www.peopledoingbusiness.com To chronicle the life of Dagnee “Dee” McKinney is to understand, inextricably, the power of perseverance and determination. Growing up as the only girl amongst three older brothers, Dagnee McKinney was tomboyish and uncompromising. Reared in Houston's South Park an area considered by many a place of hopelessness and despair, Dee, as I will refer to her, found herself miles away from prosperity.

This is the story of Dagnee “Dee” McKinney as written by Aubrey Williams

F

or Dee, as a young child, being poor was a misnomer up until her latter childhood years, when in elementary school she would experience firsthand the reality of what being underprivileged meant and the stigma it carried with it.

One day in the first grade, Dee's parents, now without food and money, sent her to school without lunch or money to purchase it.

Ignorant to a world of bias and partiality, she notified the school staff of her inability to pay and was ridiculed for coming to school without lunch money and sent home to eat. When she reached home and told her father what happened, he sent her back to school, still without lunch. In an attempt to embarrass and humiliate her, she was told that they could only give her a peanut butter and jelly sandwich and milk.

However, even in all their persistence, their attempt to “weaken” her was unsuccessful, as there were two major assessments the school “failed” to recognize in their evaluation of Dee; one: a peanut butter and jelly sandwich with milk (preferably ice-cold) was her favorite meal, and two; if growing Dee McKinney up in the ghetto did anything at all for Dee - it fortified her. It developed within her an unyielding endurance and a will-power that refused to do anything less than overcome.

Growing up in her surroundings and under the guidance of strong, intelligent women, it's no surprise that Dee, as a teenager, was considered “tough”. After being called “obnoxious” and “militant” by an 11th grade teacher, she found herself interested and intrigued with the likes of Malcolm X and Nikki Giovanni, not because of their beliefs necessarily, but because of the clear-cut identity they displayed. For Dee, the attraction was their communal link; the fact that they too celebrated their individuality and that their disposition was unambiguous. They exuded confidence within themselves amid a populace filled with rejection that more often than not, contradicted their perspectives and consequently, cut them off. Three weeks before graduation, Dee decided to quit high school because she was simply tired of going. However, when she thought about facing her mother and grandmother with this news, she quickly changed her mind and graduated with honors from Jesse H. Jones High School. Attorney Making A Positive Difference oe Jaworski combines a celebrated family tradition of public service with a deep faith in the power of individuals to make a positive difference in their communities.

Jaworski served three terms on the Galveston City Council, where he earned a reputation for insisting on strict financial accountability to hold the line on new taxes while safeguarding vital services. First elected in 2000, he was re-elected in 2002 and then again in 2004 as Mayor ProTem. He stepped down in May 2006 under the city's term limits law.

In 2005, Jaworski helped lead the team that faced Hurricane Rita and won

praise for his role in that region's emergency preparation and response to the devastating storm.

Born in Houston on the day Texas prepared to mark its 126th year of independence, Jaworski earned his bachelor's from North Carolina's Davidson College and his law degree from the University of Texas at Austin, where he graduated in 1991 and won honors for his mock trial work and was elected to the prestigious Order of Barristers.

Jaworski served as law clerk to U.S. Fifth Circuit Court of Appeals Judge John Brown, practiced maritime law on behalf of numerous shipping and energy companies, and has worked to defend individuals' rights against special interests throughout his career. He is currently a partner in The Jaworski Law Firm, headquartered in

Galveston, and specializes in representing maritime clients in state and federal courts around the country.

A former chairman of the City of Galveston Ethics Commission and a Trustee of both Galveston’s Park Board and Wharves Board, Jaworski is a senior fellow of the American Leadership Forum and a director of the Texas Lyceum. He is a longtime member of the Galveston County Democratic Party and serves on the board of directors of the Children's Center. He is also a member of the University of Texas

Medical Branch's Community Service Excellence Committee and has been appointed to UTMB's BSL-4 Community Liaison Committee, a group of local leaders charged with strengthening communication between the institution and the community about the university's infectious disease research program and high-containment laboratories.

It’s fascinating to study the nature of a woman. And I believe this fascination is built around the amazement that despite the most intense study - the nature of a woman shall never fully be known. I am honored to have been selected to write about these most courageous women; women who have indubitably risen to answer the cry of our foremothers; women who fought for justice and equal rights. From the ratification of laws advocating a woman's right to vote, to laws abolishing discrimination of many forms - women have been on the front lines making it happen, and often times while under relentless ridicule and condemnation. These women hale from every background, creed, nationality, and sect. Women such as Susan B. Anthony, Hermila Galindo, Mary McLeod Bethune and Han Myeongsook; were all women that had immense courage and an unyielding commitment and resolve for one thing: improving our world.

