Home

MISSION To care for homeless and at-risk persons by providing life-sustaining and life-rebuilding services that are comprehensive and address underlying causes.

We give hope, and we give home to each person who comes through our doors at the Hope Center.

Home may be an apartment or a house, but it can also be a feeling of being cared for and belonging.

Chris, a former recovery client and current staff member said, “When I hear the word ‘home,’ I immediately think of my family. But there’s a new understanding now. This is the first time I’ve had my own apartment. I’m free to do whatever I want. I used to be forced to sit on the floor and drink so I wouldn’t have a seizure. I didn’t have options; I wasn’t free to do anything. Now I can go to my apartment, watch what I want on TV, paint, whatever. It’s not complacency, it’s opportunity.”

So home also means opportunity, and each of our programs is designed to give people tools and the means to have the freedom to go home.

Letter from Executive Director

Going Home Dear Friends,

This is an annual report, and that being so you will find a lot of numbers inside. I’ve chosen to write about just one number, even though it is not otherwise in this report.

Consider this for a moment: last year, the Hope Center placed 410 clients in permanent housing. All of them made their way through one Hope Center program or another, and all of them found their way home.

What exactly is a home? It’s shelter, of course, but it’s more than that. It’s a refuge, a place where the world can be kept at bay for a while. It’s a place where human relationships grow. It’s the anchor that holds us in place when life gets stormy. Home is a place, but it is also a concept, something built in the mind and relied upon by us – most of us – to make life familiar and sustainable.

Being without all that is being without a lot. That’s why it’s so gratifying to watch these 410 clients move into their own homes.

We can’t make homelessness impossible, but we can and do make home possible.

Thank you for that possibility and for all the other possibilities you create through your support. Your generosity is essential to everything we do.

Don Ball Campus Center Opens

Offers Permanent Housing for 48 in Recovery The new Don Ball Campus Center is located in the center of our men’s campus on West Loudon Avenue. It features two floors of permanent housing for graduates of a Hope Center Recovery program, sitting atop one floor of office and assembly space. The first floor consists of three large community rooms, used for classes and meetings, as well as administrative offices and an intensive outpatient program for substance abuse. The upper two floors have 48 units of drug- and alcohol-free, affordable, efficiency apartments.

The center opened in June of 2019 and was built to meet three major needs: • Supportive, affordable, permanent housing for people in recovery • Community rooms for classes, twelvestep meetings, and other gatherings • Centralized office space for staff in finance, administration, human resources, and development When recovery clients leave the program, their recovery is at risk.

Finding affordable housing often means

moving back into unsafe neighborhoods with no support for sobriety. Hill Rise Apartments, the Barbara H. Rouse Apartments, and now, the Don Ball Campus Center provide graduates of a recovery program with a safe home in an environment where recovery is supported and emphasized.

Through the years, the Hope Center has endured a shortage of meeting and office space. Until now senior management has been spread around various Hope Center facilities, basically wherever space has been available. Now the management team is mostly centralized, and there are more than 10,000 square feet available for community meetings, classes, and other events.

Construction was financed through $6,730,000 in Low Income Housing Tax Credits awarded through Kentucky Housing Corporation and purchased by Central Bank, $400,000 in Affordable Housing Trust Fund money awarded through the Lexington-Fayette Urban County Government, and $650,000 in private donations. The total construction cost was $7,780,000.

Dedicated to Don Ball – a fitting tribute This significant development – as well as many others in our history – would not have been possible without the guidance and generosity of the late Don Ball. He understood that the way to lift people out of poverty is to remove the barriers holding them back. He was a builder who took down a lot of barriers and built up a lot of lives.

When Mr. Ball saw people in need, his first thought was, “How can we fix this?” He had compassion for people in need. He had a passion for helping them. He had a vision for how to do that, and the intelligence and business acumen to make it happen.

