as “cut and run” does not do justice to our fallen heroes.

This is not a “cut and run” exit, this is America having extended the hand of friendship, with great sacrifices, to give the Iraqi people an opportunity to embrace freedom and democracy. It’s now up to the Iraqi people to seize upon this precious, priceless opportunity and create a free and independent Iraq.

Finally, we Americans who hold public trust have a moral obligation to start a process to bring our troops home on our watch at some specific, reasonable time.”

Syler was the weekend anchor at WVTM-TV in Birmingham, Ala. (1990-92) and at KOLO-TV in Reno, Nev. (1989-90), and was a weekend reporter at KTVN-TV, also in Reno, from 1987-89.

An award-winning journalist and breast cancer survivor, Syler was recently recognized for her reporting on breast cancer in 2004 when she earned the Gracie Allen Award for Individual Achievement in the National Best Anchor category.

Syler was born at Scott Air Force Base, Ill., and grew up in Sacramento, Calif. She graduated from California State University at Sacramento in 1987 with a degree in psychology. Syler is married to Buff Parham, with whom she has two children. HABJ President Serbino Sandifer-Walker said she is thrilled that Syler committed to the gala.

“Rene Syler is a veteran journalist with a stellar resume and a distinguished track record for journalism. She is also very sensitive about her community and believes in giving back,” Sandifer-Walker said.