We realize that we are able to present this edition of Aubrey magazine because of the likes of these and countless other women; many nameless and faceless, that helped to pave the way for opportunities such as this - the showcasing of Strong, Determined Women…all of whom are Doing Business!

We hope that you are encouraged by what you read and that you will reach out and support these women and their calls to duty, as we are certain that they are ready and willing to help support you in any way they can.

With that said, we were unable to close without stating how important we believe it is for all of us; men, women and children to support one another; however at this time, we place a special emphasis on women supporting other women. We selected the title 'I'm Every Woman' as we wanted women in particular to capture the true reason behind this entire edition, that is, the real meaning as to why it even happened. It is beyond advertisement of women owned businesses. And it is beyond giving proof if you will, to the naysayer's who do not agree with their right to participate in free-enterprise or give credit to them for doing so and doing so quite well! The main purpose of this edition is to show the power of a woman individually, but also the power of women collectively. There is power in the voice of one who believes and who is unafraid to speak out and furthermore act upon what they believe is right and an even greater power when it is done so, communally. It goes without saying that women from across the state and beyond will see this issue and will scan the faces and read over the Bio's of many women it entails and be encouraged to dream, and for some dream bigger! Some will be motivated to begin their college educations; others will be encouraged to continue on in theirs.

Some women will be prompted to seek a promotion on their current jobs; others will be inclined to start their own companies. As women we strengthen life's circle. From a stay-at home mom to a corporate executive or business owner, we all share pieces of each other; determination, vigor, and hope, sadness, misunderstanding, exhaustion and so much more! We are the foot-soldiers! We have wiped the runny noses, while wrapping up business deals, rushed to shut the office door, in order to make it home to see our little ones shut their eyes and cried over our children as well as heartless co-workers and counterparts! Oh these indeed are the ties that bind! And I can assuredly say – I am every woman!

And so we present to you the newest generation of women in leadership both seasoned and budding. They are women, who like their predecessors come from many different backgrounds. Women, who while taking different routes, perhaps discovered this same truth. Life is often times unjust; however it is the individual that is more inclined to rely on perspective than circumstance during the midst of a crisis that prevails, and can help to make what is unjust, right. This is possible because they understand the power of positive perspective and that adversity almost always comes before the change. This requires endurance and faith; the ability to believe. The women we've captured believe! They believe that they can (and many of them have) make a difference in their communities, city, state, and world!

Many of them are degreed, many of them are not. Many of them own a business or have been working in Corporate America for numerous years and are veterans in the world of business; while many are promising businesswomen new to the world of commerce in its entirety. And there are women who may bear many scars of struggles past and some who may bear only a few. Women from State Senators to shop owners, hairdressers to hot dog handlers, and educators to entrepreneurs! Whatever their current position, we know they have one thing in common - a vested interest in our society; a sincere concern for helping to educate and empower others. Virginia Woolf embodies that position perhaps better than anyone with her statement “as a woman I have no country, as a woman my coun-

April Grant - As humorous as April can be, she says she found herself on a number of occasions, in the middle of situations that were no laughing matter.

One of those occasions occurred during the summer of 2007 when jobless, April and her son found themselves homeless and living in a shelter. Always extracting the positive in all situations, April says that through that experience she learned that it was necessary for her to be 'broken' in order to rid herself of drawbacks such as haughtiness and pride, and in effect learn not to trust solely in herself...During the course of that occurrence, came a breakthrough - an inextricable understanding that in order to begin to live again, God had to be fully in control. And from that moment on April hasn't looked back!

Casondra Brown - Casondra received her Master of Divinity at George W. Truett Seminary and a Master of Social Work at Baylor University, both in Waco, Texas in 2006. She is a very committed Elder at Higher Dimension Church, where she utilizes her gifts, skills, and talents, by serving in a vast array of leadership positions. Casondra works full-time as the Director of the Child and Family Program with Presbyterian Children's Homes and Services. ..Casondra is the CEO of Don't Wanna Miss Productions, a creative arts company that places focus on areas such as poetry, performing arts, script/screen writing and motivational speaking.

Chaka Jones - Chaka Jones is the owner and choreographer of Little Folks Dance & Fitness, a dance and fitness center that travels to daycares, elementary schools, private schools, house parties, and just about any other place you'd like for them to go! Juniper Tyler - Juniper Tyler is as unique as her name! Born in Florence, South Carolina, Juniper and her family moved to the south side of Houston when she was three years old. Jocelyn Rhodes - Jocelyn Rhodes, 29, is the mother of three children Jamal 13, Kahsha 10 and Kayla 5.