More than any other individual, Don Ball is responsible for what the Hope Center is today. We are and will continue to be sustained and inspired

by Mr. Ball and his family, especially his wife, Mira Ball.

Although his vision guided this building from beginning to end, even before breaking ground, we officially dedicated the Don Ball Campus Center on August 22. More than 200 people filled the chairs and lined the walls of one of the new community/ classrooms and heard speakers representing the Hope Center, Kentucky Housing Corporation, the Lexington Housing Authority, LFUCG Affordable Housing Fund, Spectrum Contracting and integrity/ Architecture. Attendees also enjoyed breakfast from DV8 Kitchen, as well as tours of the community/ classrooms and client apartments.

I volunteered to set up for the groundbreaking of this building. As they broke ground I thought, “Man I would love to be working over there.”

A friend asked me what I was going to do after I finished the program and I told him I was trying to revamp my life. He told me he could get me a job with Spectrum Contracting.

I completed the program on Monday and on Tuesday morning I went to work. My higher power likes to mix it up, and after doing car washes for six months in recovery the first thing I built with Spectrum was a car wash. I soon found out I would be working on the new building. I worked over here close to nine months and helped with almost every aspect of this building.

After finishing the program, I was rebuilding my life. I had been without a driver’s license for eight years. Thanks to the Hope Center teaching me how to be a productive member of society and thanks to Spectrum for giving me a job, I got my license back. I bought a truck, I have insurance, I’ve paid fines off, I’m paying child support, and I’m being a responsible adult. At first I was so caught up in having a job and making money. One of my friends said “Man, do you realize what you’re doing?

You’re a part of building something that’s going to help thousands and thousands of people!” I never realized it, but after it sunk in I realized it was true!

When I come in here, or even when I’m just driving through, I can look over at this building and say “Hey, I had a part in that.” It’s something special. I’m thankful for the Hope Center and I’m thankful for Spectrum. I had no idea when I was in the program that I would be working over here.

It all worked out.

The desire for alcohol and drugs is just not there anymore. I know that this is a gift from my higher power. The Hope Center changed my life. I wouldn’t trade even half of my new life for 1,000 of my old lives.

Emergency Shelter The Emergency Shelter is the first step to self-sustainability for most Hope Center clients, and the doorway to the programs we provide. It may not be home, but for more than 25 years it has opened its doors to those looking for a new start.

Social Services Program Our Social Services caseworkers assist clients with housing, health care, transportation, and finances.

Caseworkers connect them with other resources and agencies as needed.

Hyde Hope Health Clinic We offer free health care services to our clients and anyone in need at the Hyde Hope Health Clinic, named for long-time Hope Center board member Dr. Gordon Hyde. This clinic has four medical exam rooms, all staffed by medical professionals from HealthFirst Bluegrass.

Sully Emergency Shelter “I couldn’t have made it without you guys.”

I graduated from Wake Forest, but I grew up in Miami in the ghetto. After graduation, I had a successful career in finance working as a stock broker.

I wrote a check to someone in Kentucky and the check bounced. I was notified that there was a warrant for my arrest in Kentucky, so I flew here thinking, “I’ll bring a money order with me to pay the amount of the check, I’ll go through this process, and I’ll be back in Miami in a day.” That was 6 months ago. I lost my job, my wife, and my money. I went to court, paid the check off, and got 6 months probation but had to stay in Kentucky as part of my punishment. I knew no one here and I couldn’t get out of jail unless I had a local address, so someone recommended a shelter.

The Hope Center has been a true blessing. I can’t imagine where I would be without it.

I’m really grateful. Being able to take a shower and have a bed; it’s a good feeling. I didn’t have to pay a penny, and it allowed me to get back on my feet. At first, the thought of even coming here was scary but it was better than jail. I was sad and depressed, but as I started to navigate through the system I realized that I could make this negative situation a positive. I started utilizing the resources available. I got a job, and the shelter provided me with clothing and direction. I couldn’t have done it without this place. This situation brought me back to reality. It’s not all about me anymore. I want the next 20-30 years to be dedicated to helping people.