Born and raised in Houston, Texas, Jocelyn was sent to live with her maternal grandmother at the age of five, along with her brother and sisters. Life growing up for Jocelyn and her siblings was difficult. Her mother struggled with extreme hardships and her father's incarceration spanned her entire childhood...By the time Jocelyn was fifteen years old, she was pregnant and then pregnant once again at the age of nineteen. In an effort to try and provide for her children a more stable environment, Jocelyn and the father of her third child married. Things soon ended however. Just two years into their marriage, with confirmation of infidelity, Jocelyn filed for divorce...In 2004 Jocelyn decided to and did, enroll into college and although there were numerous interruptions we'll term, “life breaks”, Jocelyn persevered and in September of 2008, while working full-time and raising three children, graduated with her Bachelors of Science Degree in Business Management!

Houston’s 2009 Mayoral Race The Face of Future Politics Aubrey Williams, Writer At-Large

Historically, the same issues within Mayoral races have replayed themselves over and over again finding a safe haven in a sort-of perpetual maze of political quid pro-quo. So what makes this election year so different? One thing that stands out for certain are the four contenders for mayor of Houston, the nation's fourth largest city, in that they noticeably represent different parts of the city's inhabitants. The candidates include Peter Brown, an older, affluent, white male; Annise Parker, a gay woman; Gene Locke, an African-American; and Roy Morales, a Latino.

The election, to be held on November 3, with a runoff to follow if no candidate receives a majority will decide who is to succeed term-limited and immensely popular incumbent Bill White, also a candidate for the U.S. Senate in 2010. Although the election is non-partisan, three of the candidates are Democrats and have moderately liberal views. Roy Morales makes his mayoral candidacy debut as the only Republican in this year's campaign.

Houston has not before seen the likes of such a diverse panel of contenders. Comparative in several ways to the 2008 Presidential election, an election that single-handedly brought diversity in politics into the national spotlight overnight - forever changing its face; this year's Houston Mayoral election promises to be noteworthy the same.

Houston is about 30 percent black and one-third Hispanic.

Its gay population is estimated at about 60,000. While a change

in cover gives credence to an ever shifting culture and is a true sign of the times; it is each candidate's ability to effectively manage the city that Houstonians are most concerned with.

The business community specifically has slanted its eye not in the name of being open-minded necessarily, but rather in self- concern or better still, selfpreservation. Moreover, current Mayor Bill White leaves in a highly desirable and (given his aspirations to become a U.S. Senator) very advantageous position - being well liked. White, a Harvard graduate, a successful trial lawyer, and a former deputy secretary of energy, as well as the former CEO of a global investment company unified Houston in a way it had never been before.

In the wake of Hurricanes Katrina, Rita and Ike, - all monumental occurrences, White exuded a social grace amidst disaster that helped keep the city together. And although he's had his critics, White leaves in relatively good standing amongst his colleagues at City Hall and with a scandal-free record in tow.

Indeed, these four candidates have their work cut out for them. If not for what the future holds -certainly for what the past represents.

The candidates

BROWN

PARKER

Employees International Union (SEIU), and by the Harris County (Houston) Democratic Party. Parker is the most experienced candidate, having served five years as City Controller and six years on the city council. Before entering public service, she had a 20-year career in the oil and gas industry. Parker has pledged to “make Houston a leader in areas such as wind and solar power,” to potentially balance its position in oil and gas. As controller, Parker manages Houston's tax revenues and directs Houston's financial investments.

Gene Locke: Locke, 61, moved to Houston as a young man putting himself through college and earning a degree from South Texas College of Law while working in an oil refinery. He eventually worked his way up the educational and corporate ladder serving as chief of staff for Congressman Mickey Leland, and later as City Attorney under Mayor Bob Lanier. He has authentic activist credentials-charges for misdemeanor rioting at a civil rights demonstration in 1969 were eventually dismissed-and he is part of the first wave of local black leaders that included the late Mickey Leland. Locke's candidacy has been endorsed by the Houston Association of Realtors and by the Greater Houston Homebuilders Association. Locke has also been endorsed by the Firefighters Union and the Police Officers Union. Bob Lanier has also endorsed Gene Locke for Mayor.

Roy Morales: Morales, 53, is a summa cum laude graduate of the University of Texas at Dallas with a 23year career in the Air Force, where he achieved the rank of lieutenant colonel. He returned to his native Houston, where he was elected as a Harris County School Trustee. He chairs the board's Audit and Head Start committees, where he successfully advocated a freeze on property taxes. He has been very active in civic affairs, including a number of Hispanic organizations. Morales is the only Republican in the race.