I couldn’t have made it without you guys and no matter what, nothing will change that outlook. It’s my responsibility to help others now.

Employment Program

Veterans Program

Our Employment Program supports clients’ efforts to find employment by offering them training opportunities, transportation to interviews, résumé and referral assistance, help finding off-site housing, information about higher education, and more.

The Department of Veterans Affairs awarded the Hope Center a grant designed to help reduce the number of veterans who are homeless and without essential services. The grant assists the Hope Center in conducting extensive outreach programs, clinical assessments, mental health treatment, alcohol and drug abuse counseling, and employment assistance.

Veterans participating in this program are housed in a separate area of the shelter in two dorms, with a common area and kitchen, and laundry facilities.

Charles Emergency Shelter & Veterans Program “I knew nothing about veteran benefits, and it turned out that the best thing that could’ve happened to me was coming here.”

I was an actor living in Atlanta and before that I served in the army from 1961 to 1964. I lost the job I had for 29 years. After I lost my job, everything fell apart. I was late on rent for the first time in eight years and an attorney told me I was being evicted. I left my apartment, bought a used rental car and came up here this time last year. I moved in with one of my brothers, but it didn’t work out and we went our separate ways. When I left, I wound up in a VA hospital looking for help with housing and employment but I somehow ended up in the mental health ward. I was there for a short time before they sent me to an assisted care facility in Independence, Kentucky. They didn’t tell me I was going be in a restricted program, meaning I couldn’t leave the property. I tried to take a hike one day and they came after me. After that, they asked me to leave.

I eventually made it to Lexington. At first I went to a hospital, but they told me I didn’t meet their criteria, so they brought me here. Before that, I had been told I wasn’t going to get any social security checks. I knew nothing about veteran benefits, and it turned out that the best thing that could’ve happened to me was coming here. The day after I got here, they started helping me get it all figured out.

I get counseling from people at the mental health program. They ask you how you’re doing, how things are going, and help you figure out how you’re feeling. Tiffany is very, very helpful.

She gave me guidance because I didn’t know what to do. She got my social security squared away and helped me get my card set up. I’m here and I’m thankful. They have some good programs here. This place has been a godsend.

Don and Cathy Jacobs House The Don & Cathy Jacobs House is our transitional housing facility. It is home for men participating in several of our programs, including Recovery, Employment, and Mental Health. Built in 2012, this 144-bed facility reduces the capacity pressure of the Emergency Shelter.

Mental Health Program The Mental Health Program assists with everything from medication, therapy, and housing to life skills groups, payee services, and dual-diagnosis groups. Ultimately, the Mental Health Team stabilizes clients and prepares them for community living regardless of the time it takes to achieve these goals. Each year, several clients find homes in the community and continue to live independently with the help of weekly visits from their Hope Center case manager. The regular visits and case management assistance are only one part of what makes this program so unique.

Jacobs Hope Cafeteria Built in 2012, the Jacobs Hope Cafeteria feeds the men staying in both the Emergency Shelter and the Don and Cathy Jacobs House in a modern and pleasant setting. Volunteers serve breakfast, lunch and dinner here every day of the year; nearly 450 meals are served each day. Dinner at Jacobs Hope Cafeteria is also open to the community.

Women’s Recovery Program

I started using regularly when I was 15 after I was prescribed opiates due to a car accident. I never really fit in, so when I got the prescriptions it gave me a role to play in my friend group. I started selling them and abusing them. I kept using opioids, and eventually got addicted to heroin. I went through rehab a couple times, and I was trying so hard on my own to get sober. I realized I couldn’t do it on my own; I was trying but I was desperate for something different.

I came here in November 2018 after 8 and 1/2 months in jail. I came into the program really willing to do something different. I’ve worked the steps before but I wasn’t willing to take a look at my behavior or what I was doing wrong.