Peter Brown: Brown, 72, is a life-long Houstonian with a successful career as an architect and small businessman. He has been elected to the city council twice. Brown stresses his role on the council advocating economic development, government reform and safe neighborhoods. He has been a major player in Houston's civic life, serving on the board of a number of the city's most prominent nonLOCKE profit groups. His biography notes that in his private business, “Peter has worked building parks, police and fire stations, health clinics, and schools in more than 40 Houston neighborhoods.” He has been endorsed by the Texas Society of Architects.

All four candidates have called for an increase in public safety by ensuring that more officers are patrolling the city's streets; more specifically, additional patrol in neighborhoods. Individually, they have projected outsourcing the training of police recruits, building self-reliant police stations, particularly in high-crime areas and ending the practice of rotating police commanders.

Issue No. 2) Houston's Economy: Jobs – Although Houston has faired better overall, it hasn't been totally immune to economic woes: Houston's unemployment rate sits just above the states average of 8.2 percent at about 8.5 percent, numbers not seen in 22 years. And declining sales and property tax revenues in a city with no income tax mean the new mayor could inherit what Parker has estimated to be a shortfall of more than $50 million in the $2 billion budget that took effect July 1, 2009.

I want to emphasize that these budget cuts will not affect public safety or the city services provided to you.”

Immigration – Arturo Michel, the city attorney, said the city and Houston police are lobbying Immigration and Customs Enforcement officials to modify the national template for the federal government's controversial 287(g) program, which trains local law enforcement to identify suspected illegal immigrants. While each of the four major candidates generally opposes diverting too many resources to immigration enforcement, they all support the push of the city's new effort to screen jail inmates and turn over suspected illegal immigrants to U.S. Immigration and Customs Enforcement agents.

Issue No. 3) Transportation: Houston's next Mayor will have a huge amount of influence on

the city's land use as well as its transportation, particularly since METRO just started construction on 30 more miles of light rail that could drastically alter the form of the city.

Parker, Brown, and Locke all expressed support for METRO's goals, but not necessarily its process in handling certain matters. Both Brown and Parker have criticized METRO for a lack of transparency and public trust. According to the Houston Chronicle Brown stated that he would replace METRO chair David Wolff and president and CEO Frank Wilson. Fiscal Matters – With the fiscal health of Houston a foremost issue all of the candidates contend they can lead the city back from economic hardship. Annise Parker, as Mayor, has plans to implement a Hire Houston First policy to encourage the hiring of Houston residents for taxpayer-funded projects and give a preference to Houston firms seeking city contracts.

According to Peter Brown's website he states that “We need new, good-paying jobs and a dynamic local economy with opportunities for all residents. We want our economy to be built around the next generation of key industries, with high-paying positions and potential for growth.

We need to streamline permitting requirements, cut bureaucracy and red tape, and make city government more efficient… I'm calling for targeting five core economic sectors for future growth, with a three-part approach. We'll recruit new businesses, retain and expand our current enterprises, and grow the next generation of start-ups, small businesses, and bright ideas.”

Candidate Gene Locke's site maintains that he will proceed to meet numerous goals if voted the next Mayor of Houston. He states that City Hall will remain ethical, accountable & transparent. That Houston will continue to lead the nation in job growth and that Houston will rank in the top 5 U.S. cities in Small and Women & Minority Owned Business Profitability. That Houston will be positioned as the world's energy and alternative energy - capital and that education will support economic development. He emphasizes the importance of ethics and accountability, job growth, support of new and existing businesses, energy and enterprise and education.

And finally, Roy Morales purports through his website, that he will “battle the current economic crisis by stimulating our economy; reducing the size of government and providing tax relief to our families.

In the first 100 days of my administration, I will begin reducing the size of government. During these difficult times, when our citizens are struggling, we at City Hall need to set an example. I pledge to take a pay cut as Mayor as well as ensuring the same

also expressed concern that the agency did not have enough funding to build the entire light rail expansion.

Parker believes that METRO should focus primarily on buses, while Brown thinks it should emphasize rail and use buses more as a feeder system. Locke, who worked as a METRO consultant as recently as January of this year, said that the agency should expand its express bus

Locke also suggested that METRO should offer targeted discounts on certain days or routes. Morales expressed concerns over the light rail project, saying that it could hurt nearby property values. He suggested that METRO hold another referendum and perhaps build a monorail system. However, METRO claims that scrapping the current plans would cost millions and that an elevated system would cost three to five times as much as the light rail system. METRO signed a $1.46 billion contract in March for four of the five lines and still needs to sign a separate contract for the University Corridor.