This program has helped me find a purpose and sense of self again. My family is really supportive. Being able to move into my own place would be amazing, and it would be the first time that I’ve had my own space. It’s going to mean a lot to me to start being independent and self-sufficient.

I want to go back to school to do something with art or in the field of recovery. I just started peer mentoring. I really looked up to the peer mentors I had, they would always ask how I was and it was nice to be open and vulnerable. This program is different because the love in this house is key. It starts with staff, then it trickles down and it’s contagious. I’m really glad I’m here.

Men’s Recovery Program

When I was 10 years old, my dad passed away. I was a bitter young man back then and I blamed God for my father’s death. I started hanging out with guys who were using drugs and drinking, and I was the square of the group. I wouldn’t drink or use or do anything. But after a while, I started using too. I eventually stopped drinking, but I couldn’t stop the drugs. Crack cocaine was my drug of choice. I lost my job of 15 years, and there was more pressure on me to keep the pain away. I was stealing just to support my habit. My mom got fed up with it, and she told me that she didn’t want to see me again until my life was straightened out. I packed my stuff, and I left. I was upset but I understood because I was killing myself.

I got here August 24, 2018. This is the first time I’ve been clean for this long. I had to sit back and ask myself, what do I want in life? I just needed to find the willpower to get through this program and stay. Now I can be here and help the next guy. I can use my experience from the things I used to do to help people, and I love it.

I live in an apartment in the Don Ball Campus Center and it means a lot to me. I can call this place a home. This has really helped me keep things in perspective, I know I’m doing well and I can keep it up. My mother’s proud of me, my kids are happy because they have their old dad back, the one who’s laughing all the time and joking around. I also got into fitness while I’ve been here. It helps me relieve pressure, and if I have a bad day I can just go up to the YMCA and work out.

The Hope Center changed my life, and I appreciate everything this place has given me. It gave me hope and faith in myself. I can achieve anything. I appreciate everyone who works here: staff, peer mentors, everyone.

This is a great place to come if you’re feeling lost. I was lost and now I’m found. This place is a godsend.

George Privett Recovery Center For Men The Privett Center was built in 2008 to accommodate more men in our recovery program, and provide a quiet, dedicated environment in which to focus on recovery.

Recovery Program For Men Since its beginning in 1996, the Recovery Program for Men has helped more than 2,000 men battle active addiction and move into sobriety and self-sustainability. This program provides a long-term recovery approach that is both peer-driven and professionally supervised. Our recovery program has a high rate of success, with an 82% decrease in illegal drug use reported within 7 months of graduating the program.*

Ball-Quantrell Jones Recovery Center For Women The success of the Recovery Program for Men led to a demand for the same opportunity for women, and in 2002, the 75-bed Ball-Quantrell Jones Recovery Center for Women was built. In 2018, the center was expanded with a new cafeteria and an additional 30 beds.

PERMANENT HOUSING PROGRAM

Hill Rise Place Apartments

Barbara H. Rouse Apartments

This 40-unit efficiency apartment building provides male clients who are ready to move back into the community with a low-cost, drug- and alcohol-free residence that supports their continued recovery. Residents have access to the Hope Center’s employment, recovery and social services programs as well as the Health Clinic. The facility has a number of amenities, including a community room for AA and NA meetings, a community kitchen, coin laundry facilities and an active tenant council.

Opened in 2010, this 44-unit apartment building provides affordable, permanent housing for women without concern about the lives they have left behind. Featuring similar amenities to the Hill Rise facility, this drug- and alcohol-free facility helps women further their recovery while becoming more independent and moving toward a new stage of their lives.

Don Ball Campus Center The newest Hope Center facility opened on our Men’s Campus on West Loudon Avenue in June 2019. The Don Ball Campus Center features two floors of permanent residential housing sitting atop one floor of office and assembly space. The upper two floors consist of 48 units of drug- and alcohol-free, affordable efficiency apartments, situated in the middle of our supportive campus.

The Hope Center wishes to recognize and thank the Lexington Housing Authority for a partnership that began in 2002 to assist formerly homeless and atrisk individuals in finding safe, affordable housing.

The Lexington Housing Authority has granted the Hope Center 184 Housing Choice Vouchers that are utilized at four residential environments. The Lexington Housing Authority also provides 80 Housing Choice Vouchers to One Parent Scholar House to help single-parent students house their children while they pursue higher education.

This partnership is invaluable because of the financial impact and the positive social contribution it provides in assisting atrisk individuals to become self-sufficient, contributing members of their community.

HOPE CENTER OUTREACH PROGRAMS: Important Hope Center work takes place outside of our walls every day. Our teams in the community are providing liferebuilding services to those in need, no matter where they are.

Detention Center Program The Hope Center offers a recovery program for men and women at the Fayette County Detention Center. A staff of recovering men and women guide inmate clients through a four-month intensive recovery program. Detention Center clients are also given the opportunity to continue their recovery programs after release by transitioning directly into the Hope Center’s Recovery Programs. In addition to providing life-changing, life-saving experiences to at-risk men and women, the program also saves our community thousands of tax dollars by dramatically reducing the rearrest rate of the clients who complete the program.

HopeMobile Mobile Outreach Program The Mobile Outreach Team works from the streets of Lexington to help homeless people wherever they might be.

This team includes a nurse and two caseworkers who reach out to homeless and marginally-housed community members from a custom motor home, the HopeMobile. Parked at a different downtown church location each weekday, the HopeMobile provides assistance with basic needs including food, clothing and healthcare, and referrals for shelter, counseling and job training at the Hope Center and other agencies.

Seeds of Hope is a society of generous individuals who, through planned giving, are leaving a legacy for the future.

Naming the Hope Center as a beneficiary in your will or trust is a simple way to make a commitment that will keep helping those in our community who need it most.

The Hope Center is about saving and rebuilding lives, ending homelessness, helping others battle addiction and mental illness - and we carry out this mission effectively and efficiently, with 92 cents of each donated dollar going directly to our programs.

For over twenty years, this crucial mission has been carried out by dedicated staff, strong community support and very generous supporters.

We all want this mission to continue far into the future. By planning now, you can ensure that it will.

YOU CAN PLANT A SEED OF HOPE THROUGH: Specific Bequest

You can name the Hope Center as the direct beneficiary of a specific sum of money, a particular parcel of real estate or other property or of a stated percentage of your estate.

Residuary and Contingent Requests

After making specific bequests to family or friends you can name the Hope Center to receive all or part of the remaining amount. Or to provide for the situation when named individuals in your will do not survive you, you can name the Hope Center as a contingent beneficiary.

2019 Volunteer Spotlight: Liz Hodge and A Running Start Five years ago, Liz Hodge co-founded A Running Start: a grassroots organization to help heal and support individuals in recovery from substance abuse through running. Liz, a longtime runner with a passion for recovery, is very familiar with the challenges of addiction. “I lost my dad to his addiction when I was 16,” she said, “I came out of that with a heart for recovery, and a belief in grace.”

Liz saw the life-changing potential of physical activity, and she made a commitment to share it with people working toward addiction recovery.

A Running Start began working with Hope Center clients in 2015 and has since helped change the lives of more than 100 men. Hope Center Recovery Program Clients are given the opportunity to train with Liz alongside others in the recovery program, running for 10-12 weeks in preparation to complete a 5K. Liz believes that running not only improves health, but provides a new, healthy routine as an alternative to a lifestyle of substance abuse and addiction. She explained, “We wanted to help people working through struggles in life, giving them a new coping mechanism, giving them a new community and a new habit.”