Issue No. 4) BARC (Bureau of Animal Regulation and Care) – issues dealing with animals, animal control and other pet-related issues: mandatory spaying, allowing dogs on restaurant patios, the "dire need of change" and "raging controversy" at BARC have been a major topic in this years mayoral election. All four of the candidates are pet owners, but where do they stand on BARC and all of the controversy surrounding the organization?

Parker – From her website: “BARC's failures impact our public health, public safety and quality of life - and for the many Houstonians concerned with animal welfare, BARC's failures are just plain cruel.

As an animal lover myself, I deplore the conditions at BARC. These issues are not new to me.

I served on one of the committees of the Mayor's Task Force for Animal Protection in 2005. The Task Force came up with some excellent recommendations; yet, many have not been implemented. As City Controller, I later led an audit of BARC that highlighted additional problems and inefficiencies - many of which have yet to be corrected.

If elected mayor, I will do everything within my power to make sure BARC becomes a humane and adequately funded no-kill shelter.”

Locke – From his website: “As we look at how we have treated stray animals in Houston, we have not met a standard worthy of our great city.

The facility where we house stray animals is an embarrassment to the city, we euthanize far too many animals and adopt out far too few. The Bureau of Animal Regulation and Care (BARC) is long overdue for reform. This is not only an issue of decency, but it is also a public safety and an economic issue.

We need a short term and long term strategy for BARC. Over the long term we need to look at a number of options with BARC. These options should include moving BARC out of city government into a public-private partnership on the model of the Houston Zoo and moving towards a no-kill shelter.

The most immediate priority for BARC is finding permanent leadership for BARC. I believe that while the “change agent” brought on by Mayor White should be given the opportunity to kick-start reform; this is not a permanent solution. In looking for a permanent leader for BARC, there are a number of key goals that any applicant must set out to reach: Increased adoptions, decreased euthanasia, Increase spay and neutering, increase interaction with SNAP and a change the culture of BARC and the culture of those

working for BARC.” Opposite their aforementioned contenders, neither Morales nor Brown (at the time this article was written) had information or statements on their websites concerning BARC, but have expressed major concerns of the organizations current conditions. Brown states that he would pass a City Ordinance outlawing dog fighting. He also plans to provide better leadership by hiring responsible, accountable and caring individuals all the while developing and implementing goals to try and correct the organization's horrific state of affairs.

Not much could be found regarding Morales' position on BARC; however he has stated that he would not support a BARC fee.

So there you have it, Aubrey's brief political synopsis on the candidates running in the 2009 Mayoral Election and their stand on several “hot button” issues. So where do you stand? We've all heard the political mantra “every vote counts”…well - it really does! According to a Zogby poll conducted October 12-15 of 601 likely voters randomly drawn from a telephone list of registered voters, Brown has a slight lead with 23.8 percent. Parker is second with 19.0 percent, Locke is third with 13.1 percent and Morales is fourth with 6.7 percent of the vote. 1.4 percent said they would vote “Other” and 36.0 percent were still not sure who they would vote for. The margin of error is plus or minus 4.1 percentage points.

Although economically speaking, Houston has faired better than most other city's its equivalent - our economic staying-power is certainly being tested. Pam Holm - A life of service to Houston A native Houstonian and a citizen activist for more than 35 years, Pam Holm was first elected to City Council in 2003 to represent the people and interests of west Houston in District G. She is currently serving in her third term, which began in January 2008.

During her tenure on Council, Pam has challenged budgets and, when necessary, opposed appropriations where there was wasteful spending and information lacking. She has been a committed, full-time member, engaged on a daily basis, participating on every key committee where some of the city's most significant issues are handled.

Pam is Chairman of the Pension Review Committee, member of the Transportation, Infrastructure and Aviation Committee; the Quality of Life Committee, which she also chaired; the Regulation, Development and Neighborhood Protection Committee; and the Budget and Fiscal Affairs Committee.

Additionally, she served as Vice Chair of the Transportation Policy Council of the Houston-Galveston Area Council.

With public and private stakeholders, Pam coordinated efforts to rebuild Looscan Library and the Kendall Library complex that will include a community center. She shepherded the designation of the first railroad Quiet Zone in Houston and the 2005 Historic Preservation Ordinance establishing the protected landmark status.

She and her husband, Chuck Holm, whom she met in junior high school and began dating while at TCU, have been married for 39 years. Their son, Nelson Holm, his wife, Courtney, and their children, Hudson and Eleanor, reside in Fort Worth.