A Running Start 5K The inaugural A Running Start 5K was held in Lexington on September 7th, 2019. More than 125 runners – including 23 Hope Center clients from the men and women’s programs – gathered at Coldstream Park to run and walk the 3.1 miles and support running as a healthy habit for those in recovery. Through the A Running Start 5K, $1,000 was raised for the Hope Center. Many of our staff also participated in the race in addition to being there in support of our clients (the clients were much faster than staff!).

Liz has selflessly spent countless hours coaching and running in stride next to Hope Center clients - heat or cold, rain or shine. She encourages each and every runner throughout training, reminding them of their worth and potential. Her passionate commitment to serving our clients is inspiring, and we, along with those whose lives she has helped change, are grateful for her dedication to A Running Start.

NEW INTENSIVE OUTPATIENT TREATMENT PROGRAM PROVIDES RECOVERY, JAIL DIVERSION Program also available to non-corrections clients To alleviate jail overcrowding, address the drug epidemic and divert rather than incarcerate certain low-level offenders, the Hope Center is partnering with the Kentucky Department of Corrections to provide an intensive outpatient treatment program (IOP).

COALITION FOR PUBLIC SAFETY AWARDS HOPE CENTER FRONT LINES AWARD

The program, which the Hope Center started in May, is serving about 45 male and female clients who come mostly from Fayette County and are on probation or parole. Some are diverted from jail and others are going through the program as part of re-entry.

“This program allows them to maintain employment or go to school and be part of the community while helping them re-enter society and reinforce what they’ve already learned about recovery,” said Apryl Tandy, who leads the IOP program for the Hope Center. “Many clients participated in substance abuse programs in jail but are still dealing with things from the past. They tell us this program has supported them, opened up their lives for the better and helped them understand the importance of surrounding themselves with sober people.”

The six-month program is led by licensed clinicians with expertise in drug and alcohol issues. Curriculum involves two-hour meetings three days a week with group therapy and educational classes focused on a recovery lifestyle. IOP clients receive comprehensive services, including: • Case management • Peer groups • Relapse prevention • Employment and vocational education • Classes on budgeting, lifestyle and nutrition • Parenting • Stress management • Coping All the clients have been assessed by the Department of Corrections to determine that the IOP is the best program for them.

“The Department of Corrections has had a longstanding partnership with the Hope Center to provide high quality substance use disorder treatment services to clients within the criminal justice system,” said Sarah G. Johnson, director of addiction services for the Department of Corrections. “We are excited to have this new level of care available for the clients we serve.”

Program expanding to non-corrections clients With the program’s success, the Hope Center is creating another IOP program for non-corrections clients who have Medicaid; insurance through Anthem, Passport and Wellcare; or private pay.

This program will be similar but requires three-hour classes.

The Coalition for Public Safety held their Celebration of Second Chances on Derby Eve at the Kentucky Castle. The evening featured music from stars like John Carter Cash, Sara Evans, and Pat Green, as well as authentic Kentucky food and drinks. In a special ceremony, the Coalition honored the elected officials working for criminal justice reform legislation across the country, and business leaders and advocates working to innovate and improve our justice system. The Hope Center was one of four organizations to be honored with a Front Lines Award, “for the heroes on the ground impacting lives every day.” The award was presented by Kentucky state senator Alice Forgy Kerr and accepted by Development Director Carrie Thayer and Deputy Director Janice James. The Hope Center was also awarded $12,500 from CPS to go toward furthering our work.

The Coalition for Public Safety is the largest national bipartisan effort working to educate lawmakers and the public on how to make our criminal justice system smarter, fairer, and more cost effective at the federal, state, and local level. They work across the political spectrum to identify a comprehensive set of criminal justice reforms that reduce our jail and prison populations and associated costs; end the systemic problems of overcriminalization and overincarceration - particularly of low-income communities and communities of color; and make communities safer by reducing recidivism and breaking down barriers faced by those returning home after detention or incarceration.
